For creating certificates of currency transactions 138-I through the Sberbank Business Online system:

  1. To create a new document list form click the toolbar button.
  2. To create a corrective certificates of currency transactions 138-I based on existing select desired document in list form certificates of currency transactions 138-I , right-click on it and select from the context menu Document proofreading.
  3. A window will open Information about foreign exchange transactions.

    A number of fields in the window will already be filled in by the system. Fields with a white background are filled in or edited manually. Fields with a gray background are filled in by the Sberbank Business Online system when filling out related fields.

    Attention!

  4. Enter or edit the values ​​of the document details:

    a. In field Number change the document number if necessary. By default, the system numbers documents in the order in which they were created during the calendar year.

    Attention! When saving a document, the Sberbank Business Online system checks if the document number is duplicated. If a copy of the same document with the same number has already been saved in the system in the current year, the generated document will be saved with the next large free number, and a message will be displayed about the new number.

    b. In field the date if necessary, change the date of the document. By default, the field is filled with the current date.
    c. In field Use enter the full name of the document executor manually or from the employee directory
    d. If needed in the field Tel. indicate the phone number of the executor of the document.
    e. In field Help from indicate the date of the certificate of foreign exchange transactions.
    f. To generate a corrective statement of currency transactions (138-I), fill in the field Adjustment.
    g. In field Country code of non-resident bank
    h. In field Account No. enter the account number.

    fields Country code of the non-resident's bank and Check are not filled in if the Payment attribute field of at least one record of the nested table is set to “Third party operation” or “Letter of credit execution”.

    i. Generate the required number of records of currency transactions.

    When creating/editing a currency transaction record:

    A. A window will be displayed Adding an entry.

    Attention! A block can be displayed in the right part of the window Instructions for filling in the fields. When filling in the fields in this block, hints will be provided to correctly determine the values.

    B. In the field Payment sign indicate the appropriate sign. Values ​​are selected from the dropdown list.
    C. In the field Currency document type specify the type of document for which the certificate is being compiled.

    Note: For a new certificate generated from a settlement document, the Currency document type field is closed for editing

    D. Specify part of the details of the document for which the certificate is being compiled, in one of the following ways:

    • Select the document for which the certificate is being compiled:

      a. Select a document from the list of documents using the ... button located to the right of the field Currency document type.
      b. fields Document number for currency transaction, , Date of operation will be filled in automatically.

    • Enter details manually:

      a. Specify the document number for the currency transaction in the field of the same name or fill in the selection field Without a number.
      b. Specify the date of the currency transaction document in the field of the same name.
      c. In field Date of operation indicate the date of enrollment or the date of the application for transfer / payment order.

    E. In the field Currency transaction type code select the code of the type of currency operation from the directory.

    When specifying view codes foreign exchange transactions has the following features:

    • When specifying codes 61100 or 61135, information about documents does not need to be specified. That is, the fields Transaction passport number, Contract number, without a number and agreement date become uneditable and their values ​​are deleted.
    • When specifying codes 61130 or 61200, further filling in the parameters of the certificate of currency transactions becomes impossible. At the same time, in the window Adding an entry the following information appears: "When specifying the codes of the types of currency transactions 61130, 61200, the certificate of currency transactions is not filled out."

    F. In the field Payment currency code select the appropriate code from the currency directory.
    G. In the field Amount of payment enter the appropriate amount.
    H. In the field Transaction passport number indicate the number of the transaction passport. The value can be entered manually or selected from the directory of transaction passports.

    When entering a value manually, the following conditions must be met:

    • In digits 1-4 of the number, you must specify the year and month in the YYMM format. In this case, the specified year and month should not exceed the current date.
    • In digits 9-16 of the number, only numbers should be indicated. Digits 13-14 may contain the value "GU".
    • The 17th digit of the number must contain a numerical value from "1" to "6" or "9".
    • In the 18th digit of the number, the digital value "0" should be indicated if the value not exceeding "1209" is indicated in 1-4 digits (that is, the date 09.12). Otherwise, in the 18th bit, a digital value from "1" to "3" must be indicated.

    I. In the field Contract number indicate the contract number corresponding to the selected transaction passport, or fill in the selection field Without a number.
    J. In the field agreement date indicate the date of signing the contract.
    K. In the field using the currency reference, set the appropriate currency code of the contract (loan agreement), if it differs from the payment currency code specified in the field Payment currency code. This code must correspond to the currency code of the transaction passport, the number of which is indicated in the field Transaction passport number. Also, this code can be set in the field automatically if the currency code in the field Payment currency code is different from the currency code of the transaction passport, the number of which is indicated in the field Transaction passport number.
    If the selected value corresponds to the currency code specified in the field Payment currency code, then the value in the field Currency code of the contract (loan agreement) will not be installed.
    L. In the field indicate the appropriate amount in the currency of the contract (loan agreement), the code of which is indicated in the field Currency code of the contract (loan agreement).

    The value in the field can be entered manually or calculated using a currency converter.

    To make a calculation using a currency converter, follow these steps:

    • The values ​​of the mode fields will be automatically filled in with the corresponding values ​​from the fields of the window Adding an entry.

    However, in the field Result the result of currency conversion at the exchange rate on the specified date will be automatically reflected.

    • To exit the currency converter mode, press the OK button.

    At the same time, the value of the amount calculated using the converter from the field Result will be automatically set in the field Amount in the currency of the contract (loan agreement) window Adding an entry.

