RESOLUTION
In accordance with Part 8 of Article 53 of the Town Planning Code of the Russian Federation, the Government Russian Federation
decides:
1. Approve the attached Regulations on construction control during construction, reconstruction and overhaul objects capital construction.
2. Establish that in relation to capital construction projects financed in full or in part with the attraction of funds federal budget:
a) if preparation project documentation completed and accepted by the customer under the act of acceptance of work performed before the entry into force of this resolution, the customer of the project documentation has the right to send it for state expertise without additional work related to the calculation of the cost of construction control;
b) the absence of a calculation of the cost of construction control in the project documentation submitted for state examination, in the case specified in subparagraph "a" of this paragraph, and also if the state examination of project documentation is not completed before the entry into force of this resolution, not is the basis for the preparation of a negative conclusion of the state examination of project documentation;
c) if the project documentation does not contain a calculation of the amount of costs for conducting construction control, the financing of the costs for its implementation is carried out at the expense of the funds provided for unforeseen work and costs in the summary estimate calculation of the cost of construction, in an amount not exceeding the amount calculated in accordance with paragraph 15 of the Regulations approved by this resolution, except for cases when the costs of construction control on the date of entry into force of this resolution exceeded the established amount.

1. This Regulation establishes the procedure for conducting construction control in the course of construction, reconstruction and overhaul (hereinafter referred to as construction) of capital construction facilities, regardless of the sources of their financing, as well as the procedure for determining the amount of costs for construction control and the number of employees performing construction control, according to objects financed in whole or in part with the involvement of federal budget funds.
2. The subject of construction control is to check the performance of work during the construction of capital construction facilities for compliance with the requirements of the design and prepared on its basis working documentation, results engineering surveys, the requirements of the town-planning plan land plot, the requirements of technical regulations in order to ensure the safety of buildings and structures.
3. Construction control is carried out:
the developer, the customer or the organization that prepares the project documentation and is engaged by the customer (developer) under the contract to carry out construction control (in terms of checking the compliance of the work performed with the project documentation) (hereinafter referred to as the customer).
4. The functions of construction control are entitled to be carried out by the employees of the contractor and the customer, who, in accordance with the established procedure, are entrusted with the obligation to exercise such control.
5. Construction control carried out by the contractor includes the following control measures:
a) quality check building materials, products, structures and equipment supplied for the construction of a capital construction facility (hereinafter, respectively - products, input control);
b) verification of compliance with the established norms and rules for warehousing and storage of the products used;
c) verification of compliance with the sequence and composition of technological operations during the construction of a capital construction facility;
d) together with the customer, survey of works hidden by subsequent works (hereinafter referred to as hidden works), and intermediate acceptance of the erected building structures affecting the safety of the capital construction facility, sections of engineering and technical support networks;
e) acceptance of completed types (stages) of work;
f) verification, together with the customer, of the compliance of the completed construction of the facility with the requirements of the design and working documentation prepared on its basis, the results of engineering surveys, the requirements of the town-planning plan of the land plot, technical regulations.
6. Construction control carried out by the customer includes the following control measures:
a) checking the completeness and compliance with the established deadlines for the contractor to perform the input control and the reliability of documenting its results;
b) verification of the performance by the contractor of control measures to comply with the rules for warehousing and storage of the products used and the reliability of documenting its results;
c) checking the completeness and compliance with the established deadlines for the contractor to control the sequence and composition of technological operations for the construction of capital construction facilities and the reliability of documenting its results;
d) jointly with the contractor, survey of concealed works and intermediate acceptance of erected building structures that affect the safety of the capital construction facility, sections of utility networks;
