Vadim Medvedev also noted that today about 4,000 security organizations are registered in Moscow. “The state has strengthened measures to control the training of private security guards, established qualification categories, the need to undergo periodic inspections. All this fits perfectly into the framework of the Law "On Private Detective Activity", which has not lost its relevance for a quarter of a century, and no fundamental changes have been made to it. This fact speaks of the high professionalism of the people involved in its development. But the Law would be dead if it were not for those people who fulfill it with honor and observe it,” Medvedev said.

“Risking their lives, your personnel carry out their duties with honor. There are many examples of selfless opposition to the injustice and criminal acts of attackers that remain unpublished. As for the employees of the ChOO, there are 349 of them in the Zelenograd district, and 27132 in the South-Western Administrative District. And the picture is similar in terms of weapon owners - in Zelenograd 7528, and in the South-West already 47693. In general, the difference in workload is enormous!

Aleksey Alexandrovich Perov has been working in the Department of Internal Affairs for the South-Western Administrative District for about a month. The Chairman of the Coordinating Council, Police Colonel Vadim Medvedev, expressed confidence in the effective cooperation between private security organizations and the Russian Guard in ensuring security in Moscow

“The current legislation in the field of security pays serious attention to the issues of interaction between private security organizations and law enforcement agencies and the prevention of offenses in the field of law enforcement. The need for interaction with private security organizations in modern conditions has become particularly relevant. To date, 4,005 entities are registered in Moscow, carrying out security and detective activities, which is one-fourth of those registered in the Russian Federation. Of these, 3,876 PSOs and 129 private detectives. About 19,000 service weapons are in service. About 74,000 objects of various forms of ownership are under the protection of private security organizations. The staff of private security organizations consists of about 144,000 security guards, of which about 35,000 people are involved in ensuring public order every day. From January 2017 to the present, employees of private security organizations have identified 7,482 offenders, of which 694 are suspected of committing a crime.”

“As for measures to prevent offenses by security organizations and improve the situation in the provision of security services in general, I report that in 2017 and in the first quarter of 2018, about 23,000 inspections of private security organizations and facilities guarded by PSC employees were carried out. According to the results of inspections, 2,934 violations were revealed, about which administrative protocols were drawn up. At the same time, in 2018, a significant increase in the number of inspections is predicted, which is associated with the Order of the President of the Russian Federation received on November 5, 2017 on conducting inspections of security organizations and strengthening control over this area of ​​activity. In 2018, all security organizations that ensure the security of facilities with a mass stay of people, who protect facilities on the basis of government contracts, financed from the budget, having service weapons on their balance sheet, as well as PSCs involved in ensuring the security of FIFA facilities. Along with this, in connection with the tragic events that occurred as a result of a fire in the Zimnyaya Vishnya shopping center in Kemerovo, at the initiative of the Prosecutor's Office, with the involvement of employees of the National Guard and the Ministry of Emergency Situations, inspections of shopping and entertainment centers are being carried out. To date, inspections have been carried out in more than 100 malls, as a result of which more than 70 violations of the legislation regulating private security activities have been identified, and relevant administrative protocols have been drawn up.”

“I would like to draw your attention to the fact that on the territory of Moscow there are still cases of posting guards to posts without personal cards and certificates. This type violations decreased slightly compared to previous periods, however, in 2017, more than 2,000 security guards and heads of private security organizations were brought to administrative responsibility. The improper approach on the part of the heads of security organizations to the selection of personnel leads to the fact that as a result of the attack, the criminals, at best, only manage to seize the property of the customer, and in the worst case, harm the life and health of the guards themselves. In 2017, the CLR of the Main Directorate of the Russian Guard in Moscow received 62 operational reports on incidents at objects under protection, of which only in 13 cases the objects were under the protection of a private security organization, in 12 cases there was theft of funds from the object of protection, in 10 cases, with weapons were used in the commission of a criminal offense, and only in one case the attack was repelled by an employee of a private security organization. As for the state of emergency, in 2017 and for the past period of 2018, there were no cases of loss of service weapons, while one fact of theft and two cases of misuse of service weapons were registered. These figures are two times less compared to 2016.”