    M. If needed in the box Expected date indicate the expected date of performance of obligations under the contract.

    Note: Field Expected date is filled in only for transactions on transaction passports with codes of types of currency transactions 11100, 21100, 23100, 23110 (these codes are marked in the directory of currency transaction codes as requiring the expected term), as well as in the absence of contract details (in the absence of values ​​in the fields Contract number or without a number, as well as agreement date). In other cases, the field is not filled in and is closed for editing.
    The date in the field Expected date, must be greater than the date specified in the field Document date for currency transaction, and less than the date specified in the field Date of completion of fulfillment of obligations transaction passport specified in the field Transaction passport number.

    N. In the field Note provide additional information if necessary.
    O. Press the OK button.
    P. It will return to the window Information about foreign exchange transactions.

    Note: Value in the field Sign of payment for all records of currency transactions should be the same.

It took, of course, not ten minutes, but half an hour. The unfortunate people from the line, breathing down my neck, begin to noticeably worry: they came to pay their utility bills, and here I am stuck. In the air, large sums fly from me to the young man and back, but you can still hear them. They do not like the queue amounts, they are discussing them.

But at the very least, they did it. The young man ran inside, brings the boss: "Do you have a notice marked tax?" The boss is absolutely sure that I have no notice. "There is!" - I say and take out the notice. Study carefully. There is nothing to do, they photocopy the notification, and my passport, and the details that were given to me in an Italian bank. Documents are processed first for conversion, then for translation. All is ready. They even take a mobile number - just in case. And I'm leaving for the country. On the way I receive an SMS-ku: the money is gone from the account.

A week passes, then another. I have long since returned to Italy. There is no money in the new Italian account. Well, I think the holidays, this and that, first they have Christmas, then we have Christmas, a lot of days off. When three weeks have passed, but the money has not arrived, I write to an Italian bank, enclosing a scan of the SWIFT payment. I had not worked with this bank before and was completely sure that it was some kind of disorder with them, the money had fallen somewhere. They immediately answer: they checked, nothing even similar came, and the details are correct. I'm trying to call the Sberbank branch in Moscow, from where I made the transfer. Long beeps. No one picks up the phone all day long. I call the general help desk of Sberbank to clarify, what if their phone number has changed. No, they say it hasn't changed. At the same time I state my problem. They begin to connect me with different people along the chain, finally someone draws up my claim: I say that I live permanently abroad, so I don’t have the opportunity to run around the branches in Moscow, I give my full name, my account number, the number of the failed transaction, where, where and what he sent. They promise to look into it and call back.

They don't call back all day. With no hope of success, at the end of the day I dial the number of the department, and immediately connect. It turns out that in the column "Account (deposit) number" in the notification, the account number consists of 12 characters, and the payment slip contains IBAN, consisting of 27 characters. This is the inconsistency.

The next trip to Moscow will mean the closure of all Sberbank accounts - mine and my wife's, including deposit accounts. And it's not that I'm offended by them. No, these are purely practical considerations. Such steadfast observance of the principles is necessary in order to fully ensure the legality of foreign exchange transactions carried out in the country. This manifests itself the main task such control. There are also the following functions of currency control:

  • determining whether VC participants have the necessary permits or licenses that give them the right to conduct a foreign exchange transaction;
  • checking and monitoring the fulfillment by residents (those who permanently live in the territory of the state) of the foreign exchange obligations assumed;
  • confirmation of the validity of payments by VC participants (there must be an appropriate basis for making any currency payment);
  • verification of how complete and correct accounting is kept and reports of transactions in foreign currency are compiled.

The SBR provides the following services related to the implementation of VC, as well as servicing foreign economic activity:

You can’t just conclude an agreement with a non-resident and transfer money to him. You will have to connect the currency control department, provide documents to the bank and issue a transaction passport. Otherwise, it will not be possible to legally pay off: the bank does not have the right to make a payment.

Will transaction passports be completely unnecessary?

Yes, from March 1, 2018, there will be no deal passports. But this does not mean that settlements under contracts with foreign companies will be carried out automatically.

That won't work. It is not the amount of payment that is important, but the amount of the contract. If it is more than 200 thousand, the bank may request documents for the transaction. If more than 3 million rubles for imports or 6 million for exports, the contract will be registered.

You can conclude an agreement with a foreign company and pay in rubles. Then you do not need to provide and register anything?

And the counterparty does not have to be a company abroad. It can also work in Russia, accept or transfer rubles, and the transaction will fall under currency control. For example, if this is a representative office of a foreign company in Russia.

If the contract was concluded in 2017, and the settlements were made in 2018, what instructions should be used to draw up everything?

In 2018, a new instruction will work for all transactions. The Central Bank explained what to do during the transition period.

If the transaction passport is issued, but not closed, in 2018 it will be automatically closed, and the contract will be registered.

If the documents are being checked, but the passport has not yet been issued, it will not be issued. The contract will be registered on the basis of the same documents. It is not necessary to collect information for issuing an import transaction or export passport.

If the bank managed to issue a transaction passport, you can ask and the document will be issued.

Will the new rules help save money?

They will help, but not everyone. You will still have to pay for registration and accounting of contracts. Cancellation of the transaction passport does not mean the abolition of the currency control fee. For a bank, this is almost the same job, just called differently.

Those who have contracts for small amounts will be able to save time and money. They will have to collect fewer documents. Plus, you can save on currency control fees.