e) verification, together with the contractor, of the compliance of the completed construction of the facility with the requirements of the design and working documentation prepared on its basis, the results of engineering surveys, the requirements of the town-planning plan of the land plot, the requirements of technical regulations;
f) other measures for the purpose of exercising construction control, provided for by the legislation of the Russian Federation and (or) the concluded agreement.
7. Input control is carried out until the moment the products are used in the construction process and includes checking the availability and content of supplier documents containing information about the quality of the products supplied by them, its compliance with the requirements of working documentation, technical regulations, standards and codes of practice.
The contractor has the right, when performing incoming control, to carry out measurements and tests of the relevant products in accordance with the established procedure on their own or entrust their conduct to an accredited organization.
In case of detection during the input control of products that do not meet the established requirements, its use for construction is not allowed.
8. If, during the verification of compliance with the rules of warehousing and storage, violations of established norms and rules are revealed, the use of products stored in violation for construction is not allowed until confirmation of the compliance of its quality indicators with the requirements of working documentation, technical regulations, standards and codes of practice.
9. In the course of monitoring the sequence and composition of technological operations for the construction of capital construction facilities, the following is checked:
compliance with the sequence and composition of the technological operations performed and their compliance with the requirements of technical regulations, standards, codes of practice, project documentation, results of engineering surveys, urban development plan of the land plot;
compliance of the quality of execution of technological operations and their results with the requirements of the design and working documentation prepared on its basis, as well as the requirements of technical regulations, standards and codes of practice.
10. Until the completion of the procedure for surveying hidden works, the performance of subsequent works is prohibited.
11. If the control measures are carried out in accordance with paragraphs 5 and 6 of this Regulation jointly by the contractor and the customer, the contractor shall notify the customer of the date and time of these measures no later than 3 working days.
If the customer was notified in accordance with the established procedure and did not appear to participate in control measures, the contractor has the right to carry them out in the absence of the customer.
12. Carrying out a control measure and its results are recorded by drawing up an act. Information about the control measures taken and their results are reflected in the general work log with the relevant acts attached to it. Acts drawn up based on the results of control measures carried out jointly by the contractor and the customer are drawn up in 2 copies and signed by their representatives.
In the case provided for in paragraph two of clause 11 of these Regulations, the contractor, within 3 days after the completion of the control measure, is obliged to send to the customer 1 copy of the act drawn up based on the results of the control measure.
13. At capital construction projects constructed in whole or in part with the involvement of federal budget funds, the contractor's construction control is financed from the contractor's overhead costs provided for in the price of the construction contract.
14. The norms of the customer's expenses for the implementation of construction control during the construction of capital construction projects financed in full or in part with the involvement of federal budget funds, and the norms for the number of employees of the customer who are duly charged with the obligation to exercise construction control, are determined in accordance with the appendix.
15. The amount of the customer's costs for the implementation of construction control during the construction of capital construction projects, financed in full or in part with the involvement of federal budget funds, is determined based on total cost construction, excluding acquisition costs land plots, at the base price level as of January 1, 2000 (without value added tax) by calculation using the customer's expense standards specified in the annex to this Regulation, and is indicated in Chapter 10 of the consolidated cost estimate for construction in a separate line "Construction control" .

a) the cost standards for the construction control of the customer are determined by the formula

C - the cost of construction in the basic price level as of January 1, 2000;
C - the cost of construction at the basic price level as of January 1, 2000, raised to the power of 0.8022;
b) the number of employees of the customer who carry out construction control is increased by 1 person for every 30 million rubles in excess of the specified amount.

