SBC 2004 for engineering and geodetic surveys, approved in 2004 by the Pricing Department of Gosstroy, is designed to determine the base price at the 2001 level. In connection with the fact that the indices of the Ministry of Construction are issued for the price level of 2000, the basic values ​​from the CBC for engineering and geodetic surveys (2004) should be translated by the index 1.19, approved by the letter of the State Construction Committee No. NZ-4316/10 dated 16.07.2003. This handbook contains both basic and aggregated prices for the performance of engineering and geodetic surveys and auxiliary work, calculated on the basis of the cost of using modern technologies for conducting cameral and field work during engineering surveys. Basic CBC prices for engineering and geodetic surveys (2004), overhead costs, planned savings, and social charges are taken into account. Taxes and fees levied on organizations performing engineering and geodetic works are also taken into account by the norms of the collection, with the exception of VAT. Field surveys include travel expenses paid to employees, as opposed to engineering geodetic works held in office environments.

Algorithm and examples of budgeting for engineering and geodetic work

To learn how to make estimates for the CBC for engineering and geodetic surveys, you need to understand the structure of the collection and the principle by which its tables are compiled. Thus, in most tables, the values ​​are presented as a fraction, the numerator of which represents the cost of field work, and the denominator - office work. For example, for the 1st category of complexity, the cost of leveling the 1st class will be 143 rubles. for field and 134 rubles. – for cameral work per 1 double-stroke tripod. The base prices of the compilation do not take into account the costs of external and internal transport, the cost of which is calculated according to tables 4 and 5 of this compilation. To calculate the cost of transportation of engineering and geodetic personnel from the base to the work site, we will use table 4, in which the cost of transportation varies based on the distance in kilometers and the total estimated cost field research work. So, if the distance between the base or place of residence of the expedition and the site of field work is 35 km, and the estimated cost of the survey is calculated at the level of 240 thousand rubles. Then the cost of internal transport according to table 4 will be 18.75%, i.e. 240,000 x 0.1875 \u003d 45 thousand rubles. Expenses for external transport make it possible to compensate for the costs associated with the transportation of personnel and equipment from the place of permanent deployment of the company that performs survey and geodetic work to the base of the expedition. The structure of table 5 used to calculate the costs of external transport has a slightly different structure in comparison with table 4. Comparing the transportation distance to the base in one direction and the estimated cost of field and office work, we get the percentage of transport costs in both directions.

Speaking about the coefficients that increase the final cost according to the estimate, we note the mountainous and high-mountainous terrain, which gives an increase from 1.1 to 1.25. If it is necessary to perform work at night, the cost of field surveys should also be increased by a factor of 1.35. In principle, the coefficients that increase the cost of the estimate are written in a couple of pages in the CBC collection for engineering and geodetic surveys. For example, there is a coefficient used in the preparation of color plans for structures in paints - 1.1.

Prices for engineering and survey works are indicated at the price level of 2001 and are translated into the current quarter by the indices of the Ministry of Construction. Naturally, costs at current prices do not need to be additional translation indexes. When drawing up estimates for the contract, in some cases, contingencies of 10% or more are provided.

To work with the CBC collection for engineering and geodetic surveys, you need to understand the classification of complexity categories for the conditions for performing engineering and geodetic work and the categories of terrain complexity. When evaluating work on the manufacture and installation of geodetic signs, there is also a classification of soils, based on which the cost varies according to the estimate. Chapter 2 of the collection lists the standards for observations of the deformation of buildings and structures. To determine the cost of leveling, reconnaissance, determining the slopes of towers and columns, transferring heights from the horizon, etc., it is necessary to determine the category of complexity of engineering and geodetic surveys. The 1st category of complexity includes leveling on the streets of settlements with a building density of up to 20%, the 2nd category - 20-50% and the 3rd category - a building density of more than 50%. Thus, determining the cost of leveling of the 1st class in the estimate, we obtain that in the built-up part of the city the cost of field work will be 241 rubles, cameral - 195 rubles.

In the second part of the SBC collection for engineering and geodetic surveys, the basic prices for geodetic work on the ground are calculated, incl. breakdown of routes, removal of the axes of buildings, structures, structures. The third part of the collection of the same name contains prices for measuring work for calculating the geometric volumes of buildings and structures, pipelines and electrical networks. The calculation of the estimated cost of work at the facility according to the estimated aggregated prices is completed in the same way as in the justification of the estimated cost of the project by direct calculation.

Column 15. Summing up the main costs (3.998.523 rubles) with organizational and liquidation costs (1.199.557 rubles) and overhead costs (999.630 rubles), we get the estimated cost of leveling work equal to 6.197.710 rubles.

