In order to determine the values of indicators characterizing the volumes (quality) of public services (works) in the field of education, science and youth policy provided (performed) by federal state institutions under the jurisdiction of the Ministry of Education and Science of the Russian Federation, when forming a state task for the next financial year and planning period:
1.4. Consumers of public services included in the departmental list provided by organizations (hereinafter referred to as public services) are individuals, including persons with handicapped health, citizens of the Russian Federation and persons admitted within the established quota.
2.1.1. The state task for the implementation of the main professional educational programs of secondary vocational education (hereinafter - educational programs of secondary vocational education) is formed for the contingent of students enrolled in training:
b) from September 1, 2012 to September 1, 2014 in the context of professions, specialties and areas of training;
2.1.2. State task for the implementation of basic professional educational programs higher education(hereinafter - educational programs of higher education) is formed for the contingent of students enrolled in training:
a) until September 1, 2012 in the context of enlarged groups of training areas and specialties;
b) from September 1, 2012 to September 1, 2014 in the context of specialties and areas of training;
c) from September 1, 2014 in the context of specialties and areas of training and enlarged groups of areas of training and specialties.
2.1.3. The indicator of the volume of public services for the organization is calculated for each public service included in the departmental list, taking into account the branch network and persons enrolled for training within the quota (hereinafter - Foreign citizens) for the next financial year and planning period.
2.1.4. The sources of information for calculating the values of indicators of the volume of public services for the next financial year for the implementation of educational programs of higher education and secondary vocational education are:
data of the federal statistical observation form N VPO-1 "Information on the educational organization engaged in educational activities in educational programs of higher education" and form N SPO-1 "Information on the educational organization engaged in educational activities in educational programs of secondary vocational education", approved by order of the Federal State Statistics Service of July 31, 2015 N 350, as of October 1 of the reporting financial year (hereinafter - forms N VPO-1 and N SPO-1) on the contingent, whose training is carried out at the expense of budgetary appropriations federal budget;
data on the expected contingent of graduate students, doctoral students, interns, residents and assistant trainees, whose training is carried out at the expense of the federal budget, as of January 1 of the reporting (current) financial year and the expected graduation of this category of students at the request of the Ministry of Education and Science of the Russian Federation Federation, as well as in accordance with the data of form N 1-NK "Information on the work of postgraduate and doctoral studies", approved by order of the Federal State Statistics Service of November 6, 2014 N 640, and data from the information and telecommunication network "Internet" (www. asp.cbias.ru) "Functioning of the network of highly qualified personnel training in educational institutions of the Ministry of Education and Science of Russia";
data on the number of foreign citizens in organizations in the information system designed to form and distribute the quota for admission of foreign citizens and stateless persons and compatriots living abroad to study in the Russian Federation from the information and telecommunication network "Internet" (www.russia-edu .ru);
form data statistical reporting N SU-1 "Information on the activities of a special educational institution closed type for children and adolescents with deviant behavior" and N SU-2 "Information on the activities of a special educational institution of an open type for children and adolescents with deviant behavior", approved by order of the Ministry of General and Vocational Education of the Russian Federation of August 25, 1998 N 2222 "About approval departmental forms statistical reporting of special educational institutions for children and adolescents with deviant behavior" (hereinafter - forms N SU-1 and N SU-2);
annually approved by the orders of the Ministry of Education and Science of the Russian Federation KTsP organizations.
2.1.5. The final values of indicators of the volume of public services included in the state task for the next financial year, the first and second years of the planning period, are rounded according to mathematical rules to an integer value, except for the case when rounding results in a value equal to 0, provided that the actual headcount, used in the calculation is not equal to 0. In this case, the resulting value is set to 1.
The value of the volume of public services for the implementation of educational programs of higher education and secondary vocational education is calculated separately for separate structural divisions of the organization, for the CPI and for the quota, then rounded up and summarized.
