Conditions for preferential housing lending in Belarus. Preferential lending from a to z. Who can apply for housing improvement

And the main legislative act was the Decree of the President of Belarus No. 240 signed on July 4, 2017 “On state support of citizens in the construction (reconstruction) of residential premises”.

In addition to the current system of preferential lending for housing construction, Decree No. 240 introduced a new type of state support for citizens in need of improvement living conditions- state targeted subsidies, informs infobank.by.

What are the subsidies for?

They can be provided to pay part of the interest for using a loan for housing construction received by citizens in any commercial bank, and for large and young families and orphans - also to repay part of the principal debt on such loans. The recipients of subsidies are mainly:

  • the same categories of citizens who were entitled to receive state support in the form of soft loans under Decree No. 13
  • prosecutors
  • low-income citizens engaged in the construction (reconstruction) of residential premises in settlements in the south-eastern region of the Mogilev region

The maximum loan amount to be subsidized is determined by the following formula…

The conditions for providing such state support will be:

  • order of receipt
  • classification of citizens as low-income

About the subsidy plain language

Decree No. 240 refers to attracting loans from commercial banks with the provision of the necessary targeted financial support for their repayment.

As a result, a person receives not a preferential, but the most common commercial loan and a subsidy for its repayment. This can be done in those banks that participate in the subsidy system, today there are 4 of them:

  • Bank Bel VEB
  • Belagroprombank
  • Belarusbank
  • Belinvestbank
  • BPS-Sberbank

Banks provide commercial loans for the construction (reconstruction) of housing on their own terms applicable in each of them, the main of which are almost identical today:

  • loan term - 20 years
  • loan rate - 13% per annum (or refinancing rate + 3 percentage points).

Please note that when changing the refinancing rate ( last years it falls) will change and the rate on the loan!!!

The subsidy is provided in non-cash form and is sent to the bank that issued the commercial loan to pay off part of the interest or principal debt for the citizen.

Amount of aid

A subsidy for the payment of part of the interest is provided:

  • beneficiaries listed in Decree No. 13 “On Certain Issues of Providing Citizens with State Support in the Construction (Reconstruction) or Acquisition of Residential Premises”
  • prosecutors, citizens from among prosecutors dismissed from service in the prosecution bodies due to age, health status, in connection with a reduction in the number or staff of employees (in connection with organizational and staff measures), who have at least 5 calendar years of service in the service prosecution authorities

* SR - refinancing rate

And speaking in very simple terms, in practice it will come out like this:

  • for large families with 3 children, the subsidy will cover 12% (refinancing rate 10% + 2 percentage points) out of 13% per annum
  • for large families with 4 or more children, the subsidy will fully cover the payment annual interest on credit
  • for all others, the subsidy will cover 8% (refinancing rate 10% - 2 percentage points) out of 13% per annum

The transfer of a subsidy for the repayment of part of the interest will be made from the next month after the bank issues a loan for the construction (reconstruction) of housing on a monthly basis during the entire loan repayment period established by the loan agreement.

The right to receive a subsidy for the repayment of the principal debt together with a subsidy for the payment of part of the interest is granted:

  • large families with 3 or more minor children
  • young families from among low-income families at birth (adoption) of the first and (or) second child after the decision to provide a subsidy for the payment of part of the interest
  • orphans

At the same time, the subsidy for the repayment of the principal debt is set for large families with 3 children in the amount of 95%, and for orphans - 35%.

For large families with 4 or more children, monthly loan payments, both for interest and principal, will be fully subsidized from the budget.

Young families at the birth of children after the decision to provide a subsidy for the payment of part of the interest: 10% - at the birth of the first child; 20% - at the birth of a second child.

The amount of the subsidy will change when the composition of the family changes!

How to get support?

The issuance of a subsidy is possible only when the queue of those in need of better housing conditions approaches and is classified as low-income.

Subsidies are provided for the construction of housing in economical multi-apartment and block residential buildings, the list of projects of which is approved by the Ministry of Construction and Architecture.

