Education of the non-working population
Within the framework of a unified system of training the population in the field of civil defense and protection against emergencies, work with the population not employed in the areas of production and services (non-working population) occupies an important place. The complex of activities related to the training of this category ensures its preparation for skillful and decisive actions in emergency situations.

The issues of training in this category are solved by the heads of local self-government bodies of entities by creating educational and consulting points (hereinafter - UKP) on the basis of the relevant housing maintenance organizations, schools, hospitals, employment centers and by attaching the non-working population to them on a territorial basis.

Conducting conversations, lectures, watching educational films should be carried out at the UKP, which, in accordance with the Government Decree Russian Federation dated 02.11.2000 No. 841 "On approval of the Regulations on the organization of training of the population in the field of civil defense" "... are created and equipped with local governments within the territories of their municipalities."

UKP should be created in all municipalities of the region.

Responsibility for organizing the training of the non-working population and those living in districts, cities and towns rests with the relevant heads of local self-government bodies.

Training in the field of civil defense and protection from emergencies for the non-working population provides for conversations, lectures, watching educational films, engaging in exercises and training at the place of residence, as well as self-study of manuals, memos, leaflets and booklets, listening to radio programs, watching television programs on civil defense issues and emergency protection.


General provisions.
UKP are designed to train the non-working population.

UKP are created in accordance with the requirements federal laws"On the protection of the population and territories from natural and man-made emergencies" and "On civil defense", Decrees of the Government of the Russian Federation of 04.09.2003 No. 547 "On the procedure for preparing the population in the field of protection against emergency situations" and of 02.11.2000 of the year No. 841 "On approval of the Regulations on the organization of training of the population in the field of civil defense", as well as "Organizational instructions for training the population of the Russian Federation in the field of civil defense and protection from emergencies."

The main purpose of the creation of the UKP is to provide the necessary conditions for the training of the non-working population on the problems of civil defense and protection against emergency situations (GOChS) at the place of residence.






Local self-government bodies create and equip educational and consulting centers for civil defense and emergency situations, as well as organize their activities and monitor the progress and quality of training of the population in the field of civil defense and protection from emergencies.

The methodological management of the activities of the UKP is carried out by bodies specially authorized to solve problems in civil defense, prevention and elimination of emergency situations under the territorial executive authorities.

The number of UKPs and their placement are determined by the order of the heads of the municipal authorities. UKPs are created at the housing maintenance authorities, and should be placed in specially designated premises. If it is not possible to allocate separate premises, the PCD can be temporarily located and carry out planned activities in other premises most frequently visited by the non-working population (health rooms, methodological and technical rooms, public councils, cultural and educational institutions, etc.).

Each PCU must serve a micro-district with no more than 1,500 non-working people living in it.

The organizational structure of the PCD may be different depending on the financial capabilities, the size of the microdistrict served and the number of non-working people living in it. The PCP may include:

Head of the UKP;

1-2 instructors (consultants).

The head of the UKP, as a rule, should be full-time. An instructor (consultant) may be full-time, part-time or volunteer.

The head of the UKP and the instructor (consultant) are required to undergo training in the field of civil defense and protection against emergencies at the Kamchatka UMTs GOChS once every 5 years (during the first year, training is mandatory).

Control over the work of the UKP is carried out by officials of local governments and employees of the civil defense authorities at all levels.

Financial and material costs associated with the organization of the work of the UKP, remuneration of employees, leaders of classes are made at the expense of the local budget.
Duties of the head (organizer, consultant) of the UKP
The head (organizer, consultant) of the UKP reports to the head of the civil defense and the head of the department (authorized) for civil emergency situations of the institution under which the UKP was created. He is responsible for the planning, organization and course of the educational process, the state of the educational and material base.

He is obliged:

Develop and maintain planning, accounting and reporting documents;

In accordance with the schedule, conduct classes and consultations in the amount established by the order of the head of the civil defense institution;

Monitor the progress of self-learning of people and provide individual assistance to trainees;

Conduct briefings for class leaders and senior groups;

Keep records of the training of the non-working population in the microdistrict assigned to the UKP;

Compose annual report on the implementation of the work plan of the PCD and submit it to the head of the civil defense institution;

Draw up applications for the purchase of educational and visual aids, technical teaching aids, literature, organize their accounting, storage and timely write-off;

Monitor the maintenance of the premises, compliance with fire safety rules;

To maintain constant interaction on training issues with the management bodies of the Civil Defense and Emergency Situations and the courses of the District Civil Defense.

For employees of the UKP, working part-time or on a voluntary basis, the duties are specified (developed in relation to their states) by the head of the institution under which the UKP was created.

Organization of work on the creation of the UKP.
The general management of the training of the non-working population is carried out by the head of the local self-government body. He issues an order (instruction) on the creation of the UKP, in which he determines:

Under which housing maintenance bodies, and on what basis they are created;

Procedure for financing and logistical support;

Responsible for the work of persons and other organizational issues.

The direct organizers of training are the heads of housing maintenance organizations, and in the departmental residential sector - the heads of relevant enterprises, institutions, organizations. They issue an order (orders), in which they determine:

Location of the UKP and other premises used for the training of the non-working population;

The operating procedure of the UKP;

Organization of classes, consultations, trainings;

Officials of the PCD and persons involved in conducting classes, consultations and other training activities;

The procedure for providing literature, teaching aids and technical teaching aids;

Assigning residents of houses (streets, quarters) to premises and distributing them into study groups;

Other organizational issues.

Documentation of the educational and consulting center.

