HSE alumnus Oleg Fomichev, current Deputy Minister economic development RF, tried to make the activities of the ministry closer and more understandable to people and allowed his subordinates to be creative in working with such a conservative discipline as economics. He spoke about what the work of a state official is and how it can be attractive for a university graduate, in the section “Success Constructor”.

You graduated from HSE and the University of the Netherlands. How did you manage to study at two universities at the same time?

It was a joint program between the Higher School of Economics and Erasmus University Rotterdam, a great opportunity obtaining a foreign diploma for HSE masters - at that time there was an agreement between universities and courses were taught by professors from the Netherlands. Exams were also taken in English thesis I had to translate and defend myself before a commission of foreign professors, as well as complete three examination tasks. Such an experience turned out to be extremely useful - when you defend yourself before a foreign commission, you confirm not only your professional level, but also the ability to quickly convert knowledge at the level of language and mentality. And those who endured it all received diplomas from Erasmus University - there were four of us.

Is it easy for a university graduate to get a job in government bodies management? Is there a demand for young employees?

Yes, there is always demand. It is relatively easy to get a job in the ministry for entry-level positions. But will a university graduate want to work for the salary that is paid in these positions?

Each young specialist decides for himself whether he is ready to wait. At one time, I solved this issue for a very long time and painfully for myself. Despite the fact that I am not a Muscovite, I have no other sources of livelihood here to pull the strap of waiting. As a result, my parents supported me, and since 1999 I have been working here.

And if you, as a young employee, put up with a small salary, work, work, but you are not promoted. It happens?

This is an almost unbelievable situation. Because the civil service, especially on low levels, especially in such mobile ministries as the Ministry of Economic Development, from the point of view of career growth - a very good option. A person's abilities become visible quickly enough if he is creative, works efficiently and quickly with a large amount of workload.

Now, in front of my eyes, in the departments that are under my control, a number of young specialists in 3-4 years go from initial positions to the level of deputy head of a department or head of a department. The structure of the ministry is often reorganized, vacancies appear, people move from their places, and you need to replace them with someone - then you have to look at young employees who have proven themselves. You already know what they are capable of - you throw them "into the river" and watch how they show new qualities, grow, become independent, responsible and useful in a new incarnation.

What special qualities do you need to possess in order to surely advance in the service?

The first quality is efficiency. We, as leaders, have an officially irregular working day, and this is reflected in the work of subordinates. We have to prepare urgent materials, react with lightning speed to instructions in a mode very close to around the clock. Another thing is to show initiative, creativity, because our ministry is non-standard, there is no need to perform monotonous routine work here, and there is always a need for fresh ideas and proposals.

To work in the Ministry, of course, professional training is needed: economic theory, micro-, macroeconomics, higher mathematics and a very mobile brain. For example, in economic theory there are very beautiful models, but they all come from premises that do not exist in reality. Accordingly, if you are a super expert in economic theory, you cannot apply any of its models in the practice of the ministry. A person from the Ministry of Economics has a brain arranged accordingly, he must understand the essence economic processes, to see the consequences of certain proposals in the future, and most importantly, to have the flexibility of thinking in connection with reality.

Do you have to be an economist to work at the Ministry of Economic Development? On what specialties is the structure of the ministry built?

For example, we have the Department of Macroeconomic Forecasting, which is about the entire range of what is taught at the Higher School of Economics in macroeconomics. And although the models are used with amendments, all this is a natural application of the same theoretical knowledge in economics - of course, you need to know all of them perfectly. We have a strategic planning block, where we develop a strategy for socio-economic development and anti-crisis plan- here the whole economy is needed in full.

The ministry is large, and although it is about the economy, it deals with different things. In my submission, for example, there is a grant block public services, no economic theory is formally applied there, and even to economic practice the division has nothing to do with it - pure service, as well as the project of multifunctional centers "My Documents", which also came out of our ministry. The department has a regional block and a territorial planning block, which is essentially pure urbanism and urban planning, there is an investment climate block - a pure business direction, very far from economic theory.

