According to Part 1 of Art. 20 of Law No. 196-FZ of December 10, 1995 “On Road Safety”, enterprises using vehicles are required to properly organize the work of drivers. Each company maintains a record of fitness and accident rates. For this purpose, a personal driver card is created.
All companies using vehicles must take care of the proper organization of the work of drivers. This ensures the creation of appropriate conditions for the safety of traffic.
When a driver is employed, a specialist in the personnel service draws up an individual driver's personal card. Throughout the work of the employee, the responsible specialist enters the necessary information into it. The card is drawn up for each driver working at the enterprise.
The law does not establish a strict form of a driver's personal card. The employer has every right to independently develop a document form and approve it by order.
The driver's personal card must perform tasks in accordance with the "Methodological manual for the training course for road safety specialists in road transport" (approved by the Ministry of Transport of the Russian Federation).

The individual card for the driver contains all the information that can represent the driver from a professional point of view.
The lack of a driver's personal card does not provide for specific liability. However, if the fault of the driver working at a particular enterprise occurs during an accident, the manager may have difficulties. According to Appendix 2 to the order of the Ministry of Transport of the Russian Federation of February 13, 2013 No. 36, a driver's personal card for a tachograph is required from companies whose activities are related to the transportation of passengers and goods. It is made from plastic. The card has a microchip that records information about the driver and all trips. It stores information about schedules and modes of operation. Driver's personal card
Part 1 Art. 20 of the Federal Law “On Road Safety” dated 10.12.1995 No. 196-FZ imposes on companies of any form of ownership, as well as individual entrepreneurs, the obligation to provide advanced training for drivers, organize their work in accordance with traffic safety rules, analyze and eliminate the causes of accidents. This means that every company must keep records of drivers' qualifications, length of service, accident rate, etc.

In the driver's personal card, all the data characterizing the driver from the professional side are registered. Responsible for its maintenance can be any person responsible for road safety, authorized to do so by the relevant order of the company's management.
The manual contains an approximate form of a driver's personal card. So, it must be approved by the order of the administration of the enterprise.

The absence of personal cards of drivers or the failure to enter data on an accident in them, other necessary information does not form an independent offense (decree of the 13th AAC of 06/21/2010 in case No. A56-1804 / 2010). However, these facts can play a negative role in the course of proving the innocence of the enterprise in the case of an administrative offense.

A plastic card for a tachograph is issued for all drivers of vehicles that can carry more than 8 passengers, trucks, special equipment. To date, a unified unified form of the driver's personal card has not been approved, therefore, to enter all the necessary information about the driver, car companies use independently developed forms. Most often, the unified form T-2, approved by the Resolution of the State Statistics Committee dated 05.01.2004 No. 1, is taken as a template.
According to this form, the usual personal card of the employee is maintained, which indicates information about seniority, qualifications and other information. To enter specific information related only to the activities of the driver, the above unified form is edited by adding the necessary tables and columns.
The personnel officer fills out a personal card. Marks in it are made on the basis of orders and other local acts of the company. Also, the document contains information from the documents provided by the driver about his qualifications for driving a certain type of transport, tolerances and general experience. The card is started at the stage of passing the course in a driving school. A photograph of the future driver is pasted into the document for identification.

Organizations directly related to the regular transportation of passengers or goods by road equip vehicles with special accounting devices called tachographs. The device connects to the car's on-board computer and reads data such as mileage, speed, location, etc. With the help of a tachograph, it becomes possible to accurately determine the periods of work and rest of the person driving the vehicle.
The driver's personal card for the tachograph is also called plastic card driver. Inside, such a card contains a special built-in microchip, which contains all the information. The card is inserted into the device at the beginning of the work shift and removed after the end of service functions. Cards are issued by specialized bodies that work with tachograph systems according to CIPF or AETR standards.
Important! Each employee driving a vehicle can receive only one driver's personal card for the tachograph, which is issued again only in cases of its loss.