To organize the work of the educational and consulting center in the housing maintenance body, the following documents are being developed:

1. Order (instruction) of the head municipality on the establishment of the UKP on the territory of the municipality.

2. Order of the head of the civil defense institution under which the UKP was created, on the organization of its work.

3. Regulations on UKP.

4. The work plan of the UKP for the year.

5. The daily routine of the UKP.

6. The duty schedule for the UKP of its employees and other persons involved in this.

7. Schedules of classes and consultations for the year.

8. Journals of classes and consultations.

9. Journal of personal registration of the population trained at the UKP.

10. Lists of non-working residents with address, phone number and senior study groups.


Organization of training of the non-working population in the UKP.
Education of the population is carried out by:

Conducting classes on work program approved by the Minister of Special Programs and Cossack Affairs of the Kamchatka Territory;

Carrying out propaganda and agitation events (conversations, lectures, evenings of questions and answers, consultations, screenings of educational films and videos, etc.) held according to the plans of civil defense officials and the RSChS;

Distribution and reading of memos, leaflets, manuals, listening to radio broadcasts and watching television programs on the subject of civil defense and protection from emergencies;

Participation in exercises and trainings in civil defense and protection from emergencies.

Education of the population is carried out, if possible, year-round. The most expedient period of study in groups is from November 1 to May 31. At other times, consultations and other events are held.

To conduct classes, students are reduced to study groups, which are created from residents of one house (several small houses or entrances). The best option is a group of 10-15 people. When creating training groups, it is desirable to take into account the age, state of health, and the level of training of trainees in matters of civil defense and protection against emergencies. In each of them, a senior is appointed, as a rule, from among the officers, ensigns of the reserve, activists and civil defense veterans. Wherever possible, permanent training venues are assigned to study groups.

Taking into account local conditions and preparedness of trainees, the topic of classes is annually specified by the head of the municipality. Topics may be as follows:

1) Civil defense as a system of nationwide measures to protect the population and territories from the dangers arising from the conduct of these actions or as a result of these actions;

2) Organization of a unified state system prevention and liquidation of emergency situations (RSChS);

3) Organization of notification and actions of the population in peacetime and wartime;

4) Rules of behavior of the population in natural emergencies;

5) Rules for the behavior of the population in emergency situations of a man-made nature and the threat of terrorist acts;

6) Rules for the use of individual and collective protective equipment;

7) Organization of evacuation to the suburban area and safe areas;

8) The main activities of civil defense and RSChS to protect the population and life support;

9) The procedure for providing first aid to victims

10) Final lesson.

Depending on the specifics of the districts, the characteristics of production and local conditions, the heads of the civil defense of housing maintenance facilities are allowed to make changes and additions within the established 12 hours.

Traditional forms of conducting classes with this category of trainees (taking into account age and health) can be used to a limited extent with certain groups of trainees. With an overwhelming majority of the non-working population, the main forms of occupation are:

Workshops;

Conversations, quizzes;

Lessons of questions and answers;

Games, discussions;

Meetings with participants in the aftermath of emergency situations, senior staff and veterans of civil defense;

Watching videos, listening to audio recordings.

Most of the study time should be devoted to practical exercises and training, during which to work out actions in response to warning signals, the rules for using personal and collective protective equipment, and evacuation activities.

The duration of the lessons of one group, as a rule, is 1-2 hours a day.

In the classroom, visual and teaching aids, video films, and computer programs are widely used.

The leader of the lesson is obliged to prepare in advance for each lesson. Preparation for the lesson consists in studying the topic by the leader, choosing and preparing places for conducting classes, means of material support, training, if necessary, assistant leaders of classes from among the trainees. Preparing for the lesson, the leader must understand the content of the topic and clarify the purpose of the lesson; study the recommended literature; clarify content training questions and the time spent on studying each of them, material support; prepare the venue for the lesson and outline the practical activities that will be carried out during the lesson.

When preparing for classes, the leader should pay special attention to clarifying the content of educational issues; to determine what is new in the methods of protection against emergency situations, what practical measures to devote more time to.

In order to better assimilate the program material for students during extracurricular time, independent work on the study of educational and methodological literature can be used.


Educational and material base.
The UKP is equipped in a specially designated room, where it is possible to create the necessary conditions for organizing the educational process. There should be at least two rooms: a room (classroom) for classes and consultations with a capacity of 15-20 people and a room for storing property. The class is provided with the necessary amount of serviceable furniture. In a conspicuous place is the daily routine and schedules of classes and consultations.

The educational and material base of the UKP includes technical teaching aids, stands, educational visual aids, medical equipment and personal protective equipment, educational and methodological literature and didactic materials.

Technical training aids: television; video recorder; means of static projection; broadcast receiver; a computer; a set of distance learning programs.

The class is equipped with the following stands:

Classification of emergency situations;

Actions of the population in the event of an emergency (earthquake, chemical contamination, etc.);

Alerts and actions on them;

Means of individual and collective protection;

Fire safety;

Providing self- and mutual assistance;

Actions of the population to prevent terrorist acts.

With regard to the subject of training, in order to increase visibility and ensure independent work of students at the UKP, it is necessary to have sets of posters, diagrams, videos, slides, transparencies, legislative and regulations(extracts), filings of the magazines "Civil Protection" and "Military Knowledge", memos, recommendations, teaching aids.

The equipment of the UKP, the content of the stands should be simple in design, understandable, convince people of the reality of protection against damage in case of emergency, cultivate high moral and psychological qualities. Each visitor to the UKP should receive specific comprehensive information about possible emergencies in the area of ​​​​his residence, places of shelter and routes to them, addresses of points for issuing personal protective equipment, and evacuation procedures.

