The system provides acceptance of payments by Visa, MasterCard and BELKART bank cards, on the e-pay.by/plati.tut.by resource, bank cards issued by banks of the Republic of Belarus and Russian Federation. But some banks may set a limit on the cards they issue for settlement on the Internet. In this case, in order to obtain complete information about the possibility of making payments via the Internet with a card, you should contact the customer support service of your bank at the phone number indicated on the back of your card.

Sending messages with a code to confirm payment is provided by the issuing bank (the bank that issued the card). Therefore, if you have not received an SMS, we recommend that you contact the issuing bank (the support phone number is indicated on the back of your card) and clarify information about sending messages.

After entering the card data and the appearance of the page with information about blocking the amount and the field for entering this amount, you need to call the card issuing bank, say that you are trying to make a payment on a Belarusian resource, and at present the amount in dollars should be authorized on the card USA up to 4 USD. After the bank employee names this amount, you need to enter it in the input field and complete the payment. You can enter the amount either separated by a comma or a period. You must enter not any amount, but exactly the one that our system has blocked for verification and will be called to you by a bank employee (in US dollars). Information about the amount of the blocked amount is available only to employees of the issuing bank, as well as the exchange rate of your card currency into US dollars.

The WEBPAY system does not charge commission when making a payment. However, we draw your attention to the fact that some banks may set a commission when making a payment on the Internet. We recommend that you clarify this information in the customer support service of your bank by calling the number indicated on the back of your card.

To cancel a payment, you need to contact the service provider and clarify the information about the cancellation. Or you can contact the Contact Center of the "Settlement" ERIP system by phone number: 141 or write to the email address and clarify information on canceling the payment.

The notification received is for informational purposes and only informs that the return was successfully carried out in the WEBPAY system. The term for crediting funds to the card depends on the issuing bank (the bank that issued the card). We recommend that you clarify the information on the timing of crediting funds to the card at the issuing bank.

How to make a payment?

1. Pay in any bank without commissions

Forget about looking for a branch of a particular bank in order to make a payment in favor of an organization that is serviced by this bank. ERIP includes 23 banks of Belarus and RUE Belpochta. Therefore, you can pay through any bank, payment terminal or Belpochta branch - and ERIP will not take a commission.

Just be sure to specify whether the bank itself or the Service Provider to whom you are making the payment takes its additional commission for the type of payment you need.

2. No receipts

Payers from time to time complain that they are required to provide a receipt confirming the fact of payment for a particular service in the ERIP. So - no one has the right to demand this from you! Article 251, paragraph 4 Tax Code The Republic of Belarus and Decree No. 200 on administrative procedures are on your side! According to these legislative acts of the Republic of Belarus, payments made through ERIP do not require confirmation by paper receipts.

Just save the transaction number in ERIP, which will be displayed on the check. And that will be enough. The system stores information about all payments made.

And all instances that, in violation of the above-mentioned legislative acts, nevertheless require paper receipts from you, are obliged to check the completion of the corresponding payment themselves.

3. ERIP payer number

When paying through ERIP, the system automatically assigns you an absolutely unique number - the ERIP payer number. Save / write down this number for yourself and make all subsequent payments through it. Thus, your personal payment basket (personal accounts, contract and phone numbers, other data) will be gradually formed, the data on which the system will remember for 100 days and thereby significantly speed up and simplify the payment procedure.

To form a block of permanently paid payments, you must:

  • make a payment at a payment acceptance point. After the payment is made, the payer number in the ERIP will be reflected in the check;
  • enter the payer number in ERIP;
  • select the location of the service;
  • select a group (subgroup) of services;
  • select the service to be paid;
  • enter the information necessary to make a payment (for example, personal account, contract number, phone number, UNP, etc.).

This procedure must be done for each payment that you want to add to your personal payment base.

4 . Payment cancellation

If you made an incorrect payment, then call the ERIP Contact Center at 141 and inform the transaction number in the ERIP system, which is unique in itself and indicated on the receipt, find out if the recipient of the payment for this service provides the opportunity to cancel the payment made. 5. Entering data when paying utilities

— Ivan, tell us about the WebPay company and what services it provides to its customers.

- Explain to our users what ERIP is.

- ERIP is a single settlement and information space, a payment system of Belarus, designed to pay through the bank for services of state and municipal organizations, postal and electrical communications enterprises, and so on.

The organizer of the ERIP system was the National Bank. It was created several years ago. To pay with bank cards it was introduced on the Internet about a year ago, and PLATI.TUT.BY has been operating for about half a year.

— Do you use WebPay services yourself? How long and what exactly do you pay online?

— I pay utilities. To date, ERIP provides about 1,400 different services, including also fees for Kindergarten. It will be very difficult to list the entire spectrum now - it will be easier to go to PLATI.TUT.BY and look there.

— How many Belarusians use the services of this service today?

— There are about 500-600 transactions per day. And in terms of the number of users - about 50-70 thousand people.

What is your growth forecast? What results do you already have for the current year? How much has the number grown?

— If we compare the first quarter of 2010 and the first month of the second quarter, then in general the growth in the WEBPAY system was 100%. Utility bills are steadily increasing monthly by 15%, there are also jumps. When it became possible to make payments on PLATI.TUT.BY, in the first month there was a noticeable jump of 80%.

- Is the commission charged when using the services of the WEBPAY system through PLATI.TUT.BY? Also, users are concerned about the issue of security when paying for services on the Internet.

- FROM individual commission is not charged. As for security, our company is annually audited by Visa and MasterCard regarding the security of the WEBPAY system. However, when it comes to security, you can never relax. We follow the development of electronic business in the world, we constantly improve our software, and also try to introduce something new.

“Can you say with certainty that today the system security level is 100%, or is the shield and sword race going on all the time?”

- No company in the world will give you a 100% security guarantee, including such giants as Visa and MasterCard. The confrontation between the shield and the sword is constantly present. Therefore, it would be wrong to say that someone's security is 100% unique. As you know, the Pentagon, and Washington, and NASA were hacked. Nobody is immune from this.

— How often are payments withdrawn in your system? What is it connected with?

- When paying for services, there are cases when the user mistakenly indicates the wrong phone number for which the payment was made. In a month there are about ten such cases, no more. As for commodity services, tourism and others, there are also cancellations. For example, a person bought an air ticket, but for one reason or another, the date was postponed, and he cancels the purchase. Travel companies have the opportunity to make a refund on their own. We try not to participate in this scheme, providing our customers with all the technical possibilities.

- Were there any cases of fraud? Did the stolen bank card numbers, for example, go through the database?

“Unfortunately, there are scams all over the world in e-commerce. For Belarus, e-commerce is still a fairly new direction, we also had isolated cases of fraud. In this case, we are trying, and so far we have been able to work quite quickly in such situations. If fraud is suspected, we transfer information on this fact to the Department “K” of the Ministry of Internal Affairs. As practice shows, all cases that somehow took place were brought to their logical conclusion.

- And in all these cases, users were not affected and in the end received all their cash back?

- If we talk about cardholders, then there are two options. If a person uses a bank card that uses the 3D-Secure system, then according to the rules of Visa and MasterCard, such a card has a password - this is a kind of PIN, like the one used in an ATM when withdrawing cash. You use the same password when making payments on the Internet. If a person transferred the password or information on his card to another person who used this information for personal gain, then in this case no one will return the money to the card owner.

If the card is standard, with one PIN-code, which is the main one in Belarus (today there is no bank in Belarus that would implement and could provide cardholders with such a PIN-code for payments on the Internet), then the money is returned to the owner.

So the user has no reason to worry. However, you must always keep your card with you.

— In the first quarter of 2010, the turnover of funds amounted to more than 1 billion rubles. What numbers can you name six months later? Is there a dynamic?

- For six months, the turnover of funds increased by about 110-120%. By the end of the year, it is expected to at least double growth. I do not want to promise, but perhaps it will be a five-fold increase. In any case, we will exceed our own record by at least 100%.

- What share of payments falls on services, and what share - on goods?

- Services account for 40%, and goods - 60% of payments. If we talk about the number of transactions, then they mainly pay utility bills, mobile communications, loans and deposits.

— What hinders the development process? We conducted a survey on this topic on the TUT.BY forum, and many said that not all services that one would like to pay for (for example, transferring money to an arbitrary settlement account of various companies) are on the Internet. They don't want to go to ERIP? But, as I understand it, it is possible to conclude an agreement with you?

Yes, the contract can be concluded directly with WebPay. But it is difficult to give an unambiguous answer as to why they do not apply. Legal entities (kindergartens, schools, cooperatives) are very actively applying to ERIP.

It may not have been possible to apply yet. But there is a dynamic - 10-20 new services appear monthly.

— How many services can be paid today throughPLATI.TUT.BY ?

- When paying for utilities - the list is about 1300 services. Also, another 140 legal entities are connected here, which provide a wide variety of goods and services. This is already connected directly to us, and when we make a payment, the money first goes to the Priorbank account, and the next day - to the account legal entity with which an acquiring agreement has been concluded.

— We would ask users who already use our service to send their wishes and suggestions about services to us by e-mail: [email protected]. It is much more convenient than standing in line at the cashier to do it without leaving your home, at any time of the day or day of the week, and in any weather. This service is very convenient. It is enough to try it once in order to understand this and believe that if you paid for services or goods via the Internet, then your money has really arrived at the required current account.

For users who are not yet payers on the Internet, I want to advise - do not be afraid, try it. Rumors that after you pay for services on the Internet with your card, it will be stolen from you are already outdated. I emphasize that the WEBPAY system does not store or collect card data. Payments are received directly and they are completely secure.

Charge full payment for housing and communal services, as explained today by the head of the Department of Economics of the Ministry of Housing and Communal Services Zhanna Popucheeva, will be from citizens not employed in the economy who are homeowners. If the dependent does not own real estate, then they will not charge a communal apartment at full rates from him.

Housing and communal services specialist on the example of a typical two-room apartment in 48 square meters, where 3 people are registered, provides calculations for each of the housing and communal services, for which citizens unemployed in the economy will be calculated at full rates.

So, if the owner of this "kopeck piece" is a parasite, then he pays a third for heating, water heating and gas supply at economically justified rates. The remaining two-thirds of the communal apartment for registered non-parasites in the apartment will be paid at subsidized rates.

In such a case, payment for hot water, if the limits are not exceeded, for this apartment it will increase by 5-6 rubles, calculated in the housing and communal services. Important point: if the parasite registered in this apartment is not the owner of the housing, then he will pay for housing and communal services at subsidized rates.

For heating payments for this apartment will grow more tangibly - by 15 rubles, if one of the three registered was among the parasites. He will pay his part for heating at full tariffs, and the rest of the tenants at reduced rates. But again, the fundamental point is that a parasite must be the owner of a home. If he is registered, but the housing is not his, then everyone in that apartment will pay subsidized rates.

If only one parasite lives in a “kopeck piece” of 48 squares, who is also the owner of a home, then the payment for heating will increase by about 60 rubles, they calculated in the housing and communal services.

For gas supply in the same apartment, in which individual gas consumption meters are installed and 3 people are registered and the owner is a parasite, when 150 cubic meters of gas are consumed, payments will increase by 15-16 rubles. If only one parasite owner is registered in the apartment, then he will pay 40 rubles more for the same gas consumption.

Recall that on January 25, Alexander Lukashenko issued Decree No. 1, which provides for measures to promote employment of the population. At the same time, persons previously recognized as payers of this fee are exempted from paying it.
