Price indices in construction

In November 1998, the jubilee, 25th issue of the interregional information and analytical bulletin "Price Indices in Construction", published quarterly since 1992 by "KO-Invest" (Moscow) was published. Each issue of this publication allows its readers to receive up-to-date information on the dynamics of current and forecast prices for buildings, structures, construction works, materials, structures, technological equipment in all regions of Russia. This information can be used to substantiate property transactions, revaluation of fixed assets, appraisal investment projects, conducting contract tenders, in the preparation and implementation of construction contracts in terms of taking into account current price changes.

The information basis for determining the indices is the registration data of current consumption prices for materials, structures and products, as well as indicators of wages, other costs and profits per 1 man-day of labor costs of workers employed in construction and installation works in basic contractor organizations.
In 1991-1993 registration of current prices for resources was carried out quarterly only by price registrars, and since the beginning of 1994, data from selective monthly statistical observation, reflected in the form 9-ks, have been used.
Price registration is carried out for 90 unified groups of materials, and for each group the price per unit of the reduced volume of material delivered to the on-site warehouse of the construction organization is calculated. The use of a methodical technique - recalculation of the material from natural to reduced volume - allows you to take into account the impact on the price level of significant differences in the consumer properties of specific types of materials, structures and products included in the corresponding unified group.
The basis for establishing the coefficients for converting natural volumes into given ones was the ratio between the prices of specific materials and materials representing the corresponding unified group, given in the price lists of wholesale prices in 1990 (1984)
Resource-technological models consist of a resource block and a basic block valuation. The resource block indicates the need for materials (according to the nomenclature of their unified groups) and the labor costs of workers involved in construction and installation works. The basic cost estimate block shows the basic estimated cost of materials free-of-charge warehouse, as well as estimated values wages, operating costs of machines, overheads and profits.
Calculations and formation of a system of price indices for construction and installation work are carried out using the software and information complex "KO-Invest". The development and use of price indices correspond with " methodological recommendations on the use of current and forecast indices cost when compiling budget documentation, determination of free (contractual) prices for construction products and settlements for work performed", developed by the State Construction Committee of Russia and the Central Research Institute for Economics and Construction Management in 1993 and "The Procedure for Determining the Cost of Construction and Free (Contractual) Prices for Construction Products in the Conditions of Development of Market Relations ?, put into effect on April 1, 1994 by the letter of the Gosstroy of Russia dated December 29, 1993 N 12-349.

Price indices for capital investment in general, including construction and installation works and equipment, are calculated in the structure of sectors of the national economy and industry as a whole for Russian Federation(see table 1).
Price indices can be used to:
- determining the volume of capital investments in the current price level when performing macroeconomic, planned and statistical calculations;
- bringing the volume of capital investments in the current price level to a comparable level;
- determining the cost of construction as part of a feasibility study of investments, a project (draft design) with the preparation of a consolidated estimate of the cost of construction;
- determination of the cost of construction in progress in the price level of a given period;
- determination of the replacement cost of the main production assets.
To recalculate the volume of capital investments calculated in the basic price level into the current level, it is necessary to multiply the cost of each element of the technological structure - construction and installation works, equipment, other costs by the published current index for the corresponding construction industry, followed by summing up the results. At the same time, regional differences in price indices for construction and installation work should be taken into account.

^ Price indices for construction and installation works

Price indices for construction and installation works are given in regional and sectoral sections (see Table 2). The calculation of regional indices is based on intersectoral resource-technological models and on the results of registration of prices for resources carried out in the basic organizations of the regions.
General regional indexes of prices for construction and installation works are intended primarily for statistical and general economic calculations on a national and regional scale. For use by appraisers of real estate and investment projects, regional indices are intended for 14 characteristic structural systems of buildings and structures.
Sectoral indices are developed on the basis of sectoral inter-regional models, in which the level of prices for resources depends on the level of prices in the regions where the construction of objects of this industry is located.

1.1. General provisions.

The regional information bulletin is intended to provide investors, customers and contractors of the Nizhny Novgorod region with information on topical issues pricing and rationing in construction, on the dynamics of current and forecast prices for construction and installation works, materials, structures, as well as on the dynamics of wage indicators in the Nizhny Novgorod region.

Indices represent the ratio of the cost of products, works or resources at the current price level to the cost at the basic price level. The base level is the cost at the level of estimated norms and prices as of 01.01.2000.

