Collection 7.2 “Placement and installation of monuments and monuments (including stelae, busts, sculptures). MRR-7.2-16" (hereinafter referred to as the Collection) was developed by the specialists of GAU "NIAC" (S.V. Lakhaev, E.A. Igoshin, A.M. INTRODUCTION

This Collection 7.2 “Placement and installation of monuments and monuments (including stelae, busts, sculptures). MRR-7.2-16" (hereinafter referred to as the Collection) was developed in accordance with the state task.

This Collection is intended for use by state customers, design and other interested organizations when calculating the initial (maximum) prices of contracts and determining the cost of developing architectural and construction projects for the placement and installation of monuments and monuments, the improvement of the territory adjacent to them, carried out with the involvement of funds from the budget of the city of Moscow.

When developing the Collection, the following regulatory and methodological documents were used:

Urban Planning Code of the Russian Federation;

Urban planning code of the city of Moscow;

Water Code of the Russian Federation;

Law of the city of Moscow dated November 13, 1998 No. 30 “On the procedure for erecting works of monumental and decorative art of urban significance in the city of Moscow”;

1. GENERAL PROVISIONS

1.1. This Collection is a methodological basis for determining the cost of developing an architectural and construction project for the placement and installation of monuments, the improvement of the territory adjacent to them for the city of Moscow.

1.2. The cost of the main design work is determined depending on the architectural, artistic and volumetric-spatial images, as well as engineering and technical solutions.

1.3. When determining the cost of work on the basis of this Collection, one should also be guided by the provisions of Collection 1. 1 “General guidelines for the application of the Moscow regional recommendations. MRR-1.1-16".

1.4. Bringing the base cost of work, determined in accordance with this Collection, to the current price level is carried out by applying the conversion factor (inflationary change), approved in the prescribed manner.

1.5. The distribution of the cost of the main design work by type of documentation is presented in Table 1.1

1.6. The recommended distribution of the relative cost of design work by sections of design documentation is presented in Table 3.2 of this Collection. In each specific case, it can be specified in accordance with the established practice of relative distribution in the design organization.

1.7. The base prices of the Collection take into account and do not require additional payment the costs of performing the work listed in paragraphs 3.3-3.5 of MRR-1.1-16, as well as:

Participation in the preparation of design assignments (excluding the technological assignment);

Participation together with the customer in the mandatory approval of project documentation.

1.8. The base prices do not take into account the work performed under separate contracts with the customer and paid at the expense of funds for its maintenance:

Collection of initial data;

Obtaining additional to mandatory approvals of design decisions.

1.9. The base prices of the Collection also do not take into account the associated costs specified in clause 3.6 of MRR-1.1-16.

2. MAIN PRINCIPLES OF FORMING BASIC PRICES FOR ARCHITECTURAL AND CONSTRUCTION PROJECTS FOR PLACEMENT AND INSTALLATION OF MONUMENTS AND IMPROVEMENT OF THE TERRITORY ADJACENT TO THEM

2.1. The Collection contains basic prices for determining the cost of development:

Individual projects for the placement and installation of monuments;

Monument reconstruction projects.

2.2. The architectural and construction project for the placement, installation of the monument as part of the construction provides:

Placement and arrangement of the foundation;

Installation with fastening of the monument (pedestal, podium);

Facing of a pedestal, monument, stairs, retaining walls, square parapets, etc.

2.3. A variety of types of work on the installation and placement of monuments does not allow choosing a natural indicator that is the same for all types of monuments and is used to form the value of the base price of design work.

2.4. The object itself is used as a natural indicator in the formation of the base price of design work, i.e. each type of monument, taking into account its monumental and figurative solution (Table 2.1).

2.5. For design work on the installation and placement of the type of monument - commemorative plaques - the base price is not given. In this case, an author's contract is drawn up and a royalty system of remuneration is used.

2.6. The calculation of the base cost of design work for each type of monument is carried out using the "Classifier" of design complexity categories.

The base prices given in the Collection for design work on the placement and installation of monuments correspond to the II category of complexity with a coefficient K sl = 1.0.

