Concern not only about the quality of the built house, but also about the comfort of further living in it, the Tsentrstroy group of companies has always been at the forefront. And today it is not only one of the largest construction companies Moscow region, but also a well-established mechanism that allows for complex solutions - from design, investment and construction to the commissioning of turnkey facilities and their maintenance.

Tsentrstroy, which brought together a number of successfully operating Russian market companies, was created primarily for the purpose of their clearer financial and technical interaction. Extensive experience in the construction of buildings as a developer and general contractor in the city of Reutov using innovative technologies, modern materials and unique production facilities, enables the holding to offer and successfully implement really A complex approach to the construction of facilities.

During the period of work in Reutov, the company, in addition to high-rise quarters residential buildings, the Church of the Holy Trinity, the chapel of the Holy Great Martyr George the Victorious and the Church of the Kazan Icon of the Mother of God were built. For the construction of the latter, the founder and president of the Tsentrstroy Group of Companies, Mikhail Aleksandrovich Shlyapin, was awarded the highest order of the Russian Orthodox Church - the Order of the Holy Apostle Andrew the First-Called. In addition, since 2000, the company has been successfully implementing a regional program in the city for the demolition of dilapidated housing and the construction of modern monolith-brick residential buildings for migrants.

To maintain the efficiency and rapid pace of its development, the group of companies has created a closed production cycle, including not only the performance of all construction and installation works, but also the production of its own building materials. Most of the profits received from the implementation of projects "Tsentrstroy" directs to improve its own production and technical base, which is located just one and a half kilometers from the head office in the city of Reutov. In a modern multidisciplinary production complex includes:

  • a workshop for the production of metal doors, where a complex of equipment for powder coating drying chambers is used;
  • shop for installation and adjustment of electrical equipment; workshop for the manufacture of products for ventilation and roofing works (blowers, drains, overhangs, drains, etc.);
  • workshop for the production of pipe blanks, bends for plumbing work, etc.;
  • shop of metal structures for the manufacture of reinforcing meshes and frames for housing construction;
  • shop for assembly and installation of heating equipment;
  • workshop for the repair of the company's fleet and special equipment;
  • plant for the production of wall materials;
  • cable plant; concrete-mixing plant; plant for the production of polymer pipes;
  • dry plant building mixtures;
  • window shop.

The presence of own production of building materials, structures and components allows you to complete the construction cycle residential complexes with minimal dependence on external conditions. And the shortest distance from the production and technical base to the company's construction sites ensures the uninterrupted supply of all necessary materials just in time. Among other things, "Tsentrstroy" is constantly increasing its capacity and expanding the range of building materials and components produced at its production, regularly purchases new, most modern equipment both in Russia and abroad.

Different roofs are needed, different roofs are important.

In 1996, two Deputy Heads of the Reutov Administration, N.N. Kovalev and A.N. Khodyrev agreed on the procedure for holding the position of Head. The then Head Yavtushenko, after the elections on April 21, 1996, will go to the post of Deputy Minister of the Moscow Region for Housing and Public Utilities. Kovalev and Khodyrev themselves will alternately hold the position of the Head. Khodyrev became the first mayor. Thus, the authorship of the Tandem design, which Medvedev and Putin repeated 12 years later, belongs to the Reutov bosses. The teacher's son thinks in other categories than the youngest child in a hungry family with many children. 4 years passed, then the next term flashed by. The agreement was "forgotten" and Khodyrev became the burgomaster for life. From 1996 to 2014, Khodyrev was the Head of Reutov, from 2015 - the Head of Korolev. Instead of himself, Khodyrev left in Reutov his successor, which the administration calls "daily" or "notebook" due to the fact that Khodyrev used it like that. Kovalev, on the other hand, was and remained a deputy, who really pulled the city economy. Khodyrev, having come to Korolyov, did not leave a single local resident in the leadership, appointing his own from Reutov in their place.