Decisions on the provision of subsidies are made by district, city executive and administrative bodies, and local administrations.

The order of your actions

1. Citizens eligible to receive targeted subsidies (subsidies) will be invited in turn to the executive committee, where they will be offered housing construction with such state support

2. If a citizen agrees to participate in the program, the executive committee sends him to the construction of housing, and the citizen enters into an appropriate contract for the construction

3. After concluding a contract for the construction of housing, a citizen shall apply to the executive committee with an application and relevant documents to make a decision on providing him with a targeted subsidy. The Executive Committee, taking into account the composition of the family, the living space in the property, will determine the maximum amount of the loan to be subsidized by the family

4. With this decision, a person goes to the bank to conclude a loan agreement

5. The Bank concludes loan agreement and send a copy to the executive committee. The Executive Committee, on the basis of information provided by the bank on a monthly basis, transfers to the bank that granted the loan a subsidy for the payment by a citizen of part of the interest on the loan, starting from the next month after the bank issued the loan (its part), a subsidy for repaying the principal debt on the loan - starting from the month of commencement principal repayment of a loan

To buy an apartment in five years with a salary of 1400 ???))) 1400, dear, this is an unfortunate 700 bucks. Yes, for part of the population - this is good money. But for buying real estate in the capital without a loan - this is a laugh one. What do you offer those people to eat while they save up with a salary of 700 ye? Grass on the road? And where do you live these years - with your mother? Subtract from these 700 the cost of food, clothing, rented apartment(because if they plan to build their own, then they don’t have their own yet and take it off, you understand the logic? I don’t discuss dependents who live with their own family in their parents’ apartment, this is some kind of misery) - and what will be left, a hundred or two? Save up from this hundred for 5 years for a new kopeck piece?)) Tell me, huh?
I have an official income - 1800-1900 rubles per month. My husband has a little more. Moreover, we have had such income for a very long time. And for some reason we cannot afford to save up 80 thousand dollars from it, especially in 5 years, don't tell me. Car service, children's things, food, apartment, etc. - most of it is gone. Simply because in our country everything is not cheap, and a salary of 900-1000 ye is not at all a lot of money, it is very average and not at all enough for everything. And they seem huge to people who are already on the verge of poverty with an income of 300 ye. So this is not because a thousand is a lot, but simply 300 is very, very little. So they put people with cancer, what to do. And now it seems to them that a dream is an unfortunate piece of bucks.

Today kopeck piece costs 53,000 dollars, if you spread this amount over exactly 5 years, it comes out to 833 dollars a month. This is if you put it under the pillow. And now let's estimate how much a person will collect for an apartment, if he really collected for it. After all, recently banks had loans at 5% for dollars. It turns out that if you had $20,000 on your deposit, then you would receive $83 every month, and in a year the bank would replenish your account by ~$1,000. In three years, the bank would give you $3,000 (3m2). Given the fact that the cost of meters has been declining for more than a year, this situation could have been foreseen. After all, people collect for apartments for more than one year. Previously, they tried to collect 100,000 for a kopeck piece, but today it costs a maximum of 60,000 + installments without%. So, in any scenario, in 3 years it was possible to collect 70% of the kopeck piece, and take the rest in installments.
do not forget the repair, or will you live in bare walls? another plus 20K for a decent one. and I don’t know about you, but I have something to do, besides gluing the wallpaper myself and laying tiles. So 20,000 ye is the minimum with furniture. MINIMUM. So we came to the conclusion that in 5 years it was already possible to collect only 70% of the kopeck piece, and even from the cheapest and without repair.

