In accordance with Decree of the Government of the Russian Federation of June 30, 2004 N 329 "On the Ministry of Finance of the Russian Federation" (Collection of Legislation Russian Federation, 2004, N 31, art. 3258) and by order of the Ministry of Finance of the Russian Federation of May 11, 2016 N 153 "On approval of the structure of the Ministry of Finance of the Russian Federation"

I order:

1. Approve the attached Regulation on the Department of Budget Policy and Strategic Planning of the Ministry of Finance of the Russian Federation (hereinafter referred to as the Regulation).

1. The Department of Budget Policy and Strategic Planning (hereinafter referred to as the Department) is a structural subdivision of the Ministry of Finance of the Russian Federation (hereinafter referred to as the Ministry), which ensures the implementation of the functions of the Ministry for the implementation public policy in the field of budgetary, tax, debt, monetary and other in the established area of ​​responsibility of the Ministry of Politics, including in terms of analyzing the current situation in the field of the economy, the dynamics of financial and commodity markets; organization and practical application of planning and forecasting tools; analysis and development of measures economic policy in these areas; as well as assessing and developing measures to prevent the negative impact of macroeconomic and financial stability risks.

2. The Department in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts ministries and others federal bodies executive power, as well as these Regulations.

3. The department carries out its activities in cooperation with other departments central office ministries, federal services and organizations under the jurisdiction of the Ministry, as well as other state authorities (including constituent entities of the Russian Federation), local governments, organizations and citizens, scientific and expert communities.

4. The Department exercises the following powers:

4.1. prepares, for submission to the Government of the Russian Federation, draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation, and other documents that require a decision of the Government of the Russian Federation, on issues related to the established scope of the Department;

4.2. prepares for approval in accordance with the established procedure the normative legal acts of the Ministry on the implementation of the functions of the Ministry on issues related to the established area of ​​responsibility of the Department;

4.3. carries out:

in terms of the development, analysis and use of forecasts of social economic development Russian Federation:

4.3.1. study (including jointly with the Ministry of Economic Development of the Russian Federation) of issues of development, regulatory legal regulation, coordination and updating of forecasts for the socio-economic development of the Russian Federation, constituent entities of the Russian Federation and municipalities;

4.3.2. participation (together with the Ministry of Economic Development of the Russian Federation) in the development of procedures for the formation of forecasts for the socio-economic development of the Russian Federation, including for the long term, including methodological and expert support;

4.3.3. preparation of the position (conclusions, assessment and analysis results) of the Ministry on draft forecasts for the socio-economic development of the Russian Federation, constituent entities of the Russian Federation and municipalities developed by the Ministry of Economic Development of the Russian Federation, including long-term ones;

4.3.4. preparation of alternative forecasts, scenarios and assessments of the socio-economic development of the Russian Federation and individual sectors of the economy, constituent entities of the Russian Federation and municipalities, as well as administrative-territorial units, including for a long-term period;

4.3.5. training with structural divisions Ministries and other ministries and departments of forecasts, estimates and analytical materials for the long term in terms of the conditions and indicators of budget balance budget system Russian Federation, assessment and forecasting of financial and macroeconomic risks, long-term forecasting methodology;

4.3.6. preparation of proposals for improving macroeconomic and budgetary policies in the long term;

in terms of assessing financial and macroeconomic risks, ensuring long-term balance of the budgets of the budgetary system of the Russian Federation:

4.3.7. formation of approaches to ensuring long-term budgetary sustainability and preparation of proposals to the leadership of the Ministry on these issues, including the development and preparation of opinions on draft federal laws on amendments to the budgetary legislation of the Russian Federation regarding the use of additional oil and gas revenues and "budget rules";

4.3.8. development of materials in terms of long-term planning, assessment and forecasting of financial and macroeconomic risks, macroeconomic indicators within the framework of the budget process (including with the participation of other structural divisions of the Ministry);

4.3.9. coordination of work on the activities of the National Council for Ensuring Financial Stability, as well as the development of relevant regulatory legal acts;

4.3.10. preparation of information, analytical and reference materials, proposals for the National Council for Financial Stability;

4.3.11. preparation of an annual report on macroeconomic and financial risks, including for a long-term period, including methodological and expert support for this work;

4.3.12. preparation of reports for the leadership and collegium of the Ministry on financial and budgetary risks;

