The building resources classifier (CSR-2016) is built on the basis of synchronization with the Statistical Classification of Products by Activitа in the European Economic Communitу, 2008 version (CPA 2008) and the all-Russian classifier of products by type economic activity(OKPD2) OK 034-2014 (CPE 2008) by linking to OKPD2 (CPE 2008) codes (up to nine characters inclusive). Features reflecting needs Russian economy according to product details, are taken into account in OKPD2 groupings with 7-9 digit codes.
The structure and principles for constructing the developed classifier of building resources correspond to the general methodological principles for constructing the all-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014 (KPES 2008), adopted and put into effect by order federal agency on technical regulation and metrology dated January 31, 2014 No. 14-st.

CSR-2016 consists of books. KSR-2016 can contain up to 99 books (book mask "XX"). The books are formed taking into account specialized works and classification according to OKPD2, the specifics of the construction area and with the goals of ease of use of the CSR-2016 for specialists in the field estimated pricing. The formation of books was carried out taking into account the logic of the formation of collections of GESN-2001 (State elemental estimated standards). Resources used only in specialized work (narrow-focused or special area of application) are grouped into separate books. Resources with a wide range of applications are grouped into books by physical characteristics (type of material; physical and chemical composition).
The book can contain parts, up to 9 parts (part mask "X"). The parts within the book are grouped by the use of resources in technological process construction (for machines and mechanisms, there is no division into parts).
The part contains sections, up to 99 sections (section mask "XX"). Sections within the book, parts are grouped by section name in alphabetical order.
The section contains groups, up to 99 groups (group mask "XX"). Groups within a section are grouped by group name in alphabetical order. Groups containing the elements "..., not included in groups" in the name are located at the end of sections.
The position is tied to a book, part, section, group. Position mask "ХХХХ" ("ХХХ") (the maximum number of positions in a grouping is 9999 (999). Positions are grouped by name in alphabetical order.

Resources in the classifier of building resources are linked to the corresponding groupings according to OKPD2 codes (CPA 2008) (sections, groups of the building resources classifier are linked to the corresponding groupings according to OKPD2 (CPA 2008).
