Collection of basic prices for general construction works. SBC “Reference book of basic prices for design work for construction. Energy objects. Examples of determining the base price for designing objects

1.1. State estimated standard "Reference book base prices for design work for construction "Housing and civil construction facilities" (hereinafter referred to as the Directory) is intended to determine the cost of developing design and working documentation for the construction of housing and civil purposes.

1.2. When using this Directory, you should be guided by the Guidelines for the use of reference books of basic prices for design work for construction, approved by order of the Ministry of Regional Development Russian Federation dated December 29, 2009 N 620 (hereinafter referred to as the Guidelines).

1.3. The price level contained in the tables of the Directory is set as of 01.01.2001.

1.4. Base prices in the Directory are set depending on natural indicators objects under design: area, volume and others (hereinafter referred to as the main indicators of objects). For unique housing and civil construction projects, base prices are given depending on the total cost of construction.

1.5. The distribution of the base price for the development of design and working documentation, determined according to the tables of the Directory, is carried out according to the ratio below and can be specified by agreement between the contractor and the customer.

1.6. If performed as part of project documentation on behalf of the customer of works on the impact assessment of the facility capital construction on the environment (EIA), the price is determined at a rate of 4% of the total design cost.

2. The procedure for determining the base price of design work, depending on the natural indicators of design objects

2.1. The base prices of this section of the Handbook do not take into account the design of:

· industrial building products;

· drainage;

· reclamation of disturbed lands;

· off-site networks, structures (district transformer substations, boiler houses, central heating points, treatment, water intake facilities), booster water pumping stations, sewage pumping stations;

· transfer engineering networks within the construction site and removal of engineering networks from construction site, as well as shifted engineering networks and structures outside the allotted area.

2.2. The basic prices of the Directory take into account the costs of designing engineering networks and structures within the construction site, except as otherwise specified in the relevant paragraphs of this Directory.

2.3. The base price for designing a construction object in difficult (cramped) environmental conditions (an object in a historical environment, in a protected landscape zone) is determined in agreement with the customer using a pricing coefficient of up to 1.1 to the cost of developing project documentation.

2.4. The base price for the design of combined or interlocked buildings and structures, as well as buildings with built-in premises for other purposes, if this association, blocking or insertion is not provided for by the standards for their design, is determined by summing up the prices for the design of combined or blocked individual buildings and structures, as well as the main buildings and built-in spaces.

At the same time, the base price for designing the main building is accepted with a coefficient of 1, the cost of buildings blocked with it or built-in premises is accepted with a reduction factor as agreed with the customer, but not more than 0.8 and 0.5, respectively.

Chapter 2.1. Residential buildings, hotels, hostels (to tables No. 1, 2)

2.1.1. The base prices do not include the cost of designing boiler houses, transformer substations.

2.1.2. The base price of design using design documentation for repeated or mass application ("binding") is determined with the introduction of the following pricing coefficients into the calculation:

· without making changes to the above-ground part of buildings - from 0.1 to 0.25;

· with changes in the above-ground part of buildings, changes in facades and layout, including changes in the number of storeys, roof structures - up to 0.7;

2.1.3. In the case of performing work on objects of repeated or mass use based on the block-sectional method, the base price of design work on the development of the basic block-section is determined with a pricing coefficient of 0.8. At the same time, the base price of work on the layout of the house is determined with a coefficient of up to 0.2.

2.1.4. The cost of block sections developed on the basis of the base block section as part of a single series is determined with a pricing coefficient of up to 0.7 of the cost of the base block section, depending on the complexity of their design.

2.1.5. When designing objects consisting of repeatedly (more than three times) repeating sections or buildings, the base price is set using correction factors for the cost of work on repeating sections (hulls) in accordance with clause 2.1.2. At the same time, the cost of developing the base section (building) is determined similarly to the calculation of the cost for a separate building.

2.1.6. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· development cost standard projects block - sections with end facades and a wheelchair is determined by the prices of residential buildings;

· the volume of the building is determined without taking into account the volumes of the technical floor, attic and underground.

2.1.7. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· the base price for designing hotels of the categories "four stars" and "five stars" is determined by the price indicators of paragraphs 4-6 of the table with pricing coefficients of 1.2 and 1.3, respectively;

· the base price for designing hotels with attached restaurants is determined in accordance with clause 2.4 of this Guide;

· The base price for the design of boarding houses with medical functions for the disabled is determined by the prices of items 1-3 of this table using a pricing coefficient of 1.15.

Chapter 2.2. Health and recreation facilities (to tables N 3, 4)

2.2.1. This chapter contains base prices for determining the cost of developing design and working documentation for the new construction of complexes and individual buildings and structures of healthcare and recreation institutions.

2.2.2. The complex of a medical institution means a number of functionally interconnected buildings and structures located on the same territory and having common communications, a single system of energy supply, water supply, and the like.

The complex includes: the main building of the hospital (maternity hospital), a polyclinic (antenatal clinic), combined with a hospital, medical, medical and diagnostic buildings, as well as utility and auxiliary buildings and structures.

The complex does not include: centralized support and production and economic services (pathoanatomical buildings, garages, warehouses, workshops, etc.), as well as separate auditoriums, conference rooms, medical schools with dormitories serving several medical institutions of various profiles.

2.2.3. When determining the base price for designing objects according to tables N of this Handbook, the following features must be taken into account:

· the total area of ​​buildings or structures listed in paragraphs 1-8 of tables N and is determined as the sum of the areas of all floors (including technical, attic, basement, basement); without areas of sheds, small forms of architecture, household sheds, garages;

· the base price for designing holiday homes "four stars" and "five stars" is determined by the prices of points 3, 4 using a pricing coefficient of up to 1.2;

· the base price for designing a rehabilitation center for the disabled is determined by the prices of paragraphs 5, 6 using a pricing coefficient of up to 1.15;

· the prices of the tables do not take into account the design of beaches with facilities on them, dredging, bank protection works, piers and boathouses;

· the base price of designing outside the complex of dormitories for camp sites and camps is determined by the prices of points 3, 4 using a pricing coefficient of up to 0.7;

· the base price for the design of buildings and complexes of summer operation is determined using a pricing coefficient of up to 0.5.

Chapter 2.3. Physical culture and sports facilities (to tables N 5-11)

2.3.1. This chapter contains basic prices for the development of design and working documentation for the construction of sports and recreation facilities for mass use.