How did Alexander Nikolaevich Khodyrev manage to become a billionaire, head a much larger city of Korolev (population 220 thousand), and not go to jail after several checks?

Works in the administration of Reutov for many years Yurov Anatoly Alexandrovich Deputy Head of the Department of Territorial Security and Anti-Crisis Activities. Prior to that, he was the head of the FSB of the Balashikha region. A very knowledgeable person and KHAN's security assistant. A member of the Tambov community, like Khodyrev himself.

Since May 2002, Nikolai Dmitrievich Turapin has been working as Deputy Head of the Territorial Security Administration.

Turapin Nikolai - Deputy Head of Administration Reutov 2013-08-13.png

From 1999 to 2002, Turapin was the commander of the ODON named after Dzerzhinsky, located in Reutov-1(now Balashikha), with the rank of major general. Turapin is also from the Tambov region. And in the Reutov administration there are Olga Borisovna Repina- Deputy Head of the Administration for Education, Health, Culture, Youth Policy, Sports. She is also from the Tambov region.

For the last 2-3 years, I started working with Khodyrev through the FSB….

No one noticed that Khodyrev's inauguration in Korolyov on September 18, 2014 was visited by State Duma deputy Andrei Lugovoy, who congratulated the freshly baked Head Korolyov. It wasn't an accident. Exactly Andrey Lugovoy is now acting as the roof of Khodyrev through the FSB.

Moscow region

In the 90s he lived in Reutov Ivan Nikolaevich Zhukov. After leaving military service (builder) went into business. In Reutov, he privatized a hardware store at 30 Yubileiny Prospekt and made an empty Domovoy store there, chopped off part of the park and erected an Italian pavilion there, not very suitable for our climate, making the Atlant and K cafe there. Everything was subsequently sold. The life path brought Ivan Nikolaevich together with Vladimir Pekarev, the vodka king (Chernogolovka, Noginsk district) and Bryntsalov (Ferein). In 1997, from his labor collective "IP "Atlant and K"" he was nominated to the deputies of the Moscow Regional Duma. Zhukov won in constituency No. 34, which included Reutov and Zheleznodorozhny. Zhukov simply could not pass without the help of local authorities. At this time, Khodyrev was already the Head of the city.

How the elections are held in Reutov was described in:

In 1997, the president of JSC "Ferein" V. Bryntsalov successfully campaigned for elections to the Moscow Regional Duma, who managed to get 4 solid seats in the new composition of the Duma - I.Yu. Bryntsalov (nephew), V.Ya. Pekarev, I.N. Zhukov, E.V. Goncharov. Representatives of Yabloko, DVR, Honor and Motherland, and the Liberal Democratic Party failed to get their representatives into the legislature of the Moscow Region.

Zhukov still sits there. Since 2006, Zhukov has been Deputy Chairman of the Moscow Regional Duma, head of the United Russia faction, deputy secretary of the Moscow regional branch of the United Russia Party.

Zhukov was among the founders of Reutov Trading House LLC. Then it was changed:

BRYNTSALOVA LARIS YURIEVNA - wife of Igor Bryntsalov. Her husband at that time sat in the Federation Council from the Moscow region. Now Chairman of the Moscow Regional Duma

Baker's wife, sister. At that time Vladimir Pekarev sat in the State Duma. Now he is a member of the Moscow Regional Duma

RUZHITSKAYA NATALIA VLADIMIROVNA - a resident Lyubertsy district.Vladimir Petrovich Ruzhitsky since 2005 - Head of the Lyubertsy district of the Moscow region. Prior to that, he was twice elected to the Moscow Regional Duma.

SEMAEVA EKATERINA NIKOLAEVNA - from Reutov

Director — Semaev Vasily Vladimirovich

Semaev Vasily Vladimirovich, who lived at that time in Reutov, is the son of Vladimir Vasilyevich Semaev.