Having taken office, you felt responsible for the fact that you really influence the fate of yourself big country in the world?

Responsibility is felt, but dulled by the fact that I am far from the first in the decision-making hierarchy. Above me there is a minister, a deputy prime minister, a prime minister, and many more intermediate steps where my decisions can be corrected. I can propose a project to the government for implementation, in this sense, the responsibility is great, and the work is rewarding - if what you proposed turns out, and what you then implement yourself, this is a great pleasure. You not only earned money for yourself and your family, but made a certain contribution to the common cause of developing the country. This is very important factor, which is always underestimated when talking about the civil service. Of course, we work for money, and we need to pay, and preferably more (laughs), but besides money, there are also non-material factors.

What projects that have come out of your blocks into real life can we already observe with our own eyes?

I think you have already used the My Documents service and visited the MFC - these are our most significant projects. They were made directly for citizens, and such a targeted opportunity to influence everyone in our ministry rarely appears.

Now we are doing a lot for small businesses, quite specific to ourselves, especially in terms of regional support programs with specific enterprises and jobs. We have created the Regulatory Impact Assessment project, a kind of tool for business to influence the state, with the help of which any bill can be subjected to examination. The Federal Portal of Draft Regulatory Legal Acts is generally unique; there is nothing like it anywhere else abroad where all the acts that are being developed by the Government are posted on one portal. It has always been believed that the draft act is such proprietary information that should not be shown to anyone.

Development institutions and innovation clusters, innovative development programs of state-owned companies, venture funds, a number of other things that really work and really generate innovative development in the country, were created on the initiative and with the direct participation of the Ministry of Economic Development.

On what basis are reforms driven? Are these studies of the Ministry of Economic Development, direct requests from the population?

We have our state statistics, indicators of socio-economic development by industry, by type and size of enterprises. From these statistics, we can get information about the main pain points in the economy. A lot of work is being done with the expert community of the National Research University Higher School of Economics and the Academy of National Economy, on whose authoritative research the government traditionally relies. The department itself has a large number of academic experts in all areas is, so to speak, theory, and the business with which we interact constantly gives us an idea of real life entrepreneur and his problems. We can pass a great law, but feedback quickly comes from fellow businessmen: “It doesn’t work.”

We work with HSE as a supplier of experts for our research and internships. The key word is "depressed". Why are they like this, our regions?

Everything is not easy there, because everything depends on the personality of the leader. Two neighboring regions may be in approximately the same situation in terms of basic prerequisites, human capital, natural resources, but they have an abyss in economic development, simply because in one region there is a normal governor who has built a team, monitors the work of the business, etc. And in the other, they are completely depressed: there is no work, people are leaving, the infrastructure is collapsing. Russia's problem is that it is large - 85 regions, and it is very difficult to establish control over each, and even with elections as the key to the solution - there are also problems. Fortunately, the country's leadership paid attention to this.

There is an opinion that an official is an age-related profession. How can young people adapt to this system and establish communication with the team?

On the one hand, there are no common recipes, because each ministry has its own history and corporate culture. Our ministry is one of the youngest, there is such a specificity here - specialists in their thirties often head a department where people of 50 years of age work. You still need to adapt, have leadership qualities, understand the psychology of relationships, be able to build authority - and this applies to any team of a large company.

What does your working day consist of?

The main activity of the Deputy Minister is meetings. There is also a large volume of daily mail that has to be sorted out for hours, digital and analog. The main work in numerous areas that I lead is the control of work on deviations. There is a department, there is its director, he is responsible for the unit, he dives deeper into the specifics of the direction, and my task is to listen to the problem and determine where to move. The higher you climb the career ladder, the less depth of immersion and time, but more room for maneuver and creativity.

How do you take a break from work?

The main thing is a vacation with family, and, of course, friends.
