What is the difference between fer and ter. Frequently Asked Questions. pricing. the use of fer, ter, gesn, estimated standards. Software implementation when compiling

How does the estimate made in TSN differ from other similar estimates in TER and FER?

Appearance of ready-made estimates TSN and TER and clarity of reading:

  • The usual estimates in FER and TER are most often formed on a landscape paper format. TSN is located as a book option;
  • In TSN, all expenses located in cells and their cost per unit of measurement are clearly visible;
  • There is a news window when the program starts;
  • The advantages of TSN include the fact that the basic and current prices for work and materials are immediately visible even to an inexperienced user;
  • All applied coefficients are visually displayed in a separate column.

Software implementation when compiling:

  • In the Grand Estimate program, more settings are made before starting to draw up an estimate for TSN. You must immediately set the TSN form, select the "new construction" or "repair" mode in Moscow, indicate the path to the directory with inflation indices that you will periodically have to buy, a slightly different form of printing.
  • In Smeta.ru, adding VAT requires a lot of steps and some knowledge of Excel;
  • For conversion base prices you need to buy a collection with indexes from distributors;

Prices for TSN collections:

  • Difficulties in drawing up such an estimate for an experienced estimator should not arise, because. the principle of price selection is similar to TER/FER. Some prices do not contain a description of the scope of work that can be viewed in the GESN;
  • The structure of collections with materials and works has been redesigned so that you need to get used to it;
  • The coefficients of constraint in prices are generally very similar and do not differ significantly;
  • There are no time limits for the use of mechanisms.

Overhead costs and estimated profit in TSN:

  • Accrual of HP and SP in TSN occurs separately from OZP and ZPM.

Cons of TSN in Moscow when making estimates:

  • Impossible already ready estimate transfer in electronic format to TER and FER;
  • In the Excel version, there is no decoding of the coefficients of constraint, for which type they are selected;
  • At the moment, the implementation in XML format is poorly developed, so it is preferable to use the proprietary SOBX save format;
  • small time free consultation technical support by phone;
  • There is no demo version.

The economic crisis of 2008 in Russia affected many areas of activity, but the construction industry to a greater extent. Most of the facilities that were built or repaired at the expense of commercial sources of financing, due to lack of money, were simply forced to stop and, at best, to be mothballed.

But, the construction has not completely stopped, the state and municipal budgets, although on a smaller scale than before, still continue to allocate limits for construction and repairs. In this regard, contractors that previously worked only with commercial money turned their eyes to state and municipal facilities, because somehow you need to survive.

Accustomed to the almost complete absence of serious control over spending Money for the production of construction installation work on the part of commercial customers, the contractors were unpleasantly surprised by the rather strict and orderly control on the part of state and municipal customers. For many, it was a discovery that before starting work, it is necessary to draw up a real real estimate indicating the cost of materials, work, operation of machines and mechanisms, and even more unexpected, in accordance with this estimate, all work is financed and will have to be reported in full.

Many contractors working for construction market For several years I had to figure out what is construction rates, appreciation indices, regulatory frameworks and much more. In this regard, I would like to dwell on the choice regulatory framework to calculate the cost construction products what they are and what they eat with.

So, normative base of estimates- this is a large number of unit rates united among themselves in collections in accordance with their type.

☛ Unit rates are a set of resources in monetary terms (wages, operation of machines and mechanisms, materials and equipment) that are necessary to perform a particular type of work.

Unit prices, as mentioned above, are combined into collections depending on their type. Collections are on construction works, for repair work, for installation work, commissioning, as well as for maintenance and landscaping. All prices are developed at the basic price level (as of January 1, 2000) and are integral part system of pricing and estimated rationing in construction, operating in the territory Russian Federation.

In turn, collections of prices for construction (repair) work, equipment installation and commissioning are divided into federal (FER), territorial (TER), i.e. according to the level of application. regulatory bases. FER collections contain prices for all types of work performed on the territory of the Russian Federation and are developed at the main price level for the 1st base region (Moscow region).

FER collections are, as it were, the starting point, on the basis of which all collections of other regions (TER) are developed. Territorial collections of TEP include unit prices tied to local construction conditions, which are used in construction within the territory of the administrative entity of the Russian Federation (region), i.e. simply keep track of the level set for a given region wages builders, the cost of materials, the operation of machines and mechanisms, as well as various climatic and other factors. Thus, TEP most accurately reflect the cost of construction work for a particular region, because it is clear that when calculating estimates for, for example, the Volgograd region, it is impossible to accept the Moscow level of wages for builders or the cost of sand in the region where it is mined will be much lower than in where else to take it. In accordance with this, each region has its own TER (territorial unit prices), with the exception of the city of Moscow.

