Articles from our series "Applied Geodesy" gave you a general idea of ​​the industry and the work being done. You can do some things yourself, but most of the processes should be entrusted to specialists. It is a question of reading and checking estimates for geodetic works and will be covered in this post.

Where to begin

The basis of any work is technical task. It is in it that you prescribe with the contractor not only the deadlines for the completion of work and the responsibility of the parties, but also indicate additional requirements, which will then be included in the estimate. And here we need to decide - why do we need such work?

You need a project for the construction of a residential building and its connection to city communications. In this case, the work is done in state system coordinates and heights, passing a number of necessary approvals. Here you can’t do without a licensed specialist or company, and the contract and estimate will become a supporting document in resolving disputes.

You want to make a site layout or a breakdown of the axes for the construction of a light building. This work can be done independently by studying the articles of our cycle, or by inviting a specialist directly, bypassing bureaucratic red tape. Shooting can be carried out in a conditional coordinate system, and the result will meet all the requirements of the law no worse than official work.

When ordering works, you need to study the order of prices in your region. Initial data for budgeting:

1. Collection of data about the topographic base

Any work begins with getting to know the object. The specialist needs to understand where the survey area is located, which nearest points of the state geodetic network should be used, what is the estimated distance from the enterprise base to the object, and other data. If you have several plots, accordingly, the required number of objects should be in the estimate. In the case when you have two shooting sites, the distance between them is 250 meters, and in the estimate there is “1 object”, this means that 250 meters between the sites you do not need are included in the cost of work.

The cost of work is affected by a coefficient that takes into account the density of the soils into which the point will be attached:

  • light uncoated ground
  • asphalt, medium hard soil
  • concrete pavement

2. Production and laying of geodetic signs

When laying a theodolite traverse, competent specialists fix shooting points (SS) and work points. It is likely that after the survey is completed, you will need to perform a number of other works on the site, namely the stakeout of the boundaries or the executive survey of communications. To do this, the performer will again have to lay a theodolite traverse, which will undoubtedly be reflected in the final cost of the work.

So if you have this item in the initial estimate, and after a couple of months it is included in the estimate again, hand the contractor a shovel and offer to find the items for which you have already paid money. The shelf life of wooden stakes is 3 months, and metal tubes or dowels - until the destruction of the metal. As you understand, if the destruction of points occurred through your fault, they will be bookmarked again, but at your expense.

3. Creation of a filming justification

To survey the territory, the performer needs to lay a theodolite traverse or use the capabilities of satellite geodesy. And at this stage, you need to be very careful, especially in the case of GPS. Unobtrusively ask the performer - how old is his instrument this year? If the company owns a modern GPS that allows you to receive the coordinates of points in real time, everything is fine. If the instrument is 10 years old, and the shooting area is built up and surrounded by tall trees, measurement errors are possible, which can come up at the most inopportune moment after the work has been completed.

The number of reference points according to regulatory documents, from which the survey justification will be created, must be at least 3, two GPS points are allowed, one is the initial one, the second is control, but if there are more or less of them in the estimate, it is worth asking the designer.

If your site is surrounded by tall buildings, it makes sense to use the methods of "classical" geodesy - ask the performer to work with an electronic total station from polygonometry points.

Consider the most typical cases with examples:

a) "Hanging" theodolite traverse.

The most unreliable method of shooting, in which it is difficult to control the obtained values. Here "PP 1 and 2" are the starting points of polygonometry, "vis.1" is the point of the hanging stroke, the lines show the direction of measurements. It is allowed to lay no more than two such points. If the performer has fixed two starting points in the survey estimate, ask if he is going to work from a move that literally “hangs in the air”?

b) Closed theodolite traverse.

As can be seen from the schematic drawing, in this case the performer controls the obtained values, which allows him to be confident in the quality of the work performed. Another option for a move with control involves the use of four points with known coordinates:

As you understand, ideally, the performer should use at least two starting points, and preferably three or four. If otherwise is written in the estimate, cheating or incompetence of the performer is possible.

4. Creation/updating of engineering and topographic plans

These two processes are interconnected, but you only have to pay for one of them.

Creation is a survey of the territory from scratch. Suitable for new facilities, i.e. those that have been extensively rebuilt, or that were filmed over a dozen years ago. In general, surveying is relevant for a year. During this time, changes could occur, for which it is enough to update the engineering and topographic plans. The contractor is provided with the original topographic survey of a year ago, on which he applies the difference in measurements in an instrumental way. If you provided material, or the contractor has it, and the estimate includes "creating engineering and topographic plans", it makes sense to suggest that the contractor simply update the existing survey. Accordingly, the price for this type of work will be much lower.

The cost of work is affected by the workload of the territory. The easiest option is an undeveloped plot outside the village. From two points determined by GPS observations, all the work can be done. The built-up area implies an increase in the number of filming points, and the industrial site is generally an object of increased danger. Constantly moving machines and mechanisms do not contribute to fruitful work, it is possible to destroy shooting points and create obstacles for measurements.