4.3.13. a set of proposals from the structural divisions of the Ministry for the preparation of long-term financial, macroeconomic and other forecasts and estimates, the preparation of analytical materials, explanatory notes, reports;

4.3.14. administration of income from the transfer of part of the profit Central Bank Russian Federation to the federal budget;

4.3.15. assessment of the impact of the measures of the existing system of benefits and exemptions on economic growth rates;

in terms of strategic planning:

4.3.16. drafting guidelines for subjects of budget planning, providing methodological assistance to federal government bodies, state authorities of the constituent entities of the Russian Federation and structural divisions of the Ministry for Strategic Planning;

4.3.17. analysis, generalization and practical application of the best practices of world experience in the field of long-term planning;

4.3.18. monitoring and compilation of proposals of the structural divisions of the Ministry on budget allocations provided for the implementation of obligations stipulated by the implementation of the decrees of the President of the Russian Federation of May 7, 2012, preparation of materials for the meeting working group Commission under the President of the Russian Federation for Monitoring the Achievement of Target Indicators of the Social and Economic Development of the Russian Federation;

4.3.19. participation in the definition of threats national security the Russian Federation, monitoring the state of national security of the Russian Federation on issues within the competence of the Department;

4.3.20. compilation, generalization of data submitted by the structural divisions of the Ministry, and preparation of information and analytical materials on the implementation of the National Security Strategy for the preparation of an annual report to the President of the Russian Federation on the state of the national security of the Russian Federation and measures to strengthen it;

4.3.21. participation in the preparation, analysis and examination of programs, strategies, concepts and other documents in the field of socio-economic development;

4.3.22. analysis, methodological support of strategies long term development sectors of the economy, including the oil and gas sector, preparation of expert opinions on state strategic planning documents;

4.3.23. improvement of methodology and legal framework state strategic planning;

in terms of developing state policy and legal regulation on issues of long-term budget planning:

4.3.24. development budget forecast the Russian Federation for the long term;

4.3.25. development, submission to the Government of the Russian Federation of regulatory legal acts for the preparation, approval, amendments to the budget forecast of the Russian Federation for the long-term period;

4.3.26. development and application of methodological documents governing the formation, updating and implementation of the budget forecast of the Russian Federation for the long term, including guidelines state authorities of the constituent entities of the Russian Federation and local governments;

4.3.27. maintaining a statistical and analytical base on the main parameters of the budget system of the Russian Federation;

4.3.28. processing international experience of long-term budget planning and organizing the testing of best practices in the activities of the Ministry of Finance of the Russian Federation;

4.3.28.1. coordination of the work of the structural divisions of the Ministry on the formation and updating of the maximum volumes of budgetary appropriations federal budget for implementation government programs the Russian Federation for the long term;

4.3.42. analysis of the impact of policies in the budgetary, tax, debt and monetary spheres on socio-economic development, including on a variant basis;

4.3.43. organization and interaction with foreign investors, representatives financial institutions within the competence of the Department;

4.3.44. improving the structure and granularity of analytical data within presentation materials for external experts;

4.3.45. participation in the development of the main directions of monetary policy, the balance of payments of the Russian Federation;

4.3.46. monitoring and forecasting monetary indicators and the main parameters of monetary policy;

4.3.47. consideration and preparation of opinions on draft legislative and other regulatory legal acts on the issues of socio-economic development of the Russian Federation, monetary policy, long-term planning and other issues related to the competence of the Department;

4.3.48. preparation of information and analytical materials and proposals for improving the investment climate in Russia;

4.3.49. assessment of the mutual influence of macroeconomic, budgetary, debt, tax policy and preparation of relevant reports to the leadership of the Ministry;

4.3.50. organization of work and coordination of the activities of the structural divisions of the Ministry for the submission, input and updating of data on the implementation of action plans ("road maps") of the national entrepreneurial initiative aimed at improving the investment climate in the Russian Federation, in the system for monitoring and controlling the implementation of plans in the information and telecommunications network "Internet":

- providing a monthly set of updated data on the implementation of action plans submitted by the structural units of the Ministry - responsible executors of action plans, with the transfer of generalized information to the structural unit of the Ministry responsible for posting data in the system for monitoring and controlling the implementation of plans in the information and telecommunication network "Internet";