Box 16. The estimated cost of a unit of the scope of work is determined by dividing the estimated cost of work on the process from column 15 (6.197.710 rubles) by the scope of work in column 3 (2300 kilometers).

The estimated cost of 1 kilometer of leveling is 2695 rubles.

In the above example, the calculation of the estimated cost of work at the facility was performed in two ways. In this regard, it begs the comparison of the estimated cost, made by direct calculation with the estimated cost, determined by the prices.

The results of calculating estimates 3 and 5 cannot be the same, since the collections of STG and RMS are calculated in prices and standards of 2002, and in tables 1 and 3 the salary, insurance premiums laid down at the level of 2014, materials, depreciation, depreciation and transport - from the collections of 2002. The methodological manual was developed by the Production and Research Institute for Engineering Surveys in Construction of the Gosstroy of Russia (FSUE PNIIIS) with the participation of JSC "Institute Hydroproject" and LLC NPC "Ingeodin" in accordance with the current pricing procedure in engineering surveys.

The Methodological Manual (Issue 1) sets out the procedure for determining contractual and basic prices on the basis of documents used in practice on pricing in engineering surveys, as well as the features of preparing estimates and the procedure for indexing prices in the Handbooks (1999 - 2004) and SCiR-82.

In developing the manual, typical explanations on pricing issues were taken into account, as well as typical mistakes identified during the examination of estimates for survey work.

INTRODUCTION

INTRODUCTION

This Methodological Guide for determining the cost of engineering surveys for construction (hereinafter referred to as this Guide) was developed in connection with the need for the simultaneous application of price documents for engineering surveys developed (given) in two basic price levels as of 01.01.01 and 01.01.91, as well as with the numerous wishes of organizations - customers and performers of survey work.

This Handbook has been compiled on the basis of a generalization of the experience of applying price documents for engineering surveys for construction, developed (given) at the previously established base price level as of January 1, 1991 and at the base price level as of January 1, 2001. When developing this Manual, typical explanations were taken into account on the issues of the current pricing procedure in engineering surveys, the determination of costs for individual items of expenditure, as well as typical errors identified during the examination of estimates for survey work.

This Manual is intended for practical use in determining the cost of survey work and drawing up estimates when financing engineering surveys for construction at the expense of federal budget, as well as for similar calculations with other sources of funding by various enterprises (organizations), regardless of legal forms and departmental affiliation.

The materials presented in this Manual can be used in the preparation of cost estimates for engineering surveys and certain types of survey work and will provide practical assistance to both the compilers of estimates and customers of survey work, as well as central and local authorities in the effective use of investment funds. This Manual is also intended to provide practical assistance in resolving conflict disputes between the Customer and the Contractor in resolving certain issues related to determining the cost of survey work.

The laws and regulations referred to in this Handbook (Issue 1) are current as of January 1, 2004.

In the future, taking into account the experience of using the Directory of Base Prices for Engineering Surveys for Construction (and its separate sections), developed at the base price level as of January 1, 2001, it is planned to publish subsequent editions of this Manual.

1. GENERAL PROVISIONS

1.1. This Manual has been developed in accordance with applicable laws and regulations Russian Federation, regulating for legal and individuals- participants in investment activities in construction, the procedure for the formation of contractual prices and regulation of contractual relations, as well as establishing requirements for the organization and production of engineering surveys.

1.2. In accordance with the law of the RSFSR "On investment activity" dated 06/26/91 N 1448-1 (as amended on 06/19/95, 02/25/99 and 01/10/03), the main legal document regulating production and economic and other relationships of subjects investment activity, is an agreement (contract) between them.

In accordance with the Law "On Investment Activity" (Article 7), "the conclusion of agreements (contracts), the choice of partners, the definition of obligations, any other conditions of economic relations that do not contradict the legislation of the RSFSR and the republics within the RSFSR, are the exclusive competence of the subjects of investment activity. In the implementation of contractual relations between them is not allowed to interfere government agencies and officials, beyond the limits of their competence.

1.3. This Manual is used in determining the cost of engineering surveys (survey works) for construction (reconstruction, expansion, operation and liquidation of buildings and structures) by enterprises (organizations) of various organizational and legal forms and departmental affiliation performing engineering surveys for capital construction, customers and other participants investment activities, as well as bodies exercising control over the rational use of investment funds.

1.4. The contract price is determined on the basis of the basic (base) price, including the inflation index calculated for the period of validity of the agreement (contract) in relation to the corresponding basic level of costs as of 01.01.01 or 01.01.91, with the addition of value added tax cost (VAT).

1.5. The cost of survey products (works, services) - the contractual price is established in the agreement (contract) for the creation of survey products (works, services) by agreement of the parties.