3. METHODOLOGY FOR DETERMINING THE COST OF THE DEVELOPMENT OF THE ARCHITECTURAL CONSTRUCTION PROJECT OF PLACEMENT AND INSTALLATION OF MONUMENTS AND IMPROVEMENT OF THE TERRITORY ADJACENT TO THEM

3.1. This section of the Collection is a methodological basis for determining the cost of developing an architectural and construction project for the placement and installation of monuments and the improvement of the territory adjacent to them.

3.2. The cost of the main design work for the placement and installation of monuments, determined on the basis of this Collection, takes into account:

Detailed development of elements from natural stone, metal and other natural materials;

Landscaping within the boundaries of the allotted area (landscaping, outdoor lighting, etc.).

3.3. The following works are not included in the base prices for design work on the placement and installation of monuments and are subject to additional payment (provided that these works are included in the design assignment):

Artistic works, sculptural and monumental-decorative compositions (under a separate agreement);

Experimental work;

Engineering and environmental surveys;

Relaying, laying engineering networks (except for cable for outdoor lighting);

Technical survey and measuring work of existing monuments during reconstruction;

Development of an architectural lighting project for the formation of a light environment and the creation of light ensembles;

Design of fountains and other water devices;

Development of the section "List of measures for environmental protection";

Development of design solutions in several versions;

Development of design documentation for the manufacture of non-standardized equipment in accordance with the design assignment;

Improvement of the territory outside the boundaries of the site allocated for the installation of the monument;

Adjustment of design documentation in connection with a change in the design assignment or a change in the regulatory design documentation;

Development of the section "Measures to ensure fire safety";

Development of the section "Measures to ensure access for persons with disabilities".

The cost of additional work is determined according to the relevant MRR collections and other regulatory and methodological documents on pricing in design, taking into account the coefficient for the scope of work or on the basis of normalized labor costs.

3.4. The base cost of the main design work for the architectural and construction project for the placement and installation of monuments and for the improvement of the territory adjacent to them is determined by the following formula:

C (b)- base price of the main design works (determined according to tables 4.1-4.5);

K in- coefficient taking into account the type of documentation being developed (determined according to table 1.1);

K Wed- coefficient taking into account the composition of the sections of the documentation being developed (determined in agreement with the customer in accordance with the relative distribution of the cost of work presented in table 3.2);

The product of correction factors that take into account complicating (simplifying) factors and design conditions. The product of all corrective coefficients (except for the coefficient taking into account the type of reconstruction of the existing facility and the coefficient taking into account the reduction in design time) should not exceed 2.0.

3.5. Table 3.2 shows the relative cost of sections of design documentation for the implementation of an architectural and construction project for the placement and installation of monuments and the improvement of the territory adjacent to them.

3.6. The cost of additional work performed on behalf of the customer and paid at the expense of funds for its maintenance is determined as a percentage of the cost of the main design work:

Collection of initial data for design - 2%;

Preparation of material for the draft resolution of the Government of Moscow on the installation of monuments:

a) graphic material (sketches, diagrams, etc.) - 5%;

b) text material - 2%.

4. BASE PRICES AND ADJUSTMENT FACTORS

4.1. Base prices for design work on the installation of monuments and landscaping are given in tables 4.1-4.5.

4.2. The cost of the main design works for the reconstruction of monuments is calculated taking into account the coefficients given in Table 4.6 for those sections of the project that relate to reconstruction.

4.3. When designing monuments in difficult conditions of inclusion in the environment, the cost of the main design work is determined taking into account the coefficients given in Table 4.7 of this Collection.

Example 1

The project for the installation of the monument to P.P. Melnikov with the improvement of the adjacent territory.

This type of monument is regarded as a sculpture, referred to the II category of complexity. The monument is located in the historical zone. The area of ​​the monument is 100 m2.

The base cost of design work with the improvement of the adjacent territory is determined in accordance with formula (3.1):

Example 2

The project of installing a monument to the residents of the Central Administrative District - participants in the Second World War with the improvement of the adjacent territory.

This type of monument is regarded as a sculptural composition consisting of 4 elements, referred to the II category of complexity.

The monument is located in the historical zone.

The base cost of design work with the improvement of the adjacent territory is determined in accordance with formula 3.1.

P (b) = 677.0 - the base price of the main design work (determined according to table 4.4);

K in \u003d 1.0 - coefficient taking into account the type of documentation being developed (determined according to table 1.1);

0.565 - share of the cost of developing an architectural and planning solution: general plan (10.5%), architectural solution (25.5%); share of the cost of landscaping the adjacent territory (16.5%), PIC (4.0%) according to table 3.2;

0.370 - share of the cost of developing design solutions table (3.2);

0.065 - share of the cost of the estimate documentation (table 3.2);

This Collection 7.2 "Placement and installation of monuments and monuments (including stelae, busts, sculptures). MRR-7.2-16" (hereinafter referred to as the Collection) was developed in accordance with the state assignment.

This Collection is intended for use by state customers, design and other interested organizations when calculating the initial (maximum) prices of contracts and determining the cost of developing architectural and construction projects for the placement and installation of monuments and monuments, the improvement of the territory adjacent to them, carried out with the involvement of funds from the budget of the city of Moscow.

When developing the Collection, the following regulatory and methodological documents were used:

- Urban Planning Code of the Russian Federation;

- Urban planning code of the city of Moscow;

- Water Code of the Russian Federation;

- Law of the city of Moscow dated November 13, 1998 N 30 "On the procedure for erecting in the city of Moscow works of monumental and decorative art of urban significance";

- Decree of the Government of Moscow dated September 02, 2003 N 746-PP "On the General Scheme for the Comprehensive Improvement of the City of Moscow";

- Decree of the Government of Moscow dated August 31, 2006 N 1713-RP "On the procedure for financing the comprehensive improvement of territories adjacent to the works of monumental art newly installed in the city of Moscow";

- Decree of the Government of the Russian Federation of February 16, 2008 N 87 "On the composition of sections of project documentation and requirements for their content";

- Collection 1.1 "General instructions for the application of the Moscow regional recommendations. MRR-1.1-16".

- Collection 2.5 "Materials for the substantiation of urban planning plans for land plots. MRR-2.5-16";

- Collection 3.6 "Inspection and monitoring of the technical condition of building structures and engineering equipment of buildings and structures. MRR-3.6-16";

1. General Provisions

1.1. This Collection is a methodological basis for determining the cost of developing an architectural and construction project for the placement and installation of monuments, the improvement of the territory adjacent to them for the city of Moscow.

1.2. The cost of the main design work is determined depending on the architectural, artistic and volumetric-spatial images, as well as engineering and technical solutions.

1.3. When determining the cost of work on the basis of this Collection, one should also be guided by the provisions of Collection 1.1 "General guidelines for the application of the Moscow regional recommendations. MRR-1.1-16" .

1.4. Bringing the base cost of work, determined in accordance with this Collection, to the current price level is carried out by applying the conversion factor (inflationary change), approved in the prescribed manner.

1.5. The distribution of the cost of the main design work by type of documentation is presented in Table 1.1

1.6. The recommended distribution of the relative cost of design work by sections of design documentation is presented in Table 3.2 of this Collection. In each specific case, it can be specified in accordance with the established practice of relative distribution in the design organization.

1.7. The base prices of the Collection take into account and do not require additional payment the costs of performing the work listed in paragraphs 3.3 -3.5 of MPP-1.1-16, as well as:

- participation in the preparation of design assignments (excluding the technological assignment);

- Participation together with the customer in the mandatory approval of project documentation.

1.8. The base prices do not take into account the work performed under separate contracts with the customer and paid at the expense of funds for its maintenance:

- collection of initial data;

- Obtaining additional to mandatory approvals of design decisions.

1.9. The base prices of the Collection also do not take into account the associated costs specified in clause 3.6 of MRR-1.1-16.

2. Basic principles for the formation of base prices for an architectural and construction project for the placement and installation of monuments and the improvement of the territory adjacent to them

2.1. The Collection contains basic prices for determining the cost of development:

- individual projects for the placement and installation of monuments;

- projects for the reconstruction of monuments.

2.2. The architectural and construction project for the placement, installation of the monument as part of the construction provides:

- placement and arrangement of the foundation;

- installation with fastening of the monument (pedestal, podium);

- lining of a pedestal, monument, stairs, retaining walls, square parapets, etc.

