AT Russian Federation It is prohibited to pay for goods, works and services in cash in the currency of foreign states. However, cash foreign currency is widely used in Russia. We keep foreign currency as cash savings in an attempt to avoid inflationary losses, buy it when we go abroad, sell it when we return from abroad or decide to transfer savings from one currency to another or into rubles. Almost every one of us is faced, often or rarely, with cash foreign currency. And everyone can have on their hands damaged or counterfeit banknotes. In this article, we will find out what happens when we bring a damaged or "doubtful" banknote to a bank branch.

Working with damaged banknotes or banknotes that raise doubts about their authenticity is regulated by the Instruction of the Central Bank of the Russian Federation of September 16, 2010 N 136-I "On the procedure for the implementation by authorized banks (branches) of certain types banking operations with foreign currency in cash and operations with checks (including traveller's checks), the nominal value of which is indicated in foreign currency, with the participation of individuals" and Instruction of the Bank of Russia dated August 14, 2008 N 2054-U "On the procedure for maintaining cash transactions with cash foreign currency in authorized banks on the territory of the Russian Federation.

Let's start with the fact that since November 2010, banks are not required to deal with damaged and questionable banknotes. The list of operations with foreign currency in cash, which the bank or its branch is obliged to carry out, no longer contains the following items:

  • replacement of a damaged banknote (banknotes) of a foreign state (group of states) with an undamaged banknote ( banknotes) the same foreign state (group of states);
  • replacement of a damaged banknote (banknotes) of a foreign state (group of states) with an undamaged banknote (banknotes) of another foreign state (group of states);
  • purchase of a damaged banknote (banknotes) of a foreign state (group of states) for the cash currency of the Russian Federation;
  • acceptance of damaged banknotes of foreign states (a group of states) for crediting to the accounts of individuals;
  • acceptance of banknotes of foreign states (a group of states) that raise doubts about their authenticity in order to verify their authenticity.

That is, a bank cashier can simply refuse to accept banknotes that seem damaged or doubtful to him. However, this cannot be a personal initiative of the employee. In this case, you should pay attention to the stand with information, which should contain a list of ongoing operations with foreign currency in cash and checks.

Most likely, the branch of the bank you applied to will carry out transactions with such banknotes. But with a commission, the amount of which the bank sets independently or at a special exchange rate.

Questionable banknotes

All cashiers who deal with the currency of foreign states must undergo special training on how to determine the authenticity of banknotes of foreign states (a group of foreign states) and have a document in their hands indicating that they have completed such courses. Thanks to this, they know the distinguishing features of the types of printing used in the manufacture of banknotes, banknote security elements against counterfeiting, methods of simulating banknote security features and the main distinguishing features indicating the fact of banknote counterfeiting. To carry out the above control, cashiers use the following technical means of monitoring the authenticity of banknotes: a magnifying glass (at least 10 times); device for checking the authenticity of banknotes in reflected and transmitted light; ultraviolet light source; measuring ruler; a device for visual control of marks detected in infrared rays. It is also allowed to use automatic and semi-automatic devices for checking the authenticity of banknotes.

For banknotes that have signs of forgery, the cashier draws up a certificate of acceptance for examination of dubious banknotes (detention of banknotes with signs of counterfeiting) in the form 0402159 and indicates the following information in the "Additional details" column: the name of the issuer (if possible, it must be indicated); for US banknotes - alphanumeric designation of the issuer's institution, check letter, quadrant number, front and back plate numbers; for banknotes of member countries European Union- alphanumeric label.

Having found a dubious banknote, the cashier informs the head of the cashier, who during the working day must notify the territorial body of internal affairs of the fact of the discovery of these banknotes, and then transfer them to the Internal Affairs Directorate by issuing an order for the transfer of valuables in the form 0402102.

But you can also transfer doubtful, in your opinion, banknotes for examination to the bank. The application is drawn up in free form, it is accompanied by an inventory of dubious banknotes submitted for examination. If the branch of the bank where you applied has a position of an employee involved in additional verification of dubious banknotes, such verification is carried out within five business days, including the day they are received (identified).