1.6. The base price (cost) is determined by the estimated calculation in prices as of 01/01/01 according to the Reference book of basic prices for engineering surveys for construction, and for works that are not in this Directory, in prices as of 01/01/91 according to reference books of basic prices for various types survey work of the Gosstroy of Russia (1999-2000).

In exceptional cases, if there are no reference books calculated in price levels as of 01.01.01 and 01.01.91, it is allowed to use in the estimates the prices and standards of the Collection of prices for survey work for capital construction, M., 1982 (STsiR- 82) bringing its prices to the base level as of 01.01.91. To bring the prices of the Handbooks and STsR-82 to the price level of the current period, the corresponding inflation index is used.

In the absence of the necessary prices in the Handbooks and SCiR-82, the cost of survey work is determined by labor costs (form 3P, calculation) at the prices of the current period.

1.7. The value of the inflation index should be calculated by the organization performing the survey, taking into account the change in the costs of the main cost items in relation to the corresponding basic price level.

Calculation procedure inflation index recommended and established by the "Temporary Recommendations for Clarification of Base Prices Determined According to the Collection of Prices for Survey Works for Capital Construction".

If the contractor does not have the necessary data to calculate the value of the inflation index, when preparing estimates for the cost of survey work, an inflation index is used, the value of which is set quarterly by letters from the State Construction Committee of Russia.

The final value of the inflation index is the subject of the agreement and is established by agreement of the parties.

1.8. The estimate calculation of the base price is compiled during the period of development of the estimate and contractual documentation by the executing organization in accordance with the survey program attached to the estimate calculation. The survey program is compiled by the contractor on the basis of the customer's technical specifications, taking into account the requirements of the relevant normative documents Gosstroy of Russia, regulating the composition and scope of survey work (the list of documents is given in Appendix 5).

1.9. The estimate calculation is attached to the agreement (contract) as a justification for the contract price for the creation of survey products (works, services) and is an integral part of it together with terms of reference, work schedule (calendar plan) and survey program.

1.10. If it is necessary to provide the customer with an executive estimate, if this is provided for by the terms of the agreement (contract), at the end of the survey, an estimate should also be drawn up based on the technical report on the results of the survey in accordance with the composition and volume of the actually performed work, taking into account the category of complexity of their implementation.

2. PROCEDURE FOR DETERMINING THE AGREEMENT PRICE

2.1. The contractual price for survey products (works, services) is established on the basis of the base price by agreement of the parties in the agreement (contract) for the creation of survey products (works, services). In this case, the value of the contract price can be taken equal to the value of the basic cost or differ from it.

The contract price can be offered by both the contractor and the customer of engineering surveys and is finally set by agreement of the parties.

2.2. When forming a contractual price for surveys for the construction of large and complex facilities and the need to involve several organizations in the production of engineering surveys, the total cost of surveys for an object will be determined by the organization of work. In this case, there are several options for the formation of the contractual price for the object as a whole.

a) The customer concludes a general contract with one organization - the general survey organization (general executor) with the issuance of the terms of reference for the object as a whole to this organization.

By agreement of the parties, a contractual price and a calendar plan for the implementation of work at the facility are established; the customer pays the general contractor the total cost of survey work in accordance with the terms of the contract.

The general executor, within the framework of the general contract, attracts co-executors, issues them technical assignments, concludes contracts, determines the timing of the work, and the contract price with each co-executor is set taking into account total cost engineering surveys under the general contract.

b) The customer issues a general terms of reference and, together with the general survey organization, signs a protocol of intent.

The general executor attracts co-executors with the issuance of relevant technical specifications to them and, together with each co-executor, sets a preliminary contractual price for a part of the survey work. In this case, the final total contract price for the survey object as a whole is formed upon signing the general contract, taking into account the cost of the work of all co-executors, and the contract price for the work of the general contractor and each co-executor is finally set within the total cost of surveys at the object, established at the time of signing the general contract.

c) The customer himself attracts several organizations to perform survey work, issues technical assignments and concludes contracts with each of the survey organizations. In this case, the total contractual price of survey work will be equal to the sum of contractual prices established in contracts with co-executors.

2.3. The contract price can be final or open (preliminary).

The final contract price, as a rule, is set during a period of low inflation for small survey objects with a production time of no more than one quarter or subject to advance payment by the customer for the planned survey work.

The open price, as a rule, is set for large and complex survey objects carried out at sites with difficult natural conditions, and with a high level of inflation - for small survey objects. The procedure and conditions for revising the open price are established in the agreement (contract) by agreement of the parties.