It’s sad that we are considered to be the norm for 10 years to deny ourselves everything and put our lives on the purchase of a beloved concrete box, in which you can bend your back later - do repairs for a couple of years in order to save money and not pay the brigade. Not life, but candy straight)))) God forbid anyone.

do not drive nonsense 20,000 for repairs. I did everything myself in a kopeck piece and spent it only on materials, redid the electrics myself, ordered plumbing and my budget for finishing has not yet climbed out even for 4000. and this is not linoleum on the floor, but tiles and an expensive laminate. area 70 m2. give me 20,000 and I'll do two of the repairs we're talking about, maybe three.
Come on, come on, tell us in more detail how you did the repair for 4K, and what did it include?
We take 70 squares of area. Suppose the work was carried out independently, and there was all the necessary tools.
Let's take the floor first. A square of a decent laminate costs about 20 rubles, a square of porcelain stoneware costs about 30 rubles. Let the coverage in the apartment be divided in half, 35 squares each. Total 700 rubles for a laminate and 1050 rubles for a tile. Total 1750 rubles only for materials, provided that there are no scraps and not counting the cost of glue, beacons, substrate for laminate, etc.
The walls in the bathroom(s) are also usually tiled. Let's take 10 squares, the same 30 rubles per square, a total of 300 rubles. Already 2050 rubles.
Bathroom stuff. Let's assume that there is no need to redo the piping and all connections are already in the desired places. For plumbing, let's take the bare minimum and budget models: Sink (50r), sink faucet (50r), bathtub (200r), bath faucet (50r), shower head (20r), heated towel rail (100r), toilet bowl (200r). Total 670 rubles only plumbing itself, very - very cheap. Not counting any fittings, valves, and gaskets. Well, even 100 rubles for lockers and 500 rubles for an inexpensive washing machine. It turns out 1270 rubles. Together with the floor, 3320 rubles are already running up.
Walls in the apartment. Suppose a miracle happened, and the walls did not have to be leveled (an unrealistic situation for Belarus: D), and it was decided to stick wallpaper on the walls, as the cheapest option. Tubes 30-40 for the whole apartment. With an average price per pipe of 10 rubles, we get 300-400 rubles. Total 3620 rubles with floor and bathroom.
Ceilings. Well, if you don’t bother at all, then you can stupidly whitewash. Let 50 rubles for whitewashing. Total 3670.
Kitchen. Let the kitchen be the most deshmanskaya, ready-made, for 500 rubles. A simple stove with an oven - 500. A domestic refrigerator - 500, an extractor hood - 50, a stainless steel sink - 30, a mixer - 40, a microwave -80. A total of 1700 for the kitchen, a total of 5370 has already come up.
Electrical and lighting. Let 20 new points be made. 20 socket boxes at 30 kopecks each, 100 meters of VVGng 3 * 1.5 cable at 50 kopecks per shoulder strap. 10 switches for 5 rubles each and 20 sockets for 3 rubles each. Plus chandeliers, lamps, sconces. Well, let 200 rubles for them. In total, an electrician with lighting will pull 300 rubles (this is without taking into account any terminal blocks, RCDs, automatic machines, and assuming the cheapest chandeliers, sockets and switches). Total runs 5670 rubles.
Interroom and entrance doors: Entrance rubles 500, interior pieces 4 - albeit 100 for cardboard doors. Total doors 900. Total runs 6570.
Further, all appliances and furniture. I think at a minimum, everything is very cheap. Kitchen table and chairs - 300, TV - 500, closet in the hallway - 500, bed - with a mattress - 700, sofa - 500, a pair of chairs - 200, chest of drawers - 300, a couple of bedside tables - 100, furniture in the nursery - well Let 500 for a crib, a desk, a locker and a high chair. In total, this will pull 3600 rubles. Total is already running more than 9,000 rubles.
This is already more than $ 4,000, while I considered everything at the very minimum with a bunch of assumptions. I wouldn't want to live in such an apartment. If you add any small things, such as irons, curtains, dishes, etc., plus the time and effort spent on shopping trips and buying all this, then the amount will boldly increase by one and a half to two times.

In this section, we will talk about citizens who, for one reason or another, apply for receiving on preferential terms.

