SBC 2004 for engineering geodetic surveys , approved in 2004 by the Pricing Department of Gosstroy, is designed to determine the base price at the 2001 level. In connection with the fact that the indices of the Ministry of Construction are issued for the price level of 2000, the basic values ​​from the CBC for engineering and geodetic surveys (2004) should be translated by the index 1.19, approved by the letter of the State Construction Committee No. NZ-4316/10 dated 16.07.2003. This handbook contains both basic and aggregated prices for the performance of engineering and geodetic surveys and auxiliary works, calculated on the basis of the cost of using modern technologies for conducting cameral and field work in the course of engineering surveys. Basic CBC prices for engineering and geodetic surveys (2004), overhead costs, planned savings, and social charges are taken into account. Taxes and fees levied on organizations performing engineering and geodetic works are also taken into account by the norms of the collection, with the exception of VAT. Field surveys include travel expenses paid to employees, in contrast to engineering and geodetic work carried out in office conditions.

Algorithm and examples of budgeting for engineering and geodetic work

To learn how to make estimates for the CBC for engineering and geodetic surveys, you need to understand the structure of the collection and the principle by which its tables are compiled. Thus, in most tables, the values ​​are presented as a fraction, the numerator of which represents the cost of field work, and the denominator - office work. For example, for the 1st category of complexity, the cost of leveling the 1st class will be 143 rubles. for field and 134 rubles. – for cameral work per 1 double-stroke tripod. The base prices of the compilation do not take into account the costs of external and internal transport, the cost of which is calculated according to tables 4 and 5 of this compilation. To calculate the cost of transportation of engineering and geodetic personnel from the base to the work site, we will use Table 4, in which the cost of transportation varies based on the distance in kilometers and the total estimated cost field survey work. So, if the distance between the base or place of residence of the expedition and the site of field work is 35 km, and the estimated cost of the survey is calculated at the level of 240 thousand rubles. Then the cost of internal transport according to table 4 will be 18.75%, i.e. 240,000 x 0.1875 \u003d 45 thousand rubles. Expenses for external transport make it possible to compensate for the costs associated with the transportation of personnel and equipment from the place of permanent deployment of the company that performs survey and geodetic work to the base of the expedition. The structure of table 5, used to calculate the costs of external transport, has a slightly different structure in comparison with table 4. Comparing the transportation distance to the base in one direction and the estimated cost of field and office work, we get the percentage of transport costs in both directions.

Speaking about the coefficients that increase the final cost according to the estimate, we note the mountainous and high-mountainous terrain, which gives an increase from 1.1 to 1.25. If it is necessary to perform work at night, the cost of field surveys should also be increased by a factor of 1.35. In principle, the coefficients that increase the cost of the estimate are written in a couple of pages in the CBC collection for engineering and geodetic surveys. For example, there is a coefficient used when drawing up color plans for structures in paints - 1.1.

Prices for engineering and survey works are indicated at the price level of 2001 and are translated into the current quarter by the indexes of the Ministry of Construction. Naturally, costs at current prices do not need to be additional translation indexes. When drawing up estimates for the contract, in some cases, contingencies of 10% or more are provided.

To work with the CBC collection for engineering and geodetic surveys, you need to understand the classification of complexity categories for the conditions for performing engineering and geodetic work and the categories of terrain complexity. When evaluating work on the manufacture and installation of geodetic signs, there is also a classification of soils, based on which the cost varies according to the estimate. Chapter 2 of the collection lists the standards for observations of the deformation of buildings and structures. To determine the cost of leveling, reconnaissance, determining the slopes of towers and columns, transferring heights from the horizon, etc., it is necessary to determine the category of complexity of engineering and geodetic surveys. The 1st category of complexity includes leveling on the streets of settlements with a building density of up to 20%, the 2nd category - 20-50% and the 3rd category - a building density of more than 50%. Thus, determining the cost of leveling of the 1st class in the estimate, we obtain that in the built-up part of the city the cost of field work will be 241 rubles, cameral - 195 rubles.

In the second part of the CBC collection for engineering and geodetic surveys, the basic prices for geodetic work on the ground are calculated, incl. breakdown of routes, removal of the axes of buildings, structures, structures. The third part of the collection of the same name contains prices for measuring work for calculating the geometric volumes of buildings and structures, pipelines and electrical networks. The basic prices for measurement do not include the costs of installing scaffolding, scaffolding, drainage, pitting, the cost of which is determined by additional calculations. And finally, the fourth part proposes to determine the prices for various geodetic, auxiliary and related works. In the appendices to the CBC collection for engineering and geodetic surveys, coefficients are given for prices for survey, measurement and geodetic work, regional coefficients for the salary of design and survey organizations. The shown examples of estimates and calculations for estimating the cost of engineering, geodetic and survey work demonstrate the basic algorithm of work according to the CBC data collections. The estimate for the entire complex of projected works is compiled using the Unified Estimated Aggregated Prices for Topographic and Geodetic Works (SUR-2002).

Estimated calculations must be started by filling out the application (Table 12) in the following sequence:

1. In column 2, write out in the order of the names of the works.

2. Based on the data in Table. 1 fill in box 3.

3. From the RMS-2002, select the rate of the unit of work and write it down in column 7, and the number of the standard - in column 4. In columns 9 and 11, write down, respectively, the share of the wages of engineers and workers in the price, and in columns 13 and 15 - the labor costs of engineers and workers per unit of work. If notes were taken into account when choosing a price, then the number of the corresponding note must be recorded in column 5.

4. In column 8, it is necessary to write down the correction factors for estimated prices, and in columns 10 and 12 - respectively, correction factors for the wages of engineers and workers.

5. In columns 14 and 16, you need to write down the correction factors for the labor costs of engineers and workers.

6. It is necessary to determine the estimated standards - the price (column 17), the wages of engineers (column 18) and workers (column 19) by multiplying the tabular standards (columns 7, 9 and 11, respectively) by correction factors (columns 8, 10 and 12, respectively) . When applying several correction factors to the tabular standard, the latter are multiplied. When determining the estimated standard of labor costs (columns 20 and 21), the same calculation scheme is used - the tabular standard is multiplied by the corresponding correction factor.

7. It is necessary to determine the regional allowances for the wages of engineers and workers (columns 23 and 24, respectively) by multiplying the standard wages, taking into account the correction factors (columns 18 and 19) by the coefficient selected from Appendix 5 to the RMS-2002.

8. It is necessary to determine the regional allowance to the standard rate (column 22) by summing the allowances for the wages of engineers and workers (columns 23 and 24).



9. In column 25, it is necessary to record the cost standard established for the enterprise for organizing and eliminating work.

After filling out the application, we proceed to filling out the estimate (Table 11) in the following sequence:

Columns 2-4 are filled in based on the data in Table. 1. In columns 5-7, respectively, the results of multiplying the amount of work in physical terms (column 4) by estimated standards are recorded (columns 17-19 of Table 12).

The allowance for the main expenses (column 8) is determined by multiplying the regional allowance for the main expenses (column 22 of Table 12) by the amount of work.

The main expenses for the production of works, taking into account allowances (column 9), are determined by summing up the main expenses without allowances (column 5) and allowances for basic expenses (column 8). Columns 10 and 11 are determined by summing columns 6 and 7 with the product, respectively, columns 23 and 24 of Table. 12 for the amount of work.

To determine labor costs in man-months (columns 12, 13), it is necessary to multiply columns 20 and 21, respectively, of Table. 12 divided by the amount of work and the works received by the average number of working days in a month (21.1).

The costs of carrying out organizational and liquidation measures (column 15) are determined according to the standard established for the enterprise as a percentage (column 14) of the main costs (column 9).

The main expenses, taking into account the costs of organizational and liquidation activities (column 16), are equal to the sum of the main expenses (column 9) and the costs of organizational and liquidation activities (column 15).

Overhead costs (column 17) are calculated according to the standard established for the enterprise as a percentage of the main costs (column 16). The overhead rate is set for this enterprise at a rate of 20%.

At the object under consideration, a regional coefficient of 1.50 was used. Alpine, desert, waterless coefficients in the area of ​​work are not applied.

Column 9. To the salary of specialists from column 5 (244.421 rubles), an allowance is added for specialists from the calculations for column 7 (186.004 rubles).

It turns out wage specialists, taking into account the allowance of 430.425 rubles.

Column 10. To the wages of workers from column 6 (535.762 rubles), we add an allowance to the wages of workers from the calculations for column 7 (407.714 rubles). It turns out the wages of workers, taking into account allowances in the amount of 943.476 rubles.

Received 430.425 rubles and 943.476 rubles - this is the payroll of specialists and workers of the team at this facility. If the team overspends it, this will reduce the profit margin of the enterprise. Therefore, careful study of all sections of the technical project during its development is very important.

Column 11, 12. Calculated by multiplying the labor costs of specialists from column 20 of Table. 7 (0.831 man-days) and workers from column 21 of table 7 (2.887 man-days) for the amount of work from column 3 of table. 6 and dividing the results of multiplication by the number of working days in a month (21 days).

It turns out that specialists must complete their part of the work at the facility for 91.06 man-months, and workers for 316.2 man-months.

The calculation of the estimated cost of work at the facility according to the estimated aggregated prices is completed in the same way as in the justification of the estimated cost of the project by direct calculation.

Column 14. Overhead costs are calculated in the amount of 25% of the cost of basic expenses or 999.630 rubles.

Column 15. Summing up the main costs (3.998.523 rubles) with organizational and liquidation costs (1.199.557 rubles) and overhead costs (999.630 rubles), we get the estimated cost of leveling work equal to 6.197.710 rubles.

Box 16. The estimated cost of a unit of the scope of work is determined by dividing the estimated cost of work on the process from column 15 (6.197.710 rubles) by the scope of work in column 3 (2300 kilometers).

The estimated cost of 1 kilometer of leveling is 2695 rubles.

In the above example, the calculation of the estimated cost of work at the facility was performed in two ways. In this regard, it begs the comparison of the estimated cost, performed by direct calculation with the estimated cost, determined by the prices.

The results of calculating estimates 3 and 5 cannot be the same, since the collections of STG and RMS are calculated in prices and standards of 2002, and in tables 1 and 3 the salary, insurance premiums laid down at the level of 2014, materials, depreciation, depreciation and transport - from the collections of 2002. In this regard, the estimated cost determined by direct calculation and the estimated cost calculated at aggregated prices cannot coincide.
