Law of the city of Moscow No. 23 dated May 15, 2002 "On the subsistence minimum in the city of Moscow" defines the concept of "consumer basket" - this is the minimum set of food products, as well as non-food goods and services that a person needs to maintain health and ensure his life. Thus, it can be clarified that the consumer basket is usually used to calculate living wage, as well as to compare integral food prices in different regions of a particular country.


The consumer basket in the Russian Federation is 156 items of goods and services, this list was compiled in 1992 by agreement between the IMF and the State Statistics Committee of the Russian Federation. Compared with other countries, the consumer basket of products, goods and services is a much smaller list than, for example, in the United States, where it consists of 300 items or Germany, where the list includes 475 types of products, goods and services.

From January 1, 2016, Federal Law No. 227-FZ of December 03, 2012 comes into force"O consumer basket as a whole for the Russian Federation”, adopted in November 2012 by the State Duma of the Russian Federation and approved by the Federation Council of Russia. The federal law on the consumer basket of the Russian Federation of 2016 consists of 4 articles and provides for the establishment of a consumer basket as a whole throughout the entire territory of the Russian Federation. Article 1 of the federal legislative act regulates the procedure for establishing a consumer basket for the main social and democratic groups of the population in the Russian Federation. In accordance with the norms of the article, the consumer basket must be installed at least once every five years.

Article 2, paragraphs 1 and 2, establishes a list of food products that should be included in the consumer basket for the main groups of the population in Russia, including the composition and volume of products in natural indicators, as well as the ratio of the cost of non-food goods and services to the cost of food in percent.

Federal Law No. 44-FZ of March 31, 2006"On the consumer basket as a whole in the Russian Federation" and Federal Law No. 332-FZ of December 8, 2010 "On the consumer basket as a whole in the Russian Federation in 2011-2012", in accordance with Article 3 federal law on the consumer basket of the Russian Federation in 2016 are recognized as invalid.

Article 4 of the Federal Law under discussion fixes the dates for the entry into force of the document - January 01, 2016. This law was signed by the President of the Russian Federation Vladimir Putin in 2012.

The consumer basket is a conditional assortment consisting of goods and services, which is an expression of the standard level and composition consumed in the average value. It is compiled taking into account current prices. The basket also helps determine the purchasing power for a currency. Legal aspects of the structure of this set are reflected in the Federal Law number 227.

General information

The federal law "On the consumer basket as a whole in the Russian Federation" dated 03.12.2012 N 227-FZ was approved by the deputies of the State Duma in the fall of 2012 (20.11). Members of the Federation Council adopted the text of the document eight days later, that is, on November 28. In 2017, Federal Law No. 227 was changed, but integrated amendments cannot be called significant.

The subject of consideration of the document is the quantitative and essential composition, as well as the value of the volume of food products that are necessary to ensure the normal life of all categories of the population Russian state. Also included in the "basket" are non-food products and different types services.

The law approves the list of these objects and indicates their minimum required number.

Basic provisions of 227 FZ

Below we present summary articles of this law.

Art. first

Declares that the composition of the consumer basket in the country as a whole should be reviewed every 5 years, but not less than this period.

Art. second

In Art. Number two of the Federal Law "On the consumer basket as a whole in the Russian Federation" provides a description of food, which is included in the estimated assortment of goods established for key segments of the population, identified by demographic and social characteristics. The data for the formation of this list are taken for Russia as a whole. Their definition and calculation of volumes are compiled in the form of physical indicators.

The data in the article is presented in the form of a table. Its main columns include the following items:

  • The product's name;
  • The unit in which the quantitative composition of the goods is measured;
  • The average estimated volume of the product to be consumed individual(pensioners, minors, representatives of the working population) during the calendar year.

The list of products includes:

  • Bakery products, assortment of cereals and pasta, flour, etc.;

This part of the document indicates the names of legislative acts of the relevant subject, which, due to various reasons, have lost their relevance. These are:

  1. Federal Law No. 44 dated March 31, 2006;
  2. N 332-FZ of December 8, 2010.

Art. fourth

Indicates the time frame during which this law will be relevant (until December 31, 2020).

What changes have been made?

The edited version of Federal Law No. 227, released in December 2017 (December 28), contains a minimum of changes. In particular, the text of Art. 4, where a clarification about the duration of the law appeared. According to the amendment, it will have legal force until the end of December 2020 (December 31, 2020). The changes appeared on the basis of document N 421-FZ. On December 3, 2017, the Head of the Government of the Russian Federation personally put his signature under it.

According to Rosstat, for the period of adoption new edition the approximate cost of a set of products and services was 3840 rubles (the value is rounded to the nearest ten).

Basic provisions of 227 FZ

The main provisions are divided into paragraphs, of which there are only 4 in the Federal Law.

Article 1

It is a time limit. The list should be reviewed at least every 5 years. This is the maximum limit of the edition and the established composition of products and services.