2.4. The possibility of changing the contract price should be provided for in the agreement (contract) for the creation of survey products (works, services). Circumstances under which it is possible to change the contract price, and the conditions for changing it, must be clearly stated in the relevant section of the agreement (contract).

2.5. The basis for changing (increasing or decreasing) the contract price and the timing of the survey or one of these parameters may be:

- force majeure circumstances (military actions in the area of ​​exploration work, man-made disasters, extreme natural phenomena: earthquakes, floods, etc.) - force majeure circumstances that make it impossible or significantly limit the actions of the contractor (or parties) to fulfill the conditions agreement (contract);

- changes in legislative and regulatory acts that worsen the situation of the parties compared to their condition for the period of conclusion of the agreement (contract), which leads to additional costs for one of the parties;

- introduction by the customer of additions and changes to the content of the terms of reference and the agreement (contract) during the period of its validity, affecting the deadlines, organization, production conditions and volumes of survey work, which causes a change in the cost of survey products and (or) the timing of the survey work;

- identification by the contractor in the process of performing engineering surveys of natural (technogenic) factors that adversely affect the design decisions made, when it becomes necessary for the parties to consider the advisability of continuing work and (or) changing their direction.

2.6. All changes in the contract price caused by the circumstances provided for in clause 2.5 of this Manual, as well as sudden changes in the economic situation in the country and (or) other conditions specified in the agreement (contract), are formalized by an additional agreement, which is an integral part of the agreement (contract).

2.7. All additional services performed by the contractor at the request of the customer, not provided for by the agreement (contract) and not included in the contract price for survey products, are carried out only after the customer provides a letter of guarantee for their payment, with the subsequent execution of an additional agreement.

2.8. The agreement (contract) establishes the form and terms of payment for the work. Payment can be made:

- at a time, for the performance of the entire range of works provided for by the contract (prepayment or payment upon completion of work);

- with an advance payment (its size and payment term are negotiated) and the final settlement after the acceptance of the work by the customer;

- in stages, with an advance payment in the amount stipulated by the contract, and withholding the interest of the advance in proportion to the amount of work performed by the stage;

- step by step, in the amounts and terms provided for by the calendar plan, which is an integral part of the contract.

2.9. In the agreement (contract), it is advisable to provide for penalties for both the contractor and the customer for violating the deadlines for the completion of surveys, the timeliness of payment for the work performed, and other positions and conditions of the agreement (contract).

2.10. Disagreements between the Customer and the Contractor on the estimated cost of the planned (performed) survey work can be resolved with the help of independent experts involved by one of the parties.

At the same time, experts can only estimate the value of the base cost of exploration work in prices of the base level (as of 01.01.01 or 01.01.91), since the contract price is the subject of the agreement (contract).

For a reliable assessment by experts of the basic cost of survey work at the survey site to the estimated calculation in without fail the following materials must be attached: the customer's terms of reference, an engineering survey program with a calendar plan (schedule) for the production of work, and in the case of an executive estimate, also a technical report based on the results of the survey, i.e. documentation that allows experts to assess the degree of validity of the main pricing factors.

3. PROCEDURE FOR DETERMINING THE BASIC (BASE) PRICE

3.1. The basis for determining the base price for survey products (works, services) is the cost estimate (summary estimate).

3.2. The composition and scope of the planned survey work included in the estimate must comply with the survey program, the requirements for the content of which are provided for in SNiP 11-02-96 "Engineering surveys for construction. Basic provisions".

The survey program provides a rationale for the main pricing factors: the composition and volume, conditions and timing of the planned work, as well as the categories of complexity of natural conditions and work conditions, the degree of exploration of the territory, etc.

3.3. Estimated calculation (estimate) for engineering surveys can be compiled according to prices (rates) and standards of Reference books of basic prices for survey work for construction, developed in basic price levels as of 01.01.01 and 01.01.91 and put into effect by the Gosstroy of Russia in 1999 - 2004, the Collection of prices for survey work for capital construction (SCiR-82) with the reduction of prices of SCiR-82 to the base price level as of 01.01.91 and with the application of multiplying factors in accordance with clause 3.5 of these Instructions.

Note - Due to the fact that all the documents on the basis of which the SCiR-82 was developed have either been canceled or become invalid, the use of prices and standards of the SCiR-82 is allowed as a last resort, only if there are no prices in the Base Price Reference Books 1999 - 2004 .


The cost of certain types of survey work, the prices for which are not included in the Reference books of basic prices and SCiR-82, can be determined by agreement with the Customer:

- according to price lists and price tags developed by sectoral ministries, departments, local governments or directly by organizations performing engineering surveys for construction. These documents must be mandatory approved by the corresponding ministry, department, administration or head of the development organization and agreed with the Gosstroy of Russia. If the indicated price lists and price tags are not agreed with the Gosstroy of Russia, they may have, respectively, industry or regional application, and the price tags developed by the organization performing engineering surveys can only be used by the development organization;

- by labor costs (in prices of the current period) for the performance of survey work, research (form 3P, costing).