2.1.6. The following terms are used in the formulas of this Methodology:
The actual number of students on all courses in the organization as of October 1 of the reporting financial year based on the data of forms N VPO-1 and N SPO-1;
KPIs established for organizations for the reporting financial year, approved by order of the Ministry of Education and Science of the Russian Federation, or quota;
KPIs established for organizations for the current financial year, approved by order of the Ministry of Education and Science of the Russian Federation, or quota;
KPIs established for organizations for the next financial year, approved by order of the Ministry of Education and Science of the Russian Federation, or quota;
Expected graduation of students in the current financial year based on the data of Forms N VPO-1 and N SPO-1;
The number of the actual contingent accepted for training in the current financial year;
The number of the actual contingent accepted for training in the reporting financial year;
j - coefficient for the corresponding level of vocational education and form of education, taking into account the arrival and departure of students, based on the data of forms N VPO-1 and N SPO-1. Coefficient j for calculating the volume of public services for the implementation of educational programs of secondary vocational education and higher education is calculated by the formula:
The actual number of the contingent according to the corresponding level of vocational education and form of education as of October 1 of the year preceding the reporting financial year, based on the data of Forms N VPO-1 and N SPO-1 of the reporting financial year;
The actual number of the arrived contingent according to the corresponding level of vocational education and form of training for the period from October 1 of the year preceding the reporting financial year to October 1 of the reporting financial year based on the data of Forms N VPO-1 and N SPO-1 of the reporting financial year;
The actual number of retired contingent by the appropriate level of vocational education and form of education for the period from October 1 of the year preceding the reporting financial year to October 1 of the reporting financial year based on the data of Forms N VPO-1 and N SPO-1 of the reporting financial year.
To calculate the volume of public services for the implementation of postgraduate medical and pharmaceutical education in internships and training of scientific personnel in doctoral studies, j is taken equal to 1.
f - coefficient reflecting the ratio of the number of actual enrollment in reporting year according to the data of forms N VPO-1 and N SPO-1 and departmental reporting, the CPI for the corresponding year, approved by the relevant order of the Ministry of Education and Science of the Russian Federation, and departmental information is determined by the formula:

2.1.7. The determination of the values of indicators of the volume of public services for the implementation of educational programs of secondary vocational education, higher education, postgraduate medical and pharmaceutical education in internship and training of scientific personnel in doctoral studies for the next financial year is carried out:
a) the calculation of the values of indicators of the volume of public services for those who entered the organization before September 1, 2012 is carried out:
for educational programs of secondary vocational education (for training programs for skilled workers, employees and for training programs for mid-level specialists) and higher education (for bachelor's programs, specialist's programs and master's programs) according to the formula:
The number of the average annual contingent for the next financial year;
4 - the number of months (September-December) in the calendar year that have passed since the graduation of students;
The forecast for January 1 of the next financial year of the contingent of students in all courses in the organization accepted for training before September 1, 2012, based on the data of forms N VPO-1 and N SPO-1, is calculated by the formula:

d) calculation of the values of indicators of the volume of public services for the implementation of educational programs of secondary vocational education - training programs for skilled workers, employees for the next financial year, the first and second years of the planning period, provided by educational organizations for students with deviant (socially dangerous) behavior who need special conditions of education, training and requiring a special pedagogical approach (special educational and educational institutions of open and closed type), is carried out according to the formula:
12 - the number of months in a calendar year;
2.1.8. The values of indicators of the volume of public services for the implementation of educational programs of secondary vocational education, higher education, postgraduate medical and pharmaceutical education in internship and training of scientific personnel in doctoral studies for the first and second years of the planning period are set at the level of the next financial year, taking into account the analysis of the labor market, the needs of the economy of the Russian Federation in qualified personnel, strategic guidelines for the development of the education sector and the real sector of the economy of the Russian Federation, as well as the capabilities of educational organizations and the demand of the population for educational services.
