Determination of the cost of design and survey work. PIR estimates. Estimate for design work, drawing up features, sample, form for download Estimate for design work on smoke removal

Sour cream design work- a written document that establishes the scope and other characteristics of the costs for the implementation of design work under the design contract.

Budgeting Rules

Such a document is drawn up in writing and approved by the interested parties. The development of the estimate is preceded by the signing by the parties of a contract for the implementation of design work. Such an agreement determines the scope and list essential conditions execution of design work.

The estimate for the work is drawn up in pursuance of the main agreement on the implementation of design work. As a rule, such an estimate is drawn up and signed together with the design contract. By agreement of the parties, the analyzed document may be approved by the parties later.

The work is an annex to the main design contract and must meet certain criteria. Such a document must contain the necessary conditions, the absence of which may lead to the recognition of the transaction as invalid.

Requirements for information in the estimate for design work

Should not contradict the terms of the main design contract.

Should not contradict the current legislation of the Russian Federation.

It should be sufficient to fulfill the obligations assumed.

Signed by authorized representatives of the parties.

A sample estimate for design work, a standard form, does not have a strict form and is drawn up in any form. However, the requirements Russian legislation must be observed by counterparties in the contract transaction.

An estimate made in a simple written form is attached to the main design contract and is an integral part of it.

At the same time, it must be remembered that such a design agreement can be used without attaching an estimate to it, and the estimate, in turn, is not a sufficient document in itself, since it does not contain a sufficient number of essential conditions displayed in the design work contract .

The content of the estimate for design work

Information about counterparties, their authorized representatives and documents confirming these powers.

Information about the design contract under which the estimate is made.

Date and place of signing of the analyzed document.

Terms of validity and procedure for termination of the rights and obligations of the parties.

Detailed list of project costs. In some cases, for convenience, this information is summarized in a table, which is divided into understandable and logical sections.

Application procedure this document and other useful information.

The described document is mandatory for execution by the parties while the main design agreement is in effect. Termination of the design agreement entails the termination of all applications, including the analyzed design estimate.

The procedure for making changes and additions

If the interested parties need to make changes and additions to the project estimate, then an additional document is drawn up in the form of an additional agreement. Such an agreement is signed by authorized representatives and it enters into legal force.

The approved estimate cannot be changed in unilaterally and is binding on the signatory parties. Separate positions of such a document may be declared invalid only by the signatory parties or in a judicial proceeding.

The recognition of individual items of the estimate as invalid does not entail the recognition of the entire estimate as such. In the positions of the contract that are not contested in the prescribed manner, it continues to operate in accordance with the previously agreed terms.

Our resource contains various samples of such documents, which can be downloaded absolutely free of charge in the "Sample Documents" section, articles on law enforcement are posted in the "Question and Answer" section.

We wish you good luck!

Drawing up estimates for design and survey work (PIR) can be attributed to one of the specific types of estimates. The cost of design work is not calculated according to collections unit rates, which include TERs, FERs, and not even at elemental prices (HESNs), i.e. in a sense, they stand apart from general construction, commissioning, repair and other works, estimates for which are developed on the basis of the listed collections. Estimated calculations for design and survey work, as a rule, are considered according to directories base prices(CBC) developed for each sector of the economy: gas, utilities, metallurgical, machine-building, etc. When calculating the cost of estimates for design and survey work according to CBC collections, estimators usually use the formula: (A + B * X) * K, in which indicators A and B are the fixed standards indicated for each type of design work, the value X is the main quantitative indicator of design (km, pieces and other units of dimension), K are the coefficients for converting the base cost of design work into prices of the current period, taking into account possible adjustments. Consider a sample estimate for design and survey work, developed on the basis of a price guide for design work on utility and engineering networks and structures, translated from the current prices of the 2nd quarter of 2013 in the Krasnodar Territory.

The calculation of the cost of design work in the example is carried out according to the CBC - the official publication of the Ministry of Regional Development, included in the register of generally accepted estimated standards. In addition, there are a number of other industry compilations that, in one case or another, can be used to draw up estimates for design and survey work. Among such collections are the SBC "Energy Facilities", which includes a methodology for determining the price of design work, price tables for the base year and unit costs development of RD (working documentation) by types of construction and installation work relating to the power facility. A sample estimate compiled according to the collection "Energy Facilities":

No. pp Kinds construction work for buildings and infrastructure facilities Part numbers, tables indicating indicators and percentages for sections of the SBC "Energy Facilities" for design work The formula for calculating prices for design and survey work according to the formula a + b * x or as a percentage of the cost of construction and installation works Cost of design and survey work in basic prices, thousand rubles

In these examples of budgeting for design work, the cost of construction of energy and other facilities was indicated in the initial data. Meanwhile, the prices for the construction of complex construction and installation facilities are not always known in advance or are controversial. In this case, instead of calculating the cost of building energy facilities, you can use aggregated indicators of their cost, taken from special collections. A sample calculation of estimates for design work using this methodology demonstrates the need to transfer the basic cost of work to the current one in two steps: first, the cost of construction and installation works is transferred from 2000 to 2001, and then the design is transferred to the current period.