Introduction

The purpose of the study is to study the information and activities of the employment center in order to obtain the necessary knowledge and professional skills.
The main objectives of the study are to study the history of the emergence, the general characteristics of the employment center, to analyze the organizational and functional structure of management: departments that are part of the structure of the employment center, organizational management, organization functions adopted in the field of promoting employment of the population. To identify the characteristics of the activities of the employment promotion department: the tasks of the employment promotion department, functions, the provision of public services to citizens, and establish the relationship with other departments.
The object of the study is the state organization of the employment center of the city of Osinniki.
The subject of the study is the activities of the organization of the Center for Employment of the Population.

1. History of origin and general characteristics of the employment center

The Osinniki Employment Center was created on the basis of the Labor Department of the City Executive Committee on the basis of the decision of the Osinnikov City Council of People's Deputies dated May 23, 1991 No. 173. The center was located in the building of the former city court, where it is located to this day, Osinniki, 50 years of Rudnik, 2. The employment center served the unemployed in the city. Osinniki and Kaltan. In September, the first specialists were admitted: Mochalova O.V., Grebenshchikova N.A., Kiryanova T.N. and Mentyukov V.P., who, together with their first leader Voloshchenko L.V. began to work with visitors. In 1994, the first computer equipment appeared in the employment center, and specialists were trained to work on it.
In 1995, the introduction of a software and technological complex for receiving clients from the employment service began. The software and technology complex made it possible to facilitate the work of the center's specialists involved in the registration of visitors, the formation of orders and the calculation of unemployment benefits. It also led to a reduction in the time of reception and registration of citizens. The throughput of the employment center has increased.
The peak of the number of unemployed citizens fell on 1996 - 6.4 thousand people, when there were large reductions in the number of people employed at the enterprises of the coal industry. Osinniki and Kaltana. The year 1996 was characterized by the highest level of employment.
In December 1997 a new direction is being introduced in the employment center - social and professional rehabilitation, and the adaptation of laid-off workers, the unemployed and other citizens.
The most difficult year for the employment service was 1998, when about 3,000 miners were fired from coal mines.
In January 1999, the employment center receives a license for jurisprudence of educational activities in 21 professions.
In December 2000, Mochalova O.V. became the head of the employment center. Now 16 people work, including 11 with higher education.
In 2004, the employment service took part in the development and implementation of a program for the local development of coal areas.

    2. Organizational and legal form of the Center for Employment of the Population
2.1 General

The Osinniki Employment Center was established on the basis of the decision of the Osinniki City Council of People's Deputies dated May 23, 1991 No. 173.
The main tasks of the employment center are:

    provision of state guarantees in the field of employment of the population;
    provision in accordance with the legislation of the Russian Federation and Kemerovo region public services in the field of employment promotion and protection against unemployment, labor migration;
    implementation public policy in the field of promoting employment of the population;
    development of programs to promote employment of the population.
Functions:
1. The employment center, in accordance with the Law of the Russian Federation "On Employment in the Russian Federation", Administrative Regulations and other regulatory legal acts adopted in the field of promoting employment of the population, performs the following functions in the service area:
Registers citizens in order to assist them in finding suitable jobs and unemployed citizens;
Provides the following public services in accordance with employment legislation:
assistance to citizens in finding a suitable job, and to employers in the selection of the necessary workers;
informing about the situation in the labor market;
organization of professional orientation of citizens in order to choose a field of activity (profession), employment, vocational training;

2. develops measures to promote employment of the population of the city of Osinniki and the city of Kaltan, participates in the preparation of proposals for the formation of programs that provide for measures to promote employment of the population;
3. participates in the implementation of programs that provide for measures to promote employment of the population, including programs to promote the employment of citizens at risk of dismissal, as well as citizens experiencing difficulties in finding work;
4. organizes and conducts special profiling activities (distributing unemployed citizens into groups depending on their previous activities, level of education, gender, age and other socio-demographic characteristics in order to provide them with the most effective assistance in assisting in finding employment, taking into account the current situation in the labor market) unemployed citizens;
5. performs the functions of the recipient of the regional budget funds received in the form of a subvention;
6. prepares and submits to the department proposals for financing measures to promote employment of the population, social support for unemployed citizens, carrying out other activities within the limits of the assigned tasks, functions and powers, as well as for the maintenance of the employment center;
7. participates in the work of draft commissions (in terms of issues related to alternative civilian service);
8. participates in the organization of alternative civil service in the center;
9. generalizes the practice of applying the legislation on employment, labor migration, analyzes the causes of violations of the legislation on employment of the population, and also prepares appropriate proposals for improving this legislation;
10. forms, maintains and uses a data bank on the availability of vacancies (positions) and vacancies for vocational training;
11. analyzes the composition of citizens who applied to the employment center for assistance in finding employment. Carries out a forecast of the number of citizens who, in accordance with the established procedure, will be recognized as unemployed;
12. determines the needs of budgetary funds for the implementation of state policy measures in the field of promoting employment of the population, organizes the targeted use of funds;
13. independently conducts budgetary, statistical, tax and other reporting in accordance with the legislation of the Russian Federation, the Kemerovo region;
14. ensures, within its competence, the protection of information constituting a state secret, information about the personal data of citizens who applied to the employment center in order to assist them in finding a suitable job;
15. organizes the reception of citizens, ensures timely and complete consideration of citizens' appeals, makes decisions on them and sends answers to applicants;
16. performs activities for mobilization preparation;
17. provides assistance to employees of the employment center in the implementation of their vocational training, retraining, advanced training and internships;
18. carries out, in accordance with the legislation of the Russian Federation and the Kemerovo region, work on the acquisition, storage, accounting and use of archival documents formed in the course of the activity of the employment center;
19. places orders for the supply of goods, performance of work, provision of services for state needs, concludes state contracts;
20. performs other functions for the implementation of the state policy of promoting employment of the population, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation, the Federal executive authority, laws and other regulatory legal acts of the Kemerovo region.