- ensuring a quarterly set of updated data on the implementation of action plans submitted by the structural divisions of the Ministry in cases where the Ministry is the responsible executor, as well as a co-executor on the points of the action plans, with the direction of generalized information to the Ministry of Economic Development of the Russian Federation and federal executive authorities responsible for coordinating the activities of responsible executors and co-executors of action plans ("road maps");

4.3.51. preparation of information and analytical materials on the implementation of action plans ("road maps") on items falling within the purview of the Ministry, to ensure the participation of a representative of the Ministry in meetings of the working group of the Economic Council under the President of the Russian Federation in the direction of "National Entrepreneurial Initiative";

4.3.52. consideration, development and examination of regulatory legal acts, proposals, opinions on issues of ensuring liquidity and operations on the "open foreign exchange market";

4.3.53. preparation of proposals and information and analytical materials regarding the organization of the work of the Ministry to improve the position of the Russian Federation in the annual ranking World Bank Doing business;

in terms of cooperation with international financial organizations, expert and scientific organizations, economic integration:

4.3.54. participation in the work of international financial organizations, including missions of international financial organizations, analysis and evaluation of reports of international financial organizations, participation in negotiations and consultations with international financial organizations on issues of long-term strategic forecasting, balancing the budgets of the budget system, monetary policy of the Russian Federation ;

4.3.55. coordination of interaction between departments of the Ministry of Finance with the Research and Development Institute of the Ministry of Finance of Russia;

4.3.56. interaction with the NIFI of the Ministry of Finance of Russia and other scientific research and expert organizations on issues within the competence of the Department;

4.3.57. creation of a regular mechanism for meetings of the leadership of the Ministry with experts in terms of economic policy;

4.3.58. preparation of information, analytical and reference materials, proposals, conclusions on international economic cooperation in the established area of ​​responsibility of the Department;

4.3.59. consideration of the formation of the Common Economic Space in various areas of economic integration (CES), economic integration of the CIS member states, participation of the Russian Federation in the World Trade Organization (WTO), accession to the Organization for Economic Cooperation and Development (OECD), economic interaction between the member states of the EurAsEC , partnership strategies with the European Union; the functioning of the Union State, the concept of the Common European Economic Space with the participation of Russia and the European Community (CEES) within the limits related to the competence of the Department;

4.3.60. creation of a mechanism for monitoring and analyzing the economies of the EurAsEC countries;

4.3.61. organizing and coordinating the dissemination of information in accordance with the Special Data Dissemination Standard (SDDS) of the International Monetary Fund (IMF);

4.3.62. organization of work on the analysis and (or) preparation of reports of international financial organizations within the framework of international forums to assess compliance with standards and codes, transparency, economic development and economic growth prospects;

4.3.63. development of reports and positions of the leadership of the Ministry for participation in international forums, seminars, conferences within the jurisdiction of the Department;

in terms of planning and ensuring transparency of the activities of the Ministry:

4.3.74. information and technical support for the work of the official website of the Ministry in cooperation with the information and technical departments of the Ministry;

4.3.75. selection and analysis of publications of periodicals, materials of Russian and foreign news agencies, television and radio broadcasts on issues within the competence of the Ministry;

4.3.76. accreditation of journalists for events held by the Ministry and assists them in collecting and preparing materials on the activities of the Ministry for their placement in the media;

4.3.77. placement of press releases, statements and other information materials on the activities of the Ministry in the information and telecommunications network "Internet";

4.3.78. monitoring of Russian central, regional and foreign press;

in terms of information support of public events:

4.3.79. organization and holding of the Moscow Financial Forum;

4.3.80. preparation of materials and speeches to the Minister and Deputy Ministers at economic forums and other public events;

4.3.81. support of public events, including interaction with public organizations;

4.3.82. a selection of materials on the coverage of the results of forums and other public events, organizes the release of information products;

in terms of other functions:

4.3.83. carrying out activities in the field of mobilization training and civil defense;

4.3.84. preparation of references, analytical materials and conclusions on behalf of the President of the Russian Federation, the Government of the Russian Federation, the leadership of the Ministry and consideration of requests from deputies of the State Duma and members of the Federation Council of the Federal Assembly of the Russian Federation, the Accounts Chamber of the Russian Federation, appeals from federal executive authorities, organizations and citizens on issues falling under the jurisdiction of the Department;