5. Plan-altitude binding of points

Here the principle applies: “the more we surrender, the better”, but up to a certain point. The norms define the number of points per survey area plus places that fall out of the picture. This indicator cannot be predicted, but you should know that 8 survey points per square of 50x50 meters plus places of relief change are enough for an undeveloped territory. Usually this serves as a place for "fitting" estimated cost works according to the needs of the customer, but in any case, you need to know the rules.

6. Executive survey of engineering communications

This term refers to the shooting of already laid networks. If this indicator was already included in the initial cost of the work, it is not necessary to order a separate topographic survey to put the object into operation.

Here it is necessary to note a number of points that affect the cost of work. Ideally, all communications should have a binding passport, copies of which are deposited with the architecture body, the customer, and remain with the contractor. In practice, it is not possible to find out where the communication takes place without drilling control holes in the ground, called "pits".

One solution to the problem is to use a locator. This device structurally consists of two parts: a generator, which is connected to the required core of the cable or pipe, and a receiver, which captures the generated signal under the ground.

At this stage of work, it is not worth saving - the communication binding passport does not always reflect the real situation. Do not forget that damage to the main pipe entails various kinds of liability, so do not trust the filming materials previous years. Order instrumental control of underground networks, so that later you can be sure that you will not leave the whole microdistrict without water or gas.

7. Office work

This tricky term refers to the processing of the received values. Plans of the area, underground and aboveground structures are drawn up, profiles are drawn and a catalog of coordinates is formed. It makes sense to pay attention to the end result - what do you get on hand? The result of the work should be a topographic plan on a scale of 1:500 with engineering networks applied. If you need an electronic version of a document, ask what program it was created in. The fact is that the standard image editors of the operating system do not always understand the format of the data issued by specialized software used in geodesy.

8. Other costs

Everything that is not included in the estimate will be displayed in this section. The main indicator is transportation costs, travel expenses for contractors and the coefficient of work complexity. The farther the base of the enterprise is from the object of work, the higher the overhead costs will be.

In this place, the main nuance is buried - who to entrust the shooting to, local specialists or invited "stars". There can be only one criterion - recommendations, personal communication and knowledge gained after reading our article. Where it is not always cheaper is better, especially when it comes to geodesy issues. You order this kind of work infrequently, so you should pay attention to the estimate that you are offered to sign.

If an organization is ready to rent 20 hectares per day with a theodolite, using two points of polygonometry, then it is clearly not worth ordering work from such people. Work processes that you do not need speak of cheating estimates, or even fraud. So remember: forewarned is forearmed.

It is no secret that estimates for topographic and geodetic works are difficult for non-specialists to perceive. And since in staffing Dear Customer, there are not always economists who are familiar with geodetic production, sometimes there are difficulties in determining the actual cost of the planned work.

An exception may be the case when you do not need to obtain Permits for the production of works, the Conditional system of coordinates and heights will suit you, and on the basis of the topographical plan created in this way, projects that require approvals and approvals in the prescribed manner will not be developed. While doing construction works the contractor carried out geodetic executive surveys for compliance with the actual work performed project documentation, and upon completion of construction, the final as-built survey was made at the facility. For this purpose, the contractor involved a specialized organization, the cost of the work performed by which amounted to about 200 million rubles. In the contract building contract concluded between the customer and the contractor, the execution procedure and the method of compensation for the cost of work on the final executive survey are not defined.

Who is responsible for performing the final executive survey? How will these costs be covered?

Rules for conducting geodetic work during construction, reconstruction and repair existing buildings, structures and their parts are established in TKP 45-1.03-26-2006 “Geodetic works in construction. Rules for Conducting”, approved by the order of the Ministry of Construction and Architecture dated 03.03.2006 No. 60 (hereinafter referred to as TKP 45-1.03-26-2006).

The effect of TCP 45-1.03-26-2006 does not apply to geodetic works performed at large power facilities, especially significant objects and for the installation of technological equipment.

According to paragraph 4.3 of the TCP 45-1.03-26-2006, geodetic work performed during construction includes:

1) creation of a geodetic staking base with the removal in nature of the main staking axes of buildings, main and linear structures;

2) geodetic measurements of deformations of foundations, building structures, if such measurements are provided for by the requirements of project documentation, architectural supervision or state supervision bodies;

3) creation of an internal layout network of buildings with the production of detailed layout works;

4) geodetic control of the accuracy of the geometric parameters of buildings during the construction process with the preparation of as-built geodetic documentation;

5) development of a project for the production of geodetic works (hereinafter - PPGR).