2.2 Structure of the Center for Employment in Osinniki.

Figure 1 shows the structure of the employment center.
The Employment Center is headed by a director, who is appointed and dismissed by order of the head of the department. The director of the employment center carries out the hiring and dismissal of employees; appoints and dismisses deputy directors, chief accountant; develops and approves the staffing table; organizes the activities of the employment center for the implementation of the tasks and functions of the center, spending financial resources for their intended purpose.
The financial and accounting department exercises control over the correct spending of funds for the intended purpose; maintaining accounting execution of estimates of income and expenditure on budgetary funds; preparation and submission of forms of financial statements in a timely manner, performs the functions of a manager and recipient of funds federal budget.
The Employment Promotion Department provides services to the unemployed population, unemployed citizens in promoting their employment; organizing and holding special events that promote the employment of persons experiencing difficulties in finding employment.
The Department of Employment Assistance includes:
- deputy director - head of department;

- senior inspector (administrator) for organizing the reception of citizens who apply to the employment service for the first time, employers;
- Inspector for the organization of the primary reception of the unemployed population;

- leading inspector for the implementation of special programs for temporary employment of unemployed citizens, organization of the archive;

    3. Regulatory framework of the Center for Employment in Osinniki.
The Osinniki Employment Center was established on the basis of the decision of the Osinniki City Council of People's Deputies dated May 23, 1991 No. 173. Full name of the Employment Center: State Institution Employment Center of the city of Osinniki. The founder of the employment center on behalf of the Kemerovo Region is the Department of Labor and Employment of the Kemerovo Region.
The Employment Center has the right of a legal entity, on its own behalf acquires and exercises property and personal non-property rights, bears obligations, acts as a plaintiff and defendant in court.

Budgetary institutions receive funds for their maintenance from the federal budget on the basis of financial documents which are called estimates.

Thus, initially there will be a transfer of the draft estimate to the Department of the State Employment Service in the Republic of Belarus. This is where a draft summary estimate is created.

The summary estimate is a set of individual estimates of subordinate ministries, departments, departments, institutions and cost estimates for centralized activities. The summary estimates are then submitted to the relevant financial authorities for inclusion in the budget.

The Ministry of Health and Social Development submits the prepared budget list to the Ministry of Finance of the Russian Federation. On the basis of the studied program, the following conclusion was made, the financing of the GKU ESC of Tuymazy is for the most part federal. The percentage of federal funding and republican funding is 73:27, respectively.

The budgetary appropriations received by the Center are directed not only to the implementation of the planned measures to promote employment of the population, but also to the maintenance of the GKU CZN of Tuymazy.

Thus, I acquired the skills of independent work on the analysis of the financing of the organization.

The most interesting and memorable moment of the production practice was the work with the Chief Specialist of the GKU CZN in Tuymazy. The joint work consisted in forecasting the information received from enterprises about the laid off workers, and entering the data obtained into reporting form. Thus, she provided real assistance to the Chief Specialist and, in general, to the departments of the GKU CZN in Tuymazy. This experience was very rewarding, and left only the most positive feedback.

Introduction

The production practice was held in the Regional State Budgetary Institution "Center for Employment of the Population" in Achinsk, located at st. Lenina 24, from July 06 to July 19, 2009. The duration of the practice is 2 weeks, which is 36 hours.

The purpose of the internship:

1. to study ways to improve the efficiency of the work of the Achinsk Employment Center;

2. get acquainted with the ongoing programs for 2009;

Analyze the activities of the institution in the conditions of the economic crisis in the Krasnoyarsk Territory;

To study the goals and objectives of the work of the territorial employment service with the population of the city;

Analyze the process of registration of citizens who applied to the Employment Center in order to find a job;

To master practical skills in automating the processing of documents, converting them into electronic form.

The first days of practice were devoted to studying the main activities of the Center for Employment of the Population, which are employment, vocational guidance, vocational training and social support for unemployed citizens. Also, the Administrative Regulations were studied, in accordance with which the work of departments with the population of the city is conducted and regulated.

By studying the activities of the Employment Center, quite complete knowledge was obtained about the work of the institution with unemployed citizens of the city experiencing difficulties in finding employment. In the process of practice, skills were acquired in drawing up state contracts, reports, orders, agreements between the Employment Center and city enterprises, as well as between educational institutions. Work was carried out with unemployed citizens, with employers of enterprises in the city and the region, with educational institutions.

In connection with the current economic crisis in the country, the Krasnoyarsk Territory is participating in the implementation of the Program of additional measures to reduce tension in the labor market in the region in 2009.

During the practice, the directions of the Program were studied, and the theoretical knowledge acquired during the study at the university was practically consolidated.

The labor market is a system that includes a complex of social and labor relations regarding the conditions for hiring, using and exchanging labor for means of subsistence and the mechanism for its self-realization, the mechanism of supply and demand, functioning on the basis of information received in the form of a change in the price of labor (salary) .