If the cashier, who is entrusted with the function of additional verification of dubious banknotes, does not find signs of forgery, he draws up a conclusion on the results of the additional verification of dubious banknotes in one copy in any form. The conclusion indicates: company name authorized bank(company name of the authorized bank and the name of the branch; company name of the authorized bank and the name of the internal structural unit; company name of the authorized bank, the name of the branch and the internal structural unit); date of acceptance (detection) of a dubious banknote; the name of the organization or the surname, name, patronymic of the individual from whom the dubious banknotes were accepted; name of cash foreign exchange; issuer, denomination, year of issue, series and number of the questionable banknote; details of the questionable banknote (for US banknotes - alphanumeric designation of the issuer's institution, check letter, quadrant number, cliché number of the front and back sides; for banknotes of countries - members of the European Union - alphanumeric mark), date of drawing up an opinion on the results of additional verification of doubtful banknotes. The conclusion on the results of an additional check of dubious banknotes is signed by the cashier who conducted the additional check of dubious banknotes and sent to cash documents.

Banknotes in which no signs of counterfeiting are found are returned to the client. Either at his request, their amount can be paid in rubles at the rate of the relevant foreign currency in relation to the ruble on the date of payment established by the authorized bank, or credited to a bank account, account on the deposit (deposit) of the client in foreign currency or in rubles at the rate of the corresponding foreign currency on the date of crediting (transfer) established by the authorized bank.

Banknotes, the authenticity of which cannot be confirmed by a cashier, who is entrusted with the function of additional verification of dubious banknotes, are sent for examination to the head cash settlement center (hereinafter referred to as the GRCC) of the territorial branch of the Bank of Russia. It should be noted that the GRCC is accepted from credit organizations for examination of dubious banknotes only of major foreign currencies, official exchange rate which in relation to the ruble is set by the Bank of Russia. The examination is carried out within 10 working days from the date of their receipt.

Damaged banknotes

Now banks can not only replace damaged banknotes that do not have signs of forgery with undamaged ones, or with a coin of a corresponding foreign state, or with undamaged banknotes (coin) of another foreign state, but also buy them for rubles. And they can also accept them for crediting to a bank account on a deposit (deposit) of a client or accept them for collection, taking into account the conditions for their acceptance by issuers. As we wrote above, a special exchange rate will be set for such operations, or the bank will charge you a commission.

Summarize. While banks are no longer required to authenticate our banknotes and accept damaged banknotes, we should have no problem exchanging such banknotes. Only now the conditions for such an exchange, each authorized bank sets itself.

6. Changed the geometric dimensions by more than 3 mm, both in the direction of decrease and increase (tears of the edges do not apply to a change in the geometric size) (see paragraph 2).

7. Those with abrasions, pollution, covering more than 50% of one of the details and security elements, if they do not interfere with the determination of the authenticity of the banknote.

8. Having oil, ink and other stains, inscriptions and imprints of stamps (except for stamps, indicating that the banknote is not genuine), covering more than 50% of one of the details and security elements if they do not interfere with determining the authenticity of the banknote.

9. Being exposed to water, exposed to chemical reagents, as a result of which the paper of more than 50% of the surface of the banknote acquired a blue glow in UFL.

10. Having an obvious printing defect (absence) or improper placement of a watermark, security thread, twisted or broken security thread, non-printing or smearing of images.

11. Those that have changed their original color, if this does not prevent the determination of the authenticity of the banknote.

12. Deliberately damaged US dollars with the security thread removed.

2) Signs on which the banknote is accepted for collection. With the consent of the owner, the Savings Bank accepts for collection banknotes in. states with the following damage:

1. Completely or largely filled with paint, ink, oil, torn to pieces, if the details and security elements are not visible.


2. Those that have changed their original color or are discolored, if the details and security elements have not been preserved.

3. Significant damage of an intentional nature (the main drawings have been changed, in particular, the portraits of people have been greatly changed, the security thread has been removed, except for the cases specified in paragraph 12 of group 1), there are inscriptions visible in the UFL.

REGULATIONS PJSC Sberbank acceptance for collection of banknotes of foreign states (groups of foreign states)
1. PJSC Sberbank (hereinafter referred to as the Bank) is not responsible for the consequences of the information erroneously indicated by the Client in the documents submitted to the Bank, for the actions of the Bank's correspondents and other circumstances beyond the control of the Bank that resulted in non-receipt of payment and losses.