The duties of the customer from the above geodetic works performed during construction include:

  • geodetic measurements of deformations of the foundations of buildings or their parts during the construction process;
  • performance of final as-built surveys after completion of construction;
  • creation of a geodetic stakeout base and transfer to the contractor when presenting the scope of work (a sample of the acceptance certificate from the customer to the contractor of the geodetic stakeout base, including the base points fixed at the construction site, is given in Appendix B to TKP 45-1.03-26-2006) .

If necessary, the customer carries out the design and fixing of the points of the marking network, the planned and height reference of individual points, the stakeout and fixing of signs of the main or main marking axes, the manufacture and installation of geodetic signs.

The customer's expenses for the above works, with the exception of the expenses for the final executive survey, are included by the developer of the project documentation in Chapter 1 of the consolidated cost estimate for the construction of the facility (hereinafter referred to as the SSR). This is established in accordance with Appendix 5 to the Instruction on the procedure for determining the estimated cost of construction and compiling budget documentation on the basis of resource consumption standards in physical terms, approved by the Decree of the Ministry of Construction and Architecture of November 18, 2011 No. 51, as amended of November 24, 2015 No. 35 (hereinafter - Instruction No. 51, Appendix 5), which establishes the standards for determining the funds associated with the withdrawal and development of the construction site, included in Chapter 1 "Preparation of the construction site" of the SSR.

In turn, clause 1.3 of Appendix 5 to Instruction No. 51 determines that the amount of funds for engineering and geodetic work included in Chapter 1 of the CSR is calculated on the basis of the standards for determining the cost of engineering surveys for construction (Collection of prices for engineering surveys for construction (STs 19-2012), approved by order of the Ministry of Construction and Architecture of August 28, 2012 No. 267, as amended on December 26, 2013 No. 474).

The execution of final as-built surveys after the completion of construction is the responsibility of the customer (investor) and is carried out according to a separately developed working documentation(Clause 4.38 of TKP 45-1.03-26-2006).

The customer’s expenses for the performance of final executive and control geodetic surveys are included in Chapter 9 of the CSR in the article “Funds related to the preparation of the object for acceptance into operation” in accordance with the letter of RUE “RSTC” dated June 17, 2013 No. 07-1658 “On the costs of the contractor” .

The control geodetic survey of underground engineering networks is carried out by the customer, whose functions include technical supervision of construction. In the absence of qualified specialists in the customer's staff, a specialized organization may be involved for this purpose (subclause 11.4.7 clause 11.4 of the TCP 45-1.03-26-2006).

The contractor's responsibilities include the development of PPGR, the performance of geodetic works during the construction process, the creation of an internal grid of buildings, geodetic control of the accuracy of the geometric parameters of the building and the production of geodetic executive surveys.

Geodetic control of the accuracy of geometric parameters should be carried out during the construction of all building structures, as well as during the laying of engineering networks (clause 4.27 of the TCP 45-1.03-26-2006). Geodetic control and executive geodetic surveys performed by the contractor in the course of work are part of the production quality control.

Executive geodetic surveys are carried out by the contractor, and when complex objects are erected, specialized organizations may be involved to perform the survey by the contractor.

In accordance with paragraph 3.6 of Appendix B to methodological recommendations on the procedure for developing and approving the norms of general business and general production costs and planned profits used in determining the estimated cost of construction and drawing up cost estimates, approved by the Decree of the Ministry of Construction and Architecture of December 23, 2011 No. 59, as amended on December 29, 2014 No. 53, compensation for the costs of these works is carried out at the expense of general business and general production expenses of the contractor, the structure of which includes:

  • labor costs of employees performing geodetic work, taking into account deductions to the budget of the state off-budget fund social protection of the population of the Republic of Belarus;
  • Cost of materials;
  • depreciation, depreciation, expenses for all types of repairs and movement of geodetic equipment, tools and devices;
  • fare;
  • other expenses for geodetic works, incl. acceptance from design and survey organizations of the geodetic base.

In accordance with the foregoing, it can be concluded that the execution of final as-built surveys after completion of construction is the responsibility of the customer and is compensated at the expense of funds included in Chapter 9 of the CSR, unless the parties provided for a different procedure when concluding a construction contract.

In turn, the implementation of executive surveys in the process of performing work is the responsibility of the contractor and is compensated at the expense of general business and general production expenses included in the acts of work performed in the form established by the contract concluded by the parties.

In order to avoid disagreements between the customer and the contractor on the issue of compensation for the final executive survey performed by a third-party specialized organization, at the stage of contract bidding (negotiations) and the conclusion of a construction contract, the parties should agree on and fix the procedure for the implementation and terms of payment for this survey.

In accordance with TKP 45-1.03-26-2006 “Geodesic works in construction. Rules for conducting”, approved by order of the Ministry of Construction and Architecture dated 03.03.2006 No. 60 “During the construction of all building structures, when laying engineering networks, geodetic control of the accuracy of their geometric parameters must be carried out” (subparagraph 4.27). According to subparagraph 4.28 "Geodetic control of the accuracy of geometric parameters provides for:
