Consolidated estimates of the cost of construction enterprises, buildings, structures (or their queues) - determine the amount of financial costs for the construction as a whole and include data from object estimates, object estimates and estimates for certain types of costs.

If the project provides for the commissioning of an enterprise (institution) by launch complexes, then as part of the estimate documentation, statements of the estimated cost of construction of facilities included in the start-up complexes.

In cases where it is envisaged to carry out environmental protection measures during the construction of an enterprise, building and structure, a statement of the estimated cost of objects and works for the protection of the environment.

Local estimates. General provisions

Local estimates for certain types of construction and installation work, as well as the cost of equipment are compiled based on the data presented in the table:

If there are territorial unit prices (TER) in the region, registered with the Gosstroy of Russia in the prescribed manner, they should be used in the preparation of cost estimates and calculations for work performed for all facilities and construction sites, regardless of sources of funding, including for facilities and construction sites financed from the federal budget.

Federal Unit Rates (FER) should be used only when in any region there are no Territorial Unit Rates (TER) collections, either in whole or in part. In cases where TER collections are available, but not for all types of work, for works for which TER collections are not available, it is allowed to use collections of federal unit rates (FER), along with the use of TER collections for other works.

Local estimates can also be compiled according to FER-2001:

    in the formation of investor estimates and tender documentation;

    by decision of the state customer with funding from the state. budget.

Traditionally, as part of each estimate, certain types of work are grouped into sections by structural elements of the building (structure), types of work and devices.

The order of work arrangement in the estimates and their grouping into sections must correspond to the technological sequence of the work and the specialization of the contracting organization. When compiling local estimates for the construction of buildings, as a rule, work related to the underground and aboveground parts of the building should be separated into separate sections of the estimates.

The estimated cost, determined as part of the estimate documentation, is the basis for planning capital investments, financing construction, settlements for performed contract work, payment of expenses for the purchase of equipment and its delivery to construction sites, as well as reimbursement of other costs from the funds provided for by the consolidated estimate calculation.

The basis for determining the estimated cost are:

customer's decision and contract for drafting budget documentation;

project and working documentation, including drawings, bills of quantities of construction, installation, repair and construction and other types of work;

specifications and statements for equipment, the main decisions on the organization of production and the order of construction, adopted in the POS and PPR, an explanatory note to the design materials;

current estimated standards(including resource), as well as selling prices for transportation costs, equipment, materials;

decisions and resolutions of government bodies.

The object for the preparation of estimate documentation is the construction of a detached building or structure with all related arrangements, equipment, furniture, inventory, utility and auxiliary devices, as well as with adjacent engineering networks and community work.

The object of construction may also be a set of buildings and structures that have a general technological or other purpose (a block of workshops, a boiler room with a fuel storage, several tanks, a group of water intake, treatment or other facilities). During the construction of enterprises, industrial or residential complexes, separate objects are external networks with service and auxiliary facilities (water supply, sewerage, heating, gasification, power supply, etc.), access roads, intra-factory or intra-quarter roads, etc.

Estimated documentation can be divided into three groups:

main;

auxiliary;

regulatory information.

The main estimate documentation, as a rule, mandatory for all working projects, serves to determine the estimated cost of construction of designed enterprises, buildings, structures or their stages. It consists of local estimates (local estimates), object estimates (object estimates), estimates for certain types of costs, summary estimates of construction costs, cost summaries, contract price statements, etc.

Auxiliary (or additional) estimate documentation is an addition to the main one and in individual cases precedes its compilation, if it becomes necessary due to the specifics of the project. Supporting budget documents include:

calculation of transport costs;

costing of materials, products, structures;

individual unit rates;

estimates for the implementation of research and experimental work, the need for which arose in connection with the design and construction of these activities and structures;

statement of the estimated cost of objects and works for environmental protection.

Regulatory and information estimate documentation is a mandatory methodological basis for the development of basic and auxiliary documents. This is a whole system of documents on pricing and estimated rationing, approved by resolutions of the Gosstroy of Russia and the Government of the Russian Federation. The forms, procedure and methodology for compiling estimate documentation are established by the Gosstroy of Russia in the following documents:

In accordance with the "Instruction on the procedure for the development, coordination, approval and composition project documentation for the construction of enterprises, buildings and structures "(SNiP 11–01–95), the estimate documentation is integral part project for the construction of construction products and is included in the project as a separate section.