Semaev Sr. was:

Then - Deputy Head of the Administration of the Moscow Region, Minister for Land Use and Construction, First Vice Head of the Administration of the Moscow Region

Semaev Jr. also visited the Moscow Regional Duma from Kolomna, although at that time he was registered in Reutov, but dad at that time was the vice-head of the Administration of the Moscow Region.

And in this composition, the Reutov Trading House began to build a shopping center on the 2nd km of the Moscow Ring Road. Khodyrev, without any questions, gave the necessary plot of Reutov land. What happened next with the construction of the shopping center was described in the article Bound by the same goal.

Far right: Igor Bryntsalov (third from right), Sablin, Zhukov

After becoming the Head of the Queen, Khodyrev gave the provision of school meals to the Prodmed company, controlled by Pekarev. Monopoly in the school food market. Pekarev's structures feed kindergartens, schools in Shchelkovo, Elektrostal, Pavlovsky Posad, Noginsk, Chernogolovka, Balashikha, Reutov and now in Korolev.

Khodyrev's relations with the Bryntsalov clan were wonderful. If one word to express good-neighborly. In the literal sense of the word. Reutov4Life talked about country house Khodyrev in Nikolsky (Balashikha microdistrict).

The billionaire, the Head of Reutov, and now the Queen, Khodyrev, cannot live among the common people. Who are his neighbors?

Green area - Khodyrev

Blue - Igor Bryntsalov (the plot is registered in the name of his mother Bryntsalov Nina Grigorievna)

Kalantaevsky Pavel Georgievich - Head of the Balashikha Ministry of Internal Affairs of Russia, Police Colonel

Samodelov Vladimir Gennadievich - until 2012 Head of Balashikha, a native of the Pekarevskaya "OST Group", in which he worked as a deputy CEO Chernogolovsky plant OST-Alco

We have extracts from the Rosreestr for the sections of Khodyrev and Bryntsalov. Map taken from Glave Balashikha

Here is the unholy trinity: Kalantaevsky, Bryntsalov, Khodyrev, like a neighbor, came to the illumination of the Trinity Church in Reutov, 2014.

Except school meals from Pekarev, in Reutov, and now in Korolev, there is another gift from Noginsk, where the Pekarev-Bryntsalov group is based, Lakunin Konstantin Yurievich- Head physician of both city hospitals.

Governors of the Moscow Region

Contacts with the Moscow Region Governor Boris Gromov (2000-2012) and his government were carried out through more than one channel. One of them is known to us - Sablin Dmitry Vadimovich- the right hand of Gromov, a resident of Reutov, a State Duma deputy, who in 2013 changed places with Gromov, who was a member of the Federation Council. In 2003, Sablin defeated the undefeated cosmonaut Savitskaya in the elections to the State Duma. The constituency also included the city of Reutov.

When Gromov resigned as governor of the Moscow Region, United Russia offered Medvedev 3 candidates for his place:

Shoigu - Minister of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters

Parkhomenko - Deputy Chairman of the Regional Government

Khodyrev - Head of Reutov.

The last two were only needed to complete the list. But the very fact that Khodyrev was included in such a list speaks volumes about the level of his connections.

