According to expert estimates, in the final indicators of 2014, the subjects of the country will be divided into three groups. The first will end the year with an increase in budget revenues of 3-9%. The second will receive or lose no more than 2% of income from the level of the previous year. The third will go into a deep minus. "The Moscow Region will be in the first group," Anton Kotyakov, Minister of Finance of the region, is sure. "We will execute the revenue part of the budget with an increase of 5%."

Anton Olegovich, frankly speaking, this is not an indicator that one would like to be proud of: the annual dynamics of budget growth in the region has been better. Nevertheless, 5% is about 15 billion rubles. Twice as much as the region was able to allocate funds for the repair and construction of roads in a year. What provided, albeit small, but the growth of the revenue part of the budget?

Anton Kotyakov: Diversification of the economy. Those entities where the majority large enterprises tied to the same industry. And in the suburbs, the economy is so multidirectional that even a decrease in the share of profits, which will undoubtedly happen to some of our enterprises, will not significantly affect the total income tax of organizations. Compared to last year, these revenues will even grow slightly. Let me remind you that in the structure of the region's budget revenues, corporate income tax ranks second.

The first is still with personal income tax?

Anton Kotyakov: Yes, and here we also see positive dynamics. This year, personal income tax revenues have increased by 9.2%. The average Russian indicator is 6.5%.

And how much did the salaries of the population increase?

Anton Kotyakov: In the public sector, the growth ranged from 11% for teachers to 23.6% for social workers. Teachers from the Moscow region today receive an average of 43.8 thousand rubles, teachers in kindergartens - 35.8 thousand, doctors - 57.5 thousand rubles. Wage in the real sector of the economy increased by 5.2% - up to 37.8 thousand rubles. Moreover: this year, according to the level cash income per capita, the Moscow region in the ranking of regions rose from eighth to fifth place, leaving behind Moscow and regions with northern coefficients - the Chukotka Autonomous Okrug, Sakhalin and Magadan regions.

Not so long ago agency Fitch assigned Moscow Region a rating of BB+ with a stable outlook. There is an opinion that the craze for ratings does not give the subjects any preferences. Don't you think so?

Anton Kotyakov: For us, such ratings are first of all independent evaluation financial and economic activities carried out by the government of the region. Agency employees analyze the budget process, property management, and the state of the public debt. The result of the analysis is the rating. And if it is positive, it speaks of financial stability and the normal pace of development of the region. By the way, the region received the BB+ rating for the first time in the history of cooperation with rating agencies.

Lead specific example the work for which they give high ratings.

Anton Kotyakov: This year we started placing temporarily free funds budget for bank deposits. Such funds are formed due to the difference in the timing of receipt of money and their expenditure. So, as a percentage deposits, without increasing or reducing anything - due to competent redistribution financial flows, we have attracted more than 1 billion additional income which will be directed to socially significant projects.

The regional budget-2015 was adopted in the amount of 368.5 billion rubles. 68.3% of its expenditures are spending on the social sphere. And if tomorrow is a sequestration, which is increasingly mentioned in economic forecasts, what will you cut first of all?

Anton Kotyakov: There is a part of the funds that the region plans to contribute to the increase in the authorized funds of its state unitary enterprises. There is money provided for the acquisition of real estate and the possibility of buying land in the exercise of the pre-emptive right. More than 32 billion rubles are planned for the construction of regional and municipal property, in addition to roads, which, if necessary, can be reduced or redistributed to a later period. All this will allow you to painlessly release about 10-15%.