Explanations for estimates.

When considering estimates for design and survey work, fragments of which are placed in the text, are compiled on the basis of prices from several collections, only some of which are available in the register of commonly used estimate standards. Collections not included in the register are practically not used in the preparation of estimates for design work in the FER, but are quite often used to develop estimates for design and survey work. alternative ways which can more accurately take into account the specific conditions and features of the design survey work.

The estimate for design work (which is also called the estimate for design and survey work - abbreviated PIR) refers to specific types of estimates, since the basis for compiling the project estimate is not collections of territorial and federal unit prices (TERs and FERs) and not elemental prices (GESNs ), but reference books of basic prices (collections of CBC). Such directories are developed separately for each industry - mechanical engineering, metallurgy, gas, etc. - and from them indicators of standards are taken, which, after substitution into the formula, give the value of the cost of work.

The basis for the estimate of design and survey work are CBC - Reference books of basic prices for construction, used with the appropriate indexation:

  • for design work
  • for engineering research.

In calculating the cost of work using CBC collections, most often, a formula is used in which:

  • fixed standards for each type of design work - A, B,
  • the main quantitative indicators of design - X, which enter values in various units of dimension: pieces, km, etc.,
  • coefficients for converting initial prices (basic cost of work) into prices (cost) of the current period.

The formula, which general view looks like (A + B * X) * K, can be illustrated by an example for which the CBC is used for design work for utility and engineering networks. So, to calculate the cost of design and survey work for outdoor street lighting for a length in the range from 1000 to 3000 running meters, based on the CBC of utility engineering networks, the following are taken:

  1. data from Table 2 with indicators of outdoor lighting on streets, parks, boulevards, squares, driveways, highways in the values A = 75.97 thousand rubles, B = 0.013 thousand rubles,
  2. conditional quantitative indicator of the length of the street - for example, 2000 linear meters,
  3. Ktc coefficient (current prices) for recalculating the basic cost of 2001 into current prices (in the example, the index for the 2nd quarter of 2013): Ktc = 3.6,
  4. coefficient Kd (working documentation) of the share of working documentation in the cost of design work in general: Kd = 0.6,
  5. coefficient established in the presence of a contact tram network (CBC for engineering communications, clause 2.2.7): K = 1.05.

With such initial data, the calculation will look like this: (75.97 + 0.013 * 2000) * 3.6 * 0.6 * 1.05 \u003d 231.27 thousand rubles.

In the given sample calculations, when drawing up the estimate, the cost of construction was indicated in the initial data. However, often in the construction of complex objects, prices are either unknown in advance, or are uncertain and controversial. In this case, aggregated cost indicators are used, which are also given in special collections. At the same time, the calculation according to this method involves first transferring the basic cost, which is taken according to the indicators of 2000, to the data of 2001, and then, in the second step, to the current period.

The tabular part of Form 2p, which is used to draw up estimates for design work, consists of 5 columns (columns).

  1. The first column contains the serial number of the works.
  2. The second one includes information about the type of work.
  3. The numbers of tables, parts, sections, paragraphs of the CBC are entered in the third column, from which the initial data are taken.
  4. In the fourth column, the calculation formula is implemented using specific data: numerical indicators and indices (sometimes, to display comprehensive information, both the formula itself and its expression with the substitution of indicators are taken out in the field).
  5. In the fifth column, enter the resulting result of the calculations - the final cost of the design and survey in rubles for this line.

In the upper part of the document (in its "header"), in addition to indicating the number of the contract to which the estimate is attached, and the names of the designer and customer, sometimes a list of the used collections of reference books of basic prices is given, but, as can be seen from the example, this is not necessary, since the same information on items is contained in the 3rd column. The bottom of the table shows the totals for the estimate and the total estimated amount.

Guidelines for using SBC

The Guidelines for the use of the CBC, approved by the Ministry of Regional Development, introduced a number of clarifications and recommendations on the preparation of calculations. In particular, it defines the procedure for calculating the cost of design work in the presence of additional factors. Among them, the use of additional coefficients in the event that:

  • in Handbooks in the development of design and working documentation there are no multiplying factors by the layout method - here the indices 1.05 and 1.1 are applicable for design and working documentation, respectively,
  • reusable or standard documentation is used in the absence of changes in the above-ground part - here the prices of the Directories are multiplied by coefficients in the range of 0.2-0.35,
  • reusable or standard documentation is also used, but with changes to the aboveground and underground parts - here the coefficient on the price of the Directories reaches 0.8,
  • the price is determined design development in the construction of unique objects - in this situation, a multiplying factor of 1.5 is applied, etc.