4.4. ensures timely and complete consideration of oral and written appeals of citizens on issues within the competence of the Department, making decisions on them and sending answers within the time period established by the legislation of the Russian Federation;

4.5. prepares and submits to the leadership of the Ministry proposals for the creation of coordinating, advisory bodies and working groups (including interdepartmental) on issues within the competence of the Department;

4.6. ensures, within its competence, the protection of information constituting a state secret;

4.7. organizes vocational training employees of the Department, their retraining, advanced training and internships;

4.8. carries out work on the acquisition, storage, accounting and use of archival documents formed in the course of the Department's activities;

4.9. performs other functions established by orders of the Ministry, instructions of the Minister of Finance of the Russian Federation and the Deputy Minister of Finance of the Russian Federation, who coordinates and controls the activities of the Department.

5. The Department has the right on issues that are within the established scope of jurisdiction:

interact (including correspond) with the relevant federal executive authorities and their structural subdivisions, structural subdivisions of the Administration of the Government of the Russian Federation, as well as other state authorities (including constituent entities of the Russian Federation), local governments and organizations, expert and scientific organizations, as well as departments of the Ministry;

interact in the prescribed manner with government authorities foreign countries and international organizations on issues within the competence of the Department;

hold meetings;

exercise other rights established by orders of the Ministry.

6. The Department reports to the Deputy Minister of Finance of the Russian Federation.

7. The structure and number of employees of the Department is determined by the Minister of Finance of the Russian Federation.

8. The Department is headed by a director who is appointed and dismissed by the Minister of Finance of the Russian Federation.

The Director of the Department has deputies who are appointed and dismissed by the Minister of Finance of the Russian Federation upon his recommendation.

Deputy Directors of the Department ensure the organization of work on the implementation of the functions and powers of the Department in the established field of activity in accordance with the distribution of duties between him and his deputies approved by the Director of the Department.

In case of temporary absence of the Director of the Department, his duties are performed by one of his deputies in accordance with the order of the Ministry.

9. Director of the Department:

carries out direct management of the Department, bears personal responsibility for the fulfillment of the powers and functions assigned to the Department, and the state of executive discipline;

ensures, in accordance with the established procedure, the preparation for sending to the Government of the Russian Federation of draft acts that require a decision of the Government of the Russian Federation;

ensures, in accordance with the established procedure, the preparation of draft regulatory legal acts of the Ministry;

provides consideration and, if necessary, approval of appeals, draft acts and other documents submitted to the Ministry, prepares conclusions on them;

attracts, in accordance with the established procedure, scientific and other organizations, scientists and specialists for the study of issues related to the field of activity of the Ministry;

holds meetings with interested federal executive bodies and organizations on draft legislative and other regulatory legal acts, as well as on other issues within their jurisdiction;

approves drafts of normative legal acts and other documents prepared by the Department or submitted to it for approval;

provides consideration and signs responses to individual and collective appeals of citizens and organizations;

submits to the Minister of Finance of the Russian Federation proposals on the structure and staffing of the Department within the established number and wage fund;

distributes duties between his deputies and employees of the Department;

approves regulations on departments of the Department and job regulations of employees of the Department;

prepares and submits, in accordance with the established procedure, proposals on the selection and placement of personnel in the Department, on the appointment and dismissal of employees of the Department;

makes proposals on the application of disciplinary measures to employees of the Department;

submits, in accordance with the established procedure, proposals on encouraging the employees of the Department, submitting them for conferment of honorary titles, awarding state awards of the Russian Federation and insignia of the Ministry;

develops and implements measures to improve the organization and methods of work of the Department, strengthen executive discipline, improve the business skills of its employees;

ensures the organization and proper conduct of office work in the Department in accordance with the requirements of the Instruction on office work in the Ministry;

organizes the execution and control of documents received by the Department;

ensures the secrecy of the work carried out in the Department;

participates in accordance with the established procedure in meetings of the collegium of the Ministry, as well as in meetings held by the Minister of Finance of the Russian Federation and his deputies on issues within the competence of the Department;

exercise other powers and functions established by the Regulations of the Ministry, as well as orders and instructions of the Minister of Finance of the Russian Federation.

