In order to develop an effective communication environment for the interaction of innovators, experts and potential investors, the Main Department of Economics and Investments of the Altai Territory organizes a regional competition innovative projects"New Altai", which has established itself as an effective mechanism for involving entrepreneurs in innovative activities. According to the Decree of the Administration of the Altai Territory dated October 31, 2008 No. 464 “On the annual regional competition of innovative projects “New Altai”, the list of the main tasks of the competition includes the formation of organizational and economic mechanisms for the interaction of science, production and the market, as well as assistance in promoting innovative ideas and projects aimed at increasing the pace economic growth and technical re-equipment of enterprises.
Individuals, legal entities of any organizational and legal form and form of ownership, carrying out innovative activities in the Altai Territory, can become participants in the competition.
Projects are put forward for the competition that correspond to the priorities of the scientific and technological development of the Altai Territory, aimed at creating new materials, products, processes, devices, services, systems, methods and their further improvement, focused on practical use in economics.

The winners of the competition are awarded with cash prizes and diplomas of the Regional Administration.
The bonus fund is 800 thousand rubles.
Grants for start-up small innovative companies
The amount of the grant to one applicant cannot exceed 500 thousand rubles.
The investment of own funds in the project should be at least 15 percent of the amount of the declared grant.
The calculation of the amount of own funds to determine the share of co-financing of the project is carried out for the period from December 1 of the year preceding the year of applying for state support, and for a period of not more than one year within the funds provided for in the regional budget for the current fiscal year and for the planned period, as well as funds transferred from federal budget.

The competition is held in three areas: natural sciences, technical sciences, humanities.
There are five nominations for each direction: "Professor of the Year", "Scientist of the Year", "Young Scientist of the Year", "Teacher of the Year", "Student of the Year".
Participants of the competition in nominations can be:
"Professor of the Year"- scientific and pedagogical workers with the academic title of "professor" and working in higher educational institutions, educational institutions of additional professional education, scientific and research organizations located on the territory of the Altai Territory;
"Scientist of the Year"- scientists working in scientific and research organizations, higher educational institutions, laboratories of institutions of additional professional education located on the territory of the Altai Territory;
"Young Scientist of the Year"- scientific and scientific-pedagogical workers engaged in labor activities in scientific and research organizations, higher educational institutions, laboratories of institutions of additional professional education located in the Altai Territory, as well as full-time graduate and doctoral students with a chosen (approved) topic
dissertations directly related to the problems of socio-economic and (or) scientific and technical development of the Altai Territory. The age of a person nominated to participate in the competition in this nomination should not exceed 35 years on the date of his nomination;
"Teacher of the Year"- scientific and pedagogical workers engaged in labor activities in higher educational institutions, educational institutions of additional professional education located on the territory of the Altai Territory, with the exception of employees with the academic title of "professor";
"Student of the Year"- full-time students in higher educational institutions of the Altai Territory, starting from the third year, full-time undergraduates in higher educational institutions of the Altai Territory, starting from the first year, having at least 75 percent of marks "excellent" for the entire time of study at a higher educational institution (the rest are good).
Nomination of candidates for participation in the competition is carried out by the academic councils of higher educational institutions, educational institutions of additional professional education, scientific and research organizations of the Altai Territory. No more than 2 applicants can be nominated from one organization to participate in the competition in each nomination.

Subsidies to existing innovative companies
Subsidies to support existing innovative companies - subsidies to small and medium-sized businesses in order to reimburse costs or lost income in connection with the production (sale) of goods, the performance of work, the provision of services.
Subjects of small and medium-sized businesses - legal entities operating in the innovation sphere at the time of the decision to provide a subsidy for more than 1 year can take part in the competitive selection. An essential condition is the availability of documents confirming the applicant's rights to the results of intellectual activity.
The selection procedure is based on the following criteria:
· the significance of the project for the development of the region (the project's compliance with the development priorities of the Altai Territory, the creation and (or) preservation of jobs, the increase in tax payments);
· quality of project development (feasibility study of project implementation);
· term of the project implementation (timing of the release of the first batch and the start of marketing activities);
Direction of expenses submitted for reimbursement.
The winners of the competition are reimbursed for the costs associated with the implementation of innovative projects to create or improve products, as well as the technology of their production. The amount of the subsidy cannot exceed 5 million rubles. The share of the applicant's own funds in the expenses submitted for reimbursement must be at least 25% of the amount of the subsidy. 1. The Main Department of Economics and Investments of the Altai Territory is the executive authority of the Altai Territory, which implements the state economic policy in the region in the field of economic planning and forecasting, investment, innovation activities, commodity markets, as well as the regulation of the contract system in the field of procurement of goods, works, services to meet the state needs of the Altai Territory, the procurement activities of certain types of legal entities in the Altai Territory within the framework of.

2. 4.5. monitors the implementation of strategic and policy documents for the socio-economic development of the Altai Territory and their adjustment;

5.5. involve scientific and other organizations, scientists and specialists in the study of certain issues;
5.6. to hold reviews, competitions, seminars, conferences, to organize the exchange of experience, exhibitions, and other similar events on issues within the competence of the Chief Economics.
6. The Head of Economics is headed by the Deputy Governor of the Altai Territory, the head appointed and dismissed by the Governor of the Altai Territory.

8.11. ensures compliance with financial and accounting discipline.
9. The head of the economy has the rights legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, as well as accounts opened in accordance with the legislation of the Russian Federation.
