"Technet" is the first roadmap within the framework of NTI, developed for the development and effective application of "end-to-end technologies", first of all, new production technologies.

  • creation of digital platforms, original ecosystems of advanced digital technologies; it is the platform approach that makes it possible to unite geographically distributed participants in the design and production processes, increase the level of flexibility and customization, taking into account the requirements of consumers, and all this is based on predictive analytics and big data;
  • development of a system of digital models of both new designed products and production processes; it is important to emphasize here that digital models must have a high level of adequacy to real objects and real processes (here it is appropriate to talk about the convergence of the material and digital worlds that generate synergistic effects);
  • digitalization of everything life cycle products(from concept idea, design, production, operation, service and to disposal); everyone understands that the cost of changes is greater the later we make these changes, and therefore world practice shows that the “center of gravity” shifts towards the design processes, within which the characteristics of global competitiveness or high consumer requirements are laid."

It is important to understand that at the stage of formation digital factory going on and formation of new key competencies, for example:

  • fast customization response to requests from the Market or the Customer,
  • use of systems approaches (“system engineering”), when we have to keep the whole System, all its interacting components in sight at every moment of time;
  • formation multi-level matrix of targets and restrictions as the basis of a new design that significantly reduces the risks, the volume of full-scale tests and the amount of work associated with “finishing products and products based on tests”;
  • development and validation (“comparison with “experiments”) mathematical models with a high level of adequacy to real objects and real processes - the so-called smart models,
  • change management throughout the entire life cycle, finally,
  • "Digital Certification" based on thousands of virtual tests of both individual components and the entire system as a whole.

To Digital factories were harmoniously integrated into the emerging digital economy, it is necessary to comprehensively solve a number of problems:

  • in education, research and development: formation of applied master's programs (a new principle - "learning in the course of real R&D", training of "engineering special forces"), conducting topical problem-oriented R&D, developing key competencies in engineering centers of universities, in competence centers and engineering companies, in innovative companies of small and medium business;
  • formation of a digital ecosystem as an infrastructure- creation of "testing grounds" as centers for assembly, testing and effective application of advanced multidisciplinary and cross-industry technologies and the formation of world-class competencies;
  • in the field of “normative regulation”: improvement of institutional conditions in the field of standardization and certification of new materials, products and products, we note - with increasing volumes of “digital certification” based on virtual tests, which meets the best practices of world leaders.

As part of the first stage, it is proposed to simultaneously form three test sites:

  • "university" on the basis of the Institute of Advanced Manufacturing Technologies of SPbPU as a prototype and digital factory generator for various branches of high-tech industry;
  • "industrial" on the basis of NPO Saturn as a prototype smart factories with a high degree of automation and robotization of labor-intensive production processes;
  • "certification" on the basis of Moscow State University. M.V. Lomonosov, Skoltech and a number of other organizations for testing modern approaches to the certification of materials and products with a high proportion of "digital certification".

Priority measures for the implementation of the roadmap in 2017-2019:

    Launch of test sites, including on the basis of the Institute of Advanced Manufacturing Technologies of SPbPU and on the basis of NPO "Saturn";

1. Approve the attached:

By decision of the interdepartmental working group for the development and implementation of the National Technology Initiative under government commission for the modernization of the economy and innovative development of Russia (hereinafter referred to as the interdepartmental working group) "road map", the activities of which ensure the implementation of other "road maps" and are aimed, among other things, at creating conditions and mechanisms financial support other road maps and market development intellectual property, may be developed and submitted for approval to the Government Commission for the Modernization of the Economy and Innovative Development of Russia in a different format without using the form provided for in the Appendix to these Rules.

3. Participants in the development and implementation of "road maps" are:

d) federal executive bodies responsible for the implementation of the approved road maps;

g) expert bodies and organizations conducting the examination, including the federal state state-financed organization "Russian Academy Sciences", Expert Council under the Government of the Russian Federation (hereinafter referred to as expert organizations);

4. The development of draft road maps is carried out in accordance with the instructions of the interdepartmental working group on the basis of proposals from interested organizations based on the results of a study on the foresight methodology and (or) other expert and analytical activities by working groups together with infrastructure centers with the participation of representatives of these organizations and interested parties. federal executive authorities.

The project office generates guidelines for the development of draft roadmaps, taking into account the form in accordance with the appendix, and also provides organizational, technical, expert, analytical and information support for the activities of working groups in connection with the development and updating of the roadmaps.

Upon completion of the development of the draft road map, as well as the preparation explanatory note to him the head and (or) co-leaders of the working group send the developed draft "road map" and the corresponding minutes of the meeting of the working group to the project office.

The project office, within a period not exceeding 5 calendar days from the date of receipt of the draft "road map", sends the developed project for approval to the responsible federal executive body.

The project office does not need to send the draft "road map" for approval to the responsible federal executive body if the head (deputy head) of the responsible federal body The executive branch is the co-leader of the working group. In this case, the specified co-head ensures the implementation of the procedures provided for in paragraphs 5 and these Rules.

5. The responsible federal executive body, within a period not exceeding 30 calendar days from the date of receipt of the draft "road map", carries out the procedure for coordination with other interested federal executive bodies, as well as with the Ministry of Science and higher education of the Russian Federation in terms of the possibility of financial support for the "road map" project within the limits of budget obligations approved in the prescribed manner by the Ministry of Science and Higher Education of the Russian Federation for the implementation of projects in order to implement the "road maps".