When drawing up an estimate calculation (its separate parts) for labor costs (form 3P, costing) or based on price lists and price tags developed by an organization performing engineering surveys, the rationale for calculating labor costs and price tags is provided to the customer at his request.

3.4. Based on the prices of the reference books of basic prices of the Gosstroy of Russia, it is recommended to determine the cost of surveys or relevant survey work included in these reference books:

- engineering and geodetic surveys (works) for construction - according to the "Reference book of basic prices for engineering surveys for construction. Engineering and geodetic surveys", M., 2004, developed in the base price level as of 01.01.01*;

- geophysical work - according to SCiR-82.

Calculation of labor costs (form 3P, costing) is recommended to determine the cost of scientific research, experimental and survey work, the prices for which are not available in the Reference books of basic prices and SCiR-82.

3.5. The preparation of an estimate for STsR-82 is carried out taking into account the changes, additions and multiplying factors provided for by the Addendums to the Collection of prices for survey work for capital construction, approved by the USSR State Construction Committee by Decree N 22 of March 1, 1990 (hereinafter referred to as the Additions), as well as directive letter of the USSR Gosstroy dated December 25, 1990 N 21-D "On correction factors for prices for survey work for construction" (hereinafter - letter N 21-D), which provides a conditional reduction of the costs of survey work provided for by SCiR-82 to the level of costs of the base period as of 01.01.91

When compiling an estimate calculation (or part thereof) according to the Base Price Reference Books compiled in prices as of 01/01/01 or 01/01/91, the price adjustment provided for by the Addenda and letter N 21-D is not made.

The calculation of costs that are not provided for by prices (external and internal transport; organization and liquidation of work; allowances that take into account the conditions for conducting surveys: mountainous, desert and waterless areas; special regime conditions and an unfavorable period of the year; regional and northern allowances, etc.) "General Instructions" of the relevant Handbooks or SCiR-82 with Supplements. At the same time, it is not allowed to transfer the values ​​​​of the standards and individual coefficients provided for by the Reference books of basic prices for work, the cost of which is determined according to SCiR-82, as well as from one Reference book to another, if the prices in them are given in different basic levels.

3.6. Estimated calculation should be prepared differentiated by types of surveys: geodetic engineering, geological engineering (environmental engineering), hydrometeorological engineering, etc. Within the estimate, parts are distinguished, the cost of work in which is determined by:

- according to the Reference book of basic prices, developed in the price level as of 01.01.01,

- according to the Reference books of basic prices, developed in the price level as of 01.01.91,

- according to SCiR-82 with prices adjusted to the base price level as of 01.01.91.

The estimate calculation also highlights field, cameral and laboratory work, taking into account their performance in expedition conditions or in hospital conditions, as well as cameral and laboratory work performed in field camp conditions.

The need for such differentiation is due to different values ​​of correction factors and standards when calculating costs that are not included in the prices of the tables of the relevant documents, as well as different values ​​of the inflation index applied to prices calculated at different basic levels.

When drawing up an estimate, it must be taken into account that in all Handbooks and SCiR-82, prices provide for the cost of performing field work in expedition conditions, and cameral and laboratory work - in hospital conditions.

For work, the cost of which is determined by labor costs (form 3P), separate estimates in the prices of the current period, to which, if necessary, calculations and documents justifying these costs are attached (the procedure and approximate forms of calculations are given in Appendix 2).

3.7. Estimated calculation according to the tables of Reference books of basic prices and STsIR-82 is carried out in the same sequence. In this case, the following procedure for calculating estimates is recommended.

3.7.1. The cost of survey work (which can be conditionally divided into main and auxiliary) is calculated in accordance with the composition and volume of planned or actually performed work.

The main works include works (field, cameral, laboratory) that directly ensure the receipt of survey products (reporting documentation).

Auxiliary works are conditionally divided into two groups.

Group I includes expenses for:

- earthworks and road works;

- rigging work.

Group II includes expenses for:

- maintenance of survey equipment, vehicles and survey bases and radio stations;

- installation and dismantling of survey equipment;

- snow removal.

3.7.2. Survey work, both main and auxiliary, carried out at sites in the field and (or) of an expeditionary nature, are considered to be carried out in expedition conditions if workers employed in these jobs are paid travel allowances or field allowances. When work is performed without the payment of travel allowances or field allowances to employees, these works are considered to be completed in hospital conditions.