2.3. A variety of types of work on the installation and placement of monuments does not allow choosing a natural indicator that is the same for all types of monuments and is used to form the value of the base price of design work.

2.4. The object itself is used as a natural indicator in the formation of the base price of design work, i.e. each type of monument, taking into account its monumental and figurative solution (Table 2.1).

2.5. For design work on the installation and placement of the type of monument - commemorative plaques - the base price is not given. In this case, an author's contract is drawn up and a royalty system of remuneration is used.

2.6. The calculation of the base cost of design work for each type of monument is carried out using the "Classifier" of design complexity categories.

The base prices given in the Collection for design work on the placement and installation of monuments correspond to the II category of complexity with a coefficient = 1.0.

For other categories of complexity, the following coefficients are accepted:

3. Methodology for determining the cost of developing an architectural and construction project for the placement and installation of monuments and the improvement of the territory adjacent to them

3.1. This section of the Collection is a methodological basis for determining the cost of developing an architectural and construction project for the placement and installation of monuments and the improvement of the territory adjacent to them.

3.2. The cost of the main design work for the placement and installation of monuments, determined on the basis of this Collection, takes into account:

- detailed development of elements from natural stone, metal and other natural materials;

- landscaping within the boundaries of the allotted area (landscaping, outdoor lighting, etc.).

3.3. The following works are not included in the base prices for design work on the placement and installation of monuments and are subject to additional payment (provided that these works are included in the design assignment):

- artwork, sculptural and monumental-decorative compositions (under a separate agreement);

- experimental work;

- engineering and environmental surveys;

- relocation, laying of engineering networks (except for cable for outdoor lighting);

- technical survey and measurement work of existing monuments during reconstruction;

- development of an architectural lighting project for the formation of a light environment and the creation of light ensembles;

- design of fountains and other water devices;

- development of the section "List of measures for environmental protection";

- development of design solutions in several versions;

- development of design documentation for the manufacture of non-standardized equipment in accordance with the design assignment;

- landscaping of the territory outside the boundaries of the site allocated for the installation of the monument;

- Realization of architectural supervision of construction;

- adjustment of the project documentation in connection with a change in the design assignment or a change in the regulatory documentation for the design;

- development of the section "Measures to ensure fire safety";

- development of the section "Measures to ensure access for persons with disabilities".

The cost of additional work is determined according to the relevant MRR collections and other regulatory and methodological documents on pricing in design, taking into account the coefficient for the scope of work or on the basis of normalized labor costs.

3.4. The base cost of the main design work for the architectural and construction project for the placement and installation of monuments and for the improvement of the territory adjacent to them is determined by the following formula:

- base price of the main design works (determined according to tables 4.1-4.5);

- coefficient taking into account the type of documentation being developed (determined according to table 1.1);

- coefficient taking into account the composition of the sections of the documentation being developed (determined in agreement with the customer in accordance with the relative distribution of the cost of work presented in table 3.2);

- the product of correction factors that take into account complicating (simplifying) factors and design conditions.

The product of all corrective coefficients (except for the coefficient taking into account the type of reconstruction of the existing facility and the coefficient taking into account the reduction in design time) should not exceed 2.0.

3.5. Table 3.2 shows the relative cost of sections of design documentation for the implementation of an architectural and construction project for the placement and installation of monuments and the improvement of the territory adjacent to them.

3.6. The cost of additional work performed on behalf of the customer and paid at the expense of funds for its maintenance is determined as a percentage of the cost of the main design work:

- collection of initial data for design - 2%;

- preparation of material for the draft resolution of the Government of Moscow on the installation of monuments:

a) graphic material (sketches, diagrams, etc.) - 5%;

b) text material - 2%.

4. Base prices and adjustment factors

4.1. Base prices for design work on the installation of monuments and landscaping are given in tables 4.1-4.5.

4.2. The cost of the main design works for the reconstruction of monuments is calculated taking into account the coefficients given in Table 4.6 for those sections of the project that relate to reconstruction.

4.3. When designing monuments in difficult conditions of inclusion in the environment, the cost of the main design work is determined taking into account the coefficients given in Table 4.7 of this Collection.

The base cost of design work with the improvement of the adjacent territory is determined in accordance with formula 3.1.