2.3.2. The base prices for planar and special structures include the cost of designing only the main structures without service and auxiliary structures and premises within the boundaries of the structure (sites, fields, and so on).

2.3.3. Base prices for sports buildings and swimming pools take into account the design of the main elements (halls, baths) and the obligatory auxiliary premises.

The price includes design work within the boundaries of the development, determined by the territory within a fifteen-meter zone from the contour of the building, including the inputs of engineering communications.

2.3.4. The base price for the design of complexes is determined by summing up the prices for the development of design and working documentation for sports facilities that are part of it; in the case of placement of various facilities of the complex in a single volume or interlocked, the cost of design work is determined using a pricing coefficient of up to 1.2.

2.3.5. The base price for the design of gyms and swimming pool baths built into residential and public buildings is determined by the prices of the corresponding structures (Table N, of this Directory) using a pricing coefficient of up to 0.5.

2.3.6. The base price for the design of sports buildings and swimming pools with stationary seats for spectators with the number of spectators in the buildings up to 500 people and pools up to 1000 people (excluding seats on the balconies) is determined by the prices of the corresponding facilities (tables N , , of this Directory) using a pricing coefficient up to 1.2.

2.3.7. When designing on the instructions of the customer complexes, the price of which is formed by summing up the prices for physical culture and sports facilities of this Directory, the base price master plan, vertical planning, landscaping, landscaping and on-site engineering networks is determined by applying the following pricing coefficients to the price of the complex, depending on the area of ​​​​the allotted site and the degree of development of bulk structures:

· territory from 0.5 to 3 hectares, building area up to 30% - 0.25;

· territory from 0.5 to 3 hectares, building area over 30% - 0.2;

· territory from 3 to 10 hectares, building area up to 30% - 0.2;

· territory from 3 to 10 hectares, building area over 30% - 0.15;

· territory of more than 10 hectares, building area up to 30% - 0.15;

· the territory is more than 10 hectares, the building area is more than 30% - 0.1.

2.3.8. The cost of implementing the construction organization project, determined during the development of project documentation for the construction of complexes, is 5%.

2.3.9. The base prices do not take into account the design of engineering structures (heating station, refrigeration station, transformer substation, water booster pumping station, and so on) that ensure the operation of the designed structures or a complex of structures.

2.3.10. When designing sports facilities with air conditioning, a pricing factor of 1.15 is applied to the base prices.

2.3.11. Base prices do not include:

· amplification and simultaneous translation of speech;

· production of booklets;

· ski slopes, fitness clubs, bowling alleys;

· calculations of natural illumination of objects located close to the designed objects in the existing urban development.

2.3.12. The base price for designing open ice rinks with artificial ice is determined at the corresponding price of paragraph 4 of this Handbook using a pricing coefficient of up to 0.7.

2.3.13. The base price for the design of outdoor pools is determined by the corresponding prices of this Handbook using a pricing coefficient of up to 0.8;

2.3.14.* When determining the base price for designing facilities according to this Directory, it must be taken into account that the base price for designing grandstands, including additional under-tribune premises, is determined using the coefficients of Table No. 9a of this Directory.

2.3.15.** The base price for the design of objects according to tables N - of this Directory, when additional premises are included in their composition, is determined using the coefficients given in the relevant tables N -9a of this Directory.

2.3.16. The base price for the design of springboards according to this Guide with referee towers and coaching stands is determined using a pricing factor of up to 1.2.

Chapter 2.4. Objects of education and preschool institutions (to tables N 12-13)

2.4.1. When determining the base design price according to this Handbook, the total area of ​​preschool institutions and educational institutions does not include the area of ​​sheds, small forms of architecture, cold verandas, utility sheds, and garages.

2.4.2. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· the base price for the design of buildings of 10 floors and above is determined by the prices of the table using a pricing coefficient of 1.15;

· the base price for the design of the EC, student canteens, dormitories, assembly halls, libraries, sports camps is determined additionally.

Chapter 2.5. Objects of culture and art (to tables N 14-21)

2.5.1. When designing objects of culture and art with an expanded (reduced) composition of premises, maximum saturation with technological equipment (the necessary minimum equipment for the technological process), provided for by regulatory documents, base prices are accepted with application to sections of design and working documentation, the labor intensity of which varies depending on from the listed factors, a coefficient from 0.8 to 1.2 as agreed with the customer.

2.5.2. When determining, according to this Guide, the base price for designing cinemas that combine stage and spectator complexes of two or more halls, as well as foyers used as stage venues, is determined by summing up the prices of two or more cinemas. At the same time, coefficients are applied to the price of the second and subsequent cinemas:

· 0.8 - to the technological section of the project documentation;

· 0.5 - to the architectural, construction and engineering sections of the project documentation.

2.5.3. The base prices of theatrical and entertainment enterprises (this Directory) provide for the design of single-hall theatres, cinema and concert halls and circuses, the capacity intervals of which are provided for by regulatory documents, equipped with the optimal composition of technological equipment, located in year-round buildings with a normal composition of premises, having a sufficient level of comfort.

2.5.4. The base prices of this Handbook do not include the design of:

· sound systems for persons with partial hearing loss;

· broadcasts and alerts to 2 or more directions;

· speech translation systems and conference systems;

· large screen television installations;

· out-of-studio radio and television broadcasts;

· laser installations;

2.5.5. The base prices of this Guide are set for the design of theaters and concert halls with standard sizes of stages and stages provided for by regulatory documents. When designing stages and stages of other types, the cost of developing sections and types of design work in the part related to the stage complex is determined with coefficients that take into account the following factors:

· panoramic, three-sided, central, with a rear stage, designed in addition to the grate stage - up to 1.3;

· panoramic, three-sided, central, with a rear stage, designed instead of a grate stage - up to 0.7.

2.5.6. The base price for the design of technological systems for scenes with curvilinear outlines in plan, in longitudinal or transverse sections is determined according to this Handbook, applying to the relevant sections a coefficient that takes into account complicating factors - up to 1.2 as agreed with the customer.

2.5.7. When designing theaters for two or more troupes at the same station with a common main hall, the base price is determined according to this Guide with a pricing coefficient of up to 1.15 as agreed with the customer.