On behalf of the Minister of Finance of the Russian Federation or the Deputy Minister of Finance of the Russian Federation, the Director of the Department may, in accordance with the established procedure, take part in meetings of the Government of the Russian Federation, meetings with the Chairman of the Government of the Russian Federation and the Deputy Chairman of the Government of the Russian Federation, meetings of government and interdepartmental commissions, councils and organizing committees, collegiums federal executive bodies, events of the Federal Assembly of the Russian Federation, the Supreme State Council and the Council of Ministers of the Union State, the highest bodies of the Commonwealth of Independent States, the Eurasian Economic Union, the Common Economic Space and other events.

1. GENERAL PROVISIONS


Division of Budget Policy in the Sectors of the Economy of the Ministry of Finance Chuvash Republic(hereinafter - the Department) is a structural subdivision of the Ministry of Finance of the Chuvash Republic (hereinafter - the Ministry). The structure and staffing of the Department is approved by the Minister of Finance of the Chuvash Republic (hereinafter referred to as the Minister) in accordance with staffing Ministry, taking into account the scope of work and features of the functional activities of the Ministry. The department is headed by the head of the department, who is appointed and dismissed by order of the Minister and directly reports to the Deputy Minister of Finance of the Chuvash Republic.

A person with a higher education, at least four years of civil service experience or at least five years of work experience (experience) in a specialty, field of study is appointed to the position of head of a department.

The Department in its activities is guided by the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, orders of the Ministry of Finance of the Russian Federation, the Constitution of the Chuvash Republic, laws of the Chuvash Republic, other legal acts of the Chuvash Republic, orders of the Ministry of Finance of the Chuvash Republic Republic, as well as these Regulations. Recruitment, dismissal, relocation, promotion and prosecution of civil servants (hereinafter referred to as civil servants) of the Department is carried out by orders of the Ministry in accordance with the current legislation on the civil service. The main tasks and functions of the Department can be expanded or changed based on changes in the powers and tasks assigned to the Ministry.

2. MAIN TASKS

2. The main tasks of the Department are:

2.1. Development and implementation of budget policy in the sectors:

public passenger transport, including state support for road and urban electric transport, suburban passenger rail transport, inland waterway and air transport;

information and telecommunications sector, including the organization of the provision of state (municipal) services on the principle of "one stop shop", interdepartmental electronic interaction, the introduction of universal electronic cards;

social policy in terms of providing social support measures certain categories citizens to pay for housing and communal services, travel by public passenger transport, communication services;

2.2. Development of proposals for the drafting of the republican budget for the next financial year and for the planning period in terms of the cost of state support for these sectors of the economy, taking into account the main directions of budget policy;

2.3. Implementation, within its competence, of preliminary control over the effective and rational use of budget funds allocated for state support of sectors of the economy;

2.4. Development of measures to reduce inefficient and unreasonable budget expenditures in supervised sectors;

2.5. Participation in the preparation of annual reports on the execution of the consolidated and republican budgets of the Chuvash Republic, in the consideration of draft regulatory legal acts, letters and other appeals on issues within the competence of the department;

2.6. Participation in the improvement of the budget system in the Chuvash Republic.

3. FUNCTIONS

3. The department, in accordance with the assigned tasks, performs the following main functions:

3.1. Participates in the work on the formation of the draft republican budget of the Chuvash Republic for the next financial year and planning period in terms of budget allocations for state support of industries Agriculture, water and forestry, transport, housing and communal services, environmental protection, information and telecommunications costs, the provision of certain measures of social support, costs associated with land relations, including forms forecast indicators, prepares the necessary materials and calculations and submits them with explanatory notes in due time to the departments of budget policy and interbudgetary relations of the Ministry;

3.2. Considers the distributions of the maximum volumes of budgetary appropriations for the next financial year and planning period presented by the main managers of the funds of the republican budget of the Chuvash Republic in the supervised areas in accordance with the functional classification of expenditures of the budgets of the Russian Federation and by recipients of budgetary funds; based on the results of the consideration, prepares memorandums addressed to the head of the Ministry on accepting or rejecting the proposals of the main managers of budgetary funds with justifications;

3.3. Checks the allocations of budgetary appropriations of the republican budget of the Chuvash Republic presented by the main managers of budgetary funds of the republican budget of the Chuvash Republic for compliance with the indicators of the republican budget of the Chuvash Republic, budget schedules and limits of budgetary obligations of the main administrators of the republican budget of the Chuvash Republic - for compliance with the indicators of the consolidated budget schedule of the republican budget of the Chuvash Republic;