Moscow has always stood out and did not look for easy ways, in connection with which the Moscow government decided to develop its own estimated standards, which will allow you to evaluate construction work only in this city. This is how MTSN-98 appeared (Moscow territorial estimated standards in the price level as of January 1, 1998). I must say that this base is very well developed in comparison with FER and TER. This is due to the fact that Moscow did not spare money for the study of this issue and took it very seriously, since it is clear that the more accurately the prices are worked out qualitatively and quantitatively, the more accurate the cost calculation will be, which means less money will dissolve in the air, and more will go to specific work. FER-2001 and TER-2001 basically repeated the prices from the old Soviet regulatory framework of 1984 (which of course did not have a positive effect), of course, today these prices are periodically updated and brought to modern realities, but still remain, unfortunately, far behind the base MTSN-98. At the end of 2007, MTSN-98 was replaced by TSN-2001 (Territorial Estimated Standards of Moscow), which are brought to the price level as of January 1, 2000, in order to comply with the generally accepted pricing system on the territory of the Russian Federation, but with their own significant differences. This base It is even more developed than MTSN-98 and continues to develop constantly, almost every quarter there is an update of this database, in which some prices are excluded as unnecessary, some, on the contrary, are added due to the emergence of new technologies in construction. But we can definitely say that today TSN-2001 is the most advanced base of estimated prices.

☛ So, having considered all existing species normative bases, one could conclude that it is necessary to use the best TSN-2001 base for calculations, however, according to various decisions of the Gosstroy (the main body responsible for issuing regulatory documents in the field of construction and housing and communal services), one or another FER or TER regulatory base should be used or TSN is needed depending on the type of budget financing.

Thus, if the source of financing for the production of construction and installation works is federal or municipal, then the TER (territorial unit prices) of the region in which these works are carried out is applied, regardless of where the contractor is from (this means a Moscow organization if it builds in the Volgograd region, then the estimate will be calculated according to the TER of the Volgograd region). And again, there are exceptions: if the source of funding for the work is federal, but the construction is carried out in Moscow, then FER-2001 is applied (using appreciation indices specially developed for Moscow), and if work is carried out in Moscow at the expense of municipal budget of the city of Moscow, then TSN-2001 is mandatory.

In the case of using commercial sources of financing for work, the estimated regulatory framework is determined by choice by agreement between the customer and the contractor, and commercial rates can be used in general, although recently almost more large and medium-sized commercial customers have switched to one or another regulatory framework, often refusing to use nothing more than unreasonable commercial prices.

Therefore, before deciding in what estimated standards to draw up an estimate, you need to understand which option will be most acceptable for the customer and the contractor.

What is the difference between TSN base and FER?

Very often there is a question about how the FER base differs from TSN? In addition to the “external” difference that everyone is talking about, there are a few more.

At the moment, there are many editions of the FER base, but from April 28, 2017, a new regulatory base, the so-called " FER edition of 2017" (you can read more about the adventures of this base) and the TSN Moscow base with addition 43. .

Let's start with the level of use of the regulatory framework.

The FER 2017 base is used to calculate estimates with the involvement of funds federal budget, and the TSN base - for funds regional budget Moscow, but both bases have no restrictions on the use for commercial estimates. The developers of regulatory frameworks are also different, information on the entry into force of these regulations can be found in the registry on the website.

Let's take a look at her appearance:

This is what the FER base looks like. We see the "familiar to the eye" ciphers of prices.

And a completely different price cipher from TSN Moscow, containing the chapter number (the first digit before the dot).

Based on the difference in ciphers, it can be concluded that the impossibility of automatic recalculation from one base to another.

As we can see, the composition of construction works is approximately the same judging by the table of contents, but this does not mean that the costs will be the same. But the norms of labor costs, the cost of work at the base and current levels differ very significantly. In addition, in the TSN-Moscow database itself there are prices that are not in the FER database, the following screenshot can serve as an example - prices for the design of the city.

Also in the regulatory framework of TSN Moscow there are separate collections in the current price level.

I would also like to note the “open prices” in the TSN Moscow database - unaccounted resources in this database are displayed with the OKP code.

OKP - All-Russian codifier of products. According to this classifier, the choice of materials not included in the price appears to be simplified.

In addition, another distinguishing feature is the method of calculating the transportation of goods and construction debris. In the TSN database, the transportation of garbage and soil is attributed to other costs and does not fall into the construction and installation works, and there is no transportation in the list of other works and costs for the FER base, respectively, this is construction and installation works.