A project is a complex of engineering solutions, drawn up in the form of a set of technical and economic documents, calculations that make it possible to judge the feasibility and quality of a future building or structure. It includes an explanatory note, drawings and estimates.

Design work is carried out under an agreement with the customer by design, design and construction organizations and other legal and individuals licensed to design.

In order to reduce the time for designing and building real estate in St. Petersburg and to streamline the activities of bodies that issue initial data for design, approval (examination) of projects, and issuance of building permits, the Government of St. Petersburg, by Resolution No. 1322 of July 27, 2004, adopted "Order project preparation capital construction in St. Petersburg.

Estimated documentation is developed in accordance with the requirements of SNiP 81–01–2004 and MDS 81–35.2004. The composition of the design documentation contains a summary estimate.

The Government of the Russian Federation, by Decree No. 1008 of December 27, 2000, approved the “Regulations on conducting state expertise and approving urban planning, pre-project and project documentation in the Russian Federation”, according to which project documentation is subject to state expertise before its approval, regardless of funding sources and ownership of objects.

Before approval and examination, project documentation is subject to mandatory submission for consideration:

  • in KGIOP;

State examination of development projects and project documentation for the construction of facilities in St. Petersburg is carried out by:

Work on the examination of pre-project and design documentation is paid by the customer with the assignment of these costs to chapter 12 of the consolidated estimate calculation of the cost of construction according to the standards from the cost of design and survey work (columns 7 and 8).

Requirements for the design and construction of buildings and structures are given in building codes and rules (SNiP), consisting of four parts, including the relevant collections:

Working drawings are the basis for compiling local and summary statements of resource requirements, developing local and object estimates, which are also part of the working documentation.

The section "Estimate documentation" contains local and object estimates, estimates for certain types of costs, including survey and design work, a summary estimate of the cost of construction and, if necessary, a summary of costs. Based on the estimated cost of construction, customers and contractors, based on the results of contract bidding, form a contractual price for construction products.

The contract price can be final or open, specified under the terms of the contract during construction.

Determination of the cost of construction products, as a rule, is carried out in two stages.
1. As part of a feasibility study at the pre-project stage of project development. At this stage, it is recommended to use aggregated indicators of the base cost or data from analogue projects. This takes into account the reserve of funds for unforeseen work and costs and value added tax.
2. As part of the design and estimate documentation, the estimated cost of construction is determined. The basis for determining the cost of construction is the project, working documentation and the corresponding estimated and regulatory framework.

Development of design and estimate documentation includes the following steps:

Article 743 of the Civil Code of the Russian Federation establishes that "a contracting construction organization is obliged to carry out construction and related work in accordance with the technical documentation that determines the scope, content of work and other requirements for them, and with an estimate that determines the price of work." That is, technical documentation and estimates are mandatory annexes to the contract. building contract.

From the point of view of the legality of the construction and payment for the completed construction and installation works, this means that the customer is not obliged to pay for all the volumes of work performed by the contracting construction organization that are not provided with the necessary design and estimate documentation (DED). If the work is accepted and paid by the customer, then the investor has the right not to recognize the costs incurred and not to reimburse them. The tax aspect of such a violation is that the amounts of profits used to finance capital investments that are not secured by the DCI cannot be claimed for benefits.

Thus, the timely and correct development of design estimates serves to achieve at least two main goals:

  • - firstly, ensuring the legality of the start of construction;
  • - secondly, determining the size of the necessary sources of financing in terms of the timing of capital investments and their technological structure.

In addition to the fact that the estimate documentation is mandatory, the availability of data that determine the estimated volume and cost of construction and installation work allows a high degree accurately define the obligations of the parties to the contract. If during construction it is necessary to carry out additional work, it is not necessary to make changes to the contract - it is enough to provide for the possibility of adjusting the planned data in the contract, and to make changes not to the contract, but to the technical documentation and estimates.

As for the price of the work, it should be noted that in capital construction it is determined in two prices - the so-called estimated (prices of 1984 or 1991) and current or contractual. This circumstance also significantly simplifies the relationship between the construction customer and construction contractors, as well as between customers and investors - the cost of work performed at current prices (and, accordingly, the customer's debt for the cost of construction and installation work performed) can be determined on the basis of estimated prices using a coefficient that takes into account the rise in the cost of inventories, an increase in labor costs, an increase in depreciation charges in connection with ongoing revaluations of fixed assets, etc.