On April 1991, the Law “On Employment of the Population in the Russian Federation” was adopted. From this date, the Employment Center of the city of Achinsk begins its work. At present, the institution has become a qualified and technological structure, reducing tensions in the city.

The main directions in the work of the Employment Center are employment, vocational guidance, vocational training and social support for unemployed citizens.

Much attention is paid to working with people who are in special need of social protection: teenagers, youth, persons with employment restrictions, released from places of execution of punishment, military personnel transferred to the reserve.

When working with military personnel, special attention is paid to the provision of psychological and psycho-correctional assistance.

The population of the city of Achinsk in the Employment Center can receive:

The number of unemployed citizens registered with the state employment service in October-December 2008 increased by 32.4% (by 8.9 thousand people - from 27.2 to 36.1 thousand people) and by the end of 2008 the number of unemployed amounted to 750 people, and on 01.02.2009 already 1005 people. Employment and the labor market are forecast to deteriorate further in 2009. According to preliminary estimates, the number of people employed in organizations of the region may be reduced by 33.2 thousand people, including in the forest complex (by 11.9 thousand people), mechanical engineering (by 6.7 thousand people), construction (7, 1 thousand people), transport (4.5 thousand people), metallurgical complex (2.7 thousand people).

The number of unemployed citizens who applied in 2009 to the state employment service in search of work may increase to 155 thousand people (by 30% compared to 2008), among them the laid-off workers will amount to at least 23.0 thousand people.

The reduction in the number of employees in the organizations of the region will entail a decrease in the number of vacancies, a "narrowing" of employment options, especially in territories with a monoeconomic structure of production, areas of the Far North and in rural areas. The problem is exacerbated by the isolation of local labor markets due to the territorial remoteness of settlements.

The implementation of the departmental target program "Promotion of employment of the population of the Krasnoyarsk Territory for 2009-2011", approved by the order of the Government of the Krasnoyarsk Territory dated August 29, 2008 No. 113-r, will allow in 2009:

These measures are not enough to maintain a stable situation in the labor market. According to preliminary forecasts, the number of registered unemployed citizens by the end of 2009 may increase to 67 thousand people, the level of registered unemployment - up to 4.3% of the economically active population.

It is necessary to take additional measures to help reduce tensions in the regional and local labor markets in the following areas:

§ increasing the competitiveness in the labor market of employees of organizations at risk of dismissal. Advanced training in professions that are in demand on the labor market will contribute to the employment of employees both at their own enterprise (in a new profession or after advanced training in an existing profession (specialty)), and at other enterprises at their place of residence or moving to another locality;

§ stimulating the preservation and creation of jobs. The development of entrepreneurial initiatives of the unemployed population will be aimed at expanding areas of employment through small businesses. The organization of public works and other types of temporary employment for employees at risk of dismissal will help to retain the staff of organizations. In addition, in the context of limited employment opportunities in labor-surplus territories, it is necessary to create temporary jobs for unemployed citizens;

§ development of territorial labor mobility of the region's population. The redistribution of labor resources from labor-surplus to labor-deficient territories of the region will help maintain a competitive, qualified personnel potential of the region until the period of elimination of negative economic trends. In 2009, the staffing needs of strategic investment projects Krasnoyarsk Territory is 3.5 thousand people, the staffing requirement for investment projects implemented at the level of municipalities is 6.1 thousand people. The priority areas of public works are the improvement and landscaping of settlements, the repair of housing and social facilities, the maintenance and repair of roads, and social services for the population.

Main activities of the Program:

Advance vocational training of employees in the event of a threat of mass dismissal (establishment of part-time work, temporary suspension of work, provision of unpaid leave, measures to release employees).

Organization of public works in organizations of the region and at socially significant facilities for employees at risk of dismissal, as well as for unemployed citizens living in labor-surplus territories.

Assistance in the development of small business and self-employment of unemployed citizens.

Targeted support for job seekers moving to another area for employment in permanent and temporary jobs.

The target indicator of the Program is to curb registered unemployment (from the number of economically active population Krai) at a level not exceeding 3.1% by the end of 2009.

Program performance indicators:

§ undergoing professional retraining (upgrading qualifications, learning a new profession, internships at a new workplace) - at least 5.0 thousand employees of organizations at risk of dismissal;

The state policy in the field of employment promotion provides for the creation special conditions and measures to assist unemployed citizens and the unemployed in finding employment. The set of measures to ensure the employment of citizens, implemented by the employment service, includes measures to implement active employment policy programs aimed at activating the individual in the labor market, creating conditions, additional guarantees and opportunities for ensuring effective employment of unemployed citizens and citizens looking for work.

Mechanisms for the implementation of program activities

The production practice was held in the department of vocational training and vocational guidance of the population. In 2009, the department participates in one of the directions of the Program - advanced training of employees in case of a threat of mass layoffs.

The meaning of advanced training is as follows: for example, the enterprise no longer needs a profession and the type of work that a certain employee carried out. But the employer does not want to fire this employee, knowing that he is a responsible person, easily trained and will be able to benefit the organization in another workplace. In this case, the Employment Center concludes an agreement with the enterprise on sending such an employee to study another profession.

In order to conduct qualified training for the unemployed in new professions, the employment center concludes contracts with many educational institutions of the city.

The implementation of the action "Advanced professional training of employees in the event of a threat of mass dismissal" is carried out on the basis of agreements concluded between the regional government agency employment service (employment center), employer, citizen at risk of dismissal, and educational institution. Training is carried out on the basis of educational institutions based on the results of competitive selection, as well as on the training base of organizations that conduct dismissals and receive laid-off workers (including internships at the workplace).