3.7.3. The prices of Reference books of basic prices and STsR-82 are calculated for the conditions of survey work in the middle zone of the European part of Russia (in terms of wages), a favorable period of the year and a normal mode of survey work.

3.7.4. When conducting surveys in conditions other than those listed above (in mountainous and high-mountainous, desert and waterless regions, under special conditions, in an unfavorable period of the year), surcharges are introduced to their cost associated with compensating the organization for increased costs and loss of working time during survey work . The amount of the allowance is determined by applying the fractional part of the relevant correction factors provided for in the "General Instructions" to the cost of work. To simplify the work on the preparation of estimates, the "General Instructions" of the Reference Books are compiled with the preservation of the numbers of the tables provided for by the "General Instructions" of SCiR-82, therefore the numbers of the tables of the "General Instructions" in the Reference Books of Base Prices and SCiR-82 are the same.

In the estimate calculation, all allowances for work performed under the appropriate conditions are calculated separately and included in the estimate as separate items:

- in mountainous and high-mountainous regions;

- in desert and waterless areas;

- under special conditions;

- in an unfavorable period of the year.

If it is necessary to apply several allowances to the cost of work, the amount of each subsequent allowance is calculated taking into account the amount of the previous allowance, while the calculation of the amount of the allowance is made to the cost of only those works that are performed under appropriate conditions.

The allowances are calculated in the following sequence:

a) when performing research in mountain and alpine districts, the norms of table 1 are applied to the cost of all works (main and auxiliary);

b) when performing surveys in desert and waterless districts to the cost of all works (main and auxiliary), the standards provided for in Appendix 1 are applied;

c) when performing surveys under conditions special regime the relevant standards apply to the cost of the following field work:

- basic;

- auxiliary group I;

- auxiliary group II - "snow removal".

d) when performing surveys in the districts (according to Appendix 2), the standards of Table 2 apply to the cost of field work (excluding work performed in heated rooms, including installation, dismantling, maintenance of equipment), as well as cameral and laboratory work if they are performed in a "field camp".

Application of the coefficient for the performance of work in an unfavorable period of the year due to a decrease in labor productivity, therefore, the standards of table 2 apply to the cost of only that part of the specified work, which is performed in an unfavorable period of the year. The value of the coefficient used in the estimate calculation does not depend on the duration of field work, but is set depending on the duration of the unfavorable period in accordance with Appendix 2 for the area where surveys are being carried out.

3.7.5. Expenses not included in the table prices are recommended to be allocated in a separate section of the estimate (other expenses) and determined as follows.

a) Expenses for inland transport provide for compensation of expenses of the executing organization for relocation of surveyors and transportation of equipment and materials within the site of surveys (that is, from the location of the survey expedition, party, team or organization performing surveys to the site of surveys and back, as well as directly at the site of work) . Costs for internal transport are included in the cost estimate without fail and are determined by applying the standards of Table 4 of the Handbooks (SCiR-82) to the cost of all field work (main and auxiliary), as well as cameral and laboratory work performed in a field camp. At the same time, the cost of these works is established with all allowances, taking into account the conditions for performing surveys (according to clause 3.7.4 of this Manual), including the costs of maintaining survey bases, radio stations, as well as the installation, dismantling and maintenance of survey equipment, and, if necessary, determining the costs of internal transport- by special calculation in the prices of the current period in the cases and in the manner provided for in the notes to table 4 of the Handbooks (STsR-82). In this case, the norms of Table 4 do not apply.

Note - Table 4 guidelines are based on the need for vehicles to be on site full time due to safety regulations.

b) Expenses for external transport are related to the compensation of expenses of the executing organization for the travel of prospectors and transportation of equipment and materials from the permanent location of the organization performing the surveys to the survey base or survey site and back. Expenses by external transport are determined by applying the norms of Table 5 (providing for round-trip transportation costs) to the cost of all field work (main and auxiliary), as well as cameral and laboratory work, if they are performed in expeditionary conditions. In this case, the cost of work is determined taking into account:

- allowances for the conditions for performing surveys, determined in accordance with clause 3.7.4 of this Manual;

- expenses for internal transport determined by the standards of table 4;

- costs for the maintenance of survey bases, radio stations, installation, dismantling and maintenance of survey equipment.

If necessary, the cost of external transport can also be determined by a special calculation based on actual costs in the prices of the current period, taking into account the current transport tariffs, wages and travel allowances (daily allowances) or field allowances for the period of travel of the survey personnel (to the place of surveying and back) in the cases provided for in the notes to Table 5 of the Handbooks base prices. In this case, the norms of Table 5 do not apply.

c) Expenses for organization and elimination of surveys at the facility are associated with the loss of working time for: drawing up an application with a list of necessary tools, materials, overalls and other material assets and their receipt (delivery), packing and sending equipment, equipment and materials to the place of work and other preparatory work necessary to start implementation survey work, as well as dismantling, dismantling of machinery, equipment, structures, preparation and submission of material and financial reports and other work related to the liquidation of surveys at the facility.