Application
1. 4. The functions of construction control are entitled to be carried out by the employees of the contractor and the customer, who, in accordance with the established procedure, are entrusted with the obligation to exercise such control.
5. Construction control carried out by the contractor includes the following control measures:
a) checking the quality of building materials, products, structures and equipment supplied for the construction of a capital construction facility (hereinafter, respectively - products, input control);
b) verification of compliance with the established norms and rules for warehousing and storage of the products used;
c) verification of compliance with the sequence and composition of technological operations during the construction of a capital construction facility;
d) together with the customer, survey of works hidden by subsequent works (hereinafter referred to as hidden works), and intermediate acceptance of erected building structures that affect the safety of the capital construction facility, sections of engineering and technical support networks;
e) acceptance of completed types (stages) of work;
f) verification, together with the customer, of the compliance of the completed construction of the facility with the requirements of the design and working documentation prepared on its basis, the results of engineering surveys, the requirements of the town-planning plan of the land plot, technical regulations.
6 . Construction control carried out by the customer includes the following control measures:
a) checking the completeness and compliance with the established deadlines for the contractor to perform the input control and the reliability of documenting its results;
b) verification of the performance by the contractor of control measures to comply with the rules for warehousing and storage of the products used and the reliability of documenting its results;
c) checking the completeness and compliance with the established deadlines for the contractor to control the sequence and composition of technological operations for the construction of capital construction facilities and the reliability of documenting its results;
d) jointly with the contractor, survey of concealed works and intermediate acceptance of erected building structures that affect the safety of the capital construction facility, sections of utility networks;
e) verification, together with the contractor, of the compliance of the completed construction of the facility with the requirements of the design and working documentation prepared on its basis, the results of engineering surveys, the requirements of the town-planning plan of the land plot, the requirements of technical regulations;
f) other measures for the purpose of exercising construction control, provided for by the legislation of the Russian Federation and (or) the concluded agreement.
7. Input control is carried out until the moment the products are used in the construction process and includes checking the availability and content of supplier documents containing information about the quality of the products supplied by them, its compliance with the requirements of working documentation, technical regulations, standards and codes of practice.

compliance of the quality of execution of technological operations and their results with the requirements of the design and working documentation prepared on its basis, as well as the requirements of technical regulations, standards and codes of practice.
10. Until the completion of the procedure for surveying hidden works, the performance of subsequent works is prohibited.
11. If the control measures are carried out in accordance with and of this Regulation jointly by the contractor and the customer, the contractor shall notify the customer of the date and time of these measures no later than 3 working days.
If the customer was notified in accordance with the established procedure and did not appear to participate in control measures, the contractor has the right to carry them out in the absence of the customer.

It is necessary to cancel that the documents containing the information on construction control specified in paragraph 5 of the Decree of the Government of the Russian Federation dated June 21, 2010 N 468 "On the procedure for conducting construction control during the construction, reconstruction and overhaul of capital construction projects" are also signed by employees , included in the national register of specialists in the field of construction.
Accounting for these costs is carried out in the manner and amount provided for by Decree of the Government of the Russian Federation of 21.06.2010 N 468 "On the procedure for conducting construction control in the construction, reconstruction and overhaul of capital construction projects."
2.1.1. The cost of construction control services under this Agreement is determined by an additional agreement concluded separately for each Facility with the issuance of a Repayment Schedule (hereinafter referred to as the GPO), in accordance with Appendix No. 3 to this Agreement, and is calculated upon conclusion of additional agreements to this Agreement (hereinafter referred to as Additional Agreements ) in accordance with the Decree of the Government of the Russian Federation of June 21, 2010 N 468 "On the procedure for conducting construction control in the construction, reconstruction and overhaul of capital construction facilities" based on the cost of work performed by the General Contractor under the General Contractor agreement (hereinafter referred to as the Works).
If the organization, simultaneously with the authority of the customer, carries out construction control in accordance with the legislation of the Russian Federation, reimbursement of these costs within the limits specified in the Information in the amount established estimated cost construction, determined taking into account the provisions of Decree of the Government of the Russian Federation of June 21, 2010 N 468, calculated from the amount of accepted work (their results), services, as well as individual stages of work, services, is carried out on the basis of a payment document submitted by the organization to the Federal Treasury .