2.2.1. Sources of information for calculating the values of indicators of the volume of public services for the implementation of basic general educational programs(educational programs of preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education) for the next financial year and planning periods are:

Determining the values of indicators of the volume of public services for the implementation of basic general education programs (educational programs of preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education) provided by educational organizations, with the exception of educational organizations for students with deviant (publicly dangerous) behavior, in need of special conditions of education, training and requiring a special pedagogical approach (special educational and educational institutions of open and closed type), is carried out:
a) for the next financial year according to the formula:
The contingent of students as of January 1 of the next financial year (according to the actual number of students as of the last reporting date);
Expected graduation of students in the next financial year;
b) for the first year of the planning period - according to the formula:
Expected graduation of students in the first year of the planning period;
Expected enrollment of students in the next financial year;
c) for the second year of the planning period - according to the formula:

2.2.3. Determination of the values of indicators of the volume of public services for the implementation of basic general education programs (educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education) for the next financial year, the first and second years of the planning period, provided by educational organizations for students with deviant ( socially dangerous) behavior, requiring special conditions for education, training and requiring a special pedagogical approach (special educational and educational institutions of open and closed type), is carried out according to the formula:
The actual contingent of students as of the last date of the i-th month (i = 1...12) of the reporting year;
d - correction factor taking into account special conditions learning.
2.2.4. Determining the values of indicators of the volume of public services for the implementation of basic general education programs (educational programs of preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education) for the next financial year, the first and second years of the planning period, provided by educational organizations providing treatment, rehabilitation and (or) recreation, is carried out on the basis of production programs.
2.3.1. Sources of information for calculating the values of indicators of the volume of public services for the implementation of major programs vocational training, additional professional programs for the next financial year and planning periods are:
data of the form of federal statistical observation N 1 (proftech) "Information on educational institutions implementing programs of primary vocational education", approved by order of the Federal State Statistics Service of January 14, 2013 N 12 "On approval of statistical tools for the organization by the Ministry of Education and Science of the Russian Federation federal statistical monitoring of the activities of educational institutions";
a list of additional professional programs implemented by federal state educational organizations of additional professional education subordinate to the Ministry of Education and Science of the Russian Federation, terms of study and the number of citizens studying under these programs, approved annually by order of the Ministry of Education and Science of the Russian Federation.
2.3.2. Determining the values of indicators of the volume of public services for the implementation of basic vocational training programs for the next financial year, the first and second years of the planning period, provided by educational organizations for students with deviant (socially dangerous) behavior, who need special conditions for education, training and require a special pedagogical approach ( special educational and educational institutions of open and closed type), is carried out according to the formula:
The actual contingent of students as of the last date of the i-th month (i = 1...12) of the reporting year;
d is a correction factor that takes into account special learning conditions.
2.3.3. The determination of the values of indicators of the volume of public services for the implementation of additional professional programs for the next financial year, the first and second years of the planning period is carried out according to the formula:

2.4.1. The sources of information for calculating the values of indicators of the volume of public services for the implementation of additional general education programs for the next financial year and planning periods are:
orders of the Ministry of Education and Science of the Russian Federation on the approval of the list of federal state educational organizations of higher education, at the preparatory departments of which training is carried out at the expense of the budgetary allocations of the federal budget, for the academic year;
Decree of the Government of the Russian Federation of August 31, 2013 N 756 "On conducting an experiment in 2013-2015 on teaching young women under the age of 23 with one or more children at the preparatory departments of federal state educational organizations of higher education";
data of the form of federal statistical observation N 1-DO "Information on the institution of additional education for children", approved by order of the Federal State Statistics Service of January 14, 2013 N 12 "On approval of statistical tools for the organization by the Ministry of Education and Science of the Russian Federation of federal statistical monitoring of activities educational institutions" (hereinafter - form N 1-DO);

2.4.2. The determination of the values of indicators of the volume of public services for the implementation of additional general education programs for the next financial year and planning periods is carried out on the basis of the named sources of information, as well as the forecast for the development of a network of organizations (changes in type, reorganization, liquidation, creation) according to the formula:
V - the volume of public services for the implementation of additional general education programs per man-hour;
i - an additional general educational program implemented by an educational organization;
N - the number of additional general education programs implemented by the educational organization;
Number of students in the i-th additional general education program;
The volume of the i-th additional general education program in hours.