Costs for at the facility are calculated by applying the relevant standards of clause 13 of the "General Instructions" of the Handbooks and SCiR-82 to the cost of all field work (main and auxiliary), as well as cameral and laboratory work, if they are performed in expedition conditions. In this case, the cost of work is determined in the same way as when calculating the costs of external transport.

Costs for organization and liquidation of works at the facility must be taken into account without fail when performing all types of survey work, regardless of their volume and the remoteness of the work site from the location of the organization performing the survey.

d) Costs associated with issuance of intermediate survey materials(if it is provided for by the contract or the terms of reference of the Customer) are determined by applying the fractional part of the corresponding coefficient to the cost of all main (field, laboratory and cameral) and auxiliary works (except for the costs of maintenance of bases and radio stations) with all allowances (according to clause 3.7.4 of this Manual), taking into account the conditions for performing survey work. At the same time, the costs of internal and external transport; organization and liquidation works on the object are not taken into account in the calculation.

The costs associated with the issuance of interim reporting materials of surveys are due to a violation of the sequence of the production process and the need to compensate employees for wages for processing and performing work outside of working hours.

e) Expenses for metrological assurance of the unity and accuracy of measuring instruments and additional depreciation charges for production equipment and transport ( metrological support) are calculated for survey work, the cost of which is established according to SCiR-82, taking into account the "Additions". In the Reference books of basic prices, this type of expenditure is provided for in tabular prices and is not additionally taken into account in the estimates.

Calculation of expenses for " metrological support" is carried out by applying the fractional part of the corresponding coefficient to the cost of all basic (field, laboratory and cameral) work with all allowances (according to clause 3.7.4 of this Manual), taking into account the conditions for conducting surveys, with the addition of expenses for internal transport. At the same time, the costs of external transport, organization and liquidation works and issue of intermediate materials are not taken into account.

3.7.6. Estimated cost estimate survey work is formed as the sum of:

- expenses for the performance of all types of main and auxiliary works;

- allowances accrued in accordance with clause 3.7.4 of this Manual;

- expenses not provided for in the table prices, calculated in accordance with clause 3.7.5 of this Manual.

a) Charge " district allowance" to " total estimated cost" is made in accordance with clause 3.5 of this Manual by using the fractional part of the correction regional coefficient of table 3.

In the estimate, separate items include expenses for " regional" allowance for work performed in " expedition conditions", and the work performed in " hospital conditions", that is, at the location of the organization (where, as a rule, desk and laboratory work is performed), if the established values ​​​​of the district coefficients for wages workers are different (appendices 3 and 4 of the Handbooks).

If it is necessary to use several regional coefficients (for example, when surveying the main routes of linear structures of great length, etc.), it is advisable to introduce these coefficients directly to the cost of the main and auxiliary works. In this case, the regional coefficient to " total estimated cost" does not apply.

b) When carrying out surveys by organizations making payments related to the provision of benefits to persons working in the regions of the Far North and areas equivalent to them, an allowance is charged for " northern benefits to offset those costs.

The amount of this allowance is determined in a separate item of the estimate by applying the fractional part of the corresponding coefficient to " total estimated cost". In this case, the value " regional" allowances in this " total"does not turn on.

c) The estimate attached to the contract provides for additional costs for works and services listed in paragraph 12 of the "General Instructions" of the Handbooks, as well as unforeseen costs associated with plugging wells, construction of temporary buildings and structures (bases for tents, moving through ditches and ditches, installation of stairs on steep slopes, sheds, yard latrines, moorings for boats and boats, etc.), in the amount of at least 10% of the estimated cost of survey work.

The need to include cost items in the estimate " Unexpected expenses"due to the contractors' lack of information about upcoming additional costs that are not provided for by the prices of the Handbooks and SCiR-82: the acquisition of survey materials from previous years (including aerospace, cartographic), logging ticket; approvals necessary for the production of surveys, etc. If the contractor has information about the upcoming costs for the specified purposes article " Unexpected expenses"is not included in the estimate, and the amount of these costs is determined in accordance with clause 3.10 of this Manual.

When compiling the executive estimate, the value " contingencies", if necessary, is adjusted in accordance with the actual costs for these purposes.

Overall Size" contingencies"is defined as the sum of the expenses of the organization performing the survey, determined by labor costs (form 3P), and the expenses of organizations providing services on the basis of relevant documents (copies of contracts, invoices, invoices, checks, etc.).