Preferential lending from A to Z: registering the needy

the site continues to acquaint its readers with the Belarusian “benefits”. Who in our state is worthy of a loan for housing construction on preferential terms, we have decided. Now let's figure out how to get on the waiting list.

"Twenty-five thousand" or how to give an apartment for a wedding to children

Despite the fact that when registering those in need of better housing conditions, for example in Minsk, you risk taking an honorable place at number 25,000 (and this is only for your specific area!), This is the only chance to become an applicant for a soft loan for construction, reconstruction and acquisition of own living space. In the new edition Housing Code Chapter 7 is devoted to those who want to “sign up as volunteers” in the Republic of Belarus. If you have already reached the age of 16 (it is from this moment, according to our legislation, a citizen has the right to be registered with those in need, if we are not talking about earlier emancipation - note ed.) For those who are going to conquer the capital, or at least the Minsk region, ten- and five-year registration at the place of residence, respectively, will be required. This applies to nonresident citizens who are not young professionals, family members of local residents, and in other cases, which are not subject to the registration requirement.

If you don't have an apartment, you don't know who's lucky

Citizens who do not own and (or) use, own a dwelling in the locality where they want to be accepted into this queue have the right to be included in the housing queue. In accordance with new edition ZhK RB the group of applicants also includes those citizens who were evicted from an apartment (house, room), where they lived as a relative, family member, etc. In more detail, with what is meant by citizens not owning and using residential premises, giving the right to register for housing, can be read.

Not a step back, not a meter "forward"

Citizens whose total area of occupied living quarters is less than the established norm also apply for apartment registration: for Belarus as a whole - 15 sq m per person, for Minsk - 10 sq m per person. By the way, when calculating the provision of housing, all housing available to the applicant's family members only in the locality where he intends to be registered is taken into account. For Minsk: residential premises located in the Minsk region are also taken into account.

Neighbors are not chosen

You have every chance of being registered as those in need of better housing conditions if at least two citizens live in a room or in a one-room apartment, one of whom suffers from a dangerous disease (the list is approved by the Ministry of Health). For those who live in the so-called "communal apartments", the green light is on if the housing supply is below the standard for a family member (15 and 10 sq m for the Republic of Belarus and Minsk, respectively).

Citizens living in non-insulated living rooms and who are not close relatives have the right to be included in the coveted queue.

Among other grounds for registration of apartment registration is residence:

  • in a hostel (except for students and temporary workers);
  • in a private apartment or public apartment under a lease agreement or commercial use;
  • in a room unsuitable for habitation for good reasons (dilapidation, non-compliance with sanitary standards, etc.);
  • in service or special housing;
  • in a social apartment under a tenancy agreement concluded for up to 10 years. If you share a one-room apartment with another citizen, regardless of his gender (including regardless of whether they are or are not close relatives), you are also required to be included in the lists of those in need. An exception is the situation with spouses, who, by definition, can and must live under the same roof, even if it refers to a one-room apartment.

We honor young people - get registered

Continuing the topic of matrimony, we note that citizens belonging to young families have the right to be included in the queue if both spouses got married for the first time and neither of them owns, owns or uses a dwelling. A young family is considered if one of the spouses is under 30 years old. Also, the queue includes citizens who have given birth (adopted, adopted) and raising a child without marriage, as well as widowed spouses raising children who have not entered into a second marriage, if they do not have their own housing (by right of ownership, under a contract of employment, under treaty shared construction). Those in need should be registered in without fail young workers (employees), young specialists who arrived at work by distribution, under an agreement on targeted training of a specialist, as well as by sending government agencies and organizations to places with increased radiation. Citizens belonging to the category of orphans and children left without parental care are taken into account.

A special case

A person who has a dwelling (apartment, house), but does not live in it, can be considered a person on the waiting list if, upon moving into this living space, he becomes in need of improved living conditions. In accordance with the law, organizations that have housing under economic management should provide in collective agreements additional grounds for admission to apartment registration. But in this case, such people on the waiting list can improve their living conditions only at the place of work. Registration of citizens in need of better living conditions is kept at their place of residence (registration) by the relevant district administrations of Minsk, as well as at the place of work in organizations. For registration at the place of residence from 10.08.2011, a 10-year period of registration at the place of residence in the capital is required. If you have a desire to get acquainted with the information “chewed” by us, so to speak, in the primary source, you can fulfill your plan.