Article 2

The second paragraph regulates the list and description of services and products that are included in the list. These data are included in the calculated assortment, on the basis of which the cost is formed.

There are several important points:

  • a set of products is formed based on the needs of the key segment of the population, that is, different options for different categories;
  • data are oriented to the whole country, there is no regional separation;
  • all calculations are made according to natural indicators;
  • categories of the population are divided into three types - minors, persons of retirement age and able-bodied population;
  • the distribution of products for each category is drawn up in a table where the columns indicate the name of the product, the unit of measurement and the average value of the volume that is expected to be required for the annual period.

  • cereals, pasta, flour, bakery products;
  • potato;
  • vegetables of various types;
  • a set of fruits;
  • confectionery and granulated sugar;
  • any type of meat;

Additionally, a list of goods that are not related to food products is determined. The cost is indicated at a rate of 50%.

Article 3

The third article of the Federal Law has a list of legislative acts that have become invalid, but previously regulated the main aspects of filling the required volume. These include N 332-FZ of December 8, 2010, which establishes the norms for 2011-2012, and N 44-FZ of March 31, 2006.

Article 4

The final article establishes the scope of the period during which the act and its existing version will be valid.

The existing period is limited to 12/31/2020.

Changes from the 2017 edition

The latter type has few changes, in particular, the validity period has been changed, postponed to 2020.

At the time of signing the changes, the cost of a set of basket services in a rounded amount is 3840 rubles.

All changes were regulated by act N-FZ.

Important! The cost varies every quarter depending on economic indicators or other factors.

Article 1

Article 2

1. This Federal Law shall enter into force on the day of its official publication.

2. This Federal Law applies to legal relations that have arisen since January 1, 2005.

EXPLANATORY NOTE to the draft federal law "On the consumer basket as a whole in the Russian Federation"

The draft federal law "On the consumer basket as a whole in the Russian Federation" was prepared on the basis of the Federal Law of October 24, 1997 N 134-FZ "On the living wage in the Russian Federation", according to which the living wage * is determined on the basis of valuation consumer basket, reviewed at least once every five years, and also in connection with the expiration of .

Guidelines, on the basis of which, in accordance with Article 3 of the Federal Law "On the Living Wage in the Russian Federation", the consumer basket is determined, approved by Decree of the Government of the Russian Federation of August 12, 2005 N 511.

The proposed draft law updates the volumes of consumption provided for in the consumer basket.

Given the need to improve the quality of nutrition, it is proposed to increase the nutritional and biological value of the consumer basket through:

an increase in the volume of consumption of meat and meat products, fish, milk, fruits and berries compared to the current norms;

reducing consumption rates for bread products (bread, pasta, flour, cereals, legumes) and potatoes.

It is proposed to increase the average consumption rate per person per year in the following amounts:

meat and meat products - by 22%, including for pensioners - by 39%;

fish and fish products - by 15%, including for children - by 25%;

fresh fruit - by 31%, including for pensioners - by 62%, for children - by 27%;

milk and dairy products - by 10%.

The proposed minimum food sets are an average model of nutrition, balanced in terms of essential nutrients and energy. The energy value of the minimum set of food products per person is 2268 kcal per day on average (including for working age - 2418 kcal per day, for pensioners - 2000 kcal per day, for children - 2062 kcal per day), which corresponds to those developed by specialists in the field of nutrition, the norms of the physiological need for nutrients and energy for workers with very light and light physical activity, children and pensioners (Appendix 1).

Taking into account that the list of non-food products consumed by the population (clothing and footwear, bed linen, cultural, household and household goods, essentials and sanitation), as well as the terms of their wear and tear over the past period, have not changed, their minimum set in natural units of measurement , included in the consumer basket, remains in the same volumes of consumption.

The norms of consumption of housing and communal, household and transport services provided for in the consumer basket in the proposed version of the consumer basket do not change, since they allow to meet the minimum needs of the main socio-demographic groups of the population in housing, organization of life, and movement. The increase in tariffs for services is taken into account when calculating the subsistence minimum based on the updated consumer basket.

The minimum set of services includes cultural services in a separate line in pursuance of the order of the President of the Russian Federation of April 3, 2005 N Pr-512 on ensuring access for low-income citizens to cultural values.

The updated consumer basket proposed by the draft law in value terms (in consumer prices I quarter of 2005) more than the previous one, per capita by 84 rubles or 3.3%, including for the able-bodied population - by 72 rubles or 2.7%, pensioners - by 100 rubles or 4.8%, children - by 117 rubles or 4.4 percent (Appendix 2)*.

Entry into force of the draft federal law "On the consumer basket as a whole in the Russian Federation" is provided from the date of official publication.

The effect of the draft federal law applies to legal relations that arose from January 1, 2005 in connection with the expiration (December 31, 2004) of the Federal Law of November 20, 1999 N 201-FZ "On the consumer basket as a whole in the Russian Federation" .