2. Banknotes of foreign states (a group of foreign states) are accepted for collection on the basis of an Application for acceptance for collection of banknotes of foreign states (a group of foreign states) in accordance with these Rules and the Rules for accepting damaged banknotes of foreign states (a group of foreign states), including number for sending for collection”, established by the Bank. The Bank reserves the right to refuse to accept banknotes for collection in case of absence of the Application or its improper completion. When accepting banknotes of the European Union (euro), the Application is made in 2 (two) copies, for all other currencies - in one copy.

3. Commission fee is charged at the time of acceptance of banknotes for collection. The commission fee is payable by the Client in accordance with the tariff set by the Bank, regardless of the receipt or non-receipt of compensation for banknotes accepted for collection.

4. The receipt of acceptance of banknotes for collection cannot be transferred to other persons without the consent of the Bank and must be returned to the Bank upon receipt of compensation for banknotes accepted for collection.

5. Payment of compensation to individuals for banknotes accepted for collection is possible in cash currency, as well as by crediting to the bank account of an individual. Payment of compensation in a currency other than the currency of banknotes accepted for collection is carried out at the Bank's rates established on the date of payment or on the date of crediting to the bank account.

6. Payment of compensation legal entities, law enforcement agencies, services bailiffs for banknotes accepted for collection is carried out by crediting non-cash coverage to the account. In case of receiving compensation for collection in a currency other than the currency of the account, the amount received as a result of the conversion of the currency of banknotes into the currency of the account, carried out at the exchange rate (cross-rate) of the Bank of Russia on the day the non-cash cover is credited to the Client's account, shall be credited.

7. In case of refusal foreign bank from the purchase of banknotes accepted for collection, the Bank sends the Client a written notice of the decision of the foreign bank at the address indicated in the Application for acceptance for collection, with an extract from the official response of the foreign bank attached to it.

8. If a foreign bank cannot make a decision on the payment of compensation, banknotes of foreign states (a group of foreign states) are sent by a foreign bank to an issuing bank for additional examination. The Bank sends the Client a written notice of the foreign bank's decision to the address specified in the Application for acceptance for collection, with an extract from the official response of the foreign bank attached to it.

9. Approximate term for payment of compensation to the Client or sending a notice of the decision of a foreign bank may be from 3 to 36 months. The Bank shall not be held liable for the actions of foreign banks and issuing banks resulting in a delay in the notification or payment of a refund, as well as a denial of a refund.

RULES FOR ACCEPTANCE OF DAMAGED CURRENCY OF FOREIGN STATES (GROUPS OF FOREIGN STATES), INCLUDING FOR SENDING FOR COLLECTION


  1. Banknotes of foreign states (a group of foreign states) are recognized as damaged if they have defects and damages listed in clauses 8.1 and 8.2 of the Table of these Rules and are accepted for the following operations:

  • purchase of a damaged banknote (banknotes) of a foreign state (group of foreign states) for the cash currency of the Russian Federation;

  • replacement of a damaged banknote (banknotes) of a foreign state (group of foreign states) with an undamaged banknote (banknotes) of the same foreign state (group of foreign states);

  • acceptance of banknotes of foreign states (groups of foreign states) for sending for collection.

  1. Damaged banknotes of foreign states (groups of foreign states) are accepted for collection for collection with the consent of the client. In order to provide additional information to a foreign bank when sending for collection banknotes that have damage, as described in paragraphs. 8.2.1 - 8.2.13, the client has the right to hand over, together with the banknotes, the documents he has, explaining the cause of the damage and confirming that the banknotes are not involved in illegal acts. Banknotes, the design of which differs from the design of banknotes that are legal tender in the territory of the corresponding foreign state (group of foreign states): with a changed denomination, converted from banknotes of other states, having signs of forgery, are subject to transfer to the internal affairs body.

  1. Banknotes of foreign states (groups of foreign states) that raise doubts about their authenticity are sent for examination.

  1. Banknotes of foreign states (a group of foreign states) withdrawn from circulation after the acceptance deadline announced by the issuing bank of the respective foreign state are not accepted.

1.1. An authorized bank (branch of an authorized bank) (hereinafter referred to as an authorized bank (branch) may carry out all or some operations with foreign currency in cash and checks from those provided for in Chapter 3 of this Instruction. The list of operations carried out with foreign currency in cash and checks is established by an authorized bank (branch) in general for the authorized bank (branch), as well as for each internal structural unit authorized bank (branch) based on the list of operations delegated to this unit in accordance with the requirements of Bank of Russia Instruction No. 135-I dated April 2, 2010 “On the Procedure for the Bank of Russia to Decide state registration credit institutions and issuance of licenses for banking operations”, registered by the Ministry of Justice of the Russian Federation on April 22, 2010 N 16965 (“Bulletin of the Bank of Russia” dated April 30, 2010 N 23).