3.4. Checks the correctness and validity of the preparation and approval of budget estimates of state institutions of the Chuvash Republic and plans for financial and economic activities of budgetary and autonomous institutions Chuvash Republic in the branches supervised by the Department;

3.5. Checks the registers of expenditure obligations of the Chuvash Republic submitted by the main managers of the budgetary funds of the republican budget of the Chuvash Republic in terms of issues supervised by the Department;

3.6. Prepares and considers draft laws of the Chuvash Republic, decrees of the Head of the Chuvash Republic, resolutions and orders of the Cabinet of Ministers of the Chuvash Republic on issues within the competence of the Department, makes comments and suggestions on them, exercises control over their implementation within its competence;

3.7. Submits issues supervised by the Department for consideration by the Collegium of the Ministry;

3.8. In accordance with the established procedure, makes proposals during the year on changing the budget allocations of the republican budget of the Chuvash Republic in accordance with the appeals of the main administrators of the republican budget of the Chuvash Republic, as well as in cases where, based on the analysis of periodic reporting, it is established that organizations do not fulfill financial and production indicators, later against the established deadlines, the opening of new institutions or the expansion of existing ones, as well as in cases of detection during inspections of the amounts of excessive and illegally used appropriations according to the approved estimates of state institutions of the Chuvash Republic, plans for financial and economic activities of budgetary and autonomous institutions of the Chuvash Republic;

3.9. Draws up certificates-notifications on changes in budget allocations from the republican budget of the Chuvash Republic in accordance with established forms and submits them to the budget policy department of the Ministry;

3.10. Considers proposals submitted by the main administrators of the republican budget of the Chuvash Republic, exercising the functions and powers of the founder, on changing the plans for financial and economic activities of budgetary and autonomous institutions of the Chuvash Republic, forms registers of changes in plans for financial and economic activities for prescribed form and submits to the budget policy department of the Ministry for confirmation in the software product;

3.11. Analyzes reports on the execution of the consolidated budget of the Chuvash Republic and the republican budget of the Chuvash Republic, prepares explanatory notes to reports on the execution of the consolidated budget of the Chuvash Republic and the republican budget of the Chuvash Republic;

3.12. Considers reports on the implementation of the plan for the network, states and contingents of recipients of funds that are on the budget of the subject of the Russian Federation and the budgets of municipalities, received from the main managers of budgetary funds of the republican budget of the Chuvash Republic, municipal districts and urban districts, and submits for generalization to the Budget Policy Department in the social sphere of the Ministry;

3.13. Develops proposals for the efficient and rational use of budgetary funds, optimization of the structure and number of employees public institutions Chuvash Republic of supervised industries;

3.14. Summarizes the practice of applying legislation on the provision of social support measures to certain categories of citizens for paying for housing and communal services, for preferential travel on public transport in urban and suburban communications, develops proposals for improving this legislation and submits them to the leadership of the Ministry;

3.15. Participates in the formation and change of prices (tariffs) for products and services of organizations in supervised sectors of the economy, develops and makes proposals for the implementation of pricing policy and state regulation of tariffs in order to effectively spend the funds of the republican budget of the Chuvash Republic;

3.16. In due time, prepares and submits to the Ministry of Finance of the Russian Federation a report on the expenditure of subventions provided from the federal budget to the budgets of the constituent entities of the Russian Federation for payment of housing and communal services to certain categories of citizens, at the request of the Ministry of Finance of the Russian Federation, prepares applications for the transfer of these subventions and sends forecast calculations additional need for federal budget funds;

3.17. Monitors the use of funds from the republican budget of the Chuvash Republic allocated in the form of subsidies legal entities, individuals– manufacturers of goods (works, services) in the sectors supervised by the Department;

3.18. Analyzes calculations for the provision of subsidies from the republican budget of the Chuvash Republic in various areas state support agricultural producers, organizations of the agro-industrial complex, peasant farms, citizens leading private subsidiary plots, in accordance with the decrees of the Government of the Russian Federation and the decrees of the Cabinet of Ministers of the Chuvash Republic, prepares proposals for accepting the submitted calculations for financing;

3.19. Provides guidance and supervision of work financial departments(departments) administrations municipal districts and urban districts in terms of issues supervised by the Department; develops proposals for programs of verification of the target and effective use budgetary funds in supervised areas, if necessary, participates in these checks;