The composition, procedure for the development, approval and approval of design and estimate documentation for the construction of enterprises, buildings and structures was approved by the Decree of the USSR Gosstroy of December 23, 1985 N 253 (SNiP 1.02.-1-85.). On the other hand, in Guidelines taken into account last changes in legal regulation relations between the parties to the construction contract, which have occurred recently in connection with the transition to market relations.

Since 2005, the exact mandatory composition of the design and estimate documentation has been determined by the Town Planning Code of the Russian Federation.

The basis for determining the estimated cost of construction are:

  • - project and working documentation, including drawings, bills of quantities of construction and installation works, specifications and bills for equipment, main decisions on the organization and sequence of construction adopted in the construction organization project, as well as explanatory notes to design materials;
  • - current estimated (including resource) standards, as well as selling prices for equipment, furniture and inventory;
  • - separate decisions of the central and other government bodies related to the relevant construction site.

In the event that the necessary estimated standards are not available in the current estimated and normative (normative and information) base, as well as for specialized construction projects (including linear ones), individual estimated standards can be drawn up in an arbitrary form as part of the project.

All design and estimate documentation is combined into a working draft, in which, in accordance with the requirements of the design assignment, start-up complexes should be allocated, which include facilities for the main production, auxiliary and service purposes, energy, transport and storage facilities, communications, engineering Communication and treatment facilities that ensure the release of products (provision of services) in the prescribed volume and complete processing of production waste, normal sanitary and living conditions for workers, as well as objects related to the protection of the natural environment.

It is recommended that the working draft also include working documentation, which is developed in general for the construction of an enterprise, building and structures or their stages, with its duration (according to the norms) up to two years, with a longer duration - for the annual volume of construction and installation works. For individual facilities that are part of the enterprise and facilities, with a construction period of up to one year, working documentation is developed and issued as a whole for these facilities.

In the relevant sections of the working draft (except for the working documentation), if the duration of the construction of the enterprise, building and structure according to the norms is more than two years, the following should be given:

  • - equipment specifications;
  • - statements drawn up in relation to the specified specification form for the rest of the equipment, including non-standardized ones;
  • - data on technical projects for machines and equipment with a long cycle of development, design and manufacture, received from organizations (enterprises) - developers, developed in accordance with comprehensive schedules for the implementation of research, design and design work;
  • - initial requirements for the development of design documentation for custom-made equipment, including non-standard and non-standardized.

To determine the estimated cost of the designed enterprises, buildings, structures or their queues, the following estimate documentation is compiled:

as part of the working draft (with one-stage design):

  • - consolidated budget calculation;
  • - summary of costs;
  • - object and local estimates(with the duration of construction of enterprises, buildings and structures up to two years, as well as during construction carried out according to standard and reusable projects);
  • - object and local estimates (with the duration of construction of enterprises, buildings and structures over two years, and for the object of work of the first year of construction - object and local estimates);
  • - estimates for design and survey work;

as part of the working documentation - object and local estimates.

The definitions of the components of the estimate documentation are given in the Code of Rules for Design and Construction "Determining the cost of construction as part of pre-project and design estimates", adopted by the letter of the Ministry of Construction of the Russian Federation dated December 29, 1994 N VB-12-276 (SP 81-01-94) .

Local estimates are primary budget documents. They are compiled for certain types of work and costs for buildings and structures or for general site work based on the volumes that are defined in the working documentation (RD) or working drawings.

Local estimates are compiled on the basis of the same elements of design decisions as local estimates, but in cases where the scope of work and costs have not yet been finally determined and are subject to clarification on the basis of the detailed design documentation or during construction.

Object estimates are budget documents on the basis of which free (contractual) prices for construction products are formed. They combine in their composition for the object as a whole data from local estimates.

Estimated calculations for certain types of costs are intended for those cases when it is necessary to determine, on the whole construction site, the amount (limit) of funds necessary to reimburse those costs that are not taken into account by the estimated standards.

The consolidated cost estimate for the construction of enterprises, buildings and structures (or their stages) is compiled on the basis of object cost estimates (estimates) and estimates for certain types of costs.

A summary of costs is an estimate document that determines the cost of construction of enterprises, buildings, structures or their queues in cases where, along with production facilities, design estimates for civil and other purposes are drawn up.