2.5.8. The base price for designing the auditorium of the theater as a citywide universal hall intended for holding the most significant public events, in accordance with the design assignment, which provides for additional requirements for the composition of the area and equipment of the premises, is determined at the corresponding prices of this Directory with a pricing coefficient of up to 1.2 in agreement with the customer.

2.5.9. The basic prices of cinematography objects in tables N - of this Directory do not take into account the design:

· installations of thermal neutralization of industrial Wastewater;

· dewatering;

· special treatment facilities for process wastewater.

Chapter 2.6. Research institutions, design and engineering organizations (to table N 22)

2.6.1. The price for the design of the complex of the research institute in this Directory takes into account the design of the following buildings: laboratory and research, administrative, warehouse, experimental workshops and power plants.

2.6.2. The base price for the design of observatories, astronomical structures, buildings of research institutes dealing with problems of nuclear physics, space exploration, elementary particle accelerators, radioactive isotopes of I and II classes of ultra-high-voltage equipment, heavy-duty electrical equipment, special converting devices, especially dangerous infections, genetic engineering with a degree protection F3 and F4, new directions in the field of electronics and cybernetics is determined in relation to the prices of the table with a pricing coefficient of 1.8.

2.6.3. When designing research institute facilities located in areas of existing development, in cities with a population of more than 250 thousand people. a pricing coefficient of up to 1.1 is applied to prices; in cities with a population of 1 million people. and above - up to 1.2.

2.6.4. The base price for the design of buildings of 10 floors and above is determined according to this Handbook using a pricing coefficient of 1.15.

2.6.5. The base price for the design of research institutions for humanitarian purposes is determined by the prices of paragraphs 1, 2 of this Handbook using a pricing coefficient of 0.7.

2.6.6. The base price for the design of a complex of pilot production buildings includes the design of a compressor room and a central heating station.

2.6.7. The prices of this Handbook do not include the design of:

· flyovers and walk-through collectors;

· installations of industrial television and translation of speeches;

· ATS;

· compressor, cryogenic, hydrogen, nitrogen, oxygen stations and the like;

· chemical protection of structures and pipelines;

· stations for special water treatment (distilled, deionized, etc.);

· stations for special treatment of process gases.

2.6.8. The prices of items 15, 16 of this Handbook do not take into account the design of the technical library.

Chapter 2.7. Buildings of trade and public catering enterprises (to tables N 23-24)

2.7.1. The base price for the design of lightweight buildings is determined by the prices of tables N, of this Handbook, using a pricing coefficient of up to 0.7.

Chapter 2.8. Administrative buildings (to table N 25)

2.8.1. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· the base price for the design of judicial institutions is determined by the prices of items 1.2 * with a pricing coefficient of up to 1.15;

· when designing buildings listed in paragraphs 1-6 with air conditioning, a pricing factor of up to 1.2 is applied to the cost of the relevant sections.

Chapter 2.9. Objects of consumer services for the population (to table N 26)

2.9.1. This Handbook contains basic prices for the development of design and working documentation:

· dry cleaning enterprises;

· enterprises for washing linen and dry cleaning clothes;

· household radio-electronic equipment repair enterprises;

· enterprises of repair of household machines and devices;

· enterprises of repair and tailoring of footwear;

· enterprises of repair and tailoring;

· enterprises of repair and manufacture of knitwear;

· furniture manufacturing and repair enterprises;

· photo film enterprises;

· rental studio;

· pawnshops;

· complex reception points, including hairdressers and other types of household services.

2.9.2. The base prices of this Guide do not include the cost of designing industrial television, a boiler house.

Chapter 2.10. Objects of public services for the population (to tables N 27-32)

2.10.1. The prices of this chapter do not include: certification and inventory land plots, buildings, structures; small architectural forms, boiler rooms (except for items 1-4 of this Handbook), construction dewatering, transfer and removal from the construction zone of ground and underground utilities, roads

2.10.4. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· the prices of points 1 and 2 do not take into account the cost of designing water treatment facilities;

· the base price for designing a hygienic type bath, interlocked with an urgent laundry, is determined by the prices of points 3 and 4 using a pricing coefficient of up to 1.3;

· when designing a water softener, a pricing factor of 1.02 is applied to the prices in the table.

2.10.5. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· the base price for the design of embankments with a curvilinear outline in plan is determined using a pricing coefficient of up to 1.15;

· the base price for the design of sloping embankments is determined using a pricing coefficient of up to 0.4;

· the base price for the design of vertical embankments is determined using a pricing coefficient of up to 0.8;

· basic prices include the design of bank reinforcement, ramps, exits, embankment junctions at its beginning and end, drains and construction water drawdown;

· the base price for designing the intersection of the embankment with existing and planned communications and structures is determined additionally.

Chapter 2.11. Urban electric transport (to tables N 33-38)

2.11.1. The prices of this chapter do not take into account the costs of: designing water supply and culvert channels and trays; development of measures for the safety of existing facilities falling into the construction zone; development of a project for the organization of a sanitary protection zone; development of a dendroplan and drawing up a statement with the calculation of the compensation cost for demolished green spaces.

2.11.2. The basic prices of this chapter provide for designing according to geodetic plans on a scale of 1:500. When designing according to geodetic plans on a scale of 1:200, a pricing coefficient of 1.15 is applied to prices.

2.11.3. At the intersection of metro lines and structures, a coefficient of up to 1.2 is applied to the design prices of urban electric transport facilities located in their zone.

2.11.4. When designing facilities in cities with a population of 500 thousand people to 1 million people, a pricing coefficient of up to 1.1 is applied to prices, with a population of more than 1 million people - a coefficient of up to 1.2, for the cities of Moscow and St. Petersburg - a coefficient of up to 1, four.

2.11.5. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· if the length of the routes in the city is more than 100 km, a pricing coefficient of up to 1.1 for every 25 km of the route is applied to the prices of point 10;

· for electrical workshops, the main indicators of which differ from those given in the table, the design price should be determined by extrapolation by the sum of the main indicators of power and length.

2.11.6. The base prices of this Guide do not include:

· distribution substations of power systems;

· anti-landslide measures;

· traction substations.

2.11.7. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· base prices are given for the design of end stations outside the complex;

2.11.8. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· as a unit of measurement of the length of lines, their length is taken in single-track calculation. At the same time, a reduction factor of up to 0.3 is applied to the cost of designing a nearby second track.