If there are no disagreements on the draft "road map", the responsible federal executive body sends the agreed draft "road map" to the project office. The project office sends the received project to the working group and the interdepartmental working group.

6. If there are comments and suggestions, the responsible federal executive body sends a conclusion on the draft "road map" to the project office.

The project office ensures, within 15 calendar days from the date of receipt of the said conclusion, that the draft "road map" is finalized by the working group together with the infrastructure center and sent to the responsible federal executive body.

The responsible federal executive body, within a period not exceeding 15 calendar days from the date of receipt of the finalized draft "road map", re-approves it in the manner specified in paragraph 5 of these Rules.

In the absence of disagreements, the agreed draft "road map" is sent by the responsible federal executive body to the project office. The project office sends the received draft "road map" to the working group and the interdepartmental working group.

If there are unresolved disagreements after finalizing the draft roadmap, the responsible federal executive body sends a draft roadmap prepared jointly with the working group and signed by the head and (or) co-head of the working group who is not a representative of the responsible federal executive body, the draft roadmap with a table of disagreements to the project office. The project office sends the received materials to the working group and the interdepartmental working group.

7. The draft "road map" received by the interdepartmental working group is considered at the next meeting in order to make a decision on the advisability of sending it for approval to the Government Commission for the Modernization of the Economy and Innovative Development of Russia, on sending the project for examination to expert organizations in the absence of project approval by the responsible federal executive body, the Ministry of Science and Higher Education of the Russian Federation or the interested federal executive body (hereinafter referred to as the executive bodies) and on the need for its revision.

8. Expert organizations conduct an examination of the draft road map, the conclusions of the responsible federal executive body and send to the interdepartmental working group, within a period not exceeding 25 calendar days from the date of its receipt, the prepared expert opinion and the materials submitted for examination.

9. Based on the results of consideration at the next meeting of the interdepartmental working group, within a period not exceeding 10 calendar days, the interdepartmental working group prepares a draft decision and, with the application of the draft "road map", as well as the received expert opinions, sends it for consideration to the Government Commission for the Modernization of the Economy and innovative development of Russia.

10. After approval by the Government Commission for the Modernization of the Economy and Innovative Development of Russia, the "road map" is considered ready for implementation.

11. The implementation of the "road maps" is carried out in the form of projects, the development, selection and implementation of which are carried out in accordance with the Regulations of the Decree of the Government of the Russian Federation of April 18, 2016 N 317 "On the implementation of the National Technology Initiative".

The implementation of the "road maps", the activities of which ensure the implementation of other "road maps" and are aimed, among other things, at creating conditions and mechanisms for the financial support of other "road maps" and the development of the intellectual property market, may not be carried out in the form of projects.

For the legal support of the implementation of the "road maps" in the manner determined by the Government of the Russian Federation, action plans ("road maps") are being developed and implemented to improve legislation and eliminate administrative barriers in order to ensure the implementation of the National Technology Initiative.

In order to implement the "road maps", individual measures may also be carried out in accordance with the decisions and instructions of the Government of the Russian Federation.

12. Based on the results of monitoring the implementation of projects in order to implement the "road maps" provided for by the Regulation on the development, selection, implementation and monitoring of projects in order to implement the action plans ("road maps") of the National Technology Initiative, the head and (or) co-head of the working group, project office and (or) autonomous non-profit organization The Agency for Strategic Initiatives to Promote New Projects may take the initiative to hold a meeting of an interdepartmental working group to address issues arising in the process of implementing the road maps, including to consider the issue of amending the existing road maps.

13. Taking into account the results of project monitoring in order to implement the road maps, as well as taking into account the current economic situation for the purpose of justified formation of financial support for the "road maps" at the expense of budgetary and non-budgetary sources, the interdepartmental working group may initiate amendments to the "road maps".

14. Preparation and approval of changes that are made to the "road maps" are carried out by working groups in the manner established for the development of draft "road maps".

I. General provisions

1. This Regulation establishes the requirements for the development, selection, implementation and monitoring of projects in order to implement the action plans ("road maps") of the National Technology Initiative, approved by the Government Commission for the Modernization of the Economy and Innovative Development of Russia (hereinafter, respectively, the projects of the National Technology Initiative, " road maps).

2. The projects of the National Technology Initiative are a system of interrelated activities aimed at the implementation of the directions of the "road maps", as well as the achievement of goals, target values ​​of indicators and significant control results of the implementation of the "road maps".

3. The grounds for the preparation of projects of the National Technology Initiative in order to implement the "road maps" are:

a) the impossibility of implementing the directions of the "road map", achieving its goals and significant control results without the implementation of the relevant project of the National Technology Initiative, including the improvement of the regulatory legal framework in the field of the implementation of the "road map", or activities as part of the project of the National Technology Initiative in acceptable timeframes through the use of the current market mechanism;

b) fundamental novelty and high efficiency of technical, organizational and other measures necessary for the large-scale dissemination of progressive scientific and technological achievements and, on this basis, an increase in production efficiency, and the economic feasibility of supporting relevant measures;

c) the need to coordinate intersectoral relations, interdepartmental interaction or the implementation of public-private partnership mechanisms to achieve the goals of the "road maps".