In addition, among the factors that additionally affect the calculation of the cost of project development, the following are mentioned:

  • The absence in the region where the construction is taking place, of a centralized data bank created for the current cost of resources (in the case of compiling resource method). This becomes a condition for the introduction of a multiplying factor of 1.1.
  • Complex building conditions, increasing the complexity of design: subsidence, permafrost soils, landslides, mine workings under construction sites and others (increasing coefficient - 1.15), seismicity depending on the points (up to a factor of 1.3 with 9 points).
  • Installation of imported technological equipment, which allows applying (as agreed with the customer) a coefficient of up to 1.3.
  • Acting as a general designer and curator of design work, which increases the cost of development up to 2%.

Practicing in the field of estimating the cost of design and survey work for about 7 years, I made a huge number of conclusions regarding the complexity and imperfection of the pricing system in this area of activity, I would add, the intellectual and expensive area commercial activities design and survey offices.

To begin with, the assessment of the cost of design and survey work (hereinafter referred to as ) is carried out at a time when there is no project yet, and perhaps there is not even a sketch of the future building, structure, linear object, etc. Most recently, I came across an “album” (a sketch of the future sports complex), which reported the area, volume, the presence of built-in facilities of the facility, the presence of nearby infrastructure, and, well, 3 pictures of the desired FOC - it was necessary to determine the cost of design.

Experience suggested that it was necessary, at least, to understand the composition of the projected volumes. To date, the document defining the composition and content project documentation, is . But this resolution contains only the composition of the draft volumes, as well as the composition of the contents engineering surveys, which in percentage terms can be about 20-25% of the cost of the main design work, the composition and content for the design of external engineering networks is also not clear: water supply, sewerage, electricity supply, gas supply, etc. ...

I will not exaggerate, there are answers to these questions (if you ask yourself), it is worse if we simply miss these volumes.

So, in order to determine the composition and content of engineering surveys, it is enough to refer to the Methodological Manual for Determining the Cost of Engineering Surveys for the Construction of the Gosstroy of Russia: FSUE PNIIIS Gosstroy of Russia, 2004, which also sets out the composition of the necessary surveys - geology, geodesy, ecology, as well as a list of documents that determine the composition of these surveys, what samples and in what quantity should be taken at the site under study.

It remains to deal with the design of external engineering networks - the answer is the TERMS OF REFERENCE (hereinafter referred to as the TOR), in which the customer (sometimes the designer himself) formulated the requirements and the list of gas, water, electricity networks, etc. necessary for commissioning, and also necessary specifications to connect to these networks (determine the distances to the nearest input points or generating facilities).

Stage 1 - initial data, completed!

The 2nd stage, to be honest, is no less difficult - determining the cost of R&D!

There are 3 possible methods for calculating the cost of design work and 2 possible methods for calculating the cost of engineering surveys.

Methods for estimating the cost of design work.

Calculation according to the natural indicators of the object (NPO)

The 1st calculation method is based on the natural indicators of the object (hereinafter referred to as the NPP) - area, volume, length of linear objects, productivity for generating objects, etc., which in the collections of basic prices correspond to some indicators of the basic price. At the moment, this is the most convenient and reliable method for determining the price of design work. About 250 collections of basic prices for most types of work have been developed. SBCs are used for federal budget and municipal budgets subjects of the Russian Federation. For the Moscow region and the Moscow city budget, the State Unitary Enterprise Research and Development Center "Moskomarchitectura" developed the Moscow Regional Recommendations, abbreviated MRR, which without fail are used when calculating estimates for design and survey work with financing from the Moscow City Budget. For more information about this calculation method, see Guidelines by definition, IRDS approved by .

Calculation of PIR based on the cost of construction (CCC)

The 2nd and less convenient method of calculation is the calculation of the cost of R&D as a percentage of the cost of construction and installation work, which is not always convenient due to the lack of estimates before design, and it is also not always possible to find an analogue object. There are a number of directories of analogous objects and methods for an aggregated determination of the cost of construction, for example: construction price standards (NCS) are included in the Federal Register of Estimated Standards; regional construction guide RCC-2014, feasibility study estimate - developed by Mosstroytseny OJSC, etc.

Having determined the cost of construction by any and possible methods, as a percentage of the cost of construction and installation works , reported in the Handbooks and collections of basic prices, we determine the cost of R&D. Again, in more detail in MU 2010 approved by order of the Ministry of Regional Development dated December 29, 2009 No. 620.