We are already in need, but there is still no loan

So, you have been registered as those in need of better living conditions. It's up to the small: "sift" through an even finer "sieve". Issues of inclusion in the lists of concessional lending fall within the competence of district, city executive and administrative bodies, local administrations and other state bodies authorized to approve these lists. Our legislation is arranged in such a way that there are citizens who can count on the treasured millions for the construction of their own square meters.

Without a piece of paper, I'm a bug

"Stop, car!" or why they can give you a turn from the gate

Concessional lending and everything connected with it is under strict control and requires compliance with many formalities. That is why it will not hurt you to familiarize yourself with registering you in need of better housing conditions. Forewarned is forearmed!

Preferential lending from A to Z: counting meters and payments

In continuation of the journey through the wilds of preferential lending for housing construction, the site acquaints its readers with the conditions for obtaining a preferential loan, as well as with the methodology for calculating the area credited on preferential terms.

We build a family nest for 15 square meters. m

Building a palace on a soft loan, of course, will not work. The number of standardized square meters per representative of the homo sapiens species, especially in Minsk, is extremely small:

  • 20 sq. meters (in Minsk - 15 sq. meters, and for large families - 20 sq. meters) per family member;
  • 30 sq. meters during the construction for one person of a one-room apartment, a one-apartment residential building, as well as for citizens permanently residing and working in rural settlements and building (reconstructing) in them single-apartment or blocked residential buildings;
  • 44 sq. meters during the construction of a single-family residential building for one person or a one-room apartment in a blocked residential building.

If you Hero of Belarus, Hero of the Soviet Union, Hero of Socialist Labor, full cavalier of the orders of Glory or Labor Glory, then you can add 15 "squares" to your housing that can be built through concessional lending. The same privilege is enjoyed by citizens who, in accordance with the law, have the right to additional living space for health reasons.

Multiplying the number of those in need by the meters due to you, do not forget to subtract from the resulting value:

  • the total area owned by a citizen (that is, you) and members of his family of housing;
  • the total area of housing owned by a citizen (again, you) and members of his family and alienated within 3 years before the conclusion of a loan agreement which has a large area). These areas also include the total area of housing attributable to the share in the common ownership of housing. This area is determined in proportion to the size of the share.

By the way, residential premises owned by the borrower and (or) members of his family, located in all settlements of the Republic of Belarus, are taken into account.

Program - maximum, results - minimum

The maximum amount of a preferential loan for the construction (reconstruction) of a dwelling is determined by the normalized size of the total area of the dwelling and at the cost of 1 sq. meters of the total area of a residential building under construction (reconstruction), but not exceeding the single marginal standard for the cost of 1 sq. meters of the total area of the dwelling, determined by the Council of Ministers of the Republic of Belarus. The volume of lending should not exceed 90 percent (for large families - 100 percent) of the cost of construction (reconstruction) of the normalized size of the total area of \u200b\u200bthe dwelling, taken into account to determine the size of the soft loan.

as part of the organization of developers, construction (reconstruction) of single-apartment residential buildings (apartments in blocked residential buildings) the calculation of the size of the preferential loan is based on the cost of construction (reconstruction) of 1 sq. meters of the total area of the dwelling at current prices as of the date of conclusion of the loan agreement, excluding costs not included in the summary estimate of the cost of construction, but attributable to the cost of construction.

During the construction (reconstruction) of a residential building on the basis of an agreement on the creation of an object of shared construction the calculation of the size of the soft loan is based on the cost of construction (reconstruction) of 1 sq. meters of the total area of the dwelling, taking into account the limited profit of the developer, provided for by law.