3.1.1. The sources of information for calculating the values of indicators of the volume of public services for the maintenance of students for the next financial year and planning periods are:
data of form N 1-DO;
data of form N SU-1;
production programs;
departmental information.
3.1.2. The determination of the values of indicators of the volume of public services for the maintenance of students is carried out on the basis of the named sources of information, as well as the forecast for the development of a network of organizations (changes in type, reorganization, liquidation, creation) for the next financial year, the first and second years of the planning period:
a) provided by an educational organization for students with deviant (socially dangerous) behavior, who need special conditions for education, training and require a special pedagogical approach (special educational and educational institutions of open and closed type), is carried out according to the formula:
d is a correction factor that takes into account the special conditions of the students;
b) provided by an organization providing treatment, rehabilitation and (or) recreation, as well as non-standard educational organizations, is carried out on the basis of the predicted value of the number of consumers of public services in accordance with the production program.
3.2.1. Sources of information for calculating the values of indicators of the volume of public services for the protection of the rights and legitimate interests of orphans and children left without parental care; psychological and pedagogical support for students who experience difficulties in mastering basic general education programs, in development and social adaptation, for the next financial year and planning periods are:
data of forms N SU-1 and N SU-2;
departmental information;
local administrative acts of organizations on changes in the number of students.
3.2.2. Determining the values of indicators of the volume of public services to protect the rights and legitimate interests of orphans and children left without parental care; psychological and pedagogical support of students experiencing difficulties in mastering basic general education programs, in development and social adaptation, for the next financial year, the first and second years of the planning period is carried out according to the formula:
Actual contingent of public service consumers as of the last date of the i-th month (i = 1...12) of the reporting year;
d is a correction factor that takes into account special learning conditions.
3.3.1. Sources of information for calculating the values of indicators of the volume of public services for the implementation of high-tech medical care, not included in the basic program of compulsory health insurance for the next financial year and planning periods are:
data of the form of federal statistical observation N 30 "Information on the medical organization", approved by order of the Federal State Statistics Service of December 25, 2014 N 723 "On approval of statistical tools for the organization by the Ministry of Health of the Russian Federation of federal statistical observation in the field of healthcare";
orders of the Ministry of Health of the Russian Federation on approval of the list of federal state institutions providing high-tech medical care not included in the basic program of compulsory medical insurance, at the expense of the budgetary allocations of the federal budget, the source of which, among other things, are other interbudgetary transfers provided from the budget of the Federal Compulsory Medical Fund federal budget insurance;
Decrees of the Government of the Russian Federation on the approval of the rules financial support in the next financial year, the provision of high-tech medical care not included in the basic program of compulsory medical insurance to citizens of the Russian Federation in federal state institutions at the expense of other intergovernmental transfers provided from the budget of the Federal Compulsory Medical Insurance Fund to the federal budget;
Decree of the Government of the Russian Federation of November 28, 2014 N 1273 "On the Program of State Guarantees of Free Provision of Medical Care to Citizens for 2015 and for the Planning Period of 2016 and 2017";
local act of the organization on the types and volumes of medical services expected to be provided in the next financial year and planning period.
3.3.2. The determination of the values of indicators of the volume of public services for the implementation of high-tech medical care not included in the basic program of compulsory medical insurance for the next financial year, the first and second years of the planning period is carried out on the basis of the named sources of information.