4. Projects of the National Technology Initiative must meet the following requirements:

a) compliance of the projects of the National Technology Initiative, their goals, objectives, expected results and target indicators, as well as activities within the projects of the National Technology Initiative with the goals, directions, indicators and significant control results of the "road maps", taking into account the scientific and technical and technological backlogs;

b) compliance with the timing of the implementation of activities as part of the projects of the National Technology Initiative with the timing of the implementation of the directions of the "road maps";

c) the presence of a description of the project management system of the National Technology Initiative, criteria for assessing the success of the implementation of projects of the National Technology Initiative and their completion, an indication of those responsible for the implementation of projects of the National Technology Initiative;

d) the validity of the form of providing support for projects of the National Technology Initiative and its volume (if necessary - in the context of activities within projects), as well as requirements for its recipients;

e) availability of justification for the expediency of implementing the project of the National Technology Initiative or an activity implemented within the framework of the project of the National Technology Initiative by certain individuals and (or) legal entities, taking into account ensuring the timeliness and completeness of the implementation of the goals, objectives, expected results and target values ​​of the indicators of the projects of the National Technology Initiative or the existence of a proposal for the selection of such persons on a competitive basis;

f) the availability of funds from extrabudgetary sources provided for the implementation of projects of the National Technology Initiative, which involve the provision of support, in the amount of at least 30 percent of the total amount of funds provided for the implementation of the relevant projects of the National Technology Initiative, as well as the availability of information about the mechanisms for attracting them or justifying the deviation from the specified size. If the required amount of support for the project of the National Technology Initiative with the attraction of funds from the federal budget exceeds 500 million rubles, funds from extrabudgetary sources should be provided in the amount of at least 50 percent of the total amount of funds provided for the implementation of the relevant projects of the National Technology Initiative;

g) the presence of a description of the project of the National Technology Initiative in accordance with the annex and supporting materials for the specified project of the National Technology Initiative.

5. The composition of the substantiating materials for the project of the National Technology Initiative, sent for obtaining conclusions from the federal executive authorities, includes the following information:

a) the grounds for the preparation of projects of the National Technology Initiative for the implementation of "road maps" in accordance with paragraph 3 of this Regulation;

b) information on the compliance of the project of the National Technology Initiative with the goals and directions of the relevant roadmap, including an assessment of the impact of the implementation of the project of the National Technology Initiative on the achievement of the planned values ​​of target indicators and significant control results of the roadmap;

c) information about the participants in the National Technology Initiative project responsible, among other things, for its implementation, and their functions, as well as the rationale for determining the participants in the National Technology Initiative project responsible for its implementation, and (or) a description of the procedure for the competitive selection of these participants and the conditions for such selection;

d) information about the project management mechanisms of the National Technology Initiative, including the participation, functions and powers of representatives of the project office in such projects;

e) description of the groups of activities within the framework of the project of the National Technology Initiative;

f) information on the volume of financial support for the implementation of the project of the National Technology Initiative at the expense of non-budgetary sources and mechanisms for their attraction;

g) justification for the need to provide support for the implementation of the National Technology Initiative project, indicating the form of support in accordance with paragraph 17 of these Regulations, the source of financial support for support in accordance with paragraph 16 of these Regulations, as well as the required amount of support, including with the attraction of funds from the federal budget;

h) information about the potential risks of the implementation of the project of the National Technology Initiative and the mechanisms for their minimization;

i) information on the criteria for making a decision on the adjustment and completion of the project of the National Technology Initiative;

5.1. 5.2. The composition of the supporting materials for the project of the National Technology Initiative, which does not require funding from the subsidies for the implementation of projects of the National Technology Initiative, the information and information provided for in subparagraph "g" of paragraph 5 of these Regulations shall not be included.

6. When forming projects of the National Technology Initiative aimed at creating, developing and promoting advanced technologies, products and services that provide priority positions for Russian companies in emerging global markets in terms of performing research work, working groups for the development and implementation of action plans (" roadmaps") of the National Technology Initiative (hereinafter referred to as the working groups), it is recommended to provide for participation in these projects of the National Technology Initiative of educational organizations of higher education and scientific organizations.

7. The development of projects of the National Technology Initiative is carried out with the organizational, technical, expert, analytical and informational support of an organization endowed with the functions of the project office of the National Technology Initiative (hereinafter referred to as the project office), after the submission to the project office of information and materials necessary for the development of the project of the National Technology Initiative initiatives by legal entities that are initiators of projects of the National Technology Initiative.

The project office sends projects of the National Technology Initiative for consideration to the working groups, as well as for consideration by the project committee of the National Technology Initiative (hereinafter referred to as the project committee), the composition of which is approved by the interdepartmental working group for the development and implementation of the National Technology Initiative under the Government Commission for Modernization of the Economy and Innovation development of Russia (hereinafter referred to as the interdepartmental working group).

Projects are considered at meetings of working groups, including being checked by working groups for compliance with the requirements established by paragraph 4 of these Regulations. The results of the consideration of the project by the working group are documented in the minutes of the meeting of the working group, which is sent to the project committee for consideration when considering the project.

The project committee, taking into account the minutes of the meeting of the working group specified in paragraph three of this clause, decides to recognize the project as ready for implementation, subject to its compliance with the requirements of subparagraphs "a", "b", "d" and "e" of paragraph 4 of these Regulations and sending it to the project office for the purpose of examination and selection, as well as other decisions in accordance with the regulation on the project committee.

8. Guidelines on the description of projects of the National Technology Initiative are developed by the project office, taking into account the description according to the appendix and are subject to approval by the interdepartmental working group.

II. Selection of projects of the National Technology Initiative

9. Within a period not exceeding 5 working days from the date the project committee decides to recognize the project of the National Technology Initiative as ready for implementation and send it to the project office, the project initiator or one of the co-leaders of the working group sends it to the project office transmittal letter with a description of such a project, supporting materials, minutes of the meeting of the project committee, which issued the said decision.

If the co-head of the working group is the head (deputy head) of the responsible federal executive body, the project of the National Technology Initiative is sent to the project office with the conclusion specified in paragraph 11 of these Regulations attached.

9.1. 9.2. The project office sends the draft of the National Technology Initiative for the preparation of conclusions to the responsible federal executive body and the Ministry of Science and Higher Education of the Russian Federation no later than the day following the day the project office makes a decision to organize an examination of the project of the National Technology Initiative.

9.3. The project office sends the project of the National Technology Initiative to the limited liability company "VEB-Innovations" (hereinafter referred to as "VEB-Innovations") to obtain an opinion on the possibility of financing the project of the National Technology Initiative by the state corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank)" ( hereinafter referred to as Vnesheconombank) and (or) another legal entity that is part of the Vnesheconombank group of companies, if the project of the National Technology Initiative provides for the launch and (or) scaling innovative industries and the required amount of support for the National Technology Initiative project exceeds 500 million rubles, no later than the day following the day the project office makes a decision to organize an examination of the National Technology Initiative project.

The submission of the draft National Technology Initiative for the preparation of the opinion specified in this paragraph is not required if this project has already been reviewed by the VEB-Innovations company and has, as part of the package of documents, an opinion on the possibility of financing the project of the National Technology Initiative by Vnesheconombank and (or) other legal a person belonging to the Vnesheconombank group of companies. The direction of such a project of the National Technology Initiative for the preparation of the conclusions specified in paragraphs 11 and these Regulations is not carried out.

10. Conclusions of expert organizations are prepared in accordance with the procedure for conducting an examination, taking into account the requirements of paragraphs 3 and these Regulations.

11. Responsible federal executive authorities, within a period of not more than 20 days from the date of receipt of the draft National Technology Initiative from the project office, ensure the preparation of a conclusion containing the following information (in terms of their competence):

a) compliance of the project of the National Technology Initiative with the priorities and objectives of the state policy;

b) the feasibility of implementing measures within the framework of the project of the National Technology Initiative, involving the introduction of amendments to regulatory legal acts in the interests of the implementation of the relevant "road maps";

c) information on the presence in the composition of the project of the National Technology Initiative of measures that coincide in content, timing of implementation, form of support, type of expenses or composition of executors with the measures provided for by the state programs of the Russian Federation;

d) information on support through other support tools for activities similar to those proposed for implementation within the framework of the National Technology Initiative project;

e) validity of the requested support for projects of the National Technology Initiative;

11.2. For projects aimed at the development of the ecosystem of the National Technology Initiative, the development of new "road maps", the introduction of new mechanisms for the development of the National Technology Initiative (development projects), the conclusions of the responsible federal executive authorities and expert organizations are not required.

12. The Ministry of Science and Higher Education of the Russian Federation, within a period of not more than 20 days from the date of receipt from the project office of the project of the National Technology Initiative, ensures the preparation of a conclusion containing the following information:

a) compliance of the activities within the framework of the National Technology Initiative project, involving the implementation of fundamental, exploratory and applied scientific research and experimental design, with the priority areas for the development of science, technology and technology in the Russian Federation and the list of critical technologies of the Russian Federation, approved by Decree of the President of the Russian Federation dated July 7, 2011 N 899 "On approval of priority areas for the development of science, technology and technology in the Russian Federation and the list of critical technologies of the Russian Federation";

b) the presence in the project of the National Technology Initiative of co-financing from extrabudgetary sources in accordance with subparagraph "e" of paragraph 4 of these Regulations, including for each year for projects involving the implementation of scientific research and development (with the exception of fundamental and exploratory research ), or the presence of a reasonable deviation of the corresponding indicator from the established minimum value;

c) not exceeding the requested amount of financial support for the project of the National Technology Initiative with the attraction of funds from the federal budget over the limits of budgetary obligations for the implementation of the projects of the National Technology Initiative, approved in the prescribed manner by the Ministry of Science and Higher Education of the Russian Federation;

12.1. 13. After receiving conclusions on the results of the examination of the project of the National Technology Initiative in accordance with the procedure for conducting the examination, the project office, within 5 working days from the date of receipt of the specified documents, makes one of the following decisions:

a) on sending the draft of the National Technology Initiative for consideration to the interdepartmental working group;

b) the need to finalize the draft National Technology Initiative;

c) on the inappropriateness of supporting the implementation of the project of the National Technology Initiative.

13.1. If the decision specified in subparagraph "a" of paragraph 13 of these Regulations is made, the project office, no later than the day following the day the project office makes the relevant decision, sends the draft National Technology Initiative with the application of information on the maximum amount of budgetary appropriations provided for by the federal law on federal the budget for the corresponding financial year and planning period, as well as the limits of budgetary obligations approved in the prescribed manner by the Ministry of Science and Higher Education of the Russian Federation for the implementation of projects of the National Technology Initiative, for consideration by the interdepartmental working group.

Finalization of the draft National Technology Initiative, its re-examination and consideration by the responsible federal executive body and the Ministry of Science and Higher Education of the Russian Federation, followed by submission for consideration by the interdepartmental working group, are carried out in accordance with paragraphs 9 - 13 of this Regulation.

It is allowed for the working group to correct inaccuracies, typos and misprints in the description of the project in accordance with the conclusions based on the results of the examination of the project of the National Technology Initiative, the conclusions of the responsible federal executive body and the Ministry of Science and Higher Education of the Russian Federation without re-examination of the project of the National Technology Initiative and consideration of the indicated federal executive authorities. An updated description of the project is signed by all co-leaders of the working group.

14. Projects of the National Technology Initiative that do not involve the provision of support and the preparation of regulatory legal acts do not require the preparation of conclusions from federal executive authorities and expert organizations. Information about such projects of the National Technology Initiative is sent to the interested federal executive authorities for information purposes.

15. The decision of the interdepartmental working group based on the results of consideration of the materials submitted by the project office on the project of the National Technology Initiative is made taking into account the results of the examination of the project of the National Technology Initiative in accordance with the procedure for conducting the examination, as well as the maximum amount of budgetary appropriations provided for by the federal law on the federal budget for the relevant financial year and planning period, and the limits of budgetary obligations approved in the prescribed manner to the Ministry of Science and Higher Education of the Russian Federation for the implementation of projects of the National Technology Initiative.

The approval by the interdepartmental working group of the project of the National Technology Initiative based on the results of consideration of the materials submitted by the project office on the project is the basis for the start of its implementation, including the allocation of funds to support its implementation by the project office to the project participants.

16. Support for the implementation of projects of the National Technology Initiative is carried out through:

a) subsidies from the federal budget for the implementation of projects of the National Technology Initiative, provided to the project office;

b) funds of development institutions for the implementation of projects of the National Technology Initiative;

c) other instruments provided for by the state programs of the Russian Federation;

d) implementation of the regulatory functions of executive authorities in the field of action of the "road maps".

17. Support for the implementation of projects of the National Technology Initiative is carried out in the following forms:

a) expenses for the provision of grants to individuals and (or) legal entities that are participants in the National Technology Initiative project for research and development work;

b) the cost of paying for contracts for the provision of services within the framework of the implementation of projects of the National Technology Initiative;

c) payment for an additional issue of shares and (or) contribution to the authorized capital of business entities that are participants in the project of the National Technology Initiative;

d) contributions to non-profit organizations that are participants in the National Technology Initiative project;

e) expenses for the acquisition and provision for use by individuals and legal entities that are participants in the project of the National Technology Initiative, scientific and other equipment, intellectual rights (technologies, software) that are not taken into account on the balance sheet of the project office;

17.1. Financial support for the implementation of projects of the National Technology Initiative in the forms provided for in paragraph 17 of this Regulation, and organizational, technical and expert-analytical support, information support development and implementation of projects of the National Technology Initiative can be carried out by the project office or the Project Support Fund of the National Technology Initiative, established by the project office, at the expense of the contribution made by the project office to the said fund, from the subsidies specified in subparagraph "a" of paragraph 16 of these Regulations.

17.2. 17.3. III. Monitoring the implementation of projects of the National Technology Initiative

18. The autonomous non-profit organization "Agency for Strategic Initiatives to Promote New Projects", the head and (or) co-heads of the working group, the project office, the responsible federal executive body, if necessary, may take the initiative to hold a meeting of the interdepartmental working group to resolve issues arising in the process of implementing projects of the National Technology Initiative.

19. The project office monitors the implementation of projects of the National Technology Initiative (hereinafter - monitoring), which is a system of activities aimed at assessing the effectiveness of the implementation of projects of the National Technology Initiative, taking into account:

a) the completeness and timeliness of the implementation of the projects of the National Technology Initiative and the key milestones contained in them;

b) the degree of achievement of goals, the implementation of tasks and the achievement of the expected results of the projects of the National Technology Initiative, as well as the impact on the achievement of goals, significant control results and target indicators for the implementation of the "road maps";

c) achievement as a result of the implementation of projects of the National Technology Initiative of goals, planned values ​​of target indicators or deviation of their achieved values ​​from the target level;

d) actual costs for the implementation of projects of the National Technology Initiative, including in relation to the established planned value;

e) risk assessment of projects and the completeness of risk management measures.

20. Monitoring is based on information on the relationship between actual and planned costs for the implementation of the projects of the National Technology Initiative, on the implementation of key milestones of the projects of the National Technology Initiative, the implementation of tasks and the achievement of target indicators received from participants in the projects of the National Technology Initiative, as well as on information on the results of an expert assessment of the implementation of projects of the National Technology Initiative.

21. The procedure for monitoring and managing changes to the projects of the National Technology Initiative (hereinafter referred to as the monitoring procedure), including a description of the methods for conducting an expert assessment of the implementation of the projects of the National Technology Initiative and the procedure for making changes to the projects of the National Technology Initiative, is developed by the project office and approved by the interdepartmental working group.