“By holding an expanded meeting of the Coordinating Council today, we hope to further reveal the qualitative potential of private security structures in ensuring public security and law and order. It is necessary to strengthen control not only at the facilities, but also in the surrounding areas and pay special attention to the places of celebration. In order to prevent emergencies, it is also necessary to ensure enhanced security of the CWC, check each facility for anti-terrorist protection, train personnel, check uniforms and documents of persons acting to protect facilities on pre-holiday and holidays, bring to each guard the procedure for communication and actions in case of emergencies, ensure efficiency in receiving and transmitting information. Separately, I would like to draw the attention of the leaders of the ChOO, whose protection facilities are located in close proximity to the locations of monuments of military glory, monuments and burial sites of WWII soldiers, to the need to increase attention to the territories adjacent to the facilities, as well as to the movement of patrol routes.

“The next stage of our joint work will be to ensure the safety of residents and guests of the capital during the World Cup. Those PSOs that take part in the protection of FIFA-2018 infrastructure facilities have already felt the full burden of the necessary checks. And I can assure you that every day it will only increase. We have done a tremendous amount of work - at present, all the above-mentioned facilities have been checked, a number of violations have been identified. 8,000 security guards who can be involved in the service at these facilities have been carefully checked.”

“I express my confidence that if each head of a PSO approaches the issue of ensuring security with understanding and personal responsibility, including at facilities under the protection of his organizations, no emergencies will be allowed during the festive events and the 2018 World Cup!”.

Oleg Zavalyuev, Chairman of the Board of the ROOR of the Moscow FCC, brought to the attention of those present the structure and composition of the Coordinating Council for Interaction with Non-State Security Agencies, established on the basis of the Order of the Head of the Main Directorate of the Russian Guard for Moscow No. 189 dated November 14, 2017.

“In accordance with the Charter and the Regulations on the Coordinating Council, its main functions are: in fact, interaction with the regulator, legislative and executive authorities, analysis of law enforcement practice, consideration of proposals for improving the regulatory framework for public-private partnerships, as well as the reflection of our activities in the media. In the near future, we will try to be in time for the 2018 World Cup, we will create a website that will display all the stages of the work of the Coordinating Council.”

“It's no secret that Moscow spends huge amounts of money on ensuring the security of municipal facilities, but over the years the situation has not changed for the better. And I'm not talking about the price of these contracts. The important thing is that the quality of work for this money cannot suit us. And interaction with our regulator, on the one hand, and with the customer of these services, on the other, should be organized only through the Coordinating Council.”

Oleg Nikolayevich also spoke about the work of the ROOR FCC "Moscow", "a project of public-private interaction not commercial, but organizational, to which we hope to attract at least 50-70 PSOs from each territorial district of Moscow."

Deputy Head of the 1st RONPR Department for the Central Administrative District of the Main Directorate of the EMERCOM of Russia for Moscow, Lieutenant Colonel of the Internal Service Aleksey Ilchenko, conducted a brief briefing on the actions of security guards in case of emergency, including in the event of a fire at the facility.

Yuri Pokidov, FCC ROS Deputy Chairman, briefly highlighted the main conclusions of the 1st Congress of the FCC ROS and drew the attention of those present that one of the main tasks of the security community now is “to prevent the adoption of the professional standard “Specialist in the field of security activities”, developed by the Independent Scientific Foundation “Institute for Security Problems” and sustainable development”, on which the state regulator and FCC ROS previously gave negative conclusions, due to the anti-industry orientation this document capable of causing serious social tension in the security community.

Yuri Vasilievich also recalled that on behalf of the First Congress of the All-Russian Industry Association of Employers in the Field of Safety and Security (FCC ROS), on April 16, 2018, Chairman of the Board, member Public Chamber Russian Federation A.M. Kozlov together with the Chairman of the All-Russian Public Organization "Trade Union of the Non-State Sphere of Security" D.E. Galochkin, was drawn up and sent to the Administration of the President of the Russian Federation, the Government of the Russian Federation and the Prosecutor General's Office of the Russian Federation "On protecting the interests of employees of the professional community in the field of security services."