1.2. The authorized bank (branch) determines the list of foreign currencies, transactions with which are carried out by the authorized bank (branch) in accordance with this Instruction.

1.3. An authorized bank (branch) independently decides whether it is necessary to work with coins of foreign states (a group of foreign states) when carrying out operations with foreign currency in cash and checks.

If the authorized bank (branch) decides that there is no need to work with coins of foreign states (a group of foreign states), payment to individuals when carrying out transactions with cash foreign currency and checks of an amount less than the face value of the minimum banknote of a foreign state (group of foreign states) in in the form of a banknote is carried out in the currency of the Russian Federation at the rate established by the authorized bank (branch) in accordance with clauses 2.2 and 2.3 of this Instruction, unless otherwise provided by the agreement when performing operations on a bank account, an account on a deposit of an individual.

2.2. Operations with foreign currency in cash and checks are carried out, unless otherwise provided by the agreement, when performing operations on a bank account, deposit account of an individual, using foreign exchange rates that are established and changed by an order of an authorized bank (branch) (hereinafter referred to as an order) or an order an official of an authorized bank (branch) to whom the head of the authorized bank (branch) (his deputy) has been granted the right to establish and change foreign exchange rates (hereinafter referred to as the order).

2.4. An authorized bank (branch) is not entitled, when carrying out operations with foreign currency in cash and checks, to establish in its internal documents:

Restrictions on the denomination and years of issue of banknotes of foreign states (groups of foreign states) in circulation;

Restrictions on the amounts of purchased (received) and sold (issued) foreign currency in cash, with the exception of restrictions on coins of foreign states (a group of foreign states) and restrictions on the amount of foreign currency issued in cash when performing the operation specified in sub-clause 3.1.11 of clause 3.1 of these Instructions ;

Different foreign exchange rates for different denominations of banknotes of foreign states (groups of foreign states).

4.1. When carrying out transactions with foreign currency in cash and checks, the identification of an individual is carried out in cases established by the legislation of the Russian Federation.

When carrying out transactions with cash foreign currency and checks, the transfer by an individual to a cashier of cash foreign currency, cash currency of the Russian Federation, checks, payment cards is considered as the consent of an individual with the conditions for carrying out transactions with foreign currency in cash and checks brought to the individual in the manner established by paragraph 2.1 of this Instruction, unless otherwise provided by agreements when carrying out operations on a bank account, an account on a deposit of an individual.

4.3. In the event that a cashier reveals a check that raises doubts about its authenticity when carrying out a transaction with foreign currency in cash and checks, such a check to an individual is not returned. The cashier is obliged to inform, in accordance with the procedure established by the authorized bank (branch), an individual that the check raises doubts about its authenticity. A check that raises doubts about its authenticity is sent for collection in the manner prescribed by paragraphs 4.13 - 4.18 of this Instruction.

4.4. In the event that a cashier reveals defects and damages in accepted banknotes of a foreign state (group of foreign states) or checks, the possibility of carrying out operations with such banknotes of foreign states (group of foreign states) or checks is determined in accordance with the rules for accepting damaged banknotes of foreign states (group foreign countries) or in accordance with the rules for accepting checks developed by an authorized bank (branch) in accordance with subparagraphs 2.1.5 and 2.1.6 of paragraph 2.1 of these Instructions.

4.8. The end of a transaction with foreign currency in cash and checks is considered to be the transfer by a cashier to an individual of cash foreign currency, cash currency of the Russian Federation, checks, as well as payment cards submitted for its implementation and subject to return to the individual payment cards, other documents, including documents, on the basis of which an individual has been identified in the cases established by the legislation of the Russian Federation, and the documents specified in paragraphs 4.9 and 4.15 of these Instructions, or documents drawn up in accordance with Bank of Russia Ordinance N 2054-U or Bank of Russia Regulation N 318-P when performing operations specified in subparagraphs 3.1.18-3.1.21 of paragraph 3.1 of this Instruction.