Changing the size of an open credit line is made during the period of issuing a preferential loan and (or) the construction (reconstruction) of a dwelling in the event of a change estimated cost construction (reconstruction) of a dwelling, or a single marginal standard for the cost of 1 sq. meters of the total area of the dwelling, determined by the Council of Ministers of the Republic of Belarus, taking into account the construction readiness of the dwelling house.

At the beginning of 2014, the Council of Ministers of Belarus approved a single marginal standard for the cost of 1 sq. m. m of the total living area in the amount of 6.1 million rubles.

The document entered into force on January 1 this year. Until that time, the marginal standard for the cost of 1 sq. km. m of housing in the amount of 5.3 million rubles, fixed by a government decree in September 2013.

This indicator is used to calculate maximum size concessional loan for the construction or reconstruction of housing. Lending housing construction on the benefits of Belarusbank and Belagroprombank will now provide on preferential terms no more than 6.1 million rubles for the cost of 1 sq. km. m of living space.

We pay bills

If you have a desire to sell brand new square meters after the full repayment of the preferential loan and buy something at your own discretion for the proceeds, you will have to wait.

Sale of residential premises, their parts, shares in the right of ownership, built (reconstructed) or acquired with the attraction of a preferential loan, within 5 years from the day early repayment this loan can be carried out by the relevant district, city executive and administrative body, local administration in the manner prescribed by law.

If the relevant district, city executive and administrative body, local administration refuses to purchase a dwelling (its parts, shares in the ownership right), built (reconstructed, acquired) with the attraction of a preferential loan, the sale, donation or exchange of the said dwelling (its parts, shares in the ownership right) within 5 years from the date of early repayment of the loan is carried out with the permission of this executive and administrative body, the local administration in exceptional cases (moving to another locality, divorce, death of the homeowner, etc.) or in case of improvement housing conditions by the owner of housing through the construction, reconstruction or acquisition of residential premises.

So, having contacted a preferential loan once, you will not part with it, probably until your retirement.

Next Friday we will continue to understand the intricacies of concessional lending and tell you about subsidies for the construction and reconstruction of residential premises.

Preferential lending from A to Z: subsidies

Subsidies will be the final point in our journey along the thorny path of preferential lending for housing construction. Small, disposable, but gratuitous, and therefore very desirable.

How much does it cost to build a house?

The amount of the subsidy is determined as the sum of its base share, determined as a percentage of the cost of construction (reconstruction) taken into account for determining the amount of the subsidy of the normalized size of the total area of the dwelling, and housing quotas of the citizen receiving the subsidy and members of his family who, in accordance with the law, are entitled to indexation of housing quotas and those who expressed a desire to improve their living conditions using a subsidy.

The amount of the base share of the subsidy is determined based on:

  • the time a citizen is registered in need of better housing conditions, with the exception of citizens receiving subsidies out of turn, as well as young families and citizens permanently residing and working in rural settlements - the basic share of the subsidy for them is determined regardless of the time they were on such registration ;
  • the number of family members who agreed to receive the subsidy;
  • average monthly total income families;
  • the size of the total living area for one or more family members, taken into account when calculating the subsidy in accordance with the standards.

The calculation of the base share of the subsidy is made at the cost of 1 m 2 of the total area of the housing under construction (reconstruction), but not exceeding the single marginal standard for the cost of 1 m 2 of the total area of the housing, determined by the Council of Ministers of the Republic of Belarus. Recall that today this figure is set at 6.1 million rubles per 1 sq. m.

Decree of the President of the Republic of Belarus No. 13

Decree No. 13 has long been the main document within the framework of which state support was provided for the construction or purchase of housing. However, after Decree No. 240 came into force, the situation changed somewhat.

Lending under Decree No. 13 in our country is carried out only by Belarusbank, we contacted its contact center to find out if it is possible to get such a loan now, here is what a bank specialist answered us:

The basis for obtaining a preferential loan in accordance with Decree No. 13 are lists compiled in accordance with the order of citizens in need of better housing conditions and approved, respectively, by district, city executive and administrative bodies, local administrations, relevant ministries and departments.