3.20. Analyzes the results of inspections and draws up review letters based on the results of ongoing inspections of the targeted and effective use of budgetary funds, develops proposals for the further prevention of identified shortcomings;

3.21. Ensures timely consideration of applications from public authorities, citizens and organizations on issues within the competence of the Department, and also takes measures to eliminate reported shortcomings;

3.22. Participates in meetings held by the Ministry, executive authorities of the Chuvash Republic, organizes and participates in meetings held by the financial departments (departments) of the administrations of municipal districts and urban districts of the Chuvash Republic;

3.23. Conducts office work in the prescribed manner, before each quarter submits to the leadership of the Ministry for consideration and approval the quarterly work plan of the Department and a report on the implementation of the Plan of the main issues of economic and control work of the Ministry;

3.24. Develops proposals for the introduction and improvement of the automated system of financial settlements in the Department;

3.25. Participates in civil defense activities;

3.26. Submits reports, review letters and reports to the representative and executive bodies of state power, other information only signed by the leadership of the Ministry.

4. The department for the implementation of the functions assigned to it has the right:

4.1. Request and receive in accordance with the established procedure from the executive authorities of the Chuvash Republic, territorial state non-budgetary funds, institutions, enterprises, organizations materials and reporting data necessary for the preparation of the draft republican budget of the Chuvash Republic, its implementation and control over the targeted spending of budget funds, as well as for perform other functions assigned to the Ministry, receive from credit institutions, in accordance with their charters, information on operations and accounts of organizations;

4.2. Request, in the prescribed manner, materials on state extrabudgetary funds, drafts of their budgets, approved budgets of funds and reports on their execution;

4.3. Prepare proposals for the suspension, blocking, and, if necessary, termination of financing from the republican budget of the Chuvash Republic of organizations in case of revealing facts of misuse of the republican budget funds by them, as well as in case of failure to submit reports on the expenditure of previously received funds and other established reporting;

4.4. Reduce the amount of appropriations in cases where, based on the analysis of periodic reporting, it is established that enterprises, organizations do not meet financial and production indicators, later opening of new institutions or expanding existing ones against the established deadlines, the presence in budgetary institutions of excess stocks of inventory at the beginning of the year and exceeding the accounts receivable debts over accounts payable, as well as in cases of detection during audits and inspections of the amounts of excessive and illegal appropriations according to the approved estimates of budgetary institutions;

4.5. Demand from the heads and other officials, audited financial departments (departments) of the administrations of municipal districts and city districts, the elimination of violations of financial discipline revealed during the audits, control their elimination;

4.6. To communicate with other ministries and other executive authorities of the Chuvash Republic on emerging issues within the competence of the Department;

4.7. Request from the structural subdivisions of the Ministry to submit materials necessary for the implementation of work within the competence of the Department.


A RESPONSIBILITY

5.1. Civil servants of the Department bear the responsibility provided for by the legislation of the Russian Federation for:

failure to perform or for improper performance of official duties;

non-compliance with restrictions, failure to fulfill obligations and requirements for official conduct, violation of the prohibitions established by the legislation of the Russian Federation;

disclosure of information and official information that became known to a civil servant in connection with the performance of his official duties.

5.2. For the commission of a disciplinary offense, that is, for non-performance or improper performance by a civil servant through his fault of the duties assigned to him, the following disciplinary sanctions are applied: remark, reprimand, warning of incomplete official compliance, dismissal from the civil service on the grounds provided for by the legislation of the Russian Federation.

5.3. For non-compliance by civil servants with restrictions and prohibitions, requirements for the prevention or settlement of conflicts of interest and failure to fulfill the obligations established for the purpose of combating corruption by the Federal Law "On the State Civil Service of the Russian Federation", the Federal Law "On Combating Corruption" and other federal laws, the following penalties: remark, reprimand, warning of incomplete official compliance, dismissal from the civil service due to the loss of confidence in the civil servant by the representative of the employer.

6. RELATIONSHIPS

Relationships with structural subdivisions of the Ministry are built by the Department in accordance with the management structure of the Ministry.

With the Public Council under the Ministry of Finance of the Chuvash Republic;

With public authorities and local governments of the Chuvash Republic on financial, budgetary and tax policy;

With courts and arbitration courts, together with the department for the examination of legal acts on the protection of the rights and interests of the treasury of the Chuvash Republic and the Ministry.