A detailed list of works for which separate estimates and cost estimates are prepared, as well as the principles for their preparation, are set out in the aforementioned Code of Rules for Construction 81-01-94.

In addition, simultaneously with the estimate documentation as part of the working draft, the following are also developed:

A statement of the estimated cost of construction of facilities included in the start-up complex, a statement of the estimated cost of facilities and works for the protection of the environment and a statement of the estimated cost of commercial construction products (with the duration of construction of enterprises, buildings and structures up to two years, and with a longer duration - for objects, put into operation in the first year of construction).

The total estimated cost of all work and costs provided for by the working project, including the estimated cost of construction and installation works, the cost of purchasing equipment (mounted and non-mounted), tools, fixtures, inventory, as well as all associated costs, is determined by the consolidated estimated calculation of the cost of construction, which includes the following chapters:

  • 1. Preparation of the construction site;
  • 2. Main construction objects;
  • 3. Objects of ancillary and service purposes;
  • 4. Energy facilities;
  • 5. Objects of transport economy and communications;
  • 6. External networks and facilities for water supply, sewerage, heat supply and gas supply;
  • 7. Improvement and gardening of the territory;
  • 8. Temporary buildings and structures;
  • 9. Other works and expenses;
  • 10. Maintenance of the management (technical supervision) of the enterprise (institution) under construction and architectural supervision;
  • 11. Training of operational personnel;
  • 12. Design and survey work.

The following funds are included in the consolidated estimate calculation in accordance with the established procedure:

  • - development of the construction area;
  • - demolition and relocation of buildings and structures (including houses and structures owned by citizens) located on the allotted land plot or outside it, if their further use for the intended purpose is impossible;
  • - on compensation for losses to land users and losses of agricultural production in the event of land withdrawal;
  • - to compensate for losses caused by the implementation of water management measures, termination or change in the conditions of water use, as well as the implementation of other measures related to the violation of the natural environment.

In addition, funds for restoration (reclamation) are included. land plots provided for temporary use, in accordance with the project for reclamation. Data on the estimated cost of objects and works for environmental protection are included in the section of the working draft (draft) "Protection of the natural environment".

Duty to development of design and estimate documentation is assigned to the customer-developer. It is assumed that each element of the documentation is agreed with the contractor (at the stage of design, approval or conclusion of a construction contract).

current legislation and regulations The Gosstroy of the Russian Federation does not provide for any exceptions (or a simplified procedure) for the preparation of design estimates for the construction of facilities with a low estimated cost or construction time. That is, all of the listed elements must be worked out to one degree or another. Of course, if some work is not carried out, then local or object estimates are not compiled for them, and in the summary estimate calculation the corresponding lines or columns are crossed out. But the numbering of the chapters of the summary estimate should be the same. This is necessary at least in order to correctly apply the provisions of departmental acts of the Gosstroy of the Russian Federation, which often refer to the chapters of the consolidated estimate calculation.

Design and estimate documentation is used in the activities of the engineering departments of the customer-builder service (in terms of monitoring the completeness and quality of construction and installation work), planning and estimate (planning and estimate) divisions (in terms of fulfilling the estimated limit and compliance of the developed documentation with uniform prices) , as well as the relevant contracting services construction organizations. In cases where the amount of work performed is small (especially if the construction is carried out in an economic way), structural units are not created, and the performance of the relevant control functions is assigned to specialists (engineers and technicians).

Employees of the accounting departments carry out additional control of the estimate documentation in terms of cost indicators - the balance of the estimated cost, the correctness of determining the prices for the work performed presented for payment. In practice, the organization's accounting department is entrusted with monitoring the correctness of the contractors' determination of the cost of other (or compensated) costs that are not directly related to the volume of work performed, but in terms of economic content correspond to general business expenses - the maintenance of the contractor's administrative and management personnel, various types of compensation, non-reimbursable taxes, and other costs included in the cost of construction and installation works under the elements "depreciation" and "other costs". The accounting department also checks the correctness of determining the amount of overhead costs.

The accounting departments of contracting construction organizations use design and estimate documentation for the preparation of settlement documents (invoices for payment for work performed) presented to the customer. Settlement documents are prepared on the basis of data provided by the engineering services and the planning and estimate (planning and estimate) structural unit.