Advanced training in professions that are in demand on the labor market will contribute to the employment of employees both at their own enterprise (in a new profession or after advanced training in an existing specialty), and at other enterprises at their place of residence or moving to another area.

Program participants may be employed citizens at risk of dismissal. Forms of education: vocational training, retraining, advanced training. The duration of employee training is established by professional educational programs and does not exceed 6 months. Advanced vocational training of employees is carried out in full-time and part-time (evening) forms of training; it can be a course (group) or individual. Training can be conducted at the place of residence and in another locality. Training of employees can be carried out at the training and production base of educational institutions, enterprises, as well as at the workplace (training) places of the organizations themselves in the order of individual professional training from specialists with the appropriate qualifications (teaching services of individuals). To organize training, an agreement is concluded between the employment center and the employer planning advanced training for its employees.

Training for employees is free - all costs associated with training are paid by educational institution Employment center.

To participate in advanced vocational training for employees, an employer whose employees are at risk of dismissal must submit to the Employment Center Required documents. Based on the results of consideration of documents, the Employment Center makes a decision to conclude an agreement with the organization for advanced professional training of employees, including at the workplace (training) of employers in the order of individual professional training from specialists with appropriate qualifications.

The Employment Center has the right to refuse employers to conclude a contract for advanced vocational training of employees in the following cases:

lack of documents guaranteeing the employment of each of the employees upon completion of training;

Financing of program activities at the expense of the regional budget is carried out on the basis of the procedure approved by the Government of the region.

During the practice, knowledge was gained on the preparation and conclusion of State contracts for the provision of educational services for advanced training of employees. Also, in the process of practical training, practical skills were obtained in drawing up acceptance certificates for the provided educational services (see Annex 2). In addition to participating in the Program, the department of vocational training and vocational guidance is engaged in work on vocational guidance of citizens, providing psychological support to those who are registered with the Employment Center and are currently experiencing difficulties in finding a job. To help the population in vocational guidance, computer tests are carried out to identify the professional abilities of a person. After testing, the employees of the department give a recommendation in which area of ​​work a person can realize himself.

During the period of being in the department, practical skills were gained in working with citizens who applied to the Employment Center. Practical skills were to help citizens fill out applications - questionnaires, issue referrals for internships. Work was also carried out with educational institutions of the city to conclude contracts for vocational training and retraining of unemployed citizens.

The second direction of the Program is "Organization of Public Works". Among the programs of active employment policy, the public works program occupies one of the leading places. Public work is understood as labor activity that has a socially useful orientation and is organized as additional social support for citizens looking for work.

Citizens registered with the employment service in order to find suitable work, unemployed citizens have the right to participate in public works. The priority right to participate in public works is enjoyed by unemployed citizens who do not receive unemployment benefits, unemployed citizens registered with the employment service for more than six months. Participation of citizens in public works is allowed only with their consent. When sending to public works, the state of health, age, professional and other individual characteristics of citizens are taken into account. An urgent agreement is concluded with persons wishing to participate in public works. labor contract. A fixed-term employment contract on the participation of a citizen in public works may be terminated by him ahead of schedule when applying for a permanent or temporary job.

The ongoing transformation of the Russian economic system affects all aspects of society. Employment remains one of the most serious problems. The most important place among them is occupied by regional employment management systems and active employment policy programs.

Public works is an important program of active employment policy. The development and improvement of the organization of public works in a certain way have an impact on socio-economic development.

The implementation of the public works program allows to ensure:

Preservation of motivation to work among people who have a break in work;

Acquisition of professional knowledge, skills and abilities;

Raising awareness of the population about employment opportunities, employment services, prospects for the development of the labor market;

The balance of demand and supply of labor force focused on the needs of the regional labor market. Public works are organized on the basis of contracts concluded between the Employment Center and the employer. The implementation of the event "Organization of public works in organizations of the region and at socially significant objects" is carried out:

In the form of maintaining jobs for employed citizens at risk of dismissal - on the basis of agreements concluded between the regional state institution of the employment service (employment center), the employee and the employer at a permanent place of work;

in the form of creating temporary jobs for employed citizens who are at risk of dismissal - on the basis of agreements concluded between the regional state institution of the employment service (employment center), an employee and an employer creating temporary jobs or a local government;

in the form of creating temporary jobs for unemployed citizens who have applied for employment assistance to the employment service (including citizens officially registered as unemployed) living in labor-surplus territories.

The priority areas of public works are: improvement and landscaping of settlements, repair of housing and social facilities, maintenance and repair of roads, social services for the population, technical work on paperwork, distribution printed matter, restoration of historical and architectural monuments, complexes, protected areas.

To participate in the organization of public works, an employer whose employees are at risk of dismissal must submit to the employment center a copy of the order, duly certified, on the establishment of part-time work, on the temporary suspension of work, on the provision of unpaid leave, on measures to release of workers.

The Employment Center has the right to refuse an employer creating temporary jobs for public works in concluding an agreement on the organization of public works in the following cases:

the presence of overdue debts to the budgets of all levels and extra-budgetary funds;

lack of funds from the federal and regional budgets for these purposes.

Reimbursement to the employer of expenses for the organization of public works is made on the basis of invoices, copies of invoices confirming the cost of inventory and household materials, acts of work performed, copies of orders on the organization of public works, lists of participants and payrolls.

Funds for the implementation of the activities of the Program are allocated on the basis of proposals developed by local governments of urban districts and municipal districts of the region, including a list of organizations, the number of participants in the events, the volume and types of public works. Implementation of the event "Promoting the development of small business and self-employment of unemployed citizens" is carried out on the basis of agreements concluded between the regional state institution of the employment service (employment center) and an unemployed citizen. Subsidies to unemployed citizens from the federal budget are allocated subject to a positive assessment of an independent examination of the business plan.

Subject to a positive conclusion of the examination of the business plan, an agreement is concluded between the Employment Center and an unemployed citizen to provide a subsidy for the organization of entrepreneurial activity.

The subsidy is provided in the amount of the annual unemployment benefit due to this unemployed citizen in accordance with the submitted business plan.

The subsidy will be provided primarily for priority types of economic activity (household services, public catering, transport services) and for the creation of additional jobs.

Program participants can be citizens of the Russian Federation who are duly recognized as unemployed, who have reached the age of 18, and who wish to organize entrepreneurial activities. Participants are consulted on the subject of starting their own business. After that, if the participant has an interesting business idea, he writes a plan for it, which passes the examination.

Within the framework of the program, they can receive information about the possibility of starting their own business, consult specialists, be tested to identify the ability to conduct entrepreneurial activities, training in the course "Fundamentals of Entrepreneurship", they can be assisted in drawing up a business plan and provided with a subsidy for organizing an entrepreneurial activity. activities.

If the examination recognizes the business plan as effective, economically beneficial, the citizen is registered as an individual entrepreneur.

Financial support for unemployed citizens is provided in the form of subsidies and grants for organizing entrepreneurial activities.

Financing of program activities at the expense of the regional budget is carried out in the form of grants on a competitive basis to unemployed citizens for organizing entrepreneurial activities in the amount of up to 100 thousand rubles. The procedure for holding the competition and the conditions for providing financial support are determined by the Decree of the Government of the Krasnoyarsk Territory.

In this area, knowledge was gained on the content and preparation of a business plan.

And the last direction of the Program is targeted support for job seekers moving to another area for employment in permanent and temporary jobs.

There is an all-Russian bank of vacancies. The Employment Center contacts businesses that apply for their workforce needs. Taking into account the wishes of the employer, a specific employee is selected, who is interviewed by a representative of the employer. After that, the enterprise gives the Employment Center a letter of guarantee stating that it accepts this employee for work. A contract is concluded with a person who has passed the selection, on the basis of which his moving to a new place of work, daily allowance and housing are paid by way of advance payment.

The implementation of the event "Targeted support for job-seekers moving to another locality for employment in permanent and temporary jobs" is carried out on the basis of agreements concluded between the regional state institution of the employment service (Center for Employment), a job-seeking citizen who applied for employment assistance to the employment service, and the employer.

Recipients of targeted support when moving to another locality for employment in permanent and temporary jobs can be citizens permanently residing in the territory of the Krasnoyarsk Territory at the time of applying to the Employment Center for employment assistance, having the necessary profession (specialty) and qualifications for employment in vacancies declared to the employment service by employers. As a matter of priority, targeted support is provided to employees at risk of dismissal, and to citizens who are duly recognized as unemployed.

Financing of this event is carried out at the expense of the subsidies provided to the regional budget from the federal budget. Targeted support is provided on the basis of:

statements of a citizen applying for targeted support;

invitations from the employer, indicating the expected date of admission, the period of employment, living conditions;

an agreement concluded between the employment center, a citizen registered with the employment service in order to find a suitable job, and the employer.

At the end of the work period, the recipient of targeted support submits an advance report (travel documents, bills for accommodation) to the Employment Center within the time period established by the contract. The return of funds not used by the recipient of targeted support is carried out in accordance with the procedure established by the agreement.

In the last direction of the Program, work was carried out on the conclusion of contracts between the Employment Center and citizens registered with the employment service.


Purpose and history of the creation of the Catharsis Software Complex

Work on the creation of software products designed to automate the activities of employment centers was started by the Catharsis company in 1991. And the first of the software products developed by her at that time - the Automated Information Processing System "Labor Resources" - was created for the Committee on Labor and Employment of the Leningrad Population and Leningrad region. The system was focused on the automation of departments of employment, vocational training and analysis of employment centers. In the same year, the implementation of the automated systems developed by the company "Acruement and payment of benefits" (automation of the calculations and payments of unemployment benefits, scholarships, material assistance, etc.) and the "Employment Fund" (automation of departments for controlling receipts to the Employment Fund) began in the Leningrad Region. ).

By the beginning of 1995, already in 28 regional employment services in Russia, automated systems created by the company were in operation. By this time, the Catharsis Research and Production Company had created a number of systems: automated system"PROFKAT" (automation of departments of vocational training and vocational counseling of employment centers), automated system "Analysis" (formation of regional statistical forms), information systems "Consultant-1" and "Consultant-2", subsystem of diskette-modem support for information exchange.

The company's software products did not stand still, the systems were constantly upgraded in accordance with emerging state and industry laws, the introduction of new forms and methods of work. Developers have always readily responded to the suggestions of customers to make automated systems more functional - rich and easy to use.

Today, over a thousand departments in more than 40 regional employment services in Russia use software developed by the Scientific and Production Company Catharsis.

At the beginning of 1995, the company decided to develop a new level of applied solutions for automating the divisions of the employment service of Russia - the Catharsis Software Complex version 7.0. The development of a new product lasted for 3 years, the total cost of its creation amounted to about 50 man-years.

In the fall of 1997, the first version of the new product was put into trial operation. The new application software has successfully passed all stages of trial operation, and during 1998 - 2000 the employment services of Russia were transferred to its industrial operation.