Vorobyov

In May 2012, Sergei Shoigu became the governor of the Moscow Region. He had a specific look at what Gromov left behind: “I don’t need this Gromov shit. Let the locals choose their own leaders.” The Head of Balashikha Samodelov (from the Bryntsalov clan), a neighbor of Khodyrev, was removed. Head of Khimki Strelchenko (colonel, from Gromovtsy) lost his post. Shoigu's administration had an order to remove Khodyrev. In November 2012, Shoigu was transferred to the Minister of Defense, and his "godson" Andrey Vorobyov took the governor's place. In December 2012, a video “Servant of the People of the Moscow Region” appeared on YouTube, telling about the achievements of Khodyrev in the field of robbing, building up the city. A group from the Prosecutor General's Office, the FSB arrives in the city. Employees of the Prosecutor General's Office conducted a series of interrogations of residents of the city. A lovely girl and boy from the Prosecutor General's Office said that they already had enough materials on Khodyrev to put him in jail for a long time. BUT… But, no command. Check passed. Employees of the Prosecutor General's Office left, Khodyrev stayed. Considering Khodyrev's connections in the Prosecutor General's Office and the FSB, it was clear that all checks on these departments would be in vain. The issue with the governor of the Moscow Region Vorobyov remained unresolved. While checks and raids rumbled, Alexander Nikolayevich rushed about in search of a way out to the governor's entourage. And by May 2013 he was found. A deal was made. The agreement with Vorobyov was concluded through Andrei Mikhailovich Ilnitsky- at that time the head (with the rank of minister) of the Main Directorate of Internal Policy and Interaction with Local Governments in the Government of the Moscow Region. Our article, published on May 20, 2013, stated:

“On Saturday, primary elections were held for the post of governor of the municipality from PZhiV in the Reutov recreation center “Mir”. This event was attended by Vorobyov and Khodyrev. An expert on local political alignments said that as a result of the negotiations, an agreement was reached - Vorobyov wins the gubernatorial elections with a result of 62%, and Khodyrev (or the heir. Maybe Yurov) remains for the 5th term. What followed next? On May 23, the Korovin gang, representing the interests of a certain offshore company, with which Khodyrev's son Sergey exchanged, gave the unfinished house, which dad wrote down to him, for an apartment in the very expensive house Moscow, and in fact Khodyrev himself, seizes a house in Saltykovka, sold for cash to Derevsky The authorities unleashed a war in Reutov. On May 24, Khodyrev strikes again at Ilya Derevsky. The police come to his market and all the workers, having built in columns, are led through the whole city to the police station Video. Columns of arrested people are led through the streets of Reutov. The city government believes that the film "Servant of the People of the Moscow Region" was created by Ilya Derevsky. Khodyrev built his entire business, except for the construction business (Shlyapin, Tsentrstroy Group of Companies), through Derevsky. This will be discussed below in the "Business" section.

Thus, the agreement with Vorobyov completely untied Khodyrev's hands.

Ilnitsky resigned on October 21, 2014. Those. already after Khodyrev took the post of Head of the Queen and therefore we believed that the new appointment of Khan was carried out through Ilnitsky. However, one of our sources had a different opinion:

“I will reveal a small secret about Andrei. His brother took up construction quietly, although he promised not to do business in the Moscow Region. Here Khodyrev Kostin betrothed to him. Khodyrev and Shlyapin are sent to Korolev to steal loot out of lawlessness, but not only for themselves, they will get it, but I think a maximum of 15%, the rest they will wear .. Yes, and they will answer the same, if anything, they ... "

Brother of Andrei Vorobyov - Maxim

In 2011, Maxim joined the board of directors of Stroytransgaz Gennady Timchenko. In addition, he is a co-owner of the bank "Saint Petersburg", "SPb Renovation" and "Glavstroy SPb".

Kostin Konstantin - until May 2012 - Head of the Presidential Department Russian Federation on domestic policy. Chairman of the Board of the Civil Society Development Fund.

Kostin's wife Olga, as part of a political technology showdown, drove into Lifenews, where searches were carried out. One of the consequences of this raid was that there would be no sluggish film about the confrontation between Kurakin and Khodyrev.

Khodyrev's administration has already announced the demolition of 300 houses. The historical monument Stroyburo House was destroyed. Barbarians in power

Vorobyov has much to hurry. Now the State Duma is considering a law according to which the tenure of elected governors in office is limited to 2 terms. And they are very bad businessmen. In 2008, their "Russian Sea" would have gone bankrupt if Timchenko had not saved him.