4.1.1. The volume of work performed to conduct fundamental scientific research, carry out experimental scientific developments, and conduct applied scientific research included in the departmental list is determined in accordance with the Assignment for the performance of work, which reflects the following indicators:
number of leading researchers. A leading researcher is a researcher who has achieved high scientific results in a particular field of science and who fills the position of a researcher in an organization for whom this work is the main one;
the number of research works in the interests of the Ministry of Education and Science of the Russian Federation (hereinafter referred to as works on policy topics). Works on policy topics are aimed at solving major systemic problems; are based on scientific results in the relevant field, obtained as a result of work performed within the framework of the state task for the previous period, are carried out by teams of scientific and methodological centers on a regular system basis as the main activity or correspond to the main activities of the organization and ensure the implementation of regulatory legal acts and instructions the President of the Russian Federation and the Government of the Russian Federation;
the number of research works on initiative topics (hereinafter referred to as initiative work). Initiative works include scientific (scientific and technical) projects of organizations selected by the Ministry of Education and Science of the Russian Federation based on the results of a competition, as well as scientific (scientific and technical) projects selected by organizations based on the results of an internal competition (hereinafter referred to as development projects);
the number of highly qualified scientific and technical workers.
4.1.2. The number of leading researchers is determined by the Ministry of Education and Science of the Russian Federation.
4.1.3. The number of papers on policy topics is determined on the basis of the decisions of the Commission on the formation of the state task for educational organizations of higher education and scientific organizations subordinate to the Ministry of Education and Science of the Russian Federation in the field of scientific activity, the composition of which is approved by order of the Ministry of Education and Science of the Russian Federation dated December 27, 2013 N 1414 "On the organization of work in the Ministry of Education and Science of the Russian Federation on the formation of a state task for educational organizations of higher education and scientific organizations subordinate to the Ministry of Education and Science of the Russian Federation, in the field of scientific activity" (hereinafter referred to as the Commission). The Department of Science and Technology of the Ministry of Education and Science of the Russian Federation forms a list of works on policy topics based on proposals structural divisions Ministry of Education and Science of the Russian Federation and submits it for consideration by the Commission.
4.1.4. The number of initiative works is determined by the results of the competition of initiative scientific (scientific and technical) projects of organizations held by the Ministry of Education and Science of the Russian Federation in accordance with the regulation on competitive selection, as well as by the results of internal competitions held by organizations for the selection of development projects. Organizations hold internal competitions for the selection of development projects in accordance with guidelines approved annually by the Ministry of Education and Science of the Russian Federation.
4.1.5. Development projects are not installed:
a) for scientific organizations that have lost their development prospects and are classified according to the results of assessing the effectiveness of their activities to the 3rd category in accordance with the Rules for assessing and monitoring the performance of scientific organizations performing scientific research, development and technological work for civil purposes, approved by the Decree Government of the Russian Federation dated April 8, 2009 N 312 "On the evaluation and monitoring of the performance of scientific organizations performing research, development and technological work for civil purposes" (hereinafter referred to as the Rules for Evaluation and Monitoring), as well as for educational organizations higher education recognized as ineffective based on the results of the annual monitoring conducted by the Ministry of Education and Science of the Russian Federation;
b) for educational institutions of higher education, for which the amount of financial support for development projects calculated by the Department of Science and Technology of the Ministry of Education and Science of the Russian Federation does not exceed minimum level in the field of scientific activity, established by the Ministry of Education and Science of the Russian Federation. The volume of financial support for development projects for educational institutions of higher education is calculated according to a methodology that takes into account the values of performance assessment indicators achieved by the organization, the list of which is established in accordance with clause 3 of the Rules for Evaluation and Monitoring, as well as indicators of the organization’s fulfillment of the state task in the field of scientific activity for previous periods . The state task of the organization in the field of scientific activity is considered fulfilled if the deviation of the actually achieved values of scientometric indicators from the planned level does not exceed 10%.
4.1.6. The number of highly qualified scientific and technical workers is determined by the organization based on the ratio of the share of financial support for development projects, set by the organization in the amount of at least 10%, to the standard of financial support for the activities of a scientific and technical worker, which includes labor costs, taking into account the average wages in the respective region and overhead costs of the organization.
4.1.7. The procedure for selecting highly qualified scientific and technical workers is established by the organization. Organizations with a humanitarian profile have the right not to determine the number of highly qualified scientific and technical workers.