· base prices are given for lines with two final turning rings with the length of the curves in the plan not exceeding 15% of the length of the designed lines. The cost of additional, in excess of 15%, curved sections of the line and additional turning rings is determined with a coefficient of 1.15 for each kilometer of curves.

2.11.9. The base prices of this Guide do not include:

· removal from the construction zone and reconstruction of automobile and railways, tram and trolleybus lines;

· facilities: tram depot, terminal stations, workshops for electrical and track facilities, central control rooms;

· bridges, overpasses, overpasses and pipes with a diameter of more than 1.5 m;

· city ​​streets, roads and underground drains;

· power supply 6 (10) kV AC and 0.6 kV DC, electrical calculations of traction networks, calculations of the influence of power lines and electrified railways;

· telemechanization of traction substations;

· notification at stopping points;

· motorways along the route;

· special nodes of contact networks in artificial structures.

2.11.10. In the joint design of ground light rail lines or ordinary tram lines with city streets, a pricing coefficient of 0.9 is applied to the prices of this Handbook.

2.11.11. When determining the base price of design according to this Handbook, the following features must be taken into account:

· base prices are given for lines - in one direction of movement. At the same time, a reduction factor of up to 0.3 is applied to the cost of designing a nearby passing second line.

· basic design prices for transport hubs are given - depending on the number of special parts;

· the base price for designing a trolleybus contact network is determined for individual lines, the length of which is limited by turning rings, turning rings or transport hubs;

· the base price for designing a tram line contact network is determined according to paragraphs 1, 2 using a pricing coefficient of up to 0.9;

· the base price for designing an overhead network of automatic tram switches is determined according to paragraphs 1, 2 using a pricing coefficient of 0.9;

· the base price for designing an overhead power supply network for the contact network of tram and trolleybus lines is determined according to paragraphs 1, 2 using a pricing coefficient of up to 0.8.

2.11.12. The base prices of this Guide do not include:

· fastening design of insulating shields under artificial structures (overpasses, overpasses, pipelines, etc.);

· lighting and traffic signaling of trolleybus lines;

· automatic arrows at the nodes of the tram line, taking into account the cable and air networks;

2.11.13. The base prices of this Handbook do not take into account the design of control rooms and telemechanics points.

2.11.14. When determining the base price for the design of objects according to this Handbook, the following features must be taken into account:

· this table shows the prices for performing electrical calculations of traction networks with a voltage of 0.6 kV DC trolleybus lines, conventional tram lines, local electrical calculations performed on a separate order;

· prices are given for the total length of tram (trolleybus) networks by calculation options and development stages, in single-track calculation (one direction of movement).

Chapter N 2.12. Models of residential and civil buildings and structures (to table N 39)

2.12.2. The prices of this Directory include the production of models and mock-ups showing buildings and structures, terrain, landscaping, small forms, roads, driveways, footpaths, sports grounds and other objects.

2.12.3. The measurement of the expanded area of ​​the facades is carried out:

· with flat roofs - up to the top of the eaves of the building;

· with volumetric roofs - up to the ridge of the roof (the upper point of the roof).

2.12.4. The prices of this Handbook are given for models made of wood, plastic, metal and other materials. The production of models from soft material (cardboard, polystyrene, plasticine, plaster, paper and others) is determined using a pricing coefficient of 0.6.

2.12.5. The production of layouts for exhibitions and museums is determined using a pricing factor of 1.2.

2.12.6. The prices of this Directory provide for the production of models on a scale of 1:100. When making models in other scales, pricing coefficients are applied to prices:

· at a scale of 1:20 - 0.6;

· at a scale of 1:50 - 0.8;

· at a scale of 1:200 - 1.2;

· at a scale of 1:500 - 1.4.

2.12.7. Production of layouts without showing interiors and equipment is determined using a pricing coefficient of up to 0.5.

2.12.8. The production of collapsible layouts is determined using a pricing factor of up to 1.2.

2.12.9. When several separate buildings are placed on one stretcher, the price of making a model is determined as the sum of making models of these buildings, while making models of related buildings (all but the main one) is determined using a pricing coefficient of 0.9.

3. The procedure for determining the base price of design work, depending on the total cost of construction

3.1. The base price for the development of design and working documentation is set as a percentage of the total cost of construction of unique buildings and structures (this Handbook).

3.2. The base price takes into account the cost of design work, which is reflected in the total cost of construction, corresponding to the final indicator of the cost of construction for chapters 1-12 of the Consolidated Estimated Calculation of the Cost of Construction (CCCC), with the exception of the cost of work listed in paragraph 1.3.6 of the Guidelines.

3.3. The cost of construction to determine the base price of design work is determined by an analogue object, taking into account their comparability, or by aggregated indicators of the cost of construction (types of work).

4. Base prices for the development of design and working documentation

General guidelines for the use of reference books of basic prices for design work for construction were developed by the Federal State InstitutionP" CENTRINVESTproject» Gosstroy of Russia.

Submitted and prepared for approval by the Office of Pricing and Estimated Rationing in the Construction and Housing and Communal Complex of the Gosstroy of Russia.

INTRODUCTION

Reference books of basic prices for design work for construction (hereinafter referred to as the Reference Books) are intended to determine basic prices for the purpose of subsequent formation of contractual prices for the development of project documentation for new construction, expansion, reconstruction and technical re-equipment of production and and orishno-grazhd an appointment.

General instructions are obligatory for application when using the prices for design work given in all Directories.

I. GENERAL INSTRUCTIONS FOR THE APPLICATION OF BASIC PRICE HANDBOOKS FOR DESIGN WORKS FOR CONSTRUCTION

1. Handbooks h initiated for use by organizations of various organizational and legal forms that, in accordance with the legislation of the Russian Federation, have the status of a legal entity.

2. Base prices in the Directories are set depending on the natural indicators of design objects (capacity, length, capacity, area, etc.) and on the total cost of construction.

3. The prices given in the Handbooks are set in accordance with the composition, procedure for the development, approval and approval of project documentation for the construction of enterprises, buildings, structures provided for.

4. The directories show prices for individual design new construction of facilities, buildings and structures, as well as individual elements of the complex using materials of standard and reusable economical individual projects of workshops, buildings and structures included in them, as well as standard drawings building structures, products and units.