The calculation of relocation of equipment in the TSN database is made by separate prices. Whereas in the FER database - Relocation costs construction machines, not included in the estimated prices for the operation of construction machines, are taken into account in budget documentation in a separate line on the basis of calculations that take into account the actual conditions of transportation, installation and dismantling of machines in accordance with the project for the production of works.

In cases where the deviations between the actual costs of relocation of construction machines and mechanisms and the costs provided for in the cost of 1 machine-hour of work of construction machines exceed 10%, the cost of the costs of relocation of construction machines and mechanisms should be taken into account directly in local estimates, with an exception from the cost of 1 machine-h of construction machines estimated cost the cost of relocating them.

Let's look at the difference between overheads and estimated profits. For the TSN base, various NRs and SPs for repair and construction work are calculated at the current price level, taking into account all possible coefficients, and are contained in the indices.

The accrual of HP and SP is made separately from the wages of the main workers and the wages of machine operators.

Overhead costs and estimated profit calculated from the wages of workers employed in the main production should be taken according to the standards put into effect on 01/01/2017 by order of Moscomexpertiza dated 12/26/2016 No. MKE-OD / 16-73.

Overhead costs and estimated profit for the operation of construction machines and mechanisms are determined respectively in the amount of 98% and 69% of the wages taken into account in the article "Operation of machines". The norms of HP and SP for the salary of machinists are the same for all rates.

And for the FER base, we use the value of HP and SP from the MDS, taking into account the coefficients from the letters of the Ministry of Regional Development. Accordingly, for the TSN base there is no need to read piles of letters about the rules for calculating, rounding off and applying coefficients, as in the FER base, which greatly simplifies the calculation.

Federal unit prices in construction

FER (Federal Unit Rates)- these are estimated standards containing prices for the performance of single construction works. These estimated standards regulate the individual elements of direct costs, expressed in kind, per unit volume of construction work and structural elements: 1. consumption building materials, 2. labor costs of construction workers, 3. operating time of construction machines.

The norms imply the most progressive, economical design solutions for the methods of work. Estimated norms serve as the basis for determining the estimated cost of a particular type of work, structures and buildings.

Estimated norms are grouped by type of work, degree of aggregation, by purpose and type of construction. By type of construction, they are divided into general construction and special; by the degree of aggregation - for certain types of work and special structural elements, enlarged system standards for the structural parts of the building and individual structures; by appointment - for certain types of work, for temporary buildings and structures, for the performance of work in the winter, for the maintenance of the directorate of enterprises under construction, etc .; by types of construction - for housing and civil, industrial, hydrotechnical, energy, rural, etc.

Building standards of federal significance are developed and established only by the Federal Center for Pricing in Construction and the Building Materials Industry. The use of certain estimated standards depends primarily on the requirements for the standards used by the customer of construction, repair and construction, installation work. In a particular case, the parties (customer and performer) can agree on contractual rates and then calculate the cost of work based on this. Most often, it is desirable for the customer to use either federal or territorial regulations (if any were issued in this region). Sectoral regulations are applied less often (for example, in the oil-producing energy industry) and even less frequently are standards developed by a particular organization used.

FER contain a full set of prices for the types of work performed on the territory of the Russian Federation. They are developed at the price level for the 1st base region (Moscow Region), approved and put into effect by the Federal Center for Pricing in Construction and the Building Materials Industry (FCCS). FER are used in all branches of the national economy.

Collections of FER, together with the state elemental estimated norms, form a single state estimated and regulatory framework for the development of a system of enlarged estimated standards.

FER structure

Unit prices, including FERs, are summarized in tables and contain the following indicators for the measure of structures or works adopted in them:

  • labor costs for workers (except for labor costs included in the cost of operating construction machines) as of 01.01.00;

the cost of operating construction machines, including the wages of workers servicing the machines;

  • the cost of materials, products and structures (except for materials, structures and products, the characteristics of which, when drawing up estimates, are taken according to design data);

consumption rates of materials (in physical terms), the cost of which is not taken into account in the unit price;

FAU Glavgosexpertiza of Russia answers questions

Question 1:

Answer:

According to paragraph 1.24.10 " General Provisions» of the FER-2001 collection, the costs for the installation of shaped parts of pipelines should be determined at the rate of FER 22-03-001-01 "Water supply - external networks". In accordance with clause 2.24.2 of the "General Provisions" of the FER-2001 collection, the volume of the pipeline being installed is calculated according to the design length of the pipeline without deduction of fittings.