4.1.8. The quality of work performance is reflected by scientometric indicators, including: the number of publications in journals indexed in Russian and international information and analytical systems of scientific citation (Web of Science, Scopus, Russian Science Citation Index, Google Scholar, European Reference Index for the Humanities, etc. .); the number of obtained results of intellectual activity; the number of defended dissertations for the degree of candidate or doctor of science, etc. (hereinafter referred to as scientometric indicators).
The values of scientometric indicators characterize the results of the implementation of scientific (scientific and technical) projects on initiative topics selected by the Ministry of Education and Science of the Russian Federation or an organization based on the results of a competition.
The calculation of the values of scientometric indicators is carried out by the Department of Science and Technology of the Ministry of Education and Science of the Russian Federation.
4.1.10. The values of scientometric indicators for the next financial year are determined by the formula:

The value is determined for each educational organization of higher education and scientific organization, in accordance with the guidelines for the distribution of subsidies provided to organizations performing work in the field of scientific (research) and scientific and technical activities, approved by order of the Ministry of Education and Science of the Russian Federation, with taking into account the need to develop reserve fund in the amount of 10% in order to meet the additional needs of organizations and the possibility of redistributing funds during the year;
The value of the i-th scientometric indicator in the framework of the implementation of development projects in the j-th disciplinary direction for the previous year (t - 1), units, achieved by educational institutions of higher education and scientific organizations separately;

4.1.11. The sources of information for calculating the values of indicators characterizing the scope of work are:
a) for values - the minutes of the meeting of the commission on the formation of the state task for educational organizations of higher education and scientific organizations;
b) for values - annual reporting of higher education organizations and scientific organizations on the fulfillment of the state task in the field of scientific activity;
c) for values - annual orders on the provision of subsidies from the federal budget for the financial support of the state assignment in the field of scientific (research) activities to educational organizations of higher education and scientific organizations, approved by the Ministry of Education and Science of the Russian Federation;
d) for the value N - in accordance with the Classifier in the field of science and technology, approved by the Organization for Economic Cooperation and Development, in the information and telecommunication network "Internet" (http://www.oecd.org/science/inno/38235147.pdf) .
4.1.12. The values of scientometric indicators for the first year of the planning period are determined by the formula:

The values of scientometric indicators for the second year of the planning period are determined by the formula:
Forecast growth rate of the value of the i-th scientometric indicator for the second year of the planning period.
4.1.12. The forecast growth rates of the values of scientometric indicators are determined by the Department of Science and Technology of the Ministry of Education and Science of the Russian Federation:
a) for the indicator "the number of articles in scientific journals indexed in the WEB of Science database ("Science Network")" - based on the established dynamics of the values of the number of publications in the state program of the Russian Federation "Development of science and technology" for 2013-2020, approved by the Decree of the Government of the Russian Federation of April 15, 2014 N 301;
b) for other scientometric indicators - based on monitoring data on the effectiveness of scientific activities of educational institutions of higher education and scientific organizations over the past three years.
4.2.1. The indicators that characterize the quality of work in carrying out socially significant events in the field of education, science and youth policy (hereinafter referred to as the OZM) in terms of the content and conditions (form) of their implementation reflect: the value of the indicators characterizing the main parameters of the event and its results, such as the number conducted: seminars, meetings, cultural and educational events, the number of their participants, days of the event, consultations, created methodological materials, ongoing monitoring surveys and their timing, the number of participants in surveys, implemented: methods, software products, systems, processes; the number of created structural units, developed programs, publications about the event, etc.
4.2.2. The basis for the inclusion of OZM in the state task is the order of the Ministry of Education and Science of the Russian Federation, issued on the basis of regulatory legal acts, instructions of the President of the Russian Federation, the Government of the Russian Federation, the Minister of Education and Science of the Russian Federation, minutes of the meeting of the commission for making decisions on inclusion in the state task OZM organizations in the field of education, science and youth policy and determining the amount of financial support for their implementation, as well as other grounds that determine the expenditure obligations of the Ministry of Education and Science of the Russian Federation.