Software Complex "Catharsis" version 7.0 is a multifunctional system designed to automate the main activities of the territorial bodies on employment issues of the Ministry of Labor of Russia.

To automate the main activities at the district level, the Catharsis PC has the following functional tasks:

1. primary and repeated reception of citizens;

To automate the main activities at the regional level, the Catharsis PC contains such functional tasks as providing access to primary data of district employment departments, combining and checking state statistical forms, combining arbitrary industry and regional statistical forms, generating arbitrary reporting forms, maintaining contracts and etc.

The main advantages of the Catharsis Software Complex are:

It should be emphasized that the PC "Katharsis" is not a reflection of the views and approaches to solving the issues of automation of a team of developers or specialists of the employment service (PES) of any region. The Complex reflects the requirements and views on the automation of the main activities of the SZN of all regions using software products developed by the company. It is a combination of the best solutions and technologies. The experience of many years of industrial operation of the software made it possible in the 7th version of the Complex to create a flexible and customizable technological scheme of interaction between all specialists of the SZN departments. The experience of various regions was summarized, and within the framework of the new application software, various options for building the technology for the operation of employment centers with automated data processing were proposed.

Ten years ago, the Research and Production Company "Katharsis" developed a series of products that quickly conquered the market and became a kind of standard for the quality of software created for departments of the employment service of the Russian Federation. Today, the company offers a completely redesigned software, designed taking into account the current state of the subject area of ​​the employment service and modern requirements for corporate automation systems.

6. Registration of citizens who applied to the employment service in order to find a suitable job (initial registration)

The primary admission specialist checks the correctness of the submitted documents, checks the information about the client in the database of the PC "Katharsis" (Working with citizens - information about the client (general section)) in order to exclude re-registration and track whether he was previously registered with the employment service, whether there were violations of employment laws.

Registration is carried out by filling out "Form 3 - Applicants" in the PC "Katharsis" (Work with citizens - accepting clients - initial reception), an employment service specialist introduces the citizen to the criteria for selecting a suitable job, the conditions for registering as unemployed, the procedure for further interaction with the Employment Center.

At the same time, a personal record card (PAC) of the job seeker is printed out (Work with citizens - group operations with the PAC - printing of the PAC) (see Appendix 4).

If there is a vacancy that meets all the requirements (search for a vacancy is carried out in the Catharsis PC: Work with citizens - typical operations - selection of a vacancy - setting selection conditions), the EPC specialist calls the employer, and if the declared vacancy is not filled, then issues a referral to to the employer (Form: "Referral to work" is printed out from the PC "Catharsis": Work with citizens - typical operations - selection of a vacancy - setting selection conditions - referral) and explains that the client must visit the employer within 3 days, in case of employment be sure to report this to the CZ.

if the client refuses two options of the proposed suitable job within 10 days, and those who are looking for a job for the first time (previously not working) and at the same time do not have a profession (specialty) from two options for obtaining vocational training or paid work, then such citizens can be registered in as an unemployed person.

To improve the efficiency of the work of specialists of the Center for the Employment of Unemployed Citizens, profiling measures are being taken. At the stage of registration of citizens who applied in order to find a suitable job, the main profile group of citizens is identified, taking into account professional potential and motivation.

To carry out the profiling procedure, the primary admission inspector sends the client to a specialist - a professional consultant of the EPC.

To determine the profiling group, the client is invited to answer the questions of the questionnaires in order to determine the level of professional demand - OPV and the level of motivational readiness - UMG. Questionnaires are filled in by the client independently (see Appendix 5, 6).

The results are calculated using templates and noted on the client's score sheet, and the profile group of the client is also noted.

After registration and identification of the profile group, it is determined which job is suitable for a citizen (corresponds to the professional suitability of the employee, taking into account his level of professional training, conditions of the last place of work, state of health, transport accessibility workplace) and select employment options.

At the end of the appointment, a “Job Seeker’s Memo” is issued, which indicates the appointed date and time of the next visit to the employment service, as well as the name of the specialist who will work with the client in the future (see Appendix 7).

Conclusion

In general, the production practice was quite productive. At the end of the internship at the Employment Center of the city of Achinsk, the following conclusions were made: the goals set at the beginning of the internship were achieved, ways to improve the efficiency of the employment service were studied, the main Programs and directions in which the Employment Center operates were studied. Measures to reduce tension in the labor market in the context of the economic crisis in 2009 are considered.

Directly, in the process of practice, work was carried out with documents such as: personal files of unemployed citizens, contracts, contracts, orders, skills were acquired in completing incoming and outgoing documentation of the Employment Center.

Work was also carried out with unemployed citizens registered with the employment service, which consisted in helping people fill out applications - questionnaires for the provision of public services.

In the course of practice, we studied regulations, Administrative regulations in accordance with which the activity of the Employment Center is conducted. Employees of the employment service are strictly obliged to carry out work on the basis of the Administrative Regulations.

Improvement of the building of the Employment Center - meets all the basic standards, all conditions have been created for working with the population of the city. The offices are conveniently equipped for both employees and clients of the employment service.

The activities of the Employment Center are based on the Catharsis Software Complex version 7.0. In practice, the skills of working with this software were obtained.

The practice helped to apply the practical and theoretical knowledge gained during the study at the Agrarian University. During the internship, sufficient practical experience was gained in working with the population of the city, with the documentation of the institution, which made it possible to get a complete and complete picture of the activities of the Employment Center, of the procedure for providing public services to citizens experiencing difficulties in finding employment.