Question 2:

Answer:

In accordance with paragraph 1.6.2 of the technical part of the collection FER-2001-06 "Concrete and reinforced concrete monolithic structures", when drawing up estimates, the reinforcement consumption and steel class should be taken according to design data without adjusting the labor and machine costs for its installation. The procedure for calculating the volume of concrete in a structure is determined by clause 2.6.8 of the technical part of the collection No. 6, where it is indicated that the volume of concrete of structures for which the norms with rigid reinforcement are applied should be determined minus the volume occupied by rigid reinforcement (steel cores). The price of FER 6-01-026-4 provides for conventional fittings. In connection with the foregoing, the volume of concrete structures reinforced with frames, meshes, individual rods is not subject to adjustment.

Question 3:

Answer:

Position 04-01-078-10 in the table of GESN 04-01-078 does not take into account drilling of a well up to 1420 mm. In accordance with MDS 81-35.2004, in cases where the current estimated standards do not contain the necessary estimated standards or work technology and the need for resources differs significantly from those provided for in them, it is possible to develop draft estimated standards. The procedure for the development and approval of standards to be applied in determining the estimated cost of objects capital construction, the construction of which is financed with the involvement of federal budget funds, is regulated by the order of the State Construction Committee dated December 4, 2012. No. 75/GS.

Question 4:

Answer:

The price of FER 01-02-001-02 does not provide for backfilling of the soil by a bulldozer with layer-by-layer compaction, but takes into account the work of leveling the already filled soil with a bulldozer and compacting this soil, without watering with water, by trailed rollers not layer by layer, but depending on the number of penetrations of the roller. Backfilling the soil with a bulldozer moving over a distance should be taken at the rate of FER 01-01-033, and watering the compacted soil with water at the rate of FER 01-02-006.

Question 5:

Answer:

The scope of works of the price FER 12-01-008-01 "Installation of linings on facades (external window sills, corbels, balconies, etc.)" provides for the coating of external window sills, corbels, sandriks and other elements with galvanized sheet steel, lining balconies with galvanized sheet steel, manufacturing , assembly and hanging of downpipes with their fastening to the walls. For questions regarding the rules for applying prices, one should be guided by the relevant methodological documents, as well as the general provisions and technical parts of the collections. So, according to clause 2.12.5 of the General Provisions of FER-2001, part 12 "Roofs", linings on facades are accepted according to the area of \u200b\u200bfacades without deducting openings.
In accordance with clause 2.2 of MDS 81 35.2004 "Methods for determining the cost of construction products on the territory of the Russian Federation", state estimated standards are developed on the basis of the principle of averaging with minimization of the consumption of all necessary resources

Question 6:

Answer:

When compiling the estimate documentation, the choice (justification) of one or another price from the current estimated standards is carried out in accordance with the adopted design decisions and the work production technology used in the project and falls within the competence of the construction customer and the organization developing project documentation. Table GESNr66-16 "Dismantling of pipelines in impassable channels" takes into account the costs of opening an impassable channel, gas cutting of pipes, lifting pipes to the surface and cleaning them from dirt. Under the opening of an impassable channel in the indicated price, it is meant the dismantling of reinforced concrete floor slabs of channels and chambers by removing the cement mortar from the joint of the structure, if possible preventing the destruction of the prefabricated parts themselves, shifting the slabs without removing them from the trench by a crane or storing them in the places designated for this in accordance with a construction plan.
When carrying out a major overhaul of networks, the possibility of partial or complete use of existing building structures is decided by the operating organization when issuing terms of reference for design. The task indicates the approximate volume of use of linear building structures along the route as a percentage of the length of the repaired section of the network, determined on the basis of data from planned openings (pits) performed during the operation period. The final decision on the scope of use of existing building structures should be made after opening channels, chambers, fixed supports, etc. based on the technical opinion of a commission of representatives of the customer, design and construction and installation organization

Question 7:

Answer:

In accordance with the requirements of paragraph 3.4 " methodological recommendations on the application of unit prices for construction, special construction, repair and construction works, installation of equipment and commissioning works ”(hereinafter referred to as the Methodological Recommendations), approved by order of the Ministry of Construction and Housing and Communal Services of the Russian Federation dated February 9, 2017 No. 81 / pr, single prices take into account the average industry optimal and organizational level of construction production, equipment and technology for performing work, developed on the basis of estimated norms on the principle of averaging with the determination of the necessary and sufficient standard quantity building resources to perform the respective type of work. According to clause 4.10 of the Guidelines, the unit prices included in the collections do not apply to works whose production technology and resource consumption in specific conditions of their implementation differ significantly from the technology and resource consumption adopted in the estimated norms included in the GESN collections

Question 8:

Answer:

In accordance with paragraph 1 of Article 743 of the Civil Code, the contractor is obliged to carry out construction and related work in accordance with the technical documentation that determines the scope, content of work and other requirements for them, and with an estimate that determines the price of work. When compiling the estimate documentation, the choice (justification) of one or another price from the current estimated standards is carried out in accordance with the adopted design decisions and the work production technology used in the project and falls within the competence of the construction customer and the organization developing project documentation. It is allowed to select norms and prices for applicable use in the estimate documentation, taking into account the maximum compliance of the scope of work and resources of the applicable standard with the conditions for the production of work provided for by the project in the absence of direct estimate standards

Question 9:

Answer:

In accordance with the Regulations on the composition of sections project documentation and the requirements for their content, approved by Decree of the Government of the Russian Federation dated February 16, 2008 No. 87, as part of the project documentation, estimate documentation is developed, including a summary of costs, a summary estimate of the cost of construction, object and local estimates (estimates), estimates for certain types costs. The specified estimate documentation is compiled using the basic price level and prices prevailing at the time of its compilation (indicating the month and year of its compilation). The basic price level refers to the cost indicators of estimated standards that were in force as of January 1, 2000. When developing budget documentation, checking the reliability of determining the estimated cost and determining the initial (maximum) price of the contract (agreement), the estimated standards included in the federal register of estimated standards are applied , to be used in determining the estimated cost of capital construction projects, the construction of which is financed with the involvement of federal budget funds.
According to paragraph 3.2 of the "Methodological recommendations for the application of federal unit prices for construction, special construction, repair and construction works, installation of equipment and commissioning works", unit prices are intended to determine the estimated cost of construction, special construction, repair and construction works, installation of equipment and commissioning works and in combination with other estimated standards are used to determine the estimated cost of construction basis-index method in the manner prescribed by the current methodological documents. Uniform norms and prices for construction, installation and repair and construction works (hereinafter referred to as ENiR) are used as part of the regulatory framework for the development of state elemental estimated norms (GESN), on the basis of which estimated prices for construction works and structures, installation of equipment, as well as for repair, construction and commissioning. In accordance with the general provisions for the application of the ENiR, the latter relate to production standards for construction, installation and repair and construction work and are intended mainly for the development of enlarged and complex standards, the preparation of labor and wage cost estimates, as well as other similar normative documents, while if a more advanced organization or production technology is used at the construction site, new more efficient materials and structures, more productive machines or equipment than provided for by the ENiR, it is not allowed to use these standards. In accordance with Part 1 of Article 743 of the Civil Code of the Russian Federation, when concluding a contract, customers and performers (contractors) form an estimate that determines the price of work under the contract at the price level for the entire period of the contract. Payments for the work performed are carried out in the manner prescribed by the state (municipal) contract (agreement) in accordance with part 13 of article 34 federal law
dated 05.04.2013 No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs", as well as with Article 746 of the Civil Code of the Russian Federation

Question 10:

Answer:

The scope of works of the price FER15-01-047-15 “Armstrong-type suspended ceiling installation on a galvanized profile frame” provides for:
- installation of fasteners;
- Assembly and installation of frames;
- Ceiling cladding.
For questions regarding the rules for applying prices, one should be guided by the relevant methodological documents, as well as the general provisions and technical parts of the collections. In accordance with paragraph 2.15.3 of the General Provisions of FER-2001 Part 15 "Finishing Works", the scope of work on facing the surface with artificial slabs is determined by the surface area of the facing without taking into account its relief

Question 11:

Answer:

In accordance with clause 30 of the Regulations on the composition of sections of project documentation and the requirements for their content, approved by Decree of the Government of the Russian Federation dated February 16, 2008 No. 87, cost estimates for the construction of facilities financed in full or in part with the involvement of federal budget funds are compiled using estimated standards included in the federal register of estimated standards. General rules, features of the application of unit prices for construction, special construction, repair and construction works, equipment installation and commissioning and the rules for applying additional costs not taken into account by unit prices are provided by the “Methodological recommendations for the application of unit prices for construction, special construction, repair and construction works, installation of equipment and commissioning”, approved by the order of the Ministry of Construction of Russia dated February 9, 2017 No. 81 / pr (hereinafter referred to as the Methodology). According to paragraph 8.7. Methods in the application of unit rates for determining the estimated cost of work on the reconstruction and overhaul of capital construction facilities should be guided by the principle of maximum coincidence of the work production technology adopted in the project documentation and the scope of work given in the estimated norms. Price FERr53-01-04 "Dismantling the frame of wooden walls from beams" is designed to determine the costs of dismantling the elements of the frame of wooden walls from beams. The price FERr57-02-04 "Dismantling of the flooring" is provided for the dismantling of the structure of cement floors.