The information basis for determining the indices is the registration data of current consumption prices for materials, structures and products, as well as indicators of wages, other costs and profits per 1 man-day of labor costs of workers engaged in construction and installation works.

Indices reflect changes in the cost of billing period on the wages of construction workers and workers servicing construction machines, for the operation construction machines and mechanisms and on, products and designs.

Resource-technological models consist of a resource block and a base cost estimate block. The resource block indicates the need for materials (according to the nomenclature of their unified groups) and the labor costs of workers involved in construction and installation works.

In the block of the basic cost of the assessment, the basic estimated cost of materials ex-site warehouse, as well as the estimated values ​​of wages, the cost of operating machines, overheads and profits are given. The value of the base cost is determined for the Nizhny Novgorod region.

Price indices for construction and installation works are given for the region by construction objects. The calculation of indices is based on resource-technological models and on the results of registration of prices for resources carried out in organizations of the Nizhny Novgorod region.

Price indices for construction and installation works to base prices territorial unit rates used in determining the cost of construction in the Nizhny Novgorod region, are given to the entire budget and regulatory framework 2001.

The forecast of price indices for construction and installation works takes into account price trends for the last 3 quarters. When forecasting, the use of anti-inflationary measures and other factors are taken into account.

1.3. Wages in construction

Indicators of hourly wages for construction workers are differentiated depending on the average category of work and are intended to calculate the wages of construction workers when calculating the cost construction products in the basic and current price levels.

1.4. Material prices

Prices for materials, products and structures reflect average level estimated and selling prices for materials, products and structures.

The estimated cost of materials, products and structures at the current price level is determined on the basis of selling prices according to the data provided by the bases building materials, manufacturers, enterprises and organizations of the Nizhny Novgorod region.

Selling prices for materials, products and structures are determined based on the weighted average prices of suppliers material resources and averaged taking into account the delivery scheme.

This information can be used when substantiating transactions with property, when revaluing fixed assets, evaluating investment projects, and conducting contract tenders.

Foreign reference books for estimators and appraisers provide very detailed information on regional differences in the level of construction costs.

Thus, in the price guides of the company "Means" (USA), regional coefficients reflect the level of cost in relation to the average American level and are given for 900 large cities in the USA and Canada. At the same time, the indicators were developed for 16 classes of construction work.

In domestic directories of aggregated indicators of the cost of buildings and structures, regional coefficients reflected the estimated level of construction costs on average for the region in relation to the average estimated cost of construction in the base region - the Moscow Region.

When developing the proposed new guide for each region, instead of one average regional coefficient, 21 coefficients were calculated, including regional coefficients:

  • by 5 classes of material resources;
  • for all materials consumed in construction and installation works;
  • on remuneration of workers employed in construction;
  • for 7 building and structural systems of buildings;
  • for 7 building and structural systems of structures.

The information basis for compiling the reference book was the results of calculations of regional coefficients for the previous 17 quarters of 1997-2001, published in previous issues of the KO-INVEST information and analytical bulletin "Price Indices in Construction".

Calculations were made for all regions of the Russian Federation (except for the Chechen Republic). At the same time, for a number of regions, the approximate values ​​of indicators for territories with more difficult construction conditions are given separately.

Appraisers of our country, when determining the replacement cost of buildings and structures, widely use the specific cost indicators established for 10 territorial belts in the 40-volume edition of 1972. " Specific indicators replacement cost of buildings and structures "(abbreviated: UPVS-72). According to these reference indicators, the lowest construction cost is set for the Moscow and Leningrad regions(I territorial belt). Note that in 1972 these regions also covered the cities of Moscow and Leningrad.

In the actual conditions of market pricing in construction in last years construction prices in these regions are 10-30 percent or more higher than in many other regions of the Russian Federation. preserved high level the cost of construction in the Far Eastern and Northern regions, the Tyumen region. The relative level of construction costs in the republics of the North Caucasus has dropped sharply. The relative level of cost has decreased in the Central Black Earth, Volga-Vyatka and West Siberian regions. At the average level (approximately at the same level as in the Moscow region), the level of construction costs in the Volga and Central regions was established.

Therefore, there are grounds to assert that the new KO-INVEST reference book “Regional and economic coefficients of the cost of resources, buildings and structures” as the main tool will help increase the reliability of construction and real estate cost estimates.