3.8. By adding the allowances specified in clause 3.7.6 to preliminary total of the estimated cost formed cost of survey works in prices as of 01.01.01 or 01.01.91

3.9. Bringing the cost of engineering surveys, calculated in prices as of 01.01.01 or 01.01.91, to the price level of the current period is carried out by applying to this cost the corresponding inflation index.

Quantities inflation indices, contained in the letters of the Gosstroy of Russia, are averaged over organizations of various departmental affiliations that carry out surveys in Russia, and are calculated without VAT; these inflation indices are informational.

Calculation procedure inflation index recommended by the letter of the Ministry of Construction of Russia dated December 17, 1992 N BF-1060/9 and is established by the "Temporary recommendations for clarifying the base prices determined by the Collection of prices for survey work for capital construction", in accordance with which inflation index calculated by the organization performing the survey.

To bring the cost of survey work, calculated according to the Reference books of basic prices at the base level as of 01.01.91, the same applies to the prices of the current period. inflation index value, as in determining the basic cost of surveys, calculated according to SCiR-82 with "Additions" and "Letter 21-D".

3.10. Expenses, determined in the prices of the current period, are the sum of the costs of the organization performing the survey and the costs of the organization providing the services.

The costs of the survey organization associated with the loss of working time are calculated by labor costs based on the wages of the main performers (with justification for the time of employment of specialists).

Costs determined in prices of the current period, such as payment for third party services; costs associated with obtaining initial data and information about natural conditions, with the acquisition of aerial photography, cartographic and stock materials of surveys of past years; expenses for compensation to land users for material damage caused in connection with damages and conducting surveys on their land plots; costs associated with deforestation; transportation costs (if they are determined according to the current tariffs), etc., are included in a separate additional estimate and, as a rule, are not subject to indexation.

The indexation of the above costs can be performed in accordance with the change in the inflation rate for the period of the survey, if this is provided for by the agreement (contract).

3.11. The basic cost of survey work in prices as of 01.01.01 or 01.01.91, reduced to the price level of the current period, together with the costs determined in the prices of the current period (clauses 3.7-3.10 of this Manual), are full base cost of survey work on the object of research, which is basis to establish contract price.

Estimates for survey work, calculated according to the prices (rates) of the Reference books of basic prices and SCiR-82 (Form 2P), are recommended to be drawn up according to the attached form.

For prices (rates) calculated at different basic levels, separate estimates must be drawn up without fail. It is also recommended to separately draw up estimates for the types of engineering surveys: engineering-geological, engineering-geodesic, engineering-hydrometeorological.

At the top of the estimate, the name of the object, the design stage, the type of survey, the name of the organization of the contractor and the customer, as well as the name of the price document (documents) on which the estimate is drawn up are indicated without fail. Inclusion in the cost estimate should be carried out in the sequence provided for in this Manual. When compiling estimates for surveys of main routes of considerable length, passing through areas in which various regional coefficients are set for the wages of surveyors, it is recommended to draw up estimates for the corresponding sections of the routes, depending on the number of regional coefficients, or in extreme cases, enter the regional coefficient directly to the prices.

The columns of the estimate, drawn up according to the attached form, must contain the following data.

In column 2 - "Name of work and costs" are given: type of work (costs), category of complexity, relief section, built-up area, etc., i.e. all the parameters necessary to justify the prices included in the estimate for calculating the cost of work.

Column 5 - "Cost Justification" provides a link to the price document, from which the price is taken, indicating the table number, paragraph, note number, paragraph of the General Instructions (General Provisions) of the Directory, part, chapter, on the basis of which the corresponding reduction or reduction is applied to the price. increasing coefficient or percentage standard.

When drawing up estimates, it is imperative to take into account that in all Reference books of basic prices and in SCiR-82, prices for field work are calculated for the performance of these works in expeditionary conditions (i.e. with the payment of travel allowances or field allowances to employees), and prices for laboratory and cameral work - for hospital conditions (i.e. without paying prospectors travel allowances or field allowances). In this connection, when performing field work in a hospital, a reduction factor of 0.85 is applied to prices (prices), and if laboratory and cameral work is performed in expeditionary conditions, then a multiplying factor of 1.15 is applied to prices (prices) for these works.

All surcharges and other expenses are calculated in accordance with this Manual for the relevant price documents, and the transfer of standard values ​​from one price document to another is not allowed.

As a result of summing up the cost of all planned (performed) work, allowances and other expenses, the estimated cost of work is formed at the base level (in prices as of 01.01.01 or 01.01.91), and after the introduction of the inflation coefficient - the estimated cost in the prices of the current period.