Prosecutor General's Office

Construction of the Reutovsky shopping center Trading House” was stopped at the claim of a subsidiary of Transneft due to the fact that the shopping center was close to their oil pipeline. In 2006-2007, the courts sided with the enterprise, founded by a mixed composition of representatives of the regional authorities and business (Bryntsalova, Pekarev, Semaev). But here's what's interesting - in 2007, Khodyrev's son Sergei began working at Transneft. Moreover, the owners of the markets located in the strip of the same oil pipeline paid him 1 million rubles. Arranged Sergei Khodyrev to Transneft as Director of the Department of Foreign Economic Relations through First Deputy Prosecutor General Alexander Buksman. Sergey was then 26 years old. At the same time, Buksman was conducting an investigation into the illegal transfer land plots in Zhukovka to representatives of various branches of the regional authorities, among whom was Dmitry Sablin with his 81 acres.

Khodyrev’s company Jim-Pro Reutov LLC, whose founder was Bogatov Alexander Nikolaevich, his trustee (many enterprises in the city were hanged on him), bought land plot in Reutov, the lease rights to it belonged to Renta-M LLC. "Renta-M" through a chain of firms was recorded on the former personal driver son of Prosecutor General Artem Chaika. Then, instead of Bogatov, Tsentrstroy LLC (Shlyapin) became the founder of Jim-Pro Reutov, which then built a monster house on this site. Seagull in the city

Shlyapin Mikhail Alexandrovich - Head of Tsentrstroy LLC. Its main activity is the construction of solid high-quality residential buildings. And not only residential buildings, but also ... temples. The Lord, at His special discretion, chooses His helpers for the salvation of human souls. Mikhail Alexandrovich was elected one of these assistants. His kind heart and concern for others became the norm of his way of life. This, apparently, should be the head of a large modern enterprise.

Strictness, combined with high decency and responsibility for those who, together with him, decorate the city of Moscow and its environs with beautiful, comfortable, modern and reliable houses, attract to him the same responsible highly qualified workers.

Under his care, a large Trinity Church in Reutovo is being built. And it would seem that Mikhail Alexandrovich worked quite enough as a builder of the temple and a benefactor of the Russian Orthodox Church, but the Lord again calls him to this blessed field.

The leadership of the Moscow University of the Ministry of Internal Affairs of Russia decides to build a temple-chapel for university cadets, so that they, along with the comprehension of legal science, would be enlightened spiritually, so that their morality would correspond to the high rank of an employee of the internal affairs bodies - a soldier of law and order.

Quite unexpectedly, long before the appearance of Mikhail Alexandrovich as a philanthropist, the author of the project, Mikhail Yuryevich Kesler, elects Archangel Michael as the heavenly patron of the future church-chapel. Both the university administration and the representatives of the Church agree with the proposed option. Perhaps this was some kind of Providence of God, and Mikhail Aleksandrovich Shlyapin is called by the Lord to build another temple.

In March 2012, the construction of the temple begins, and three months later the temple-chapel of the Archangel Michael stood in indescribable heavenly beauty. How this temple-chapel was built, and how it turned out - testifies to only one thing - God's help to all participants in this God-pleasing event.

On the day of the consecration of the church-chapel, Mikhail Aleksandrovich Shlyapin is awarded the Order of the Russian Orthodox Church for the work he has done to build the church-chapel and charity. However, this does not interrupt the connection between the temple and the benefactor. In the temple, after each divine service, prayers are offered for the health of the founder and benefactor of the temple-chapel, Mikhail Aleksandrovich Shlyapin. And this prayer will be lifted up as long as divine services are performed in this chapel-church.

For his part, Mikhail Alexandrovich does not leave the temple without his care, he is interested in the state of the temple, the serviceability of all the components that ensure the normal functioning of the temple. With his labors, Mikhail Aleksandrovich Shlyapin builds not only temples, but most importantly, he builds a temple in his soul, so that it would be more convenient for her to unite with God.