5. Prices in the Directories are set as of January 1, 2001

Prices include all costs for the development of project documentation and profit, excluding value added tax.

6. The prices of the Guides take into account and do not require additional payment for the following works and services:

6. 2participation of the design organization together with the customer in the coordination of the finished project documentation with government bodies and local authorities;

7. The complex prices of the Handbooks for the development of project documentation do not take into account the costs of:

7. 1development of design solutions specified in the design assignment in several options, with the exception of variant studies to select the optimal design solutions.

The development of additional options for a project, a working draft or individual technological, structural, architectural and other solutions is established in the design assignment, which should also define the sections (or parts of these sections) of the project for which it is necessary to develop these options and the initial data necessary for them. development.

The degree of elaboration of additional options is set in agreement with the customer.

In the process of developing both the main and additional options, variant study of design solutions is carried out;

7. 2development of working drawings for special auxiliary structures, fixtures, devices and installations in the design of facilities with particularly complex structures and methods of work.

The base price for the development of working drawings of these structures, fixtures and devices is determined in the manner prescribed by construction organizations, or by calculating the cost in accordance with the cost calculation;

7. 3development of solutions for the monumental and decorative design of enterprises, buildings and structures.

Such work, in cases where it is provided for by the design assignment, is carried out, as a rule, by organizations of the art fund under separate contracts and prices;

7. 4making changes to the project documentation (with the exception of correcting errors made by the design organization).

The performance of these works should be provided for by the assignment for the design of the facility or by a separate order of the customer and paid additionally;

7. 5development of details lyric x drawings of metal structures (KMD) and technological pipelines factory made.

The costs of the design organization that develops the KMD drawings on behalf of the customer are determined at the departmental prices of manufacturers or on the basis of costing and are paid additionally;

7. 6surveys and measurement works at facilities subject to reconstruction, expansion and technical re-equipment.

The cost of such work should be determined according to the relevant Handbooks, or by calculating the cost in accordance with the cost calculation;

7. 7development of design documentation for custom-made equipment, except for the preparation of initial requirements for the design of this equipment.

The base price guide takes into account the costs of preparing initial requirements for the development of design documentation for custom-made equipment, including single-piece and small-scale ones. The terms of reference for the specified equipment are developed by the manufacturer.

AT individual cases When the development of the specified design documentation is entrusted to the design organization, it is carried out, as a rule, under contracts with the equipment manufacturer. If the manufacturer is not defined, then the development of design documentation for the equipment can be carried out by the design organization on behalf of the customer. At the same time, the base price for the performance of the specified design work is determined at the departmental rates of the manufacturers of the specified equipment;

The basic prices of the Directory do not take into account the costs of business trips, including the costs of administrative personnel, if the business trips of this personnel are directly related to the design of the facility;

7. 9development of projects for the production of construction and installation works (P ETC);

7.10development of project documentation for the construction of temporary buildings and structures for the needs of construction organizations;

7.12research and experimental work;

7.13development automated systems enterprise management(AS UP ) and automated control systems technological processes(APCS).

The base price for the design of an automated control system and an automated process control system is determined according to the relevant price documents for the development of the specified technical documentation;

7. 14development of the section ITM GOChS;the base price of development is determined by the relevant Directory;

7.15development of the EIA section;

7. 16development of interiors, carried out in accordance with.

II. PROCEDURE FOR DETERMINING BASE PRICES FOR PROJECT WORKS

A. Depending on the natural indicators of design objects

1. The base price for the development of project documentation (project + working documentation) is determined by the formula:

The prices of the Handbooks for the development of design documentation for enterprises, workshops, buildings and structures take into account the cost of designing all external morning playground x engineering networks, communications, structures and devices (power supply, water supply, sewerage, heat supply, etc.), including the connection of workshops, buildings and structures to them, as well as the general plan and landscaping within the construction site. If the price in the Directory is set for the development of design documentation for the main production (excluding auxiliary, as well as site engineering networks and structures), a comprehensive assessment is carried out by a set of cost indicators for the design of main and auxiliary facilities.

3. The price for the development of design documentation for individual workshops, buildings and structures, carried out by subcontracting design organizations, in cases where the cost of designing these facilities is taken into account by the prices of the relevant Directory, is determined at the same prices at which the design cost was determined by the general designer.

4. If the projected object has a value of the main indicator less than the minimum or more than the maximum indicators given in the price tables of the Directories, the price for the development of project documentation is determined by extrapolation in accordance with the formula given in the appendix.

In cases where the accepted indicator is less than half of the minimum or more than twice the maximum indicator given in the table, the base price of design work is determined in the manner prescribed by clause.

7. The price of developing technical documentation for overhaul building structures of buildings and structures is determined according to the relevant Directory of basic prices.

If it is impossible to apply the specified Handbook, the price of works can be determined using the relevant Handbooks of basic prices for design work for new construction conditions using a reduction factor to the design price for new construction conditions in the amount of not more than 0, 5depending on the amount of work.

8. The costs of design organizations located in areas where, in accordance with applicable law, payments are made due to the district regulation of wages, incl. payments according to district coefficients, as well as allowances for wages for continuous work experience and other benefits provided by the legislation in the regions of the Far North and areas equated to them, are additionally determined by introducing increasing coefficients to the base price total, established on the basis of the relevant justifying calculations performed by the design organization itself.

The method for calculating multiplying coefficients is set out in the "Recommendations for determining the coefficient to the base prices for design work, taking into account the additional costs of organizations for preferential wage payments", approved and recommended for use by a letter from Gosstroy of Russia dated 30. 06.98 No. 9-10-17/40.

B. From generalth construction cost

9. The base price of project documentation (project + working documentation) is determined from the total cost of construction, depending on the categories of complexity of design objects.

10. The price of project documentation includes the cost of designing the entire complex of buildings, structures and types of design work, reflected in the total cost of construction, determined by the analogue object, taking into account their comparability or by aggregated indicators of estimated standards (per unit of indicators:1 sq. m total area, 1 cu. mbuilding volume, 1 P. m tracks, 1 habuildings, per unit of power, productivity, etc.).

11.The price of design documentation is determined according to the tables corresponding to the purpose of the design objects.

12. The base price of project documentation is determined by the formula:

To i - coefficient reflecting inflationary processes at the time of determining the price of design work for the construction of the facility.