4.2.3. The goals, conditions, procedure for organizing and implementing the OZM are determined by the procedure established by the Ministry of Education and Science of the Russian Federation.
4.3.1. Indicators characterizing the quality of other works included in the departmental list are determined in accordance with the Assignment for the performance of work, approved by the supervising department of the Ministry of Education and Science of the Russian Federation.
5.1. Amendments to the indicators of the volume of the state task are carried out on the following grounds:
a) changing the information that is the source for determining the value of indicators of the volume of public services, including technical errors in the calculation;
b) change of information about the name of the public service or work;
c) change in status or type of organization;
d) liquidation or reorganization of the organization;
e) receipt of information about the impossibility of the organization to fulfill the state task;
f) assignment to the organization of the OZM;
g) in order to implement the instructions of the President of the Russian Federation and the Government of the Russian Federation.
5.2. Based on the changes made to the indicators of the volume of the state task, a new state task is formed in the prescribed manner.

The rules for calculating the values of indicators characterizing the volumes (quality) of public services (works) provided (performed) by federal state institutions of the Ministry of Education and Science of Russia have been established. This is necessary for the formation of the state task as the main activities for the next financial year and planning period.
The methodology determines the values of indicators of the volume of public services for the implementation of basic general education programs, programs of secondary vocational, higher education, postgraduate medical and pharmaceutical education in internship and doctoral studies. Indicators of vocational training programs and additional professional programs are calculated. The indicator of the volume of public services for an organization is calculated for each public service, taking into account the branch network and persons enrolled for training within the quota for the next financial year and planning period. Sources of information for calculating the values of indicators are identified. Formulas are given.
Indicators are calculated for other public services, in particular, for the maintenance of students, protection of the rights and legitimate interests of orphans and children left without parental care.
The volume of work on fundamental scientific research, experimental scientific development, etc. reflects such indicators as the number of leading researchers, highly qualified scientific and technical workers, the number of scientific research works.
The indicators characterizing the quality of work in carrying out socially significant events in the field of education, science and youth policy are determined.
The grounds for making changes to the indicators of the volume of the state task are given.

The most important component of the budget process today is the state financial control for the use of subsidies for the performance of state (municipal) tasks. Financial control by the state over the spending of budget funds budget system The Russian Federation has become especially relevant in the context of economic crisis along with the sanctions imposed by the EU countries and the United States on sectors of the Russian economy.
At present, the legislative bodies of the Russian Federation are improving the regulatory legal framework, which will allow the internal state (municipal) financial control bodies to carry out operational monitoring and subsequent comprehensive assessment of the effectiveness of spending budget funds by state institutions, as well as to control the performance of indicators of the state (municipal) task.
The current version of the Budget Code requires that the state (municipal) task include indicators characterizing the quality and (or) volume (content) of state (municipal) services provided, (performed) works, and Federal Service of financial and budgetary supervision empowers in terms of control over the completeness and reliability of reporting on the implementation of state (municipal) programs, including reporting on the execution of state (municipal) tasks. This wording of control over the fulfillment of state (municipal) tasks is somewhat vague.
The draft of the new Budget Code contains Article 304, which expands the powers of Rosfinnadzor in terms of control over the activities of state institutions. Rosfinnadzor will need to exercise financial control over the effective use of budgetary funds not only by state-owned, but also budgetary and autonomous institutions, which currently belong to organizations that are not participants in the budget process.

However, in the context of the introduction of program budgeting in the sphere of public and municipal finance a number of problems arise in developing a methodology for harmonizing indicators of state (municipal) programs and indicators of state (municipal) services and works. The problem of forming a state (municipal) task in the context of choosing adequate indicators of the volume and quality of services and works within the framework of the concept of effective government controlled in the public sector of the economy is still little developed.