21.1. In the course of monitoring the projects of the National Technology Initiative, the project office, in case of identifying risks of reducing the efficiency of project implementation, taking into account the criteria provided for in clause 19 of these Regulations, or other criteria determined by the Ministry of Science and Higher Education of the Russian Federation in agreement with the interdepartmental working group, has the right to decide on suspension of the implementation of projects of the National Technology Initiative and (or) suspension for a period not exceeding 6 months of support for the implementation of such projects.

21.2. At the end of the period provided for in paragraph 21.1 of this Regulation, taking into account the measures taken by the participants in the projects of the National Technology Initiative, to eliminate the identified risks, the project office makes the following decisions:

a) on the resumption of the implementation of projects of the National Technology Initiative and (or) the resumption of support for the implementation of such projects;

b) on submission for consideration by the interdepartmental working group of the issue provided for in paragraph 23 of these Regulations.

22. The project office annually submits monitoring results to the interdepartmental working group.

The interdepartmental working group considers the results of monitoring at a meeting in the first quarter of the year following the reporting one.

23. Based on the results of monitoring by the working group, the responsible federal executive body, the Ministry of Science and Higher Education of the Russian Federation or the project office, the issue of amending the projects of the National Technology Initiative and (or) suspending or terminating support for the implementation of such projects is submitted for consideration by the interdepartmental working group . The basis for submitting this issue for consideration by the interdepartmental working group is:

a) incomplete or untimely implementation of projects of the National Technology Initiative, including due to circumstances that do not depend on the actions of participants in the implementation of projects of the National Technology Initiative;

b) deviation of the achieved values ​​of target indicators from the target level;

c) deviation of actual costs for the implementation of projects of the National Technology Initiative from the established planned value;

d) loss of relevance of the goals and objectives of the projects of the National Technology Initiative, taking into account circumstances not related to their implementation;

e) the absence in the federal budget for the next financial year and the planning period of budgetary allocations for state support for projects of the National Technology Initiative;

f) significant risks of projects of the National Technology Initiative, measures to minimize which require additional resources or time.

24. The interdepartmental working group makes decisions on the approval of amendments to the National Technology Initiative project in terms of its name, goals, target values ​​of indicators, key control points, recipients, volume and form of support for the implementation of the National Technology Initiative project at the expense of a subsidy provided from the federal budget for the implementation of projects of the National Technology Initiative (including the distribution of the total amount of support by year), the amount of co-financing from extrabudgetary sources (only if it is reduced), the performers of activities within the framework of the project of the National Technology Initiative, determined in the project description without a competitive mechanism.

1. These Rules establish the procedure and conditions for granting subsidies from the federal budget to an organization endowed by the Government of the Russian Federation with the functions of the project office of the National Technology Initiative (hereinafter referred to as the recipient of the subsidy), for financial support (including reimbursement) of the costs of implementing projects in order to implement action plans ("road maps") of the National Technology Initiative (hereinafter - "road maps") and to provide information, organizational, technical and expert-analytical support for the implementation of the National Technology Initiative (hereinafter - subsidies).

2. The terms used in these Rules mean the following:

"projects of the National Technology Initiative"- projects for the implementation of "road maps", approved by the interdepartmental working group for the development and implementation of the National Technology Initiative under the Government Commission for the Modernization of the Economy and Innovative Development of Russia in accordance with the Regulations on the development, selection, implementation and monitoring of projects in order to implement action plans ( "road maps") of the National Technology Initiative, approved by the Decree of the Government of the Russian Federation of April 18, 2016 N 317 "On the implementation of the National Technology Initiative";

"performance indicators"- indicators characterizing the level of achievement in the reporting financial year of the target values ​​of indicators and key control points of projects of the National Technology Initiative.

3. Subsidies are provided for financial support (including reimbursement) by the recipient of the subsidy for the implementation of projects of the National Technology Initiative in order to create, develop and promote advanced technologies, products and services that provide priority positions Russian organizations in emerging global markets, including through the gradual improvement of the regulatory framework in order to remove barriers to the use of advanced technological solutions and create a system of incentives for their implementation, improve the education system to meet the promising staffing needs of dynamically developing companies, scientific and creative teams participating in the creation of new global markets, the development of a system of professional communities and the popularization of the National Technology Initiative within the framework of the "road maps".

The subsidy is provided on the basis of an agreement on the provision of a subsidy concluded by the Ministry of Science and Higher Education of the Russian Federation and the recipient of the subsidy in accordance with standard form established by the Ministry of Finance of the Russian Federation (hereinafter - the agreement).

Subsidies are also provided for the financial provision of information, organizational, technical and expert-analytical support for the implementation of the National Technology Initiative, including for reimbursement at the expense of subsidies of the indicated costs (part of the costs) provided for by the areas of costs, the source of financial support for which are subsidies, actually incurred from own funds before the conclusion of the agreement, if there are documents confirming the payment of the costs incurred (part of the costs) and provided for by the agreement within the limits of budget obligations approved in the prescribed manner to the Ministry of Science and Higher Education of the Russian Federation for financial support of information, organizational, technical and expert analytical support for the implementation of the National Technology Initiative.

The subsidy funds can be directed by the recipient of the subsidy to the National Technology Initiative Project Support Fund, established by the project office, in the form of a property contribution for financial support (including reimbursement) of costs for the purposes specified in paragraphs one and three of this paragraph.