To recalculate the cost of construction of objects from the price level as of 01. 01. 2000in the price level as of 01. 01. 2001g. a coefficient equal to1, 38.

13. In cases where the projected object has a construction cost value that is between the indicators given in the table, the base price for the development of project documentation is determined by interpolation.

If the cost of building an object is less or more than the extreme cost indicators given in the price table, the base price of design work is accepted in the amounts established for the extreme indicators (without extrapolation towards decrease or increase).

14. The price for the development of project documentation for the reconstruction and technical re-equipment of existing enterprises, workshops, buildings and structures is determined based on the cost of the reconstruction object,calculated for the conditions of new construction of these facilities using a multiplying factor up to 1, 5and a reduction factor that takes into account the amount of work on reconstruction, established by the design organization in agreement with the customer.

15. The distribution of the price of design work by design stages is given in the Handbooks and can be specified by agreement between the design organization and the customer.

16. The cost of individual sections of the project documentation, taken into account by the base prices, for new construction facilities is determined according to the tables of relative (estimated) cost given in the Handbooks and can be specified by the management of the design organization within the total cost for each design stage, both when performing work on its own, and when netransferring part of the work to subcontracting design organizations in agreement with them.

In the same manner, the relative cost of other sections of the design work, taken into account by base prices, but not highlighted in the relative cost tables, can be determined.

The relative cost of developing sections of design work during the reconstruction and technical re-equipment of existing enterprises, buildings and structures is established by the design organization within a certain total design cost, depending on the complexity of the work performed.

III. PROCEDURE FOR DETERMINING THE COST OF DESIGN WORKS, TAKING INTO ACCOUNT ADDITIONAL FACTORS AFFECTING THE LABOR OUTPUT OF DESIGN

1.The price for the development of project documentation using the mock-up design method is determined by the prices of the Reference Books using multiplying factors.

If there are no established multipliers in the Handbooks, the price for the development of project documentation by the specified method is determined by applying the coefficients to the base price: at the "project" stage - 1, 05; at the stage of "working draft" and "working documentation" - 1, 1.

2. The price of design work to be carried out in a reduced composition and volume against that provided for by the current regulatory documents (development of additional project options or individual technological, structural, architectural and other solutions developed in accordance with the design assignment) is determined at prices for the development of design documentation for the corresponding object using a reduction factor, the size of which is set by the contractor in accordance with the complexity of the work as agreed with the customer.

3. During construction in stages, the price for the development of working projects (projects) of enterprises and structures is determined at the prices of the Reference Books, based on the main indicators for each stage separately. At the same time, up to 20percent of the cost of developing a working draft (without working documentation) or a draft of all subsequent stages.

4. The binding price of standard projects is determined by the prices of the Directories using the coefficient 0, 35.

The price of binding standard projects with the introduction of changes to them is determined by the prices of the Directories using a coefficient up to 0, 7depending on the complexity of the work.

5. The cost of developing design documentation for the construction of facilities classified as unique and experimental in accordance with clause 8.4 “The system of regulatory documents in construction. Basic Provisions”, is determined by the prices of the Directories; at the same time, the coefficient is applied to the cost of those types of design work, the development of which becomes more complicated 1, 5.

6. The price for the development of design documentation for the construction of enterprises, buildings and structures in difficult conditions is determined at the prices of the Reference books, applying the following coefficients to the cost of design work, for the development of which special requirements are established by the relevant regulatory documents:

7. The price of designing enterprises, buildings and structures with the installation of imported basic technological equipment used by the design organization for the first time is determined by the prices of the Reference Books; at the same time, to the cost of types of design work, the development of which is complicated due to the use of the specified equipment, in agreement with the customer, a coefficient up to 1, 3.

8. The costs of design organizations related to the implementation of their functions as a general designer and supervision of design work transferred to subcontracting are determined in the amount of up to 2% of the price of design documentation development,transferred to subcontracting design organizations, and are paid additionally.

9. The prices of the Handbooks include the cost4thcopies of project documentation issued to the customer.

The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price.

10. When determining the cost of design work at the prices of the Reference Books, in the presence of several complicating factors and, in connection with this, several coefficients greater than one are used, the total multiplying coefficient is determined by summing their fractional parts and one.

When determining the cost of design work using several coefficients less than one, the total reduction coefficient is determined by multiplying them.

11. Price application guidelines and correction factors given in one Handbook are not allowed to be used when determining the cost of design work according to other Handbooks.

12. When determining the base price of design according to the Reference books of basic prices for design work for construction, in the event of a reduction in specific design time compared to the normative ones, it is recommended to apply the following multiplying factors in agreement with the customer:

13. The price for the development of project documentation, carried out in accordance with the relevant regulatory documents governing the design of facilities for construction abroad, is determined in the following order.

The price for the implementation of justifications for investments in construction is determined by the prices for the development of projects using a coefficient up to 0, 5.

In cases when, during the development of justifications, a site (route) is selected for the construction of an enterprise, building, structure, the specified coefficient is increased by 0, 05.

The price for the implementation of projects, working projects and working documentation for the new construction of enterprises, buildings and structures is determined at the prices of the Directories using, respectively, the coefficients 1, 2; 1.04 and 1.

The price for the development of design documentation for the reconstruction and technical re-equipment of existing enterprises, buildings and structures is determined in the manner set forth in paragraphs. and section.

METHODOLOGICAL INSTRUCTIONS FOR THE APPLICATION OF DIRECTORIES OF BASICPRICEFOR DESIGN WORKS FOR CONSTRUCTION

I. GENERAL PROVISIONS

1.1. Guidelines for the use of reference books of basic prices for design work for construction (hereinafter referred to as the Reference Books) are intended to determine the cost of developing design and working documentation for the construction of new buildings and structures, their reconstruction, expansion and technical re-equipment (hereinafter referred to as the construction of facilities), determined using Reference books (Collections).

1.2. The provisions given in the Guidelines are used when determining the cost of design work performed by organizations, regardless of departmental affiliation and ownership, that carry out construction with the attraction of funds state budget all levels, off-budget funds and funding sources.

1.3. Base prices in the Directories are set depending on the natural indicators of design objects (capacity, length, capacity, area, etc.) or on the total cost of construction.