15. a) checking the quality of building materials, products, structures and equipment supplied for the construction of a capital construction facility (hereinafter, respectively - products, input control);
b) verification of compliance with the established norms and rules for warehousing and storage of the products used;
c) verification of compliance with the sequence and composition of technological operations during the construction of a capital construction facility;
d) together with the customer, survey of works hidden by subsequent works (hereinafter referred to as hidden works), and intermediate acceptance of erected building structures that affect the safety of the capital construction facility, sections of engineering and technical support networks;
e) acceptance of completed types (stages) of work;
f) verification, together with the customer, of the compliance of the completed construction of the facility with the requirements of the design and working documentation prepared on its basis, the results of engineering surveys, the requirements of the town-planning plan of the land plot, technical regulations.
6. Construction control carried out by the customer includes the following control measures:
a) checking the completeness and compliance with the established deadlines for the contractor to perform the input control and the reliability of documenting its results;
b) verification of the performance by the contractor of control measures to comply with the rules for warehousing and storage of the products used and the reliability of documenting its results;
c) checking the completeness and compliance with the established deadlines for the contractor to control the sequence and composition of technological operations for the construction of capital construction facilities and the reliability of documenting its results;
d) jointly with the contractor, survey of concealed works and intermediate acceptance of erected building structures that affect the safety of the capital construction facility, sections of utility networks;
e) verification, together with the contractor, of the compliance of the completed construction of the facility with the requirements of the design and working documentation prepared on its basis, the results of engineering surveys, the requirements of the town-planning plan of the land plot, the requirements of technical regulations;
f) other measures for the purpose of exercising construction control, provided for by the legislation of the Russian Federation and (or) the concluded agreement.
7. Input control is carried out until the moment the products are used in the construction process and includes checking the availability and content of supplier documents containing information about the quality of the products supplied by them, its compliance with the requirements of working documentation, technical regulations, standards and codes of practice.
The contractor has the right, when performing incoming control, to carry out measurements and tests of the relevant products in accordance with the established procedure on their own or entrust their conduct to an accredited organization.
In case of detection during the input control of products that do not meet the established requirements, its use for construction is not allowed.
8. If, during the verification of compliance with the rules of warehousing and storage, violations of established norms and rules are revealed, the use of products stored in violation for construction is not allowed until confirmation of the compliance of its quality indicators with the requirements of working documentation, technical regulations, standards and codes of practice.
9. In the course of monitoring the sequence and composition of technological operations for the construction of capital construction facilities, the following is checked:
compliance with the sequence and composition of the technological operations performed and their compliance with the requirements of technical regulations, standards, codes of practice, project documentation, results of engineering surveys, urban development plan of the land plot;
compliance of the quality of execution of technological operations and their results with the requirements of the design and working documentation prepared on its basis, as well as the requirements of technical regulations, standards and codes of practice.
10. Until the completion of the procedure for surveying hidden works, the performance of subsequent works is prohibited.
11. If the control measures are carried out in accordance with paragraphs 5 and 6 of this Regulation jointly by the contractor and the customer, the contractor shall notify the customer of the date and time of these measures no later than 3 working days.
If the customer was notified in accordance with the established procedure and did not appear to participate in control measures, the contractor has the right to carry them out in the absence of the customer.
12. Carrying out a control measure and its results are recorded by drawing up an act. Information about the control measures taken and their results are reflected in the general work log with the relevant acts attached to it. Acts drawn up based on the results of control measures carried out jointly by the contractor and the customer are drawn up in 2 copies and signed by their representatives.
In the case provided for in paragraph two of clause 11 of these Regulations, the contractor, within 3 days after the completion of the control measure, is obliged to send to the customer 1 copy of the act drawn up based on the results of the control measure.
13. At capital construction projects constructed in whole or in part with the involvement of federal budget funds, the contractor's construction control is financed from the contractor's overhead costs provided for in the price of the construction contract.
14. The norms of the customer's expenses for the implementation of construction control during the construction of capital construction projects financed in full or in part with the involvement of federal budget funds, and the norms for the number of employees of the customer who are duly charged with the obligation to exercise construction control, are determined in accordance with the appendix.
15. The amount of the customer's costs for the implementation of construction control during the construction of capital construction projects financed in full or in part with the involvement of federal budget funds is determined based on the total cost of construction, except for the costs of acquiring land plots, at the base price level as of January 1, 2000 g. (without value added tax) by calculation using the customer's expense standards specified in the Appendix to this Regulation, and is indicated in Chapter 10 of the consolidated estimate calculation of the cost of construction in a separate line "Construction control".