In other words, the loan is valid, but the issue of its issuance will be considered by the bank only after receipt of relevant information from local executive bodies.

Here is what is said about this on the website of the Ministry of Architecture and Construction of the Republic of Belarus:

Decree No. 13 continues to operate in full for citizens who have already received preferential loans. New contracts under this decree will be concluded only if there is a free funds. The amount of funds for additional lending under Decree No. 13 will decrease every year, and from 2018, support will be provided almost exclusively under the terms of Decree No. 240.

Based on this, we can conclude that although Decree No. 13 is in force, support for it is practically not being carried out.

About the subsidy - in simple terms

Decree No. 240 refers to attracting loans from commercial banks with the provision of the necessary targeted financial support for their repayment.

As a result, a person receives not a preferential, but the most common commercial loan and a subsidy for its repayment. This can be done in those banks that participate in the subsidy system, today there are 6 of them:

  • Bank BelVEB
  • Belagroprombank
  • Belarusbank
  • Belinvestbank

  • Priorbank
Banks provide commercial loans for the construction (reconstruction) of housing on their own terms and conditions, the main of which are identical:
  • loan term - up to 20 years;
  • the loan rate is 12% per annum (or the refinancing rate + 3 percentage points).

Please note that when the refinancing rate changes, the loan rate will also change!!!

The subsidy is provided in a non-cash form and is sent to the bank that issued the commercial loan to pay off part of the interest or principal debt for the citizen.

Please note that the amount of the subsidy depends on the composition of the family. If it changes, the amount of the subsidy will be recalculated.

The last time the amount of state support for construction was changed on March 1, 2019. According to Decree No. 474 “On State Support for the Construction (Reconstruction) or Acquisition of Residential Premises”, it has increased for such categories of citizens as:
  • orphans - the amount of the subsidy increased from 35% to 50% (to repay the principal debt)
  • low-income citizens who carry out housing construction and labor activities in settlements in the south-eastern region of the Mogilev region - the amount of the subsidy is increased by 4 p.p. (to pay part of the interest)
  • citizens raising disabled children - granted the right to receive a subsidy for the repayment of 50% of the principal debt on commercial loans
In addition, the priority right to receive state support is established for large families raising children with disabilities (as it is provided for large families raising 4 or more minor children).

In addition, Decree No. 474 establishes a number of restrictions to receive state support for able-bodied citizens not employed in the economy. These restrictions came into effect on March 1, 2019. State support will not be provided to families in which all able-bodied family members are not employed in the economy. However, they have been given the right to re-apply for it if the grounds for classifying them in the above category of citizens have disappeared.

How is everything going?

The issuance of a subsidy is possible only when the queue of those in need of better housing conditions approaches and is classified as low-income.

Decisions on the provision of subsidies are made by district, city executive and administrative bodies, and local administrations.

  1. In order to receive a subsidy, citizens in the order of the state on the register who need to improve their living conditions are invited to the executive committee at the place of state on such a record and offer the construction of a dwelling in a particular house
  2. With the consent of a citizen for construction under Decree No. 240, he submits an application to the executive committee
  3. The Executive Committee decides to provide a subsidy, with which a citizen applies to any bank operating under Decree No. 240, where a loan agreement is concluded
  4. Then the contract is submitted to the executive committee, which made a decision on the subsidy
  5. Subsidies are being paid
Note! Decree No. 240, as well as Decree No. 13, lays down the principle of one-time receipt of state support for improving housing conditions. If the family has already received state support in the form of a soft loan, then she is not entitled to subsidize a commercial loan under Decree No. 240. Only large families have a second right to state support if the need for better housing conditions arises in connection with the birth (adoption, adoption) of children.

As you can see, Decree No. 240 offers a very convenient and profitable tool for improving living conditions. And if you fall into the category of those who are entitled to the agreed benefits, you can consider yourself lucky!