Registration of operations for the acceptance (issuance) of foreign currency in cash using payment cards is carried out taking into account the requirements of Chapter 3 of the Regulation of the Bank of Russia dated December 24, 2004 N 266-P "On the issue bank cards and on transactions made using payment cards”, registered by the Ministry of Justice of the Russian Federation on March 25, 2005 N 6431, on October 30, 2006 N 8416, on October 8, 2008 N 12430 (“Bulletin of the Bank of Russia” dated March 30, 2005 N 17, dated November 9, 2006 N 60, dated October 17, 2008 N 58) (hereinafter - Bank of Russia Regulation N 266-P).

4.9. Upon completion of the transaction with foreign currency in cash and checks, the cashier is obliged to issue to an individual a document confirming the operation with foreign currency in cash and checks (hereinafter referred to as the supporting document), with the exception of the operations specified in subparagraphs 3.1.9, 3.1.18 - 3.1 .21 paragraph 3.1 of these Instructions.

When carrying out transactions with foreign currency in cash and checks specified in subparagraphs 3.1.18 - 3.1.21 of paragraph 3.1 of this Instruction, the cashier draws up and issues a supporting document to an individual at his request.
4.12. 4.13. Acceptance for collection of banknotes of foreign states (a group of foreign states) or checks is carried out on the basis of a written application of an individual for acceptance for collection drawn up in any form (hereinafter referred to as the application of an individual) and other documents in accordance with the conditions for their acceptance by issuers.

The application of an individual shall indicate in full his surname, name and patronymic (if any), the address of the place of residence (place of stay) of the individual, the name, series and number (if any) of the identity document presented by the individual, as well as:

The name of the currency of each banknote of a foreign state (group of foreign states), its denomination, series, number, year of issue, additional details (for US banknotes - alphanumeric designation of the issuer's institution, check letter, quadrant number, front and back plate numbers; for banknotes of countries - members of the European Union - an alphanumeric label), the name of the issuer of the banknote of a foreign state (a group of foreign states) (if it is possible to indicate it);

The name of each check, its number and date, the amount indicating the name of the currency, the name of the issuer of the check and the name of the person who issued the check (if possible, indicate them).

4.14. When accepting banknotes of foreign states (a group of foreign states) or checks for collection, the cashier shall ensure that the individual indicates correctly the details of the banknotes of foreign states (group of foreign states) or checks in the application of the individual.

4.15. When accepting banknotes of foreign states (a group of foreign states) or checks for collection, the cashier draws up a receipt in two copies in the form given in Appendix 4 to this Instruction. One copy of the receipt is issued to an individual, the other copy of the receipt is sent to cash documents.

4.17. Upon receipt from the collecting bank of compensation for banknotes of foreign states (groups of foreign states) or checks accepted for collection, the authorized bank (branch) sends a written notification to the individual about the decision of the collecting bank.

Upon receipt from the collecting bank of compensation for banknotes of foreign states (a group of foreign states) or checks accepted for collection, an individual, at his choice, is paid an amount in cash foreign currency or in cash currency of the Russian Federation, or an amount is credited in a foreign currency or in the currency of the Russian Federation. The amount in the currency of the Russian Federation is calculated at the rate of foreign currency received from the collecting bank, established by the authorized bank (branch) on the date of payment of the said amount to an individual or on the date of its crediting to the bank account of an individual.

4.18. Upon receipt by the authorized bank (branch) from the collecting bank of an official response on the refusal to purchase banknotes of foreign states (a group of foreign states) sent for collection or checks, the authorized bank (branch) shall send to the individual a written notice of the decision of the collecting bank with a copy of the official response (extract from the official response) of the collecting bank. Banknotes of foreign states (a group of foreign states) or checks accepted for collection shall be returned to an individual if they are returned by the collecting bank.

The original of the official response of the collecting bank on the refusal to purchase banknotes of foreign states (a group of foreign states) accepted for collection or checks is sent to the documents of the day.

Rules for the exchange and acceptance of damaged Russian banknotes are defined in the instructions of the Central Bank No. 1778-U. According to these rules, banks are required to exchange banknotes at face value or credit them to the client's account. In particular, banknotes can be worn, dirty, with oil stains, stamps, inscriptions, holes, glued, filled with paint, torn and defective. Banks are required to accept even banknotes made up of two different banknotes of the same denomination, provided that each of the parts occupies at least 50% of the original banknote area.