Calculation of the cost of design and survey work by labor costs

3rd method - beloved by the contractor and unloved by the customer - labor costs (hereinafter 3p, why 3p is a form for calculating estimates for labor costs, approved under the form number 3P). With this method, the actual time of participation of designers in the development of any volume of the project or structural element of the building structure and other types of work that are not in the reference books and collections of basic prices is determined. The method is convenient for the designer in connection with determining the actual time of participation of specialists in the development of the project by expert means, the contractor himself decides who and how much time is involved in the design. This results in the cost of design. More about this method in the Clarifications of "Centrinvestproekt" for 1999.

Determination of the cost of engineering surveys.

The main method for determining the cost of engineering surveys is the calculation based on natural indicators reported in reference books and collections of basic prices for 1991 and 2001. At the moment, for research, there are only federal reference books of base prices that are used for any source of funding, but for Moscow money, one should not forget about the standard of the city order, reported in.

2nd possible method determining the cost of surveys are labor costs. Here everything is similar to labor costs in designing, we determine the actual time of participation of specialized specialists, therefore, we get the price.

Automation of cost estimates for design and survey work. PIR program

To date, all of the above methods for calculating design and survey work, as well as the mentioned SBC and MPP are contained and automated in, for your information, the federal directories of the SBC are included in the system on the basis of a direct contract with CENTRINVESTproject. The program allows you to use search engines to select the desired price, read the necessary methodological documents, and upload documentation in any convenient XLS, PDF, Word format ... The program allows you to simplify the task at least 3 times in relation to the usual calculation in exel, and also remove problems with you by tracking the relevance of the collections, tk. against the directories there are marks - included, in the register of estimated standards, the collection or canceled, and moreover - which directory came out to replace the canceled one.

How to quickly learn how to correctly calculate PIR

For those who were interested and useful in this article, we recommend that you study on ours! In just a few lessons, you will learn the methods of calculating design and survey work, learn about the composition and content of the design and survey documentation, learn how to work in federal (SBC) and Moscow (MRR) directories, ask questions about the types of work that are of interest to you when drawing up PIR estimates, study the leading program for calculating estimates, the PIR System, and also receive a certificate of short-term professional development established by the state.

A new, improved, accelerated and expanded version of the estimate program has been developed XlinkPS-2018(project estimates) , which is designed to calculate estimated cost designing security systems at current state and contract prices.

The new version provides automated calculation of the estimated cost of designing the following security systems:

2. Warning and evacuation systems in case of fire (SOUE)
3. Security alarm installations (UOS)
4. Automatic fire extinguishing systems (AUPT) sprinkler, deluge, gas, powder, aerosol, modular and impulse action
5. Pump stations for water fire extinguishing systems.
6. Installations and smoke exhaust systems (SDU)
7. Perimeter security systems (SPO)

The program provides maximum profit from the production of design work, allows you to quickly create budget documents, as well as:
– automatically receive a full package of contractual, estimate and delivery documentation,
— to speed up and simplify the coordination of estimates with the customer as much as possible,
– to increase the professionalism, speed and quality of work of specialists,
– easily and quickly teach how to work and calculate estimates for any beginner.

In a global crisis main task is the need to improve its efficiency.
The program uses the most effective methods and algorithms to ensure maximum profit in the field of security systems design.

The normative cost of designing such systems is currently determined by the current Reference Book of Basic Prices for Design Work for Construction on Fire and Security Protection Systems (SBTSPR, 1999).

The new version of the estimate program allows you to compare the current standard and contractual cost of work, showing the difference between them in the estimate.
Everything is known in comparison, as you know, without which no estimate can be accepted and signed by the customer, unless he is convinced or you prove that your contract price does not exceed the state standard.

You must understand that any of your contract prices will seem too high for the customer if you do not compare it with the current standard design price.

Without using existing government regulations for design, the customer cannot understand the real current cost of design work in our country, therefore he will pay the minimum, considering that he has overpaid a lot.

In addition, the state budget generally does not accept estimates that are not based on the current pricing system and state regulations.

Therefore, the standard calculation of the cost of work is in any case necessary, the most profitable and useful for the contractor to increase profits and the efficiency of the enterprise.

The standard cost of design is in our country maximum and therefore allows you to regulate the contractual cost of design work within a wide range, taking into account the solvency of the customer and providing him with good discounts, because the margin of cost according to current standards for security systems allows them to be provided and regulated within a wide range.

The program has no analogues in Russia in terms of its simplicity, speed of calculation and speed of creating estimate documentation. They indicated the area of the object, changed any parameter of the estimate, pressed the button and the estimate is ready with the standard and contract price in EXCEL format, in which with one click you can also change any parameter of the estimate and the cost of work without using the estimate program. Ready estimate in EXCEL format is an estimate program with one control button for creating and editing estimates with one click of the mouse. This feature is not available in the demo version of the estimate program and is its limitation, since it displays the estimate in single section view mode. All other delivery, settlement and text documents do not have restrictions in the demo version and are generated automatically with one click of the mouse.