1.4. The prices given in the Handbooks are set in accordance with the composition and requirements for the content of sections of project documentation for the construction of enterprises, buildings, structures, provided for by Decree of the Government of the Russian Federation dated February 16, 2008 No. 87 “On the composition of sections of project documentation and requirements for their content ”(Collected Legislation of the Russian Federation, 2008, No. 8, Art. 744).

1.5. The Handbooks provide prices for individual design of capital construction objects of buildings and structures, using drawings of standard (reusable) products and assemblies for individual elements of building structures.

1.6. The prices in the Handbooks take into account the costs of developing design and working documentation, attributable in accordance with tax code Russian Federation on the cost of production and profit (excluding value added tax).

1.7. The prices of the Guides take into account and do not require additional payment for the following works and services:

1.7.1. Production of demonstration materials (except for demonstration layouts).

1.7.2. Participation of the design organization together with the customer in coordinating the finished project documentation with state bodies and local governments.

1.7.3. Protection of project documentation in expert and approving instances.

1.8. The complex prices of the Handbooks for the development of design and working documentation do not take into account the costs of:

1.8.1. Development of design solutions specified in the design assignment in several versions, with the exception of variant studies to select the optimal design solutions.

The development of additional options for individual technological, structural, architectural and other solutions is established in the design assignment, which should also define sections (or subsections) of the design documentation for which it is necessary to develop these options and the initial data necessary for their development.

The degree of elaboration of additional options is set in agreement with the customer. In the process of developing both the main and additional options, variant study of design solutions is carried out.

1.8.2. Development of solutions for the monumental and decorative design of enterprises, buildings and structures. Such work, in cases where it is provided for by the design assignment, is carried out, as a rule, by organizations of the art fund under separate contracts and prices.

1.8.3. Making changes to the design and working documentation (with the exception of correcting errors made by the design organization). The performance of these works should be provided for by a separate task of the customer and paid additionally.

1.8.4. Development of detailed drawings of metal structures (KMD) and industrial pipelines of factory production. The costs of the design organization performing the development of KMD drawings on a separate assignment from the customer are determined on the basis of costing and are paid additionally.

1.8.5. Carrying out surveys and measuring work at facilities subject to reconstruction, expansion and technical re-equipment. The cost of such work is determined according to the relevant Handbooks, or by calculating the cost in accordance with the cost calculation.

1.8.6. Development of design documentation for custom-made equipment, in addition to the preparation of initial requirements for the design of this equipment.

1.8.7. Business trips. The base prices of the Guides do not take into account the costs of business trips, including the costs of administrative personnel, if the business trips of this personnel are directly related to the design of the facility. The limit of funds for travel expenses is taken into account in the estimate for design work for construction.

1.8.8. Development of projects for the production of works (PPR).

1.8.9. Development of working documentation for the construction of temporary buildings and structures for the needs of construction organizations.

1.8.11. Research and experimental work.

1.8.12. Development of automated enterprise management systems (APCS) and automated process control systems (APCS). The base price for the design of an automated control system and process control system is determined according to the relevant price documents for the development of the specified technical documentation.

1.8.13. Development of the section "Measures for civil defense and measures to prevent natural and man-made emergencies." The base price for the development of the specified section is determined by the relevant Directory.

1.8.14. Performance of work on the assessment of the impact of the capital construction object on the environment (EIA). The cost of work is determined in the manner prescribed in the relevant Handbooks.

1.9. The distribution of the base price for the development of design and working documentation is carried out, as a rule, in accordance with the indicators given in Table 1, and can be specified by agreement between the contractor and the customer.

1.10. If the design assignment provides for the simultaneous development of design documentation and partial development of working documentation, then the total percentage of the base price is determined by agreement between the construction customer and the design organization, depending on the architectural, functional, technological, structural and engineering solutions contained in the design documentation , as well as their level of detail.

1.11. When performing design work, in a reduced composition of sections and scopes of work as provided for by the current regulatory documents (Decree of the Government of the Russian Federation of February 16, 2008 No. 87, clause 1.7 of these Guidelines, etc.), their price, regardless of how it is determined, is determined at prices for the development of design and working documentation using a reduction factor, the amount of which is set by the contractor in agreement with the customer, in accordance with the complexity of the work and the relative cost of developing sections of the design and working documentation.

1.12. When determining the initial (maximum) contract price for the design work, to their value determined at the time of the tender (auction), it is recommended to use the deflator index established by the Ministry of Economic Development of Russia, which is valid in the middle of the standard design period.

1.13. The Handbooks present the recommended relative costs of developing sections of design and working documentation (as a percentage of the base price), which can be specified for subdivisions (departments) of the design organization, when designing a specific object, within a certain total design cost, depending on the complexity of the work performed works.

2. PROCEDURE FOR DETERMINING BASE PRICES FOR PROJECT

WORKS

2.1. The procedure for determining the base price depending on the natural indicators of design objects

2.1.1. The base price for the development of design and working documentation is determined by the formula:

The prices of the Handbooks for the development of design and working documentation for enterprises, workshops, buildings and structures take into account the cost of designing all on-site engineering networks, communications, structures and devices (electricity, water supply, sewerage, heat supply, etc.), including the connection of workshops, buildings and structures to them , as well as planning organization schemes land plot(master plan and landscaping) within the construction site.

If the price in the Directory is set for the development of design and working documentation for the main production (excluding auxiliary, as well as site engineering networks and structures), the total design cost is determined by a set of cost indicators for designing the main and auxiliary facilities.

The cost of designing outside the construction site of engineering networks and communications is not included in prices and is determined additionally.

2.1.3. If the projected object has a value of the main indicator less than the minimum or more than the maximum indicators given in the price tables of the Handbooks, the price for the development of design and working documentation is determined by extrapolation in accordance with the formula given in Appendices No. 1 and No. 2 to these Guidelines. This provision also applies to positions when in the price table before the minimum and after the maximum are the words “before” and “above”, respectively. In cases where the accepted indicator is less than half of the minimum or more than twice the maximum indicator given in the table, the base price of design work is determined in the manner prescribed by paragraph 2.1.4 of these Guidelines.

2.1.4. The price for the development of design and working documentation for the construction of facilities for which prices are not given in the Handbooks and cannot be accepted by analogy is determined by the calculation of the cost in accordance with the cost calculation (Form 3P).