The current regulatory legal framework, the requirements of which should ensure the effective management of state (municipal) finances, does not yet contain clear rules for determining the qualitative and quantitative indicators of services and works. Practical tasks of choosing indicators and developing a methodology integrated assessment assignments remain unresolved. The use of formal approaches to determining the characteristics of the volume and quality of services leads to the fact that the final assessment of the effectiveness of spending budgetary funds and the effectiveness of the implementation of the state (municipal) task is not an adequate tool for making managerial decisions.
Since 2016, the state (municipal) task has been formed in accordance with the departmental list of state (municipal) services and works (hereinafter referred to as the departmental list) provided (performed) by state (municipal) institutions as the main activities.
The departmental list is formed and maintained by executive authorities exercising the functions and powers of the founder of budgetary or autonomous institutions, as well as the main managers of budgetary funds in charge of state-owned institutions (hereinafter referred to as the bodies exercising the functions and powers of the founder) in accordance with the basic (industry) lists of state and municipal services and works (hereinafter referred to as the basic list). The latter, in turn, are confirmed federal authorities executive power, carrying out the functions of developing public policy and legal regulation in established areas of activity (hereinafter - responsible federal executive authorities).
At the stage of forming the basic list, the responsible federal executive authority is empowered to determine indicators characterizing the quality and volume of the state (municipal) service or work, and their units of measurement. Thus, each record of the base list must acquire a certain set of indicators of volume and quality. However, in practice, responsible federal executive authorities, due to the lack of methodology and gaps in legislation, do not assign quality indicators to services or work.
From the basic list of services and works to the register records of the departmental list formed by the bodies exercising the functions and powers of the founder, information about indicators of volume, quality and their unit of measurement migrates. In order to form a state (municipal) task, a single volume indicator must be determined for each institution, on the basis of which, in fact, the volume of the state (municipal) task will be calculated. A situation is inevitable in which different bodies exercising the functions and powers of the founder will assign different indicators (units of measurement) of the volume of the same service. From the point of view of the methodology of the budget process, this is acceptable, but will not allow further comparative assessment of the effectiveness of the provision of similar services by different institutions.
It is necessary to explain the difference between services and works. In accordance with the comprehensive recommendations of the Ministry of Finance of the Russian Federation on issues related to the implementation of the provisions of the Federal Law of May 8, 2010 No. 83-FZ “On Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Improvement of the Legal Status of State (Municipal) Institutions”, “ if the activity of an institution is carried out in the interests of a specific consumer - a legal entity or an individual, then it can be called a service (for example, the provision of higher education, the implementation of library, bibliographic and information services for library users (book lending), the organization of employment, a performance, sanatorium treatment) . If the recipient of the service is the society as a whole (the service is the so-called service of collective use) or the authority, then such activities can be classified as work (for example, the implementation of applied scientific research, the creation of a performance, the organization of motor transport services for the authority). Thus, indicators that characterize the amount of work performed by an institution are often indefinable in practice, which increases the importance of quality indicators for describing the expected results of work.
Nevertheless, I consider it expedient to amend the regulatory legal acts and oblige the responsible federal executive authorities to indicate a certain set of indicators characterizing the volume and quality for services, and quality indicators for work.
At the same time, the responsible federal executive authorities need to develop a methodology for determining indicators of volume and quality, which, in turn, will be linked to target indicators of state programs of the Russian Federation and constituent entities of the Russian Federation, municipal programs.
Monitoring and control of indicators of volume and quality are designed to improve the quality and accessibility of state (municipal) services and works, as well as to evaluate the effectiveness of spending budget funds and improve the efficiency of the institutions themselves.
At present, we can say that all the prerequisites have been created for improving the quality of state (municipal) services, efficient and effective spending of budgetary funds by state, subsidies by budgetary and autonomous institutions. The launch in 2015 of the component of the state information integrated system "Electronic Budget" for the formation and maintenance of basic and departmental lists provided the responsible federal executive authorities and bodies exercising the powers of the founder with the necessary information technology tools for the formation and maintenance of lists of services and works.
