The ministry responsible for the economic development of the country, by definition, should be the initiator and main conductor of new ideas and reforms. However, in the conditions of a deficit budget, the flow of investments into the economy is constantly declining. The new minister argues that it is sufficient to effectively use the available funds to increase GDP.

 

Ministry economic development(MED) is a federal executive body that carries out state administrative and legal regulation in economic sphere.

The Ministry regulates the activities of economic entities through the development of regulations, monitoring and control, and maintenance of accounting registers. Also, its functions include planning the entire economy as a whole, as a single national economic complex. The supreme body is the Government Russian Federation, the Minister of Economic Development is appointed and dismissed by the President of the Russian Federation.

Briefly about the history of creation

After the formation of the RSFSR in 1991, the federal Ministry of Economy was created for the first time, which was entrusted with the functions of state regulation economic development countries. In the Soviet period, this was done by the State Planning Commission. In May 2000, it was renamed the Ministry of Economic Development and Trade. He was transferred to the functions of CIS affairs, currency and export control operations. In 2008, trade was taken out of the department (except international). The Ministry of Economic Development, its tasks and functions were determined in the form that remains to this day.

German Gref became the department's first minister, who was replaced in 2007 by Elvira Nabiullina, who previously held the post of deputy minister (Fig. 1). Since November 30, 2016, its head is Maxim Oreshkin, former Deputy Minister of Finance.

Structure and subordinate services

The Ministry consists of 29 departments, it regulates the activities of more than 50 areas economic life(Fig. 2).

Its competence includes:

  1. Sector of the real economy: industrial, construction, agro-complexes and industries serving them. Its subjects are entrepreneurs, organizations, and their production and economic activities.
  2. Financial market: banking, insurance, auditing, appraisal, investment activities credit and financial institutions.
  3. Stocks and bods market: professional business activities related to stocks, bonds and other securities. It includes brokerage, dealer, depository, clearing and other varieties.

In addition, he has 4 federal agencies under his control, which carry out permitting and registration functions (Fig. 3).

Federal Property Management Agency:

  • keeps records of the state real estate;
  • organizes the sale of state property (privatization);
  • exercises the rights of a shareholder in banks with state participation;

Rosreestr:

  • conducts a cadastral valuation of immovable objects;
  • leads state cadastre real estate (GKN);
  • registers ownership of immovable objects;
  • leads a single State Register real estate (EGRP).

Rosaccreditation:

  • conducts accreditation of organizations and individual entrepreneurs, issues certificates;
  • issues conformity forms for products subject to certification;
  • maintains a register of issued declarations of conformity for products.

Rospatent:

  • registers inventions, utility models, industrial designs, trademarks and issues patents;
  • maintains a state register of objects for which exclusive rights are registered.

In November 2016, by the Decree of the President, federal agency on state reserves (Gosreserve). It has been in the structure of the Ministry of Economic Development since 2004, and now it has been transferred directly to the jurisdiction of the Government of the Russian Federation.

Tasks and activities of the Ministry

The main tasks of the Ministry of Economic Development:

  • ensuring the stability of the Russian economy,
  • its sustainability in the long term,
  • reducing dependence on external conditions.

Thus, it is called upon to act as the main ideologist of all economic reforms. In the history of Russia, such a period is noted only once - during the leadership of German Gref, when GDP increased by 7.5% per year. Economists attribute success to effective work in conjunction with Alexei Kudrin (Minfin). And at the same time, we should not forget that it was a period of high oil prices.

The MED submits a monthly report to the Government on the current situation in the economy, and the data as of November 2016 look disappointing (Table 1). However, in general, the recessive decline in relation to 2015 has slowed down, that is, there is a positive trend in GDP (Fig. 3).

In the opinion of many economists, the role and authority of the Ministry of Economic Development has declined significantly in recent years. The development of the economy always requires investment, and since 2012, the state budget deficit has been increasing every year. Accordingly, funding for many targeted investment programs. Treasury's desire to maintain remaining reserves and macroeconomic stability tip the scales by slowing down economic growth. Thus, when drawing up the budget for a 3-year period, the Ministry of Economic Development recalculated the forecast indicators three times in order to “drive” them into the framework of the allocated funding. On this basis, for several recent years there is a confrontation between the two departments.

New minister and old tasks

In November 2016, Maxim Oreshkin was appointed to the post of Minister of Economic Development. He is a strong supporter of the fiscal rule, and believes that an increase in investment in the economy does not in itself lead to GDP growth. Experts predict two scenarios. Either his position as Minister of Economy will change, or the Ministry of Economic Development will finally lose its positions.

However, the Government and the President, appointing the former Deputy Minister of Finance to lead the economy, expect from him a new effective approach to solving the problems of macroeconomic development. They are already in front of him.

  1. Return to the Ministry the main role in the preparation of macroeconomic forecasts, since in fact these issues are now being decided by the Ministry of Finance and the Central Bank.
  2. Focus on supporting efficient industries and reduce investment in unprofitable ones.
  3. Strengthen influence on regional authorities in order to reorient them to support entrepreneurship.
  4. Create tools to activate trade missions abroad in order to expand exports and promote Russian goods.
  5. Reform tax system in the next 2 years.
  6. End disputes with the Ministry of Finance over federal targeted and investment programs by legalizing the latter as an instrument of the budgetary mechanism.

What the Ministry of Economic Development will become, and how it will affect the future of the country, time will tell. Interestingly, the predictions of some politicians and economists about the merger of the two ministries did not come true. This has already happened in history - a short period in 1991-1992. However, many of them still believe that the close "cooperation" between the Ministry of Economic Development and the Ministry of Finance is the beginning of a period of prolonged stagnation in the economy.

History of the Ministry of Economic Development of Russia

The Ministry of Economic Development of Russia is the successor to the State Planning Committee of the USSR, which existed until 1990. The initial tasks of the department were nationwide development planning National economy USSR and control over the implementation of national economic plans. The first major transformation took place in 1990. Instead of the abolished State Planning Committee of the RSFSR, a State Committee RSFSR in Economics.