4. Subsidies are provided by the Ministry of Science and Higher Education of the Russian Federation within the budget allocations provided for by the federal law on the federal budget for the corresponding financial year and planning period, and the limits of budgetary obligations brought in the prescribed manner to the Ministry of Science and Higher Education of the Russian Federation as the recipient of funds federal budget for the purposes provided for in paragraph 1

to ensure control over the achievement of target values ​​of indicators of the projects of the National Technology Initiative, specified in description of projects of the National Technology Initiative;

on spending the funds of subsidies exclusively within the framework of concluding contracts (agreements) providing for the achievement by the participants of the projects of the National Technology Initiative of the relevant target values ​​of the indicators of the projects of the National Technology Initiative, provided for in their description;

f) the procedure and deadlines for reporting on the implementation of expenses, the source of financial support for which are subsidies established by the Ministry of Science and Higher Education of the Russian Federation;

g) the procedure, forms and deadlines for submitting reports on the fulfillment of the conditions for the provision of subsidies (including the terms of the agreement), performance indicators, a report on the implementation of the action plan provided for in the annex to the Rules for the development and implementation of action plans ("road maps") of the National Technology Initiative, approved by Decree of the Government of the Russian Federation of April 18, 2016 N 317 "On the implementation of the National Technology Initiative", which includes key milestones for the implementation of the National Technology Initiative project, the dynamics of indicators and the amount of extra-budgetary investments, including the amount of borrowed funds and payments on attracted funds, and a report on the results of the implementation of the National Technology Initiative project;

Appendix, and on the return of the subsidy to the federal budget in case of violation of the goals and conditions for its provision following the results of inspections conducted by the Ministry of Science and Higher Education of the Russian Federation and authorized state bodies financial control, as well as in case of failure to achieve the target values ​​of indicators and key control points of the projects of the National Technology Initiative in accordance with paragraph 13 of these Rules;

k) the right of the Ministry of Science and Higher Education of the Russian Federation to terminate the agreement in unilaterally in case of failure to achieve performance indicators within 12 months of the implementation of the National Technology Initiative project;

m) a ban on the acquisition of foreign currency at the expense of funds received from the federal budget, with the exception of transactions carried out in accordance with currency legislation

p) an indication in contracts, agreements, agreements concluded as part of the execution of the agreement, conditions providing for:

establishment of responsibility for the alienation by recipients of support - participants of the National Technology Initiative project, the implementation of which is supported at the expense of subsidies, of exclusive rights to the results of intellectual activity created at the expense of the support provided to foreign legal entities, as well as Russian legal entities, the share of foreign participation in the authorized capital of which is more than 50 percent (hereinafter referred to as the alienation of exclusive rights to the results of intellectual activity to a foreign jurisdiction), namely:

return by recipients of support - participants in the project of the National Technology Initiative of the actually provided support funds in the event of the alienation of exclusive rights to the results of intellectual activity to a foreign jurisdiction no later than 5 working days from the date of the said alienation;

the obligation of recipients of support - participants in the project of the National Technology Initiative to pay, in the event of alienation of exclusive rights to the results of intellectual activity to a foreign jurisdiction, penalties in the amount determined as a percentage of the amount of funds to be returned for each day of the period between the date of provision of state support funds and the date of their refund based on the key rate of the Central Bank of the Russian Federation, effective in the relevant period, simultaneously with the refund in accordance with the third paragraph of this subparagraph of the actually provided support funds.

The rules were supplemented by clause 5.1 from May 1, 2019 - Decree by the legislation of the Russian Federation on taxes and fees;

b) the recipient of the subsidy does not have any arrears on the return to the federal budget of subsidies, budget investments, provided, inter alia, in accordance with other legal acts, and other overdue debts to the federal budget;

c) the recipient of the subsidy is not in the process of reorganization, liquidation, bankruptcy;

d) the recipient of the subsidy is not a foreign legal entity, as well as a Russian legal entity, in the authorized (share) capital of which the share of participation of foreign legal entities, the place of registration of which is the state or territory included in the list of states and territories approved by the Ministry of Finance of the Russian Federation, providing preferential tax regime taxation and (or) not providing for the disclosure and provision of information during the financial transactions(offshore zones) in relation to such legal entities, in the aggregate exceeds 50 percent;

8. The documents specified in paragraph 7 of these Rules (hereinafter referred to as documents) are bound, numbered and signed by a person entitled to act on behalf of the recipient of the subsidy. Responsibility for the accuracy of the documents submitted to the Ministry of Science and Higher Education of the Russian Federation lies with the recipient of the grant in accordance with the legislation of the Russian Federation.

The date of submission of documents is the date of their receipt by the Ministry of Science and Higher Education of the Russian Federation. In case of submission of an incomplete set of documents or documents containing incomplete information or improperly executed, the documents are returned to the recipient of the subsidy within 10 working days from the date of their receipt (indicating the reasons for the return).

11. The transfer of the subsidy is carried out to accounts opened by the territorial bodies of the Federal Treasury in institutions Central Bank of the Russian Federation to account for transactions with funds of legal entities (their separate subdivisions) that are not participants in the budget process, no later than the 2nd business day after the recipient of the subsidy submits payment documents to the territorial body of the Federal Treasury to pay the monetary obligation of the recipient of the subsidy.