2.2. The procedure for determining the base price

2.2.1. The base price for the development of design and working documentation is determined from the total cost of construction of the entire complex of buildings (structures) or an object, determined according to the consolidated budget calculation the cost of construction, depending on the categories of complexity of design objects.

2.2.2. The cost of construction can be determined:

With the use of analogue objects, taking into account their comparability;

According to aggregated indicators estimated cost per 1 square meter of total area, 1 cubic meter of building volume, 1 m (km) of track, 1 hectare of building, per unit of power, productivity, etc.

By type or complex of works.

2.2.3. The price for the development of design and working documentation is determined according to the tables corresponding to functional purpose capital construction projects.

2.2.4. The base price of project documentation is determined by the formula:


To recalculate the cost of construction of objects from the price level as of 01/01/2000 to the price level as of 01/01/2001, a coefficient equal to 1.25 is taken.

2.2.5. When the projected object has a construction cost value that is between the indicators given in the table, the base price for the development of project documentation is determined by interpolation. If the cost of building an object is less or more than the extreme cost indicators given in the price table, the base price of design work is accepted in the amounts established for the extreme indicators without extrapolation towards decrease or increase.

2.2.6. In the event that the volume of construction and installation work on the construction site is less than 60% of the total cost of construction, the following coefficients are applied to the prices for design work:

up to 50% -0.95;

up to 40% - 0.9;

up to 30% - 0.8;

up to 20% - 0.7.

2.2.7. If the contract for the performance of design work provides for an open contractual price, then it is recommended that the cost of design work be specified based on the cost of construction determined as a result of the design.

2.2.8. When determining the base price, coefficients that take into account complicating factors (clauses 3.3, 3.4, 3.7 and 3.8 of these Guidelines) are not applied.

3. PROCEDURE FOR DETERMINING THE COST OF PROJECT WORKS

TAKING INTO ACCOUNT ADDITIONAL FACTORS AFFECTING DESIGN LABOR

3.1. The price for the development of design and working documentation using the mock-up design method is determined at the prices of the Handbooks using multiplying factors. If there are no established multiplying factors in the Handbooks, the price for the development of project documentation by the specified method is determined by applying the coefficients to the base price: project documentation - 1.05; working documentation -1.1.

3.2. The binding price of standard or reusable project documentation, without making changes to the above-ground part of the building, is determined at the prices of the Reference Books using coefficients from 0.2 to 0.35. Wherein, minimum size coefficient is taken when linking the object without making any changes to the aboveground and underground parts of the building. The price for binding standard or reusable project documentation with changes to it in the underground and aboveground parts is determined at the prices of the Reference Books using a general coefficient of up to 0.8, depending on the complexity of the work. Approximate volumes of work on the development of individual elements of buildings and structures as a percentage of the design cost are given in Appendix No. 3 to these Guidelines.

3.3. The price for the development of design and working documentation for the construction of facilities classified as especially dangerous, technically complex and unique capital construction facilities is determined at the prices of the Reference Books, while a coefficient of up to 1.5 is applied to the cost of those types of design work, the development of which becomes more complicated, for with the exception of the Directories, which establish a special procedure for calculating the price of the specified works.

3.4. The price for the development of design and working documentation for the reconstruction of existing enterprises, workshops, buildings and structures is determined at the prices of the Reference Books, based on the value of the main indicator of the projected object, which should be achieved as a result of its reconstruction, technical re-equipment, using a coefficient of up to 1.5, established design organization in agreement with the customer. For objects classified as especially dangerous, technically complex and unique capital construction projects - up to 2.0.

3.5. The price for the development of design (working) documentation for the overhaul of facilities is determined according to the relevant reference books of basic prices.

If it is not possible to use the specified Handbooks, the price of design work for the overhaul of facilities can be determined using the Handbooks of basic prices for design work for new construction conditions, in which the cost of design work is determined from the physical indicators of the designed facilities, using a reduction factor that takes into account the amount of work for major repairs and a reduction factor that takes into account the volume, composition of sections and completeness of the development of technical documentation for major repairs in comparison with the composition of sections and the volume of documentation developed for new construction (clause 1.11 of these Guidelines).

3.6. When compiling local estimates, using resource method, in the absence of a centralized data bank on the current cost of resources in the construction region, a multiplying factor of 1.1 is applied to the cost of developing estimate documentation.

3.7. The price for the development of design and working documentation for the construction of enterprises, buildings and structures in difficult conditions is determined at the prices of the Directories, applying the following coefficients to the cost of design work, for the development of which special requirements are established by the relevant regulatory documents:

3.8. The price of designing enterprises, buildings and structures with the installation of imported basic technological equipment used by the design organization for the first time is determined by the prices of the Reference Books; at the same time, a coefficient of up to 1.3 is applied to the cost of types of design work, the development of which is complicated due to the use of the specified equipment, as agreed with the customer.

3.9. The costs of design organizations related to their performance of the functions of the general designer and supervision of design work transferred to subcontracts are determined in the amount of up to 2% of the price of developing design and working documentation transferred to subcontracted design organizations, and are paid additionally.

3.10. The prices of the Handbooks take into account the cost of 4 copies of design and working documentation transferred to the customer. The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price.

3.11. When determining the base price of design according to the Reference books of basic prices for design work for construction, in the event of a reduction, at the request of the customer, established in the design assignment, design time compared to the standard ones, it is recommended to apply the following multiplying factors:

3.12. Price application guidelines and correction factors given in one Handbook are not allowed to be used when determining the cost of design work according to other Handbooks.

3.13. The price for the development of design and working documentation, carried out in accordance with the relevant regulatory documents, which regulates the design of facilities for construction abroad, is determined taking into account complicating factors:

3.14. When determining the cost of design work at the prices of the Reference Books, in the presence of several complicating factors and, in connection with this, several coefficients greater than one are used, the total multiplying coefficient is determined by summing their fractional parts and one. When determining the cost of design work using several coefficients less than one, the total reduction coefficient is determined by multiplying them.

3.15. The costs of design organizations located in areas where, in accordance with applicable law, payments are made due to the district regulation of wages, incl. payments forregional coefficients, as well as wage allowances for continuous work experience and other benefits provided for by legislation in the regions of the Far North and areas equivalent to them, are additionally determined by introducing multiplying coefficients to the base price total, established on the basis of the relevant justifying calculations performed by the project itself. organization.