12. Evaluation of the effectiveness of the use of the subsidy by the recipient of the subsidy is carried out by the Ministry of Science and Higher Education of the Russian Federation based on the results of the full financial year.

13. In the event that the recipient of the subsidy in the reporting financial year fails to comply with the goals and conditions for the provision of subsidies and (or) obligations to ensure the achievement of target values ​​​​of indicators and key milestones of projects of the National Technology Initiative:

a) by more than 10 percent - penalties are applied to the recipient of the subsidy aimed at collecting funds provided to the recipient of the subsidy, the calculation of the amount of which is provided for in the Appendix to these Rules;

b) by more than 30 percent - the subsidy is subject to collection to the federal budget in the amount of funds actually used to financially support the implementation of projects of the National Technology Initiative, for which the target values ​​and key milestones are not achieved in reporting year by more than 30 percent, in accordance with the budgetary legislation of the Russian Federation, without additional application of penalties.

14. If, during inspections, the fact of non-compliance with the goals and conditions for granting subsidies is established, the corresponding funds are subject to return to the federal budget in the manner prescribed by the budget legislation of the Russian Federation, within 10 working days from the date the recipient of the subsidy receives the relevant requirement of the Ministry of Education and Science of the Russian Federation and (or) the authorized body of state financial control.

15. In case of non-compliance with the requirements provided for in paragraph 13 of these Rules, the Ministry of Science and Higher Education of the Russian Federation, within 30 working days from the date of establishing the fact of non-compliance with the goals and conditions for granting a subsidy, sends the relevant information to Federal Treasury and the Ministry of Finance of the Russian Federation to make a decision on the return of the relevant Money to the federal budget in the manner prescribed by the budgetary legislation of the Russian Federation.

16. At the expense of the subsidy it is forbidden to purchase foreign currency, with the exception of transactions carried out in accordance with the currency legislation of the Russian Federation when purchasing (supplying) high-tech imported equipment, raw materials and components.

18. Information on the amount and timing of the transfer of subsidies is taken into account by the Ministry of Science and Higher Education of the Russian Federation when forming a forecast of cash payments from the federal budget, necessary for compiling, in the prescribed manner, a cash plan for the execution of the federal budget.

19. The Ministry of Science and Higher Education of the Russian Federation and the authorized bodies of state financial control conduct mandatory checks compliance by the recipient of the subsidy with the goals, procedure and conditions for granting the subsidy established by these Rules and the agreement.

20. The recipient of the subsidy annually submits to the Ministry of Science and Higher Education of the Russian Federation no later than the 30th working day following the reporting year, a report on the expenses of the recipient of the subsidy, the source of financial support for which is the subsidy, and a report on the achievement of performance indicators for the provision of the subsidy.

If the recipient of the subsidy fails to submit such reports within the specified period and (or) if the recipient of the subsidy fails to achieve the performance indicators for granting the subsidy, the recipient of the subsidy shall pay a fine to the federal budget within 10 working days from the date of receipt of the relevant requirement of the Ministry of Science and Higher Education of the Russian Federation.

National Technology Initiative (NTI) is a long-term comprehensive program to create conditions for ensuring the leadership of Russian companies in new high-tech markets that will determine the structure of the world economy in the next 15–20 years. The implementation of the program involves the formation of groups of like-minded people from technology entrepreneurs, representatives of leading universities and research centers, large Russian business associations, development institutions, expert and professional communities, as well as interested executive authorities. At the same time, NTI forms new and strengthens existing programs to support scientific and technological development, ensuring the formation and translation of requests from potential leaders of new markets to the public administration system.

NTI focuses on new global markets, which will form in 15–20 years. Most markets will be networked in nature (inheriting approaches that exist on the Internet or using the infrastructure of the Web). New markets will be focused on the person as the end consumer, the distance between the producer and the consumer will be minimal. Russia, within the framework of NTI, will focus on those markets where it is possible to create industries of a new technological order, significant in terms of providing national security and high level the lives of citizens.

A distinctive feature of the NTI is that the content of the list of measures to achieve Russia's leadership in new markets is formulated the most high-tech business. For each market direction a Working Group is being formed, which is headed by an already established technology entrepreneur, a professional in the relevant thematic area, and a relevant deputy minister of the responsible federal executive body. The NTI Working Group includes representatives of business, scientific and educational communities, executive authorities and other interested participants.

Currently, there are 12 working groups that are working on road maps for the development of nine promising markets and three cross-market directions, one of which is Circle movement NTI. The activities of the NTI circle movement should lead to the emergence of competent specialists in various technology groups that can ensure the development of new NTI markets until 2035.

NTI and technological development

The development of technologies, support for high-tech companies, building a favorable environment for start-ups, rapid implementation and commercialization of new developments are necessary factors for creating a competitive national economy.

To achieve this goal, RVC uses a wide range of tools to support technology entrepreneurship, ranging from research and development funding (including assistance in the training of relevant highly qualified specialists) to the provision of venture capital investments in the later stages. In its activities, RVC JSC also promotes and develops venture financing instruments as a form of state support for innovation activities.

The priority technology areas that the company focuses on correspond to (but are not limited to):

  • thematic areas of NTI roadmaps;
  • "end-to-end" digital technologies of the national program " Digital economy of the Russian Federation”, providing digital transformation of priority sectors of the economy and social sphere, including the educational sphere;
